Contemporary policy statements from government and reforms to science curricula in schools emphasise the importance of educating a scientifically literate public for democratic participation in science and technology. While such an aspiration is seemingly uncontentious and appears consistent with progressive educational thinking, the reality of democratic participation is problematic. I propose four frameworks for describing democratic participation in schools. The first two – deficit and deliberative democracy – fulfil a limited role for democratic participation. ‘Science education as praxis’ and ‘science education for conflict and dissent’ present more radical programmes but reflect tensions with the dominant discourse of scientific literacy and citizenship as reflected in school curricula. To operationalise aspects of democratic participation, teachers need to make explicit the role of scientific knowledge and decision‐making within each framework. While radical change is likely to meet with resistance, this process will in turn generate new discourses about the problems and opportunities of democratic participation.  相似文献

The first part of the paper briefly explores the implications of creating a learning society’ in terms of the changes this implies for how education is currently organized and delivered. The argument is made that the steadily increasing influence of the discourse of the ‘assessment society‘ — which assumes that all aspects of quality can and should be measured in an overt way — is actively inhibiting the development of a learning society’. The argument is illustrated by a case‐study of the records of achievement initiative — one of the earliest attempts to change the focus of assessment practice in the UK. It concludes by suggesting that while an assessment discourse of ‘performativity’, rather than ‘empowerment’ remains dominant, initiatives like recording achievement are unlikely to have more than a marginal impact.  相似文献

Through socio-cultural analysis of the discourse of bullying, the present article aims to show that moral learning is less about teaching children the difference between right and wrong and more about making available to them what Tappan and Wertsch describe as the mediational means to engage in their own moral learning. Bullying is explained in Bakhtinian terms as a form of ‘authoritative discourse’. Both moral education and manipulative adolescent bullying are presented as, in a broad sense, forms of political practice. The same 13-year-old girl was recorded as she talked with peer ‘counsellors’ about her own bullying and then a fortnight later in the course of directing and featuring in a tutor-group video which aimed to introduce younger pupils to their new school. Through the inter-animation of social voices, new moral ideas are appropriated by the participants. In a succession of ‘zones of proximal development’, students support and ‘scaffold’ each other’s thinking in their progression towards changed levels of moral awareness.  相似文献

This paper advances the idea that ‘education for the social inclusion of children’ is similar but different to ‘inclusive education’ as it has come to be understood and used by some authors and UK government documents. ‘Inclusive education’ tends to carry an inward emphasis on the participation of children in the education system (with discussions on school culture, transitions, truancy, exclusion rates, underachievement, and school leaving age). In contrast, education for the promotion of children's social inclusion requires an outward emphasis on children's participation in ‘mainstream’ society while they are still children. The latter emphasis is seen to be lacking in educational policy discourse in Scotland though a recent shift in policy towards education for active citizenship is noted. Examples are provided to show how many policy statements enact a limitation on the scope for education to promote children's social inclusion by emphasizing children's deficits as social actors and focussing on the ‘condition’ of social exclusion. The paper draws on an empirical study of children's participation in changing school grounds in Scotland. The analysis shows how the enclosure of learning in books, classrooms and normative curricula was challenged. Learning from school grounds developments was constructed relationally and spatially, but the scope of what was to be learned was often delineated by adults. The paper closes with a discussion of how education that promotes the social inclusion of children will benefit from seeing both children and adults as current though partial citizens and using socio-spatial opportunities for the generation of uncertain curricula through their shared and/or differentiated participation.  相似文献

