The constraints and complexity entailed in the provision of comprehensive special education services at a school site argue for the importance of using whole schools as a unit of analysis in special education efficacy research. The case studies summarized in this special issue represent an important step forward in understanding how schools that support positive academic outcomes for all students are configured. All studies found support for the importance of collaboration (although the forms varied by school). Other common themes were peer support, shared responsibility for student learning, administrative support for collaboration, and informal communication mechanisms that supplemented more formal contacts between general and special education. The case studies can serve as a stimulus for further debate about how to define exemplary outcomes in special education and the critical dimensions for characterizing schools' services to students with disabilities. They also provide directions for future research in understanding the processes that contribute to positive outcomes for students in special education.  相似文献

As school systems strive to support students with special education needs in inclusive schools, there has been a persistent lack of scholarly literature that addresses the ways in which school principals are engaged in this process. This article is a response to this gap and aims to examine the question: What types of experiences do school principals identify as formational in their support of students with special education needs and fostering inclusive schools? Based on the analysis of data collected from 285 school principals from six provinces in Canada, four key themes are identified including: relationships, modelling behaviours, communication and principal isolation and lack of preparation. These themes are examined with consideration for how to support principals’ professional leadership in fostering inclusive schools. As a result, this article’s significance is in its examination of the experiences of principals and how these influence their leadership practice for supporting students with special education needs and fostering inclusive schools.  相似文献

ABSTRACT

Research suggests a positive relationship between schools’ efforts to engage parents and parents’ involvement in their child's education. The authors investigated school socioeconomic status, school size, grade level, and student–teacher ratio as predictors of schools’ efforts to engage parents of students receiving special education services. The dependent variable was the Schools’ Efforts to Partner with Parents’ Scale, which has been validated for states’ use in their federal accountability systems. Mean school-level scores were calculated for 265 schools in a large southeastern state. Results indicated that student–teacher ratio was the strongest predictor of parents’ perceived school engagement efforts. Implications are drawn for ways in which all schools, including those with high student–teacher ratios, can improve their collaboration with parents of students receiving special education services.  相似文献

As key members of the Individualised Education Program (IEP) team and strong child advocates, parents play a critical role in special education. In this study, we sought to understand a crucial, yet underexamined, aspect of special education – parent perceptions regarding student participation in IEP development. Specifically, we asked parents how schools could better support student involvement in the IEP process, including IEP meetings. Participants included 646 parents of students with disabilities aged 5–21 years currently receiving special education services across the United States. Constant comparative analysis was used to code data. Qualitative coding revealed four major themes, including: (1) promoting an active student role, (2) supportive school staff, (3) making changes to IEP meetings and (4) considerations and concerns regarding student participation. It is of great importance to maximize access to general education for all students with disabilities. This article focuses on how leaders create inclusive schools for all students—inclusive school reform. Inclusive school reform can result in all students with disabilities being placed into general education settings (including students with significant disabilities, students with mild disabilities, students with emotional disabilities, students with autismall students) and providing inclusive services to meet their needs while eliminating pullout or self-contained special education programs. In this article, we outline a 7-part process, as well as a set of tools for schools to use to create authentically inclusive schools.  相似文献

Developing special education programs that confer a free appropriate public education (FAPE) for students with disabilities has been a challenge for local education agencies since the Individuals with Disabilities Education Act (IDEA) was first passed in 1975. Developing a FAPE has been particularly challenging when students require assistive technology (AT) services or devices to meet their unique educational needs. In this article, we consider how students' individualized education program (IEP) planning teams have met this challenge by examining administrative and judicial rulings on the use of AT services and devices by students' with disabilities. Specifically, we first examine rulings from 2005 to the first half of 2013 regarding the IDEA, FAPE, and AT. Second, we explore how courts have interpreted the AT obligations of educational agencies with a focus on cases in which parents were the prevailing party. Primary reasons for school district losses in these cases include failing to: (a) provide AT assessments (b) address AT needs, (c) provide the AT devices or services specified in a student's IEP, (d) properly implement AT services. We end by discussing the implications of these court decisions for school districts use of AT services and devices with students in special education.  相似文献

The article presents findings from interviews with five caregivers of children with autism excluded from schools in England. Objectives : to determine the barriers and enablers to mainstream schooling for children with autism and to explore the emotional effect of the journey to school exclusion on the child and caregivers. Background : research has highlighted that some mainstream schools do not listen to caregivers concerns about their child's development, behaviours and mental health. Methods : interpretative phenomenological analysis was employed to understand how participants made sense of their lived experiences, revealing four superordinate themes: inadequate special educational needs and disability (SEND) support, psychological impact, health-imposed barriers to diagnoses, and effective support. Findings : Theographs present the caregivers' journeys, illustrating that the onus fell on the caregivers to advocate for effective support from schools. A lack of prompt diagnose and effective school support is detrimental to the emotional and physical health of both children and caregivers. Training is needed to ensure thresholds for education, health and care needs assessments are understood, alongside evidence-based approaches to support children with SEND. There is a policy need to address barriers to prompt health assessments across services and the impact of decreased funding on schools.  相似文献

