This paper asks whether the institutional hierarchies defined by ‘golden triangle’, other Russell Group, other pre-1992 and post-1992 universities in England, and by ancient, old and new universities in Scotland, have become weaker since the 1990s. Using indicators constructed from Universities and Colleges Admissions Service data for 1996–2010, the article finds a stable hierarchical relationship among the sectors within each country, with some indicators showing a slight widening of status differences between sectors towards the end of the period. The main exception was a slight ‘upgrading’ of new (post-1992) universities in Scotland early in the period. There was little change in the association of institutional sector with social class, but in England the association with private secondary schools became slightly stronger and the association with ethnicity weakened.  相似文献

Radical change in systems of schooling and training in a developed country such as Britain take place against a complex background of resistant culture and administrative structures. This paper examines the current changes in control mechanisms within education and training in England with the aim of increasing economic productivity. It suggests that the paradoxical decentralisation of accountability and increased centralisation of direction leave unresolved questions such as the effects of job-training on general education and vice-versa. Is lifelong education creative of radical independence, or an extension of dependency upon the State?  相似文献

Financial pressures, restrictions on full‐time participation and the public commitment to access and lifelong learning, suggest that part‐time provision may be increasingly important in undergraduate‐level higher education. However the scale and organisation of part‐time provision varies across institutions, and its future development may depend on decisions taken at institutional level. This paper describes Scottish institutions’ policies for part‐time provision of first degrees and Higher National Certificates and Diplomas (HNCs and HNDs). It is based on interviews with senior managers in all 23 Scottish higher education institutions (HEIs), and in 11 further education (FE) colleges. Most institutions planned to expand part‐time provision. New (post‐1992) universities were the most committed to expansion; non‐university HEIs and some old universities were the least committed. Policies for expanding part‐time provision were often part of a broader strategy for flexibility. The research revealed two contrasting models of flexibility: many universities pursued flexible integration, bringing full‐ and part‐time study into a common web of provision, whereas FE colleges typically pursued flexible differentiation, maintaining the distinctions between (and within) the modes. Institutional polices were influenced by four sets of factors: institutional mission, other institution‐specific factors, government policy and funding, and demand; funding arrangements and demand were seen as the main drivers. Finally, we question whether the greater formal autonomy of institutions led in practice to more independent decision‐making, and whether the trends anticipated by our interviewees are in fact well entrenched.  相似文献

The Netherlands has a binary higher education system in which academic education and higher professional education at EQF levels 5–8 co-exist. There is also secondary vocational education at EQF levels 1 up to 4. In this paper, I analyse policy documents resulting from the Bologna Process and argue that under neo-liberal conditions, higher professional education brings opportunities for both students and employers, but also creates a socio-economic tension in terms of employability. The gap between higher professional education and secondary vocational education adds to the formation of a labour market in which higher professional education graduates are prepared to an international labour market but employability pressure is being put on lower skilled employees, creating unequal employability opportunities for vocational education graduates.  相似文献

A critical reading of the Donaldson Report on teacher education in Scotland reveals what might be termed a ‘panacea approach’ to addressing perceived current problems in relation to the quality of teacher education. In particular, the essence of the Donaldson Report is that teachers need to embrace ‘twenty-first century professionalism’ through a partnership approach to teacher education. However, neither ‘professionalism’, nor ‘partnership’ are defined or justified explicitly. Through critical discourse analysis, we offer possible interpretations of professionalism and partnership within the context of the Donaldson Report. These interpretations include accepting the use of such terms as simple unconscious and uncritical adherence to a dominant discourse, and the idea that the wholesale embracing of partnership is a much more insidious attempt by the state to promote network governance, thereby limiting potential dominance of any one particular stakeholder group. Through systematic consideration of the immediate textual context of phrases relating to professionalism and partnership, and through a more holistic analysis of the wider policy agenda, we offer a critical reading of the Report. We conclude with a plea that as the rush to attend to the more tangible, operational aspects of the proposed reform gather momentum, such a panacea approach to solving perceived problems needs to be critiqued openly.  相似文献