In the EU, ambitious objectives have been set for education and training since the adoption of the Lisbon Agenda in 2000. The policies aim among other things to empower the individual through participation in lifelong learning which is seen as both a right and a duty: ‘People need to want and to be able to take their lives into their own hands – to become in short, active citizens’ (CEC, 2000, p. 7). However, not all citizens are taking part in lifelong learning and consequently the EU and its member states have set up policies with a ‘particular focus on active and preventative measures for the unemployed and inactive persons’ (CEC, 2006, p.1). ‘Inactive’ persons comprise different groups which are marginalised in terms of participation in lifelong learning, among others ‘low-skilled’ who have a lower participation rate in education and training activities (Cedefop, 2013). In this article, the aim is to destabilize the political discourse on ‘low-skilled’ through individual narratives of being in low-skilled jobs. Whereas the problem of being low-skilled from a political perspective is represented as psycho-social problems of the individual, the narratives point to the complexity of people in low-skilled jobs and the role of structure to ‘low-skilledness’. The narratives open up issues of power and the historical arbitrary distinctions between skilled and unskilled in the Danish labour market. It opens up for how the educational structures produce ‘low-skilled’ people, especially in the transition from basic vocational education and training into an apprenticeship. The article points to the narrow focus of policies on the ‘supply’ side of lifelong learning and less on the ‘demand’ side of a ‘needy’ global labour market in which precarious jobs are no longer limited to low-skilled. The paper makes a connection between transmission modes and constructivism in sociology and education, respectively. There are parallels between Archer’s criticism of upward and downward conflation in social theory, and approaches to learning in education. In her 2012 book, Archer seeks to reconceptualise socialisation as relational reflexivity. This paper seeks to connect this idea to thinking about learning in relational terms and links the analysis to Young’s account of ‘bringing knowledge back in’. The paper uses an example from field work on participation in learning to provide concrete examples that illuminate the points being made. It argues that learning theory needs to move away from transmission and the constructivists’ ideas about education and to consider the relational aspects of learning.  相似文献

This paper examines ways in which we, as teachers, can promote our students' critical awareness of the domesticating power of the very definition of education that is commonplace in contemporary discourse. It highlights how a first-year introduction to philosophy of education module encourages students to begin to ‘read their world’ by challenging not only the conventional renditions of education as simply ‘schooling’ but also those accompanying notions of ‘relevant learning’ that are commonly associated with an institutional and vocational focus. A further purpose of this paper is to highlight how a critical analysis of an individual's own social learning is a necessary prerequisite to personal growth and potential social transformation correspondingly. Such an analysis, it is argued, constitutes a direct assault on a much more invisible form of ‘banking’ educational practice than many Freirean educators have previously acknowledged.  相似文献

Abstract

Nationalism is a key resource for the political work of governing Scotland, and education offers the Scottish National Party (SNP) government a policy space in which political nationalism (self determination) along with social and cultural forms of civic nationalism can be formed and propagated, through referencing ‘inwards’ to established myths and traditions that stress the ‘public’ nature of schooling/education/universities and their role in construction of ‘community’; and referencing ‘outwards’, especially to selected Nordic comparators, but also to major transnational actors such as OECD, to education’s role in economic recovery and progress. The SNP government has been very active in the education policy field, and a significant element of its activity lies in promoting a discourse of collective learning in which a ‘learning government’ is enabled to lead a ‘learning nation’ towards the goal of independence. This paper draws on recent research to explore recent and current developments in SNP government education policy, drawing on discourse analysis to highlight the political work that such policy developments seek to do, against the backdrop of continuing constitutional tensions across the UK.  相似文献

This paper examines the educational ambitions of adults from a disadvantaged area in Australia who returned to study at a further education institution as a means to access higher education. The study examines the significance and influence of romance, gender and social class on their formal learning, and the delaying influence of these factors in realising lifelong learning aspirations. It draws on written testimonies of students’ early expectations and beliefs about learning, education and life choices, their current beliefs and future tertiary and career expectations to argue that romantic conceptions of early motherhood/marriage have a negative impact on women from low socio‐economic backgrounds. The focus is on self‐reporting of the impact of early parenthood and/or the consequences of premature dissolution of a romantic relationship on educational aspirations or opportunity. We define the basic concept of romance as concerning love and ‘living happily ever after’, incorporating love and people’s social aspirations, hopes and dreams, offering the promise of a better life. We find, one, that the discourse of romance had a very powerful early gendered influence on the female students’ educational aspirations, and on their ‘enlightenment’ after romance ‘went wrong’ which contributed to their educational disadvantage; and two, that exclusion from education is a motivating factor in returning to learning as an adult and strongly influences parental aspirations for those with children.  相似文献

