澳大利亚与英国为适应知识经济时代的发展,在大学科研评估机制中引入科研影响力评价机制,推动科研评估文化转向关注科研的应用价值、社会贡献与现实影响等外部效益。纵观两国科研影响力评价机制可知,两国在相互借鉴与移植之中完成了制度创新,在评估方法、研制流程及制度反馈上有相似之处,但在政策思路、内涵界定及结果应用等制度设计上存在差异。我国科研评估在顺应国家科技发展与创新建设趋势的同时,应借鉴两国经验,注重评估实践凸显知识生产模式的转型、制度设计扎根科研评估的具体情境及政策制定遵循科学的研制流程。  相似文献

Journal rankings are increasingly being used as proxies for assessing the quality and worth of individual faculty and their contribution to institutional performance. Problematic within this agenda is the historical mapping and projection of current journal rankings. Individual papers are being assessed against criteria far removed – temporally – from when decisions were made regarding where to publish. Drawing upon three examples of publishing in educational administration journals, this paper explores how the assessment of paper quality is dislocated from the scholarly labour that generates those outputs in the first place. Different ranking systems and often lengthy submission to publication processes mean that the worth of individual papers can dramatically shift independent of any actual engagement with the content of the paper. The value of an individual’s track record can fluctuate quickly and any intervention to alter the situation takes time to come into effect. This paper does not suggest replacing one ranking system with another, or even remove research assessment. Rather, it offers a means of problematising the application of journal rankings by calling into question their timelessness. In doing, it provides the intellectual resources to make strange the status quo and open the prospect of alternatives.  相似文献

随着知识生产模式的现代转型,大学科研活动面临日益加重的社会问责,科研评价关注的焦点逐渐从重视科研数量与质量的内部评价转向注重科研社会贡献度与影响力的外部评价。在大学卓越科研评估的基础上,2018年澳大利亚政府引入了社会互动与影响力评价。作为大学卓越科研评估的配套评价机制,社会互动与影响力评价以其更加精细化、立体化的指标体系设计,引导大学在科研活动全过程中积极与政府、产业及社会进行互动和协作,较好地兼顾了结果评价与过程评价,突出了社会贡献能力培育与机制建设,充分挖掘了科研评价的激励与导向作用。借鉴社会互动与影响力评价的评估思路,我国在清理“五唯”的过程中应明确建立质量与贡献并重的科研绩效评价体系,对大学科研的社会互动过程与实际贡献给予更多关注。  相似文献

ABSTRACT

Many Australian universities have prioritised improving discipline performance on the national research assessment – Excellence for Research in Australia. However, a culture of secrecy pervades Excellence in Research for Australia (ERA). There are no specified criteria for the assignment of ratings on a 5-point scale ranging from ‘well above world standard’ (5) to ‘well below world standard’ (1). No rationale is provided to institutions for their discipline ratings and university staff on the ERA panels sign confidentiality agreements. However, what is available to universities are the research strategies that each university documents to improve its ERA performance in its Mission-based Compact, a government funding agreement. Thus, the purpose of this paper is to investigate the similarities and differences in the research strategies that universities with different performance profiles employ. Following an analysis of the strategies, substantial commonality was identified in strategy use. However, what was different was how universities employed these strategies and the associated contexts.  相似文献

Background:?Validity theory has evolved significantly over the past 30 years in response to the increased use of assessments across scientific, social and educational settings. The overarching trajectory of this evolution reflects a shift from a purely quantitative, positivistic approach to a conception of validity reliant on the interpretation of multiple evidence sources integrated into validity arguments. Moreover, within contemporary validity, interpretation has been emphasised as a central process; however, despite this emphasis, there have been few explicit articulations of specific interpretive methodologies applicable to the practice of validation.

Purpose:?To link contemporary theoretical foundations in validity to practical methods and structures to help guide the collection and analysis of interpretive validity evidence. By building upon existing validity theory, this paper aims to provide greater clarity on the practice of validation and contribute toward the larger developing framework for the validation of educational assessments.

