Taking an international view of cultural indicators, this paper is an account of the state of play of indicator development. It reviews the literature on cultural indicators, raising analytical and global coordination issues, and adapts ‘good practice’ ideas from the literature. It is argued that improving cultural indicators is not simply about improving statistical methods: it is also about understanding better the nature of arts activities, improving the articulation of arts policies and considering the complex interrelationships between statistics and policy and the impacts that measurement can have on ‘stakeholders’ in the arts and cultural sectors.  相似文献

In the hard sciences research programmes are designed to generate evidence consistent or inconsistent with particular hypotheses. Hypotheses unsupported by evidence are modified or abandoned. The framers and testers of scientific hypotheses are members of the same profession, similarly trained and likely to interpret evidence in similar ways. They have professionally generalized responsibility for the quality and integrity of each other's work. Peer review systems are in place to monitor performance and expose chicanery. This is not the case in the cultural policy research arena. Here, policymakers, arts advocates and academic policy analysts are breeds apart. Their professional affiliations and lines of accountability are radically unlike. We have highly selective “advocacy” evidence on the one hand; highly developed but untestable academic theory on the other, suggesting the hypothetical existence of evidence for which academics are not allowed to look. Policymakers avoid “what if?” questions because they are paid to maintain positions of certainty. Academics ask, but lack the data to answer. Neither approach is satisfactory for shaping the future. This paper explains how the two opposing research traditions came into being and points to some of the problems which poor communication between theoreticians and practitioners can create.  相似文献

ABSTRACT

In March 2019, Arts Council England (ACE), an official statistics producer, started collecting a new set of data from its National Portfolio Organisations intended to reveal whether those organizations’ intentions correlate with the perceptions of their peers and audiences. In a world dominated by quantitative data, the Impact and Insight Toolkit addresses a perceived lacuna and marks a substantial investment in qualitative metrics. ACE also expects it to address a number of other concerns – help organizations self-evaluate, measure their short-term outcomes and advocate more effectively. Indeed, it envisages that an aggregation of the data collected will support the case for sustained public support of the sector. The Toolkit’s launch comes at a time when changes to the UK’s official statistics are encouraged, and policymakers are looking elsewhere to inform their thinking. The campaigning aspect of ACE’s aspirations suggests a model of data collection and analysis distinct from that of official statistics production, valued for its impartiality. This article considers what might happen if the Toolkit, which relates to ACE’s role as a development agency, encourages data to be collected and analysed in order to deliver specific outcomes. It reflects on three visions of cultural sector data from the past 50 years: Toffler’s The Art of Measuring the Arts, DCMS’s Taking Part and ACE’s Impact and Insight Toolkit. These suggest a trajectory of cultural sector data determined by increasing importance being attached to institutional interests, and implies that the future of cultural sector data in England may be determined by how ACE addresses its potentially conflicting interests as an official data provider and development agency. Greater investment in the former would more accurately reveal the arts’ contribution to economic and social development; greater investment in the latter would encourage the teleological development of cultural sector data designed for sectorial advocacy.  相似文献

From the bidding stage onwards, the London 2012 Olympics has been framed by an explicitly instrumental agenda, with objectives including increasing participation in sport in the UK and economic and physical regeneration in host sites, through investment in the Olympic Park and its surrounding infrastructure. The bid also signalled the ambition that London 2012 should be the first Olympics to deliver legacy through a nation-wide cultural programme in the build up to and alongside the Games [Kennell, J. & MacLeod, N. (2008, November 6–8). A memetic framework for the conceptualisation and evaluation of the Cultural Olympiad of the 2012 Olympic and Paralympic Games. The ensuing national Cultural Olympiad, part funded by Legacy Trust UK, was evaluated through a series of research exercises which aimed to document the legacy and impact of the cultural programme. Cross-country comparisons are popular in cultural policy. This paper looks at how cultural statistics are used in the making of such comparisons. Analysts have identified a general ‘sloppiness’ in current cultural statistics comparisons. Some of the major problems in both data production and data presentation are documented, and a ‘checklist’ of good practice is provided. The paper aims to provide guidance and ideas for anyone making cross-country comparisons of cultural statistics.  相似文献