AbstractThis paper contributes to the conceptual and empirical development of ‘preparedness pedagogy’. Preparedness involves learning, thus disaster risk reduction (DRR) should be discussed more in the field of education, particularly its sub-discipline of public pedagogy. Disaster risk reduction education should have an element of a pedagogy in the interest of publicness, which is an experimental pedagogy in which citizens act in togetherness to develop their own preparedness. The paper pays attention to the two phrases utilised in the recent DRR discourse – ‘integrated’ DRR and ‘participation by all’ – and examines the case of Japan, applying whole-system thinking. It is suggested that ‘the mesosystem’ of the DRR system yields relationships and learning, and thus enables collaboration, change and ‘participation by all’. Preparedness pedagogy has a role to play in this. The mesosystem functions as the confluence between state-led and community-based DRR to truly integrate the system.  相似文献

The notion of a ‘learning society’ is one that crops up increasingly today in the ongoing debate about the future of education in the postmodern world, together with its twin notion, ‘lifelong learning’. This article discusses the contemporary discourse within which this debate tends to be contextualized and finds several worrying factors about it: namely that it has a vocationalist, managerialist, thrust, is oriented towards the requirements of the market and the global economy and the needs of employers, and subjected to the principle of peformativity. The article concurrently examines recent trends in adult and continuing education that confirm this agenda, and asks how it can be resisted. The possibility of creating a counter-utopia or counter-discourse to it which replaces performativity with justice is proposed, but this runs into the objections of postmodernists against the employment of master narratives. The article then examines whether there are alternative resources within ‘postmodernism’ itself which do not fall foul of these objections within which an oppositional discourse could be constructed.  相似文献

This paper seeks to examine current policy reforms that situate education as a means of addressing social inclusion. Borrowing from the work of Popkewitz and Lindblad, the paper takes the form of a cross‐disciplinary literature review that informs understanding of the relationship between educational governance and social inclusion/exclusion in policy research in Australia. To do so, the author examines the assumptions, omissions and contradictions in policy direction via two problematics – the engagement problematic and the early intervention and prevention problematic – to emphasise how policy discourse produces ways of thinking about inclusion/exclusion. The author argues that discourses of engagement and intervention and prevention reinscribe each other, acting as a palimpsest which produces notions of the ‘proper’ family and ‘proper’ participation. These notions of propriety ironically exclude particular types of individuals and families by situating them outside of possibilities for ‘success’ in social and systemic participation. Therefore, the author seeks to examine the ‘systems of reason’ that enable these discursively produced notions of propriety to become normalised.  相似文献

This paper explores Indian women’s views on arranged marriages in the United Kingdom. It is based on research carried out with 32 Indian women studying at a university in the South East of England, UK. The article draws on Wenger’s social theory of learning to explore how Indian women’s participation in communities of practice in higher education contributes to their participation in arranged marriages. The concept of ‘social capital’ is used to discuss how women are able to negotiate their participation in arranged marriages, It is used to examine the knowledge and identity resources that women develop through their participation in higher education, which provides them with the means from which to develop the necessary ‘bridging ties’ leading to their active participation in the wider South Asian community.  相似文献

Continuous learning and updating one’s competences and abilities have become requirements for staying ‘up-to-date’ and ‘at the top of one’s game’. Lifelong learning policy has been persuasive in its emphasis on equal learning opportunities for all: everyone has endless possibilities and capabilities to learn according to her/his needs and desires throughout life. This discourse has been especially encouraging for the eight Finnish general upper secondary school adult graduates followed in this study; they had received little formal education in their youth or had been labelled as ‘poor’ students at school through the assessment criteria maintained by the schooling system’s prevailing meritocratic discourse. In order to become lifelong learning subjects, they first needed to prove their ability and competence as students and learners, that is their educability. This was also the key for their transitions in further and higher education and working life. Consequently, half of the interviewees told ‘success stories’ about these transitions. Moreover, they continued to have faith in ‘the great salvation of education’ as well as their own educability. For the other half, however, these transitions turned out to be disappointing or perceived as a broken promise. These adults also started to doubt their own abilities as students and learners.  相似文献

