高校基本建设过度投资是指基本建设投资规模超过正常投资来源的支出部分。通过文献聚合法对于高等学校自由现金流概念的界定,将高校自由现金流界定为年度经费结余(结转)所产生的学校可以自由调度以及安排使用的一部分现金流量。在此基础上,以H高校1998~2010年财务报表及相关账户数据为分析对象,通过基本建设投资定基增长比例、基本建设建设投资偏离程度以及自由现金流占基本建设过度投资比重三个模型的构建,在揭示案例高校扩大招生规模期间基本投资过度投资现象的同时,从基本建设过度投资的资金来源渠道上,剖析了自由现金流对于案例高校基本建设过度投资形成的影响。