The purpose of this qualitative multicase study was to explore the perceptions of individuals who could speak from both sides of the special education desk--as students and as teachers. The three participants for this study each received special education services for learning disabilities while in school and were currently teaching students with learning disabilities. Specifically the study focused on how participants' past experiences with receiving special education services influenced their current practice as special education teachers. Participants' views on service delivery models, the importance of teacher expectations, and the value of conceiving a learning disability as a tool rather than a deficit are discussed.  相似文献

This article reports on a multi-method study of the ways in which special and mainstream schools support the educational needs of children with disabilities in Fiji. The aims of the study were: (1) to identify capacity and functions of special schools to support inclusive mainstream schools for children with disabilities; and (2) to explore the capacity of mainstream disability-inclusive schools in meeting the needs of children with disabilities. Results from the special education survey indicated that type of disability, geographic location and controlling authority were associated with transition to mainstream education. Findings from the action research study suggest that supportive school leadership and positive attitudes towards disability and inclusion contribute to greater mobilisation of supporting resources. However, limitations in facilities and resources currently pose barriers which prevent inclusion for all students with disabilities. Together, these findings indicate that special and inclusive mainstream schools jointly support disability-inclusive education in Fiji.  相似文献

The use of alternative schools as exclusionary discipline for students found guilty of committing behavioral infractions raises questions about the effectiveness of these schools in producing improved student outcomes. Educators' justifications for alternative placements are highly relevant, because decisions regarding placements are often subjective and based on ill-defined criteria. This mixed-methods study investigates educators' perceptions of one disciplinary alternative school in the Southeast and educators' justifications for its use. The study examines the district's alternative school students' outcome data and analyzes whether these data support educators' explanations for why they assign students to the alternative school. Findings show that educators often hold mixed beliefs about alternative schools, seeing them as both a punishment and as providing needed support and services. Students, however, do not demonstrate dramatically different academic or behavioral performance as a result of their placement, bringing into question educators' justifications for placing students in these schools.  相似文献

This study investigated the factors influencing parents of students with disabilities in choosing either an integrated setting or a special school for the education of their children. A questionnaire mailed to members of a parent support group in Victoria, Australia, sought responses to questions about current school setting, changes of school, parent preferences for school setting, and parent satisfaction with the current setting. Parents also rated 30 factors, including specialist resources, curriculum, socialisation, normalisation aspects, school environment, and professional consultation and advice, for their importance in selecting a school. Responses were received from 193 parents. Some differences were identified between parents of students in different settings, with mainstream parents giving high ratings to normalisation and academic aspects, and special school parents emphasising special programs, teacher‐student ratios, and the child's self‐esteem. All parents rated school climate variables as highly important. The majority of parents expressed satisfaction with the current school setting. However, a trend was noted for students to move from the mainstream to special schools as secondary education approached, with the need for curriculum focusing on independent living skills playing an important part in this decision.  相似文献

This case-based study of two school reform efforts in the USA examines how the process of inclusive education works for SEN students and the extent to which these students and their teachers feel as though they are an integral part of school reform. At its heart, this study focuses on three central questions. Do the philosophy, process, practices and organizational structures of these school reform movements promote inclusion for all students? What is the impact of the schools' practices and principles on individual students? What conditions and contexts best promote inclusion, and which ones act as barriers to successful inclusion? The schools in these two school reform movements provide powerful examples of how changes in school organization, climate, curriculum and instructional strategies build on the strengths of students, staff and community to create optimal learning results for all students. In this study, the perception of pedagogical and political ‘gaps’ between school effectiveness reform agendas and inclusive education reveal a narrow, rational-technical view of reform. The hope for the future is that the growing efforts in support of inclusive education within the broader socio-political and constructivist school reform movements, exemplified by the schools in this case study, will become an influential counter-force for social justice and disability-rights' action in schools everywhere.  相似文献

Conclusion Michael Fullan, Dean of Education at the University of Toronto and an acknowledged expert on educational change, reform and improvement, has noted that reform in special education ‘represents just about all the issues involved in bringing about educational reform.’ complexity and leadership are particularly difficult challenges. Fullan has noted that, ‘the solutions to inclusion are not easily achieved. It is complex both in the nature and degree of change required to identify and implement solutions that work. Given what change requires—persistence, coordination, follow-up, conflict resolution, and the like—leadership at all levels is required...’ (Fullan, 1991b). Organizational support for inclusive education must be in place at the provincial/state level, the regional/school district level, and at the school level. These structures, programmes and policies must deliver the support needed by classroom teachers and their students. We have set out specific ways that this can be done, consistent with an inclusive policy framework. The commitment to equity, as well as access and quality, requires continuing development by building on these approaches. In so doing, we can achieve better results for students with special needs while simultaneously creating more effective schools for all students. A former teacher and school principal, Gordon Porter is now director of student services for the public schools in Woodstock, New Brunswick. A well-known advocate for integrated education, he has been instrumental in developing inclusionary programmes for all students in the schools in the Woodstock area, and throughout the province of New Brunswick. Dr. Porter has conducted training in many parts of Canada as well as the United States. He is currently vice-chair of the Committee on Integrated Education of the International League of Societies for the Mentally Handicapped.  相似文献