Based on interviews with 18 UK women academics and managers on quality and power in higher education, this article interrogates the impact of quality assurance discourses and practices on women in higher education. Micro‐level analysis of the effects of audit and the evaluative state seem to suggest that hegemonic masculinities and gendered power relations are being reinforced by the emphasis on competition, targets, audit trails and performance (Morley, 2003a Morley, L. 2003a. Furthermore, pedagogic space for exploring social justice issues is closing with the emphasis on learning outcomes and student consumerism (Morley, 2003b Morley, L. 2003b. “Reconstructing students as consumers: new settlements of power or the politics of assimilation?”. Yet women are also gaining new visibility as a consequence of the creation of a new cadre of quality managers. As its title suggests, this paper explores the compatibility of outcomes-based education (OBE), the recognition of prior learning (RPL) and adult education in higher education in South Africa. OBE and RPL entered the consciousness of South African educators in the 1990s, when policymakers, responding to economic and political imperatives to develop a more skilled and flexible workforce, turned to overseas models of integrated education and training systems. OBE and RPL are often described as ‘learner-centred practices’, meaning that learning goals, teaching and assessment processes, content and pace of learning are mutually determined by the tutor and student. Such practices are grounded in a humanistic approach to adult education which places emphasis on the person as a holistic being and allows for considerable differences which characterize mature adult learners. The paper explores the relationship between OBE, RPL and the andragogical model of adult education proposed by Malcolm Knowles, whose theories have acquired the status of established doctrine in South Africa. The paper points to areas of compatibility and difference between OBE, RPL and adult education, and concludes that problems which arise in introducing OBE and RPL in higher education have more to do with features of the context, and the processes of design and implementation, than with inherent defects in the theories underpinning them.  相似文献

Many researchers studying the impact of parliamentary devolution conclude that education policies in England, Scotland, Wales and Northern Ireland are diverging. They attribute this to five factors: the redistribution of formal powers associated with devolution; differences in values, ideologies and policy discourses across the four territories; the different composition, interests and policy styles of their policy communities; the different ‘situational logics’ of policy-making and the mutual independence of policy decisions in the different territories. This article reviews trends in higher education (HE) policy across the UK since parliamentary devolution. It focuses on policies for student fees and student support, for widening participation, for supporting research and for the HE contribution to economic development, skills and employability. On balance, it finds as much evidence of policy convergence, or at least of constraints on divergence, as of policy divergence. It argues that each of the five factors claimed to promote divergence can be associated with corresponding pressures for convergence.  相似文献

This article aims to shed light on the current debate regarding the role of internships in higher education in graduates’ employability. In specific, it analyses empirical data on a large-scale study of Portuguese first-cycle study programmes, in order to explore indicators of the professional value of internships in the employability of higher education graduates. Results demonstrate that study programmes that include internships tend to significantly enhance graduates’ employability, particularly within the universe of polytechnic and public higher education institutions. Besides the instrumental value of internships, the impact of the nature and structure of the internship on the percentage of unemployed graduates are also discussed. Mandatory internships and the inclusion of multiple, shorter internships throughout the degree are negatively associated with unemployment levels. Results indicate work-based learning can be used as a successful strategy to bridge theoretical knowledge and practice and enhance graduate employability. These findings provide important insights for the evaluation and/or the design of internship programmes in higher education.  相似文献

This article reports a study that investigated secondary school students’ higher education aspirations (towards university studies, ISCED 6 and above) and how these differ between student groups as well as how these are impacted by values of education. Panel data of more than 300 secondary school students in two countries, Luxembourg and Switzerland (the Swiss Canton of Bern) was analysed. Schools are structured differently in the education systems of Luxembourg and the Swiss Canton of Bern. The results of our analysis show that students in the Luxembourgish sample more often aspire to higher education than in the Swiss sample. Disparities in higher education aspirations were also more pronounced in the Luxembourgish sample, boys and students from families of low socio‐economic status (SES) were less likely to aspire to higher education. While the effects of values of education are generally scarce, stimulation in terms of anticipated enjoyment and interest derived from participation in higher education seems to have a positive effect on higher education aspirations.  相似文献

An entrepreneurial university will fulfill the meaning of this pillar, particularly if it includes life‐long learning, career counseling, instruction and training in job‐related social skills, and a commitment to educate and to train graduates who will be agents of change. Universities must also promote intellectual entrepreneurship as a means to achieving worthy ends including sustainable employability and human values.  相似文献

