Three ifs and a maybe: Mari Matsuda's approach to restricting hate‐speech

This essay examines the issue of “hate speech,” racial, sexual, and ethnic‐based expressions of hate, on the college campus. Many commentators have called for colleges and universities to create polices to prohibit such expression. Others have noted that First Amendment rights protect such expression. This essay discusses both positions, and offers a third perspective designed to protect expression without dismissing the damage caused by hate speech.     

“You Don't Understand,This is a New War!” Analysis of Hate Speech in News Web Sites' Comments

Because news websites' comments have become an important space of spreading hate speech, this article tries to contribute to uncovering the characteristics of Internet hate speech by combining discourse analyses of comments on Slovenian news websites with online in-depth interviews with producers of hate speech comments, researching their values, beliefs, and motives for production. Producers of hate speech use different strategies, mostly rearticulating the meaning of news items. The producers either are organized or act on their own initiative. The main motive of soldiers and believers is the mission; they share characteristics of an authoritarian personality. The key motives of the players are thrill and fun. The watchdogs are motivated by drawing attention to social injustice. The last two groups share the characteristics of a libertarian personality.

Governing Sounds: Hate,Race, and Responsibility in Post-Apartheid Broadcasting

The bounds of permissible hate in post-apartheid broadcasting in South Africa have been shaped by the state's withdrawal from certain regulatory processes, as well as the emerging regulation by the Broadcasting Complaints Commission of South Africa (BCCSA). The BCCSA—established, financed, and operated by South Africa's broadcasting industry—filled the regulatory void not just by governing post-apartheid hate; the BCCSA has sought to govern the racial constructs upon which hate depends. With the state's withdrawal, BCCSA officials have configured hate and race in neoliberal ways, shifting responsibility for post-apartheid hate away from apartheid's beneficiaries and toward those apartheid was intended to subjugate.     

Culture,Gender and Subjectivities: Computer and Internet Restrictions in a High School Library

ABSTRACT

This paper is drawn from an empirical, ethnographic study of information and communications technologies (ICT) use among thirteen, low-income twelfth-graders attending a large urban high school and focuses on participants' ICT access in the school library. It examines how library staff members' cultural and gendered perceptions shaped ICT restrictions in ways that disproportionately impacted students of color, boys, and boys of color and how institutional factors helped to create conditions under which subjectivities served as guideposts for managing scarce resources. I argue that some restrictions were unfounded, unnecessarily impeded these students' ICT use and access and created avoidable tensions between students and library staff.     

Internet in the workplace: censorship, liability, and freedom of speech

Most hospital medical libraries are supported by private, corporate funds and thus fall under the corporation's policies in regard to discrimination, harassment, and sexual harassment. With the free flow of information available on the Internet and through e-mail, it is mandatory to create a corporate policy for appropriate use and review of materials. Access to "questionable" or inappropriate Internet sites is not a freedom of speech issue in a private corporation; it is a potential liability for the corporation, the library, and the librarian. It is also a misuse of company resources.

The Internet has been described by many critics as providing a friendly home for racist web-sites, whose number has been steadily growing. Many of these sites display vicious anti-Semitic, anti-black, and anti-gay propaganda. However much they disgust most people, in the US they are protected by the First Amendment. Canada, by contrast, has hate discrimination provisions in its Criminal Code. Canadians seem to be much more willing than Americans to abridge freedom of expression when the speech is hateful. Various European countries take a stronger stand than Canada in their determination to combat racism. In this talk, I will explore the Canadian position in the context of the case of Oliver, BC. It was the location of an Internet Service Provider (ISP), Fairview Technology Centre, accused of hosting a number of hate sites. Attempts to deal with this accusation constitute the central part of the paper.

The impact of institutional ethics on academic health sciences library leadership: a survey of academic health sciences library directors

Ethical behavior in libraries goes beyond service to users. Academic health sciences library directors may need to adhere to the ethical guidelines and rules of their institutions. Does the unique environment of an academic health center imply different ethical considerations? Do the ethical policies of institutions affect these library leaders? Do their personal ethical considerations have an impact as well? In December 2013, a survey regarding the impact of institutional ethics was sent to the director members of the Association of Academic Health Sciences Libraries. The objective was to determine the impact of institutional ethics on these leaders, whether through personal conviction or institutional imperative.

Academic library performance measures and undergraduates' library use and educational outcomes

This study investigated the relationship between an institution's academic library performance measures and undergraduates' library use and educational outcomes. The sample consisted of 7,958 undergraduates attending 36 colleges and universities representing four institutional types. Regression analyses determined the relationship between academic library performance measures and library use and self-reported gains in critical thinking while controlling for undergraduates' background characteristics and college experiences. Greater utilization of academic library services had a negative relationship with undergraduate library use at two institutional types. However, undergraduates attending research universities with greater academic library resources had higher self-reported gains in critical thinking. Regressions for the four institutional types explained 25% to 32% of the variance for library use and 22% to 27% of the variance for self-reported gains in critical thinking. The results provide a better understanding of how academic library resources and services affect both library usage and educational outcomes.