ABSTRACT

The formulation of cultural policies in the Anglophone Caribbean constantly straddles the demands of global, regional and national imperatives as a function of its position as a region of post-colonial, small-island states. This paper will argue that the role these factors play in the art of policy making problematises conventions in the current global/local (glocal) debate circulating in the arena of Cultural Policy Studies. The paper shows that cultural policy making in the Caribbean constitutes a mélange of approaches that are in a constant state of contestation during the policy-making process. It employs content analysis of cultural policy texts from selected Caribbean states, as well as an analysis of stakeholder views from the national cultural policy consultations in Trinidad and Tobago to derive its findings. A Five Factor framework was developed to illustrate the range of responses that guide and shape local actors and activities in the national cultural policy domain. The research concludes that the relationship between the national and local (nocal) actors has to be re-imagined if cultural policy is to deliver on its promise of social transformation in the Caribbean.  相似文献

The UK Film Council established a Research and Statistics Unit in order to gather data relating to film to inform the development of UK Film Council strategy and to provide an information service to the industry, government, the arts and cultural sector and the wider research community. The Research and Statistics Unit draws data from both official and unofficial sources and commissions its own special-purpose studies to gather information relevant to the strategic objectives of the Council. Key tasks are the measurement of the size of the market for film and the various elements of the film value chain, the performance of films supported by the UK Film Council and the performance of UK films in general. Special-purpose research projects currently include a detailed survey of the film production workforce, a study of the economic impact of the UK screen industries and studies of the social impact of local cinemas and the experience of Black- and Minority-led film production companies. A range of industry and official partners are collaborating in these studies. The Research and Statistics Unit also provides statistical and policy analysis relating to the wider policy environment of UK film, including issues such as the future of film tax incentives. This analysis has been developed within the HM Treasury ‘Green Book’ framework with particular reference to understanding market failure in relation to film. Central to the market failure argument is the cultural value of film in both its qualitative and its quantitative aspects. UK Film Council research is placed in the context of the literature on hedonic pricing and contingent valuation. The industrial challenges of increasing cultural value are discussed. Finally, consideration is given to the potential of film to contribute directly to ‘public value’.  相似文献

Across the Western world, membership in the established organized churches is on the decline with a concomitant reduction in the need for churches and church halls. As redundant and unused churches are the focus of vandalism and decay, owners and heritage managers are looking for options to adaptively re-use such buildings. This article reviews the literature on the re-use of churches in the Netherlands, which has long history of innovatively addressing the problems. The options available range from re-use for religious purposes by other denominations or faiths, to community use (multi-purpose, sport, music etc.), and private use, which can be either commercial or residential. The attitudes of the community and the original property owners play a major part in successful adaptive re-use. Because of its long history, the Dutch experience in adaptive re-use of religious buildings has much to offer heritage managers in other countries faced with this emergent management issue.  相似文献

The emergence of the communist movement in Kerala, India in a society that was characterized by immense divisions of caste and class is significant for understanding social transformation. What is of particular importance is the ways in which the communist activists who spoke the language of a supposedly alien ideology engaged with a populace that was predominantly agrarian and poor. This paper will look at the communist engagement with certain aspects of culture, specifically songs, folk arts and theater, in the initial years of the movement, and will argue that something akin to a national-popular will was constructed, which broke down many existing hierarchies and created new unities. But this engagement was equally characterized by many contradictions and spectacular failures, which dented the emerging national-popular will. The cultural, and the communist engagement with it will played a crucial role in laying the seeds of a substantive postcolonial democracy but only in relative terms and without necessarily conferring on the most exploited classes equal rights.  相似文献

In today’s global world, it has become increasingly important for individuals moving to a different country for work, study, or permanent relocation to successfully adapt to this new culture. Responding to recent calls in the literature for more ecological approaches to the study of cultural adaptation, we examine the effect of host country historical heterogeneity—or, the extent to which a country’s current inhabitants descended from a diverse pool of ancestors—on newcomers’ cultural adaptation to that country. Across two studies, we find that higher levels of host country historical heterogeneity predict higher rates of cultural adaptation among newcomers. This relationship persists even when accounting for individual characteristics of the newcomers and sociocultural/economic characteristics of the home and host countries. These results suggest that a country’s historical levels of diversity may contribute to the successful adaptation of newcomers above and beyond their personal characteristics, their home country environment, or current conditions in the host country, including current levels of diversity. These results have practical implications for facilitating newcomers’ successful cultural adaptation.  相似文献

