The Government introduced the tvei-Related In-Service Training Scheme (trist) as an interim enabling measure in September 1985. The five-term project was funded and managed by the Manpower Services Commission on behalf of the Department of Education and Science in order to allow time for the Government to introduce the necessary legislation which empowers the Secretary of State for Education and Science to provide funds for the grant-aided in-service education and training (inset) of teachers. This legislation came into effect on 1st April 1987 and has become known as grist.

In a previous paper (England 1987) the role of an lea appointed trist active-learning consultant was discussed. The consultant's change strategies and his innovation, active learning, were compared with those dissemination strategies which had been found to be successful for projects sponsored by the Nuffield Foundation and the Schools Council (Boardman 1980; Steadman et al. 1981). Reference was made to Eraut's paper (1978) which contained a preliminary typology of the varous roles which could be encompassed by the general term consultant. Amongst the roles which he described was that of the consultant as a change agent. This paper examines the active learning consultant's role in terms of a change agent, with particular reference to Bolam's (1975) framework for the management of educational change.  相似文献

A series of reviews over the past six years – from Dearing ( NCIHE, 1997 ) to Lambert ( Lambert, 2003 ) – have addressed the question of whether the structure and process of ‘governance’ in higher education is fit for modern times. This is a proper question to ask as operating environments change and pressures on institutional resources increase. Indeed, it is not coincidental that both the recent government‐sponsored reports and those of the previous decade ( Jarratt, 1985 ; NAB, 1987 ) were associated with significant financial changes in the sector. There are further parallels in that both the reports of the 1980s and those of the later period heralded legislative changes that produced – or will produce – new patterns of higher education provision in the UK ( Education Reform Act, 1988 ; Further and Higher Education Act, 1992 ; Higher Education Act, 2004 ). The messages from the reports and White Papers ( DES, 1987 ; DES, 1991 ; DfES, 2003 ) published in this twenty‐year period have remained broadly similar, even though the wider environment has altered significantly. ‘Increase efficiency, find new sources of income and improve performance across an ever‐widening range of activities and services’ have been the watchwords of successive governments. Given the consistency of the message, it is useful to analyse the changes that universities have been making to meet these requirements and to consider what further changes may be needed in the light of new external challenges. The first part of the paper offers a historical perspective before addressing the evolution of leadership roles and management structures from the late 1980s. The second part considers some of the current drivers of internal and external change before discussing the kind of changes in internal governance that are emerging and that should be considered for the future. I conclude by arguing for a shift in focus from structure and roles to people and processes in the task of leading change in universities.  相似文献

The paper attempts to clarify the many issues and critiques that have been raised on the occasion of the World Bank's 1995 Education Sector Review, using the example of a country official having to decide how to allocate a new influx of resources to education. It is argued that, pending future scientific developments, human capital theory and estimates of the rate of return to investment in education can illuminate such allocation decisions and even lead to diametrically opposite educational policies relative to more conventional tools. The Science Education Professional Development (SEPD) Project was commissioned by the Commonwealth Department of Employment, Education and Training (DEET) as part of its Projects of National Significance Program. Its brief was to develop a national strategy for enhancing the professional development of science teachers. This paper summarises one component of the Project's work, an exploration of the feasibility of establishing professional standards or expectations for teachers of science. The aim was to give clearer purpose and direction to professional development planning and to provide a more valid basis for evaluating science teachers for career development. This article considers the planning undertaken jointly by the Medical Colleges of Saint Bartholomew's Hospital and the London Hospital to merge their two undergraduate medical curricula and develop a new innovative curriculum for 1990–91. Some of the institutional features which encouraged successful curriculum planning are described. This paper reports the procedure and results of a study analyzing Science-Technology-Society (STS) themes in state science curriculum frameworks in the United States. The criteria for the analysis consisted of 15 categories of standards derived from the K–12 content standards of the National Science Education Standards. Out of the 25 state science curriculum frameworks analyzed, 88% emphasized the standard Science and technology in society. Three standards (Environmental quality, Science as a human endeavor, and Nature of science and scientific knowledge) were represented in nearly 50% of the state science curriculum frameworks. The remaining 11 content standards were scarcely represented in the state science curriculum frameworks analyzed. The recommendations of this study include an examination of educational policy links to state science frameworks, and case studies of curriculum policy-to-practice transition in STS education.  相似文献

The outcomes of two studies reported here indicate that the teacher inservice workshops, combined with activity-based science lessons, affected students' attitudes and perceptions about electricity.