The study investigated whether cuts to school resources made during economic recession contribute to children's psychiatric and economic problems in early adulthood. The cohort consisted of 817 Finnish children. Data was gathered from teachers during a recession (child age 12) and from national registers on children's post-recession use of psychiatric and income benefit services (age 18–28). Children's need for remedial instruction, special education, or psychosocial services was associated with later use of income support and psychiatric services. Those receiving special education had an increased risk for adulthood use of psychiatric services as compared to those who needed, but did not receive, this service. A decrease in material resources and teachers' loss of motivation predicted children's later use of psychiatric services.  相似文献

Students living in foster care are at risk for experiencing many challenges in school, spanning domains of social–emotional, behavioral, and academic functioning. They are twice as likely to be absent from school and to have received and out‐of‐school suspension and up to three and a half times more likely to receive special education services. Therefore, it is important for schools to recognize and respond to the unique needs of students in foster care to provide the necessary resources for school success. When working with students in foster care, school psychologists should be equipped to support the success of these students by determining what the needs of students in foster care are, and how to meet identified needs. The current paper will discuss the education‐related vulnerabilities and presenting problems for children in foster care and outline social–emotional, behavioral, and academic supports that school psychologists can offer.  相似文献

To optimise school-based service delivery for students with disabilities, it is important to understand roles and needs of school staff. This study aimed to clarify ideal and actual roles of school staff (teachers, special educators, administrators) working with students with special needs, and to identify potential strategies to support actual roles. Ninety-five school personnel (64% teachers) from 3 different elementary schools and school boards in Quebec completed a 14-question survey. Open-ended responses were coded and analysed thematically. Common actual roles included task adaptation, offering individualized support, being available and teamwork. Respondents felt roles could improve through in-context professional support, continuing education, teamwork opportunities extending to partnerships with families and access to resources. Clarifying roles and expectations within a tiered-model to best support students also emerged, emphasizing the importance of sharing responsibilities across all service providers. Findings can guide implementation strategies and processes for providing effective services, enabling inclusion for students.  相似文献

This article investigates how school building design can support primary school feeding programmes in low- and middle-income countries. Furthermore it argues for schools to become community “development hubs”; incorporating both local access to education and also to programmes for nutrition, ICT, health education and other services, outside of school hours. It reviews the literature on school feeding programmes. Data from field research on schools in Ghana and South Africa is used to identify the key design issues for schools delivering feeding programmes. It considers how national education policies can affect school planning and building priorities. The article concludes by calling for the evolution of a new school design model, in which the school site becomes a “development hub”, supporting children” education, associated support activities including school feeding, and importantly also, integrated community development outreach activities.  相似文献

ABSTRACT

Current data indicate that there are six million young people of school age with disabilities in China. Of these, only about 50 per cent attend any form of schooling, with approximately 220,000 of them enrolled in special schools and classes. The remainder attend regular classrooms. This means that there are about three million students with disabilities who at present lack any access to education. In May 1996 it was declared that in order to improve this situation, over the next five years, China plans to provide school places for 80 per cent of its disabled youngsters. In order to achieve this goal, the Chinese central education authorities have announced a significant change in policy direction towards integration. Instead of their previous commitment to the establishment of increasing numbers of special schools, it is now planned that the current number of about 1,400 special schools will be increased to 2,000, so that all regions of the country have access to at least one. At that point, no more special schools will be built. The extra places needed to increase the school attendance rate of youngsters with disabilities will be created in regular classes in regular schools. This paper gives an overview of the curriculum arrangements in China's four types of special schools, including their historical development, subjects taught, teaching arrangements and management. A number of difficulties confronting China's special education policy‐makers are canvassed and reasons suggested for their increasing commitment to a strategy of integration. It is proposed that China enjoys three advantages in the pursuit of an integrated school system.  相似文献

Boys in school, homophobia, and forms of masculinity are currently the focus of significant debate in and about education and schools. Much of this discussion takes as given the sexual orientation, and therefore sexual identity, of the students of whom it speaks and mobilizes equal rights discourses on behalf of gay and lesbian students. This paper offers an alternative view of the school level processes at work around these issues. The paper takes up Judith Butler's ongoing engagement with Foucault and her recent rearticulation of Althusser and Bourdieu to analyse data generated through school ethnography in Britain and Australia. This analysis details the processes through which gender and sexual identities are constituted inside schools; illustrates the mutually constitutive relationship between gender and sexuality in contemporary discursive frames; and demonstrates how students resist wounded homosexual identities and constitute legitimate Other selves through their day-to-day practices.  相似文献