This article is concerned with the politics of lifelong learning policy in post‐1997 Hong Kong (HK). The paper is in four parts. Continuing Education, recast as ‘lifelong learning’, is to be the cornerstone of the post‐Handover education reform agenda. The lineaments of a familiar discourse are evident in the Education Commission policy documents. However, to view recent HK education policy just in terms of an apparent convergence with global trends would be to neglect the ways in which the discourse of lifelong learning has been tactically deployed to serve local political agendas. In the second part of this paper, I outline what Scott has called HK’s ‘disarticulated’ political system following its retrocession to China and attempts by an executive‐led administration to demonstrate ‘performance legitimacy’—through major policy reforms—in the absence of (democratic) political legitimacy. Beijing’s designation of HK as a (depoliticized) ‘economic’ city within greater China must also be taken into account. It is against this political background that the strategic deployment of a ‘lifelong learning’ discourse needs to be seen. In the third section of this paper, I examine three recent policy episodes to illustrate how lifelong learning discourse has been adopted and has evolved to meet changing circumstances in HK. Finally, I look at the issue of public consultation. The politics of education policy in HK may be seen to mirror at a micro‐level, the current macro‐level contested interpretations of HK’s future polity.  相似文献

The emergence of academic development in Anglophone higher education was linked to post Second World War massification and concerns about student failure. These concerns were driven by increasing statistical investigations into student attrition and degree times to completion, particularly in Australia and Aotearoa, New Zealand. There was a dominant discourse about student ‘wastage’ (the deviant student). However, if we fast-forward to the late 2000s, we can see that these discourses have been replaced by discourses about university responsibility and teaching quality. Drawing on Foucauldian discourse analysis, this paper aims to trace the historical roots of contemporary teaching and learning dilemmas and to show how the responsibility for student failure was gradually shifted from perceptions of deviant students to perceptions of teacher ‘deviance’, which academic development units were designed to ameliorate.  相似文献

In this article, we attempt to define and explore a concept of ‘radical digital citizenship’ and its implications for digital education. We argue that the ‘digital’ and its attendant technologies are constituted by on-going materialist struggles for equality and justice in the Global South and North which are erased in the dominant literature and debates in digital education. We assert the need for politically informed understandings of the digital, technology and citizenship and for a ‘radical digital citizenship’ in which critical social relations with technology are made visible and emancipatory technological practices for social justice are developed.  相似文献

With the emergence of the discourse of TESO, teacher education in Ethiopia has been struggling to change rhetoric and practice by reaffirming a managerially driven reform performance. The terrain is now characterized by fresh, but globally dominant rhetoric. Salient in the emerging discourse is reform mottos and agendas such as ‘active learning’, ‘competence’, ‘participatory’, ‘paradigm shift’ and ‘system overhaul’. However, the process pursued by the ‘reform’ task performers is noticeably and evidently characterized as a managerial approach which sidesteps pedagogues and pedagogy in favor of fulfilling instrumental, central and market‐oriented agendas. The process has so far signaled a ‘reform’ process which I typically refer to as peripheralization of pedagogical practitioners. Conspicuously absent in the process is a critical vision of learning to teach and a structural continuum that connects faculty and school. The process has so far clung to the reinscribing of traditional modes of doing teacher education which has fallen far short of fulfilling what is in the high sounding rhetoric.  相似文献

This article explores how six teenage girls talk about being smart in the wake of celebratory discourses touting gender equality in education and beyond. Set against the neo-liberal backdrop of ‘What about the boys?’ and ‘girl power’, it is assumed that smart girls today ‘have it all’ and, therefore, no longer require feminist interventions in the school. Issuing a challenge to these post-feminist assumptions, we highlight complex narratives of girls’ academic success, including post-feminist narratives of individualisation and the ‘supergirl’, alongside feminist narratives of gender inequality in the school and the broader social world. We conclude by highlighting the impossible terms within which post-feminism frames girls, and the dangers that this pervasive discourse poses to girls’ educations.  相似文献