Source of evidence:?An interdisciplinary, integrative review of over 60 research articles and sources related to the theory and practice of educational validation and interpretive inquiry approaches. Sources include literature from the fields of educational assessment and more broadly social scientific research.

Main argument:?As assessments in education increasingly aim to measure complex constructs that are value-laden and socially dependant, validity theory must keep pace and evolve in ways that address the inherent complexities associated with contemporary educational assessment. Through this paper, I assert that a greater understanding of interpretive methodologies represents one of the most promising areas for development of validation theory and practice. Specifically, I argue that dialectic, hermeneutic and transgressive forms of inquiry can be integrated within current argument-based structures for the collection, analysis and representation of validity evidence in several useful ways.

Conclusions:?Interpretive inquiry processes, namely dialectic, hermeneutic and transgressive forms of interpretation, serve to expand validation practice to include diverse evidences for the generation of multiple-perspective validity arguments. The paper concludes with specific implications for future research and practice within the field of interpretive validity theory.  相似文献

This paper reports findings from Australian research into student, academic and administrative staff understandings of the role and efficacy of periodic progress reports designed to monitor the progress of higher-degree-by-research candidates. Major findings are that confusion of the purpose and ultimate audience of these reports is linked to less than effective reporting by all parties; countersigning and report dependency requirements inhibit the frank reporting of progress and ‘social learning’ impacts on the way candidates and sometimes supervisors approach reporting obligations, running counter to institutional imperatives. We conclude that no ready or transparent nexus between the progress report and progress may be assumed. Fundamentally, this calls into question the usefulness of this process as currently implemented. Arising from this is the recommendation that progress reporting be linked to substantive reviews of progress and embedded in the pedagogy and curriculum of higher-degree-by-research programmes.  相似文献

This paper presents findings from an empirical study of key aspects of the teaching and research priorities, beliefs and behaviours of 72 professorial and associate professorial academics in Science, Information Technology and Engineering across four faculties in three Australian universities. The academics ranked 16 research activities and 16 matched learning and teaching (L&T) activities from three perspectives: job satisfaction, role model behaviour and perceptions of professional importance. The findings were unequivocally in favour of research in all three areas and remarkably consistent across the universities. The only L&T activity that was ranked consistently well was ‘improving student satisfaction ratings for teaching’, an area in which academics are increasingly held accountable. Respondents also indicated that their seniors encourage research efforts more than L&T efforts. Recommendations include that higher education rewards for quality L&T are maintained or improved and that recognition of L&T research domains is further strengthened.  相似文献

通过对澳大利亚卓越研究评价2010年、2012年评价实践和2015年实施方案的分析,发现卓越研究评价在既定宗旨的规制下,已形成较为稳定的评价方法和运行机制,其中包括以学科及相应参评基准为依据划分评价单元、定量与定性相结合的评价指标及指标选取原则、依据学科类型特点采用同行评议与引文分析相结合的评价方法、与国际接轨的评价结果等级标准、半官方背景的第三方评价组织机构、详细的参评资料收集与提交规定、开放多元的评价专家遴选方式与规范透明的同行评议流程等。澳大利亚卓越研究评价对我国当前深化高校科技评价改革具有多方面的参考价值。  相似文献

Strategic planning was introduced to Australian universities as part of the Commonwealth Government higher education reforms of 1988. The ‘Dawkins Reforms’ implemented extensive structural reform, changed executive leadership roles and responsibilities, commenced the ‘managerialisation’ of the Australian university sector, introduced the Higher Education Contribution Scheme and facilitated the transformation of Australian universities from collegial academies to modern, ‘enterprise’ universities.

There is an abundance of published marketing material celebrating ‘effective’ strategic planning outcomes in the myriad of strategic plans published by Australian universities. Yet, a recent study indicates that strategic planning remains a contested internal leadership function in Australian universities almost 30 years after traditional academic planning was replaced with commercially-focused strategic planning. This paper will review the effectiveness of strategic planning practices in Australian universities guided by the rhetorical question: ‘how good are we and how do we know?’  相似文献