This study analyses the issue of comparative corruption in the national higher education sectors in the United States of America (USA) and the Russian Federation (RF). Corruption in higher education, as well as the way it is addressed in legislation and court cases and reflected in the media, appears to be consistent with the trajectory and pace of reforms that take place in the USA and the RF. The continuing massification of higher education, with increasing enrolment rates in both countries, as well as the emergence of the for-profit sector, necessitate more control and coordination on the part of the governments, educational institutions and the public. The two systems of higher education slowly and independently converge. In both systems, professional hierarchies based on meritocracy clash with managerialism based on the thriving for-profit principle. As a result, forms of corruption in higher education may become more similar.  相似文献

Background: Teacher education in Scotland has developed its own trajectory for many years and this distinctiveness appears to have increased since the creation of the Scottish Parliament in 1999. Teachers' pay and conditions were addressed in 2001 by the agreement A teaching profession for the 21st century. This agreement led to a number of innovations in teacher education and development. More recently, there has been a report of the Review of Teacher Education in Scotland by Graham Donaldson and a committee is currently reviewing teachers' pay and conditions.

Purpose: This article examines the extent to which the development of teacher education in Scotland has been affected by the global financial crisis and its impact on the provision of public services. Three policy contexts are explored in turn, those of politics and economics, education and teacher education, so that the analysis moves from the wider societal perspective towards the specifics of teacher education.

Sources of evidence: The article draws on a close analysis of relevant policy documents, including those produced by the Organisation for Economic Cooperation and Development, the Scottish Government and the General Teaching Council for Scotland. Additionally reference is made where appropriate to a wide range of published research and to reports such as the Review of Teacher Education in Scotland.

Main argument: The ways in which teacher education policy in Scotland is developing is a result of the interaction between history, culture and politics played out at a national level under the wider influence of UK, European and global affairs, both economic and political. There are real tensions in the current conjunction of policies and trends, which create major challenges for all those involved. The promotion of career-long professional learning and enhanced school autonomy proceed alongside the review of teachers' professional conditions (McCormac Review), high levels of intermittent employment among new teachers, fluctuations in student numbers and staffing in university Schools of Education, and contracting resource to support school-level curriculum development and continuing professional development. The social partnership achieved between employers and practitioners is under increasing strain; and relations of partnership between universities and schools are subject to increasing critical scrutiny. Teaching in a time of crisis creates new challenges, and the need for innovative approaches to enduring challenges, in the short and longer term.

Conclusions: The longstanding commitment to explicit values in Scottish culture and education is all the more important in a context where pressures for accountability and efficiency are greater than ever.  相似文献

It is a widely accepted maxim that, like business generally, higher education is globalising. For many countries, higher education is now an important export sector, with university campuses attracting international students from around the world. Licensing production, in the form of franchising degree provision to international partners, is beginning to mutate into foreign direct investment as many universities set up campuses in other countries. While there are clearly parallels between the globalisation of business and higher education, this paper examines the supply- and demand-side drivers within the university sector. It argues that an alignment of special factors, rather than an inexorable trend towards commercialisation, has caused the recent internationalisation of higher education and concludes that current trends are unsustainable in the medium-term.