Innovative work behavior is a key organizational competence. Informed by a framework for describing the role of cultural competences as an antecedent for international business performance this study seeks to explicate the connection between individual multiculturalism and innovative work behaviors, with cultural intelligence as a mediating variable. The empirical tests, using a culturally diverse sample of 157 employees of a large, international, Dutch-based staffing agency, reveal that cultural intelligence fully mediates the effect of multiculturalism on innovative work behaviors. The mediation appears robust to various individual and departmental characteristics. These outcomes have implications for the selection and development of employees in innovative organizations and for innovation and international business research.  相似文献

Learning poverty, defined as being unable to read and understand a simple text by the end of primary school, is a critical social problem. Past studies on learning poverty have mostly focused on the role of economic and demographic factors but have seldom explored the role of culture. To address this gap, we examined whether national cultural values (i.e., power distance, individualism, masculinity, uncertainty avoidance, long-term orientation, and indulgence) were associated with learning poverty in 45 countries. Ecological analyses indicated that among the different cultural values, long-term orientation was negatively associated with learning poverty, but power distance was positively associated with it. These associations remained robust after accounting for the roles of economic and demographic factors. These findings extend the literature on learning poverty by emphasizing the cultural correlates of learning poverty. Theoretical and practical implications are discussed.  相似文献

Cultural variability (CV) refers to the tendency to vary/adjust the influence of a single cultural identity on one’s social interactions and behaviors from day to day. CV has different influences on interpersonal interactions, positive for some interactions but with adverse effects for others; hence, we aimed to further explore these associations by considering immigrant status and ethnic orientation as potential moderators. Hierarchical regression using daily diary self-reports of U.S. emerging adults (N = 242) revealed that cultural variability is a double-edged sword only for first- and second-generation immigrants rather than for nationals (3rd generation and later). That is, CV predicts positive family interactions for both groups, but negative interactions with close friends only for immigrants, especially those with strong ethnic orientation. Cultural variability adds a new dimension to our understanding of cultural identity as dynamic, domain-specific, and nuanced in its associations with adaptation.  相似文献

Using an expanded assessment of cultural intelligence (CQ), this study provides a detailed analysis of how studying abroad impacts the development of CQ. We examined (1) the effect of a study abroad semester on the development of each of the eleven subdimensions of cultural intelligence – Expanded-CQ or E-CQ over time; and (2) whether personality traits (i.e., extraversion and openness to experience) had a moderating role in the relationship between a study abroad semester and E-CQ in a longitudinal study. Data were collected from 361 students both before (Time 1) and after (Time 2) the study abroad semester. Mixed between-within subjects analysis of variance showed that the study abroad semester did have a statistically significant effect on the development of ten subdimensions of E-CQ over time. Moreover, contrary to our expectations, multiple regression analyses demonstrated that individuals who were low on extraversion improved their metacognitive CQ (awareness) more than did individuals who were high on extraversion. Similarly, individuals who were low on openness to experience improved their metacognitive CQ (awareness), their cognitive CQ (culture-general knowledge), and their motivational CQ (intrinsic interest) more than did individuals who were high on openness to experience. This paper looks at the evolution of a new approach to an old problem—that of protecting the heritage of moveable archaeological objects—‘portable antiquities’—in England and Wales. It sets out a brief history of attempts to bring forward legislation to protect such finds, charts the rise of metal detecting as an activity and describes the successful process of changing government policy through the Treasure Act 1996. This led to the Portable Antiquities Scheme which has now received full government funding. The paper looks at how this was achieved through the development of what has been described as the largest community archaeology project in the country, which is starting to change public attitudes towards objects from the past. These two initiatives have in fact started to lead to a change in public attitude towards material from the past.  相似文献

