Here we focus on Sweden as an advanced welfare state with a centralised educational system stressing modernisation and democratisation that was rapidly restructured into a deregulated, decentralised system based on vouchers and parental choice. The design was based on the collection of different kinds of data: policy texts, public statistics, in depth interviews with policy makers and administrators at different levels ( n = 12) and teachers and headteachers ( n = 42), surveys of students in Grade 9 in comprehensive schools ( n = 413) in different contexts. In the interviews we found different recurrent themes in the narratives dealing with changes in education governance and on the subjects, students and teachers, in the system. By means of this we could portray a field of different conceptions of relations between education governance and social inclusion and exclusion among actors in different positions in Swedish education. The study showed large differences in the context of schools in terms of social and cultural backgrounds among students. We also found distinct differences between students in different cultural contexts. Those in contexts dominated by students of 'foreign background' were more loyal to traditional schooling cultures compared to more sceptical students from other contexts. In sum, our studies show a transition in the education culture in Sweden. This was conceptualised as a change in hegemony in the former welfare state where no alternatives are present in the current discourse on restructuring.  相似文献

In 2015, the New Zealand Ministry of Education released a new curriculum policy document for sexuality education in all schools – Sexuality Education: A Guide for Boards of Trustees, Principals and Teachers. This policy is a rare international example of a curriculum document that explicitly values diversity, promotes inclusive school environments, and approaches sexuality education as an area of study (rather than a health promotion intervention). Since its release, the document has, however, gained little attention either of a scholarly nature or in terms of dedicated implementation in schools. One exception is a recent article in this journal by Sarah Garland-Levett, which raises some interesting and important concerns about the possibilities of such policy documents. I follow her lead here and continue the discussion about the place and potential of progressive sexuality education policy, and offer some thoughts about the content and intentions of this text.  相似文献

This article describes a study in which measures of mathematical knowledge for teaching developed in the United States were adapted to measure mathematical knowledge for teaching in Ireland. When adapting the measures it was not assumed that the mathematical knowledge used by Irish and U.S. teachers is the same. Instead psychometric and interview-based methods were used to determine a correspondence between the constructs being measured, and ensure the integrity of item performance in the Irish context. The study found overlap between the knowledge that is used to teach in both Ireland and the United States, and that the items tapped into this knowledge. However, specific findings confirm the usefulness of conducting extensive checks on the validity of items used in cross-national contexts. The process of adaptation is described to provide guidance for others interested in using the items to measure mathematical knowledge for teaching outside the United States. The process also enabled the authors to raise questions about the assumptions that lie behind the practice-based construct of mathematical knowledge for teaching.

When the Supreme Court pronounces on race and education it makes headlines. On 28 June 2007 the Supreme Court revealed its long-anticipated decisions on Parents Involved in Community Schools v. Seattle School District No. 1 and Meredith v. Jefferson County, proving that maneuvering the minefield of America’s race relations is just as difficult and divisive as it has ever been. In this carefully constructed essay, George R. La Noue examines the details of these cases and the implications of their decisions on K–12 and higher education. The future role of race in admissions, scholarships, hiring, classes, housing, recruiting, and contracting are all discussed. Facts may be stubborn things, but for some justices constitutional law seems to be infinitely malleable. Divisions in the Supreme Court place increased importance on state constitutional initiatives. Professor La Noue warns that from a political standpoint, Americans need to reaffirm our core value that individuals have the right not be discriminated on the basis of race.

This work describes how teacher education programs can inform teachers' knowledge and practice of leadership. We introduce a leadership typology to illustrate how teachers can lead organizational reform for pedagogical excellence and socially just practices. The model provides teacher educators ways to identify and resolve conflicts generated by imparting innovative pedagogies to teachers who in turn use them in antiquated and inequitable school environments. The model can also be used to develop teachers' professional knowledge of the contexts that mitigate or marginalize their leadership potential. Several examples from current teaching practices in teacher education are used to illustrate how teachers develop leadership knowledge.  相似文献

This article explores the role of state education agencies in three states that have embarked on ambitious kindergarten through Grade 12 (K–12) virtual learning initiatives: Alabama, Florida, and Idaho. Subject to a rapidly changing environment influenced by factors beyond the jurisdiction of many state departments of education, the world of virtual K–12 education is relatively unregulated and fluid. Case studies describing the virtual learning initiatives of several states suggest that few, if any, state education agencies are currently equipped to regulate the rapidly growing number of independent for-profit and nonprofit organizations delivering online learning options.  相似文献

Living in an unpredictable and ever changing society demands from its’ citizens the development of complex competencies that challenges school, education and curriculum. PARSEL, a pan-European Project related to science education, emerges as a contribution to curricular development as it proposes a set of teaching-learning materials (modules) in order to make science classes more popular and relevant in the eyes of the students and as such to increase their interest with school science. The goal of this study was to understand how students evaluate those innovative modules. This paper presents data concerning 134 secondary students, collected through interviews, questionnaires and written documents. A quantitative analysis of the data collected through questionnaires was complemented by a qualitative analysis of the data collected by interviews and written documents. Results show that understanding the relationship between science and daily life, participating in practical activities based on problem solving and developing critical thinking and reasoning were the issues most valued by students.  相似文献

It is a reflection of the emerging identity of this region in a formerly divided Europe. This article examines the lessons from a collaborative project that worked with women agricultural leaders in Papua New Guinea. The project sought to build the capacity of these leaders as trainers in a way that would enable the development of a sustainable community of practice and worked within a critical and place-based pedagogy underpinned by asset-based community development principles. Whilst the process of our collaborative work has a number of salutary lessons, the co-construction of the training course with PNG women farmer leaders did illustrate a particular knowledge design continuum: that is, surfacing knowledge, distilling knowledge, clarifying knowledge and then consolidating knowledge. From this consolidated knowledge, together we were able to design locally valid and locally relevant modules. As the trainers went out to trial their training, they were then engaging in sharing knowledge and reviewing that knowledge which then lead to our collective ability to improve knowledge that will enhance future training in this area.  相似文献
