Weak information work in scientific discovery

Scientists continually work with information to move their research projects forward, but the activities involved in finding and using information and their impact on discovery are poorly understood. In the Information and Discovery in Neuroscience (IDN) project we investigated the information work involved as researchers make progress and confront problems in the practice of brain research. Through case studies of recent neuroscience projects, we found that the most difficult and time-consuming information activities had parallels with Simon’s explication of weak methods in scientific problem solving. But, while Simon’s weak/strong distinction is an effective device for interpreting information work, his general conception of how discovery takes place is artificially constrained. We present cross-case and case-based results from the IDN project to illustrate how the conditions of problem solving Simon associated with weak methods relate to information work and to identify additional weak aspects of the research process not considered by Simon. Our analysis both extends Simon’s framework of what constitutes the discovery process and further elaborates how weak approaches influence the conduct of research.

 科学发现是贯穿于科学研究过程中的创新活动。关于科学发现的过程,历来是科学学、心理学、科学哲学等学科研究的中心课题。本文拟借鉴已有的研究成果,从创造心理学、科学哲学、科学知识社会学、科学史等方面对科学发现的过程与本质作点初步探讨。

科学方法在科学革命中发挥着举足轻重的作用,它不仅是近代科学革命发生的必要条件,而且有助于科学发现和加速科学革命的完成;与此同时,科学革命也促使新的科学方法的诞生,奠定了科学方法的重要地位,促进了科学方法论的发展.科学方法与历史上的科学革命相互关系和作用,为我国的科技发展提供了一些有益的启示.

针对两年制硕士研究生科研论文能力的培养,根据科研论文工作时间较短的特点,提出了从论文选题突出研究生科研能力培养,为研究生提供良好的论文工作科研环境,保证研究生有充足的时间投入论文科研工作等3方面加强培养研究生科研能力的建议。     

基于文献的科学发现计算性研究

利用文献计量方法结合知识可视化技术,通过绘制科学知识图谱计量分析了"文献"与"发现"之间的关系,并系统地展示了基于文献的科学发现的发展与现状,明确了实现基于文献的科学发现计算性的现实基础,包括由Swanson所提出的以非相关文献为基础的知识发现理论的研究,以及以相关文献为基础的科学发现的研究,尤其是应用科学计量学方法对科学发展前沿和热点的感知与识别的研究,这些研究为科学发现计算性的实现提供了参考。最后,在研究现状分析的基础上,提出一种计算机模拟结合可视化技术计量文献的新视角,并且提出了实现基于文献的科学发现计算的途径。     

Scientific conviction amidst scientific controversy in the transatlantic livestock and meat trade

A century before the outbreak of bovine spongiform encephalopathy (BSE), Great Britain and North America grappled with pleuro-pneumonia - a disease in cattle that had equally maddening consequences. Towards the end of the 19th century, this condition was at the heart of a transatlantic trade dispute that lasted for decades and attracted the attention of livestock farmers, diplomats, shipping moguls, veterinarians, public health regulators and journalists the world over. Scientific controversy aggravated the situation when there were doubts about the scientific judgment of Privy Council veterinary officials, who were simultaneously conducting disease-diagnosis activities and pushing for tighter regulations at British ports. At this point, William Williams, principal of the New Veterinary College in Edinburgh, waded into this troubled arena. His strong convictions spawned a long-running disagreement with the British Government over the diagnoses of pleuro-pneumonia in cattle imported from the USA and Canada.     

科学实践哲学视野中的科学传播

认为从科学实践哲学的角度看,科学是源于实验室的地方性知识。科学知识就是福柯意义上具有塑造场景作用的权力关系。科学传播本质上是实验室的权力关系对整个社会的标准化重构,同时又是社会对科学知识与权力关系的“去标准化”反向重构。科学传播具有政治学维度。     

科学发展观与科技社团的使命

伟大的时代洋溢科学精神，伟大的实践诞生科学理念。党的十六届三中全会提出“坚持以人为本，树立全面、协调、可持续的发展观，促进经济、社会和人的全面发展”；强调按照“五个统筹”的要求，推进我国的改革和发展。这种发展观被称为“科学发展观”。     

科学管理促进高原部队医院科技进步

高原地区因信息闭塞，经济落后．受科研条件的限制，科研管理工作中存在诸多问题。但只要立足于自身的实际，处理好四个关系，实施科学化管理，科研工作就能上台阶。     

Sitting on the Fence: Integrating the two worlds of scientific discovery and invention within the firm

Applying a within-firm perspective to the topic of the division of innovative labor, I explore the organization of scientific discovery at the firm level — specialized or integrated with invention. Using data on inventors and authors related to U.S. publicly-traded science-performing firms for the period 1980–2015, the paper deepens our understanding of the determinants and the tradeoffs associated with the strategic choice of scientific discovery organization. I show that integration is related to a tradeoff between short-term applied R&D and long-term fundamental R&D; while integration is beneficial for invention, it has adverse effects on its scientific output, which decrease invention in the long run. The negative relationship between integration and publication reduces the direct increase in patents due to integration by approximately 90%. To better understand firms’ R&D organizational choice, I present internal and external factors that have implications on the benefits and costs associated with integration: reliance on science, stage of technology, external market for technology, and R&D spillins. Finally, I present consistent implications in terms of market value and show that value creation is related to organizational structure.     

云南野外科学观测研究站现状分析及科学数据共享研究

针对云南30余家野外科学观测研究站的现状、科学数据共享及存在问题进行综合分析,发现云南野外科学观测研究站拥有大量的野外观测与实验数据,科学数据资源储备极为丰富,但还存在科学数据共享利用滞后等问题。为此,提出创建"云南省野外科学观测研究站数据共享中心",打造科学数据规范化、网络化数据应用服务平台,积极采用"野外站-实习科研双基地""野外站-科普游"等科技资源共享服务新模式,发挥野外站在科学数据、科研成果上的有效转化和利用,切实提高云南野外站的科学数据共享服务水平,为数据资源共享提供有益借鉴。     

以科学发展观为指导 全面提高科技工作水平——2009年全区科技工作会议科技工作报告

各位领导、同志们： 这次全区科技工作会议的主要任务是：深入学习贯彻党的十七大、十七届三中全会、区党委七届四次全会和全区经济工作会议精神,总结2008年科技工作,安排部署2009年工作。下面,我代表自治区科技厅作工作报告。

运用创新综合指数和全球创新指数分析研究中国与中东欧国家科技创新能力,利用大量数据分析中国-中东欧各国科技投入与产出状况.通过比较探寻中国-中东欧国家科技发展的水平,为科技合作的开展提供依据,并提出加强中国-中东欧国家科技合作的具体建议,为进一步推动区域科技合作,实现"一带一路"共同发展目标提供理论指导.

以华南农业大学为例,从学校规划、科研项目建设、人才队伍建设、平台构建和制度建设等几方面探讨科学研究与学科建设两者的可持续发展.