To remind cultural policy practitioners that rent-seeking theory exists (in recently published cultural economics reference books the theory is hardly mentioned), and to encourage theoreticians further to develop their models of personal and institutional behaviour predicting and explaining it, this article suggests a simple graphical test for rent-seeking behaviour in the non-profit art world. With live performance audience research frequently relying on cultural organisations to facilitate access to their audiences, this article addresses the issues involved in evidencing spectators’ responses via discursive methodologies. Recalling a series of empirical projects conducted over the past ten years with a range of theatre practitioners, it examines the conflicts involved in carrying out scholarly studies of audience reception against cultural organisations’ pressures to produce their own ongoing audience evaluations. Examining key concerns about audience research raised by creative practitioners in varying theatrical contexts, from site-specific to building-based work, it addresses the difficulties of understanding live performance reception and aesthetic experience via impact frameworks. It begins by situating these three operations in the context of Knowledge Exchange (KE) between academics within Higher Education Institutions (HEIs) and those in the creative industry sector.  相似文献

ObjectivesThis study examined the main and interaction effects of the workplace and school microaggressions and cultural values of cultural pride, familismo, espiritismo, and simpatia on anxiety symptoms among Hispanic Americans.Design266 U.S. Hispanic American college students participated in this cross-sectional survey research. Of the 266 participants, 68% identified as cisgender women; 87% reported English mastery. The reported mean age was 19.92 (SD = 3.07).ResultsTo test whether cultural values moderated the relationship between workplace and school microaggression on anxiety symptoms, we conducted separate interaction models for each interaction term. Findings showed that overall, cultural values and specific values of cultural pride and espiritismo moderated the relationship between workplace and school microaggression on anxiety symptoms. Specifically, the positive relationship between workplace and school microaggression and anxiety symptoms was most robust for Hispanic Americans endorsing greater cultural values and specific values of cultural pride and espiritismo.ConclusionsThese findings suggest that Hispanic Americans who closely associate with these cultural values may be more conscious of being othered and marginalized by these microaggressions, which may lead to higher reports of anxiety symptoms. Taken together, our findings suggest that these cultural values may serve as a risk or protective factor in the relationship between workplace and school microaggressions and anxiety symptoms and has implications for vocational interventions.  相似文献

This study, for the first time, evaluates the mediating effect of transformational leadership in the relationship between cultural intelligence and voice behavior. Data were collected from 316 non-national employees from various hotels in Thailand. Structural equation modeling was used to analyze the data. The results show that non-national employees with a higher level of cultural intelligence are more likely to display voice behaviors. Furthermore, this relationship is partially mediated by transformational leadership. This study offers a unique perspective by presenting cultural intelligence as a personal antecedent of voice behavior and by identifying the underlying mediation mechanism that affects this relationship. This investigation has important implications to manage and lead multicultural organizations, especially to promote voice behavior.  相似文献

This metasynthesis critically surveyed and evaluated the learning impacts on counselor and psychology trainees’ multicultural development and intercultural competence through participating in cultural immersion (CI), based on published qualitative research evidence. Accordingly, this metasynthesis identified and assessed the characteristics, the methodological strengths and qualities, and the thematic findings of 33 qualitative and mixed-methods CI studies resulting from exhaustive database searches. Using a directed content analysis technique, a six-domain analytical framework was applied to code and analyze the themes reported in these studies. The results point to CI intervention as a multifaceted and versatile instructional apparatus that impacted and contributed to trainees’ multicultural development and intercultural learning multidimensionally, across cognitive, perceptual-attitudinal, affective, and skills-behavioral domains. These learning outcomes include trainees’ increased cultural awareness and knowledge (cognitive), enhanced reflexivity on their worldview, positionality, and attitude (perceptual-attitudinal), heightened emotion and growth in cultural empathy (affective), adaptation and display of new behaviors and relational skills and increased multicultural competence (skills-behavioral). Therefore, CI embodies many favorable characteristics of experientially-based learning as stipulated in the existing multicultural counseling and intercultural training literature. These findings lend nuanced empirical support for the application of CI to facilitate counselor trainees’ multicultural orientation, development, and skills, and offer insights into structural facilitators for enhancing immersion training. However, a lack of structural and methodological consistency and theoretical depth among the existing CI studies were observed as major limitations. Implications and recommendations for advancing future CI and multicultural training practice and research are discussed.  相似文献