A survey of undergraduate students enrolled on eight campuses of The University of California yielded information about the magnitude and structure of desire for programs of study different from the traditional, full-time programs in which these students are enrolled. These preferences were elicited about both undergraduate and graduate programs of study. Although a desire for alternative programs is greater for the graduate level, both graduate and undergraduate orientations toward alternative programs have two principal sources: (1) a desire for greater time and space flexibility in access to higher education, which arises out of objective familial and financial impediments to easy, full-time enrollment; and (2) a negative view of established forms and modes of higher education. The kinds of programs which students feel will meet these needs are characterized by instructional modes which do not require the student to attend a single center of learning but which, nevertheless, retain interpersonal contacts among students and faculty members. The most attractive single feature endorsed by those desiring alternative modes of instruction is the design of the course of study by the student himself. Conclusions In conclusion there are a number of points to be emphasised. Firstly, there are no definite answers to the problems of change and innovation in the management field. Admittedly there are plenty of ideas and models about strategic planning; but the trend over the last ten years or so has been away from the use of analytic techniques towards trying to manage the culture and values of the organisation directly. At the moment there is another reaction developing against this focus on culture (Barney, 1986; Thackray, 1986), but it is not yet clear what is being proposed in its place.So those in higher education should be suspicious of the management pundits who claim that they have the answer - especially if it simply involves copying management structures and systems that are believed to be commonplace in industry. Furthermore many of these systems are actually fraught with difficulty when used in industry. For example, many companies find they have to rethink their appraisal systems every four or five years, because the failure of the previous system usually becomes obvious to all about three years after its installation. In that area the current trend is towards self and peer assessment - which could conceivably be appropriate in higher education too.But there are still a number of ideas that may be gleaned from the management world, and these may eventually provide models of management and strategic change which are appropriate to higher education. Some of these ideas have been mentioned in this article. For example, there is a need to pay closer attention to the environment, especially the political one. Institutions need to think carefully about their distinctive strengths, and how they can fit best into their environments. The idea of universities as service organisations may have considerable power, and it may be as well to think of some of those services as having limited life.It is important to recognise the crucial role of those people at the lower levels of the organisation. Their contribution is not only in helping to determine the best direction to take; but their commitment to any direction is essential if it is to be implemented. Good strategies can't be rushed: it takes time for ideas to evolve. Hence the process of thinking through appropriate strategies probably needs to be fairly continuous; it certainly should not be merely an annual, or quinquennial, activity.Finally it is the values of staff and students that can be the greatest source of, and barrier to, change and innovation. Senior managers get easily excited at the possibilities of being able to manage the values of their organisations. But this is much more difficult than the popular text books would have us believe, and very dangerous. The danger is that if one simply attacks the existing values of an organisation - say those of scholarship, colleagueship and individual freedom - one runs the risk of destroying individuals' sense of purpose, and thus creating a highly demoralised organisation. If values are to be shifted, say towards a greater commercial orientation - then they must be done in a way which allows for retention of the original values in parallel. It is a kind of bridging idea that is needed. This will take time, and not a little creativity.  相似文献

Abstract

In the struggle to combat corruption in Nigeria, popular and intellectual discourse has essentially been devoted to the behaviour of public officials such as politicians. However, only little intellectual attention seems to have been cast on corruption in the education sector. This article attempts to fill this knowledge gap. Based on desk analysis, it indicates that corruption proliferates in the education sector just as in other sectors in Nigeria with crippling effects on the ranking, and standard of tertiary education. Situated within the theory of functionalism, it ascribes the proliferation of corruption to negative societal influence, poor funding, poor reward system and acute infrastructure decay. However, it holds that there is yet the prospect of redemption based on some measures that have been undertaken in various tertiary education institutions to tackle the social malaise. It recommends the need for men and women of integrity to champion the desired reform in the ivory tower.  相似文献

This paper considers gendered patterns of participation in post‐compulsory STEM education. It examines the trajectory of learning that takes students from A‐level qualifications, through undergraduate work and into employment or further study. It also uses a long‐term view to look at the best available evidence to monitor participation and attainment over an extended period of time. The findings suggest that almost three decades of initiatives to increase participation in STEM subjects have had little noticeable impact on the recruitment data and gendered patterns of participation persist in several subject areas. This is despite more women entering HE and little gender difference in the entry qualifications for STEM subjects. While more women are studying science, as broadly conceived, than ever before, recruitment to key areas, namely physics and engineering remains stagnant. However, for those women who do remain in the ‘science stream’ patterns of employment in graduate careers and further study appear relatively equitable.  相似文献

Online education is continuing to gain popularity in educational institutions and organizations. Hitherto, most research has occurred at aggregated levels, while few researchers have studied how and why individuals participate in online education. It is essential to examine individual perceptions and relationships in order to understand how students behave in relation to others. This paper investigates how students of higher education participate in online seminars and why they participate in certain ways. An online class that attended asynchronous and synchronous online seminars was studied. Electronic logs were used to examine how students participated and interviews were used to illustrate why they participated. It was revealed that the participation of students varied between aspects such as exchanging information, managing tasks and providing social support and the emphasis of these aspects were related to the tool they communicated through. A number of participation inhibitors were identified and it was also suggested how these inhibitors can be addressed.  相似文献
