高职院校管理去行政化改革与路径选择研究

行政化是高等教育体制改革不彻底的遗留物与顽疾。高职院校管理“去行政化”不是要取消高职院校的行政管理。而是要界定好行政权力和学术权利之间的界限。高职院校管理“去行政化”改革的实质就是让高职院校回归教育的本质和精神,尊重高职教育发展自身规律和人才培养规律,弱化和淡化行政色彩,突出高职院校的办学自主权和教师、学生治校的话语权。

高职院校过度"行政化"阻碍了其发展,推行政校分开,管办分离能有效克服行政化倾向。针对高职院校机构行政化、学术行政化、管理行政化三个方面的问题,从转变政府职能,改革机构设置,以及建立独立的民间机构等方面对高职院校去行政化做了探讨。     

创新高职院校行政管理模式的思考与实践

当前高职院校行政管理模式存在过度行政化,行政权力凌驾学术权力之上;行政官僚化,机构臃肿不堪缺乏服务意识;缺乏协调性,沟通不够导致行政效率低下等问题。造成这些问题的根源既有政府教育体制落后的阻碍,也有高校内部制度不完善的制约,还有人员素质因素的影响。为改变现状就必须创新高职院校行政管理模式,重点突出三个方面：改革教育体制,解决过度行政化问题;构建服务型行政管理模式,完善绩效考核制度;发挥人的作用,提高行政管理者工作成效。     

高职“现代化”需去除“行政化”

正高职院校"行政化"的表象是行政和学术不分家、学术权力行政化、行政权力官僚化。去"行政化"并不是不要行政领导和行政管理,而是要遏制与"官本位""行政化"共生的学术腐败等现象,改革目前行政人员聘任和考核管理模式,实现从传统行政向现代行政的转型,从"以权力为中心"转变为"以规则为中心",从"管制行政"转变为"服务行政",从"全能行政"转变为"有限行政",从"暗箱行政"转变为"透明行政"。     

高职院校行政管理模式创新研究

高职院校的发展壮大是推进"中国制造2025"的关键之一,而高职院校的行政效率则是影响学校发展壮大的重要因素。就我国高校目前状况而言,高职院校在行政管理上,一般存在着过度行政化、机构过于臃肿、服务和合作意识欠缺等问题,这主要是行政管理体制、绩效考核落后所致。为大力创新高职院校的行政管理模式,提出摆脱政府包办,实施院校自治、改革行政机构、精兵简政、建立服务型行政管理模式、积极更新绩效分配制度等措施,以期为提高高职院校的行政管理效率而助力。     

对新建本科院校学术权力与行政权力的思考

目前我国高校学术权力行政化现象比较普遍,这一现象在新建本科院校尤为突出.高校行政权力和学术权力两个权力系统既存在明显的区别.也存在相互制约相互影响.新建本科院校学术权力与行政权力关系没有能够很好的理顺, 两者失衡现象比其他高校更突出, 主要表现在:学术权力与行政权力界限模糊、行政权力挤压学术权力、专家教授团体力量较弱.新建本科院校应借鉴其他高校的经验,采取积极措施,协调好学术权力与行政权力的关系,使学术权力与行政权力得到有效的保障.     

从管理到服务：高校服务行政模式的构建

随着高校从象牙塔走向服务站,行政管理系统逐渐成为高校的强势系统,在助推高校发展的同时也导致了管理失灵,造成高校行政化困境。校正管理失灵,走出行政化困境,需要构建高校服务行政模式,主要是基于群英荟萃地的人本、人情的价值取向,基于行政管理派生性的亲民、责任的服务意识,基于权力二重性的学术、行政的运行机制,基于学术组织特性的协商、参与的决策模式,基于目标模糊性和成果特殊性的质性、人本的管理方式。     

大学“行政官僚化”——弊在何处,药在何方?

高校去行政化并非取消行政机构正常运作,而是剔除行政中的官僚成分。高校行政化之根源、中国政治生态下行政化之利弊以及行政化消极因素之消除等问题应综合考量。高校行政管理转型与事业单位改革宜齐头并进。现阶段高校去行政化现实之举应是淡化官本位意识,崇尚学术,提高自主办学及自治能力,增强大学独立性,为"管理行政"向"服务行政"转型做好物质和精神准备。
