The Managerial Turn in Higher Education? On the Interplay of Organizational and Occupational Change in German Academia

The managerial turn in academia is currently broadly discussed. Based on empirical data gathered from a sample that includes all German universities, we can give a broad and fine-grained account of this turn. What we can clearly see is that whole new categories of administrative management positions have been created over the last years. Furthermore, within the non-academic staff we can see a profound restructuration. Lower-level positions like those for clerical work decreased, while higher-level positions in the administration increased. However, and in contrast to studies of countries, we do not observe a general shift from academic to non-academic positions. In addition to the statistical analysis of survey data and personnel data, we conducted seventy in-depth interviews with heads of administrative management units, in particular those being created over the last two decades, for example, on quality control, technology transfer, and career service. Although we clearly see important changes indicating a managerial turn in higher education, core characteristics of a professional organization whose basic processes are ultimately controlled by academics and not by administrators or managers have been retained. These findings call for further cross-national research.     

The war of the words: The rhetoric of ‘Operation Iraqi Freedom’ (an informal survey)

The political, military and media rhetoric of the March–April 2003 invasion of Iraq is interpreted as a phenomenon of power in relation to an understanding of culture as a site of denegation. Patterns of tautology, euphemism and equivocation are identified and their rhetorical appeal analysed in terms of the denegational structure of each of these figures. The essay is thus governed by an understanding of figuration as instrumental, not ornamental; it shows how rhetoric can be studied as a cultural phenomenon and argues by example that a pragmatics of troping is crucial to such a study.     

The Church of the Maddalena in Venice: the use of laser in the cleaning of the façade

The Church of the Maddalena was built between 1763 and 1778 by Tommaso Temanza. The building has a central plan and is surmounted by a copper-covered brick masonry dome. The conservation work conducted on the façade has highlighted the superb quality workmanship of the Istrian stone surfaces, which feature extremely fine grain, perfectly regular tooth-chiselling. This finish has led, however, to very specific conditions of decay and laser treatment provided appreciably better results than traditional chemical and mechanical methods. In addition to laser, however, other methods of cleaning were used in order to find the best response to each of the various situations encountered. Indeed it should be emphasized that in restoration it is often appropriate to exploit the potential of several systems, combining their action on the basis of careful preliminary analyses.     

The noise of thoughts: The turbulent (sound‐)worlds of Jean‐Luc Godard

This article examines the role of noise in various aspects of Jean‐Luc Godard's filmmaking practice. Beginning with an analysis of 2 ou 3 choses que je sais d'elle (1966), it suggests that the loud noise on the soundtrack functions to disrupt the search for meaning in this film that is precisely about knowledge and cognition, providing an image of thought as an unpredictable and uncontrollable process. The influence of 1970s theoretical biology and information theory is analysed in Sauve qui peut (la vie) (1979) which applies Henri Atlan's ‘order from noise’ principle to the composition of shots, the construction of scenes and the development of narrative. Finally Godard's presentation of a complex, deterritorialised capitalist economy is considered in Nouvelle Vague (1990), and it is suggested that Godard's creation of aesthetic events – both through editing and through sound design – implies a different conception of temporality to the sequential logic of financial speculation and risk management.     

Damage mechanism in Tournai limestone – The case of the tomb of Admiral Tromp in the Old Church of Delft (The Netherlands)

The funeral monument of Maarten Tromp, in the Old Church of Delft (the Netherlands), is partially built with Tournai stone, a grey-blackish limestone from the Wallonia region (Belgium). This stone is suffering a severe delamination and scaling, which has, in the course of the centuries, led to a considerable material loss from the surface of some of the stone elements. In order to identify the damage process and define a sound basis for the conservation of the monument, a research plan was set-up including, next to the tests and analyses on the stone, a 1-year monitoring of the microclimate in the church and the investigation of the structure of the monument as well as its connections to the adjacent walls. First of all, the stone type was identified by macroscopic features and by thin section microscopy. The moisture distribution in the monument and in the adjacent walls was gravimetrically determined on samples taken at different height and depths. The content and type of salt in the Tournai stone from the monument were determined by X-ray diffraction and ion chromatography, and the results compared to those obtained for the fresh stone. The analyses showed the presence of considerable amount of gypsum, together with a low content of soluble salts (chlorides and nitrates). The SEM-EDS observations showed that gypsum is mainly crystallizing in cracks between the layers of the material. The damage mechanism and the influence of salt on the decay were further investigated by combining hygroscopic moisture uptake, hygric dilation (RH cycles between 50% and 95% RH) measurements and SEM-EDS observations; all measurements were performed both on stone sampled from the monument and, as comparison, on fresh stone specimens. The results show that gypsum is the main salt present, but its role in the damage is not significant. The naturally thin laminated structure of the stone together with the considerable hygric dilation seem to be the main causes of the delamination observed in this stone.     

The “sacred” standing for the “fallen” spirits: Yasukuni Shrine and memory of war

This essay examines the rhetoric/politics of Yasukuni Shrine as an experiential memory-scape, a material and discursive ground to frame and enact banal patriotism and militant nationalism. As a powerful mnemonic and rhetorical institution, Yasukuni Shrine (re)produces a nationalistic narrative and identity by (con)fusing natural feelings of individual grief and cultural tradition of commemoration with national heritage of banal patriotism. By (con)fusing what is “particular” and “universal,” Yasukuni Shrine establishes its rhetorical ground to justify a “banal” sense of patriotism that slips into the “ordinary yet honorable” fervor of militant nationalism, while effectively evading its moral/ethical reflexivity.     

A taste of Europe: Eating/reading between the lines of the German–Italian failed love story

This essay examines the topicality of intra-European intercultural tensions, focusing on German–Italian relations. Grounded in Burke’s interpretation of literature as “equipment for living,” this project uses Marisa Fenoglio’s Never without a woman—a novel about an Italian Gastarbeiter in Germany—as a case study and suggests a critical cultural analysis of German–Italian food-related rhetoric as reflective and constructive of German–Italian interculturality. This essay invites a nuanced understanding of the rhetoric of European foodways as representative of the contemporary European culture and intercultural communication because we are what we eat.     

Reputational capital in ‘the PR University’: public relations and market rationalities

Drawing on empirical data, this article identifies the emergence of the ‘PR University’ as an assemblage. Using a case study of university press officers’ work, I analyse how this form of media relations PR stages competition between UK universities through the media. A key form of this competition centres on the accumulation and circulation of what I term ‘reputational capital’. I focus on one core element of reputational capital – media stories about HE research and the circulation of research metrics. I argue that the assemblage of the public relations (PR) University pulls the HE sector into dialogue with PR principles and practices in the context of recent shifts towards market rationalities. But this relationship is not a simple cause and effect model in which increasing HE ‘marketisation’ creates a boom in universities’ PR practices, or intensifying investment in PR by universities merely amplifies or legitimises existing market tendencies in the sector. I argue that the PR University as assemblage starts generating its own logics around which actors in the field must orient themselves. More broadly, the PR University operates not only to promote an individual university’s market position, but also acts upon public debates about the social role, legitimacy and financing of UK Higher Education.
