The development of digital technologies for the production, processing, dissemination and use of information is leading to the emergence of a new society based on a far reaching transformation in the relationship between people and institutions and on a radical change in many professional, economic, educational or cultural practices. The crucial question facing us today is whether our traditional societies are ready for such a shift in ways of thinking, communicating and acting. Are people sufficiently aware and adequately equipped to become citizens of this new information society? Are they prepared to be active, efficient and responsible participants in the new communities living on information exchange? Are we really ready to be part of a new culture based on a swifter and broader flow of information, ideas and knowledge? The development of that special culture, or infoculture, depends first and foremost on education, both general and vocational, and on initial and continuing training as well as on raising awareness among the public at large. Achieving a real infoculture calls for full-scale mobilization of all those who in their various ways are involved in the information society. Partnerships must be encouraged; national, regional or world projects must be given support; there is more than ever a need for a new form of solidarity to develop the infoculture.  相似文献

ABSTRACT

Long-term referencing of online publications (for example, research papers embedded in a distributed heterogeneous information environment) presents several challenges. In order to address the challenges, two main things must be taken into account:

? A method for location-independent referencing by means of Persistent Identifiers (PIs)

? The long-term access to digital objects by means of (long-term) preservation

These imply that long-term referencing is not only an issue of a technical implementation of PIs, but also a matter of a political and organizational infrastructure.

These starting points underlie the PI-related activities at Die Deutsche Bibliothek (the German National Library) that are occurring in the framework of the EPICUR (Enhancement of Persistent Identifier Services-Comprehensive Method for Unequivocal Resource Identification) project.

This article discusses cooperative URN management at Die Deutsche Bibliothek within the EPICUR project. It presents results concerning the framework of URN assignment and administration, resolving services, and standardization within bibliographic information services.  相似文献

This essay develops a phenomenological perspective of silence and illustrates its principles through a study of the Vietnam Veterans Memorial. Traditionally viewed as the absence of speech, silence is discussed as a potential human response to all forms of symbolic expression. Encounters experienced as silent present a challenge; they also provide the opportunity for authentic self‐discovery, which has implications for the relationship of the individual to others and to the state. The Vietnam Veterans Memorial is discussed as an architectural instance of object‐silence. The meanings individuals find at the Memorial can be distinguished in terms of various public signs of understanding that characterize their interplay with the Memorial.  相似文献

The present study sought to compare the nature and content of interaction within a number of “effective” and “ineffective” decision‐making groups in an effort to identify consistent differences which might account for the differences in the quality of their group decisions. The goal of the investigation was to generate data which will help us better understand the communication‐based reasons for “effective” and “ineffective” group decision making. Using basically a qualitative approach, six “effective” groups and five “ineffective” groups were compared. The study found that the discussions of those two sets of groups can be distinguished on the basis of at least four communication‐related characteristics: (1) The manner in which the groups examined opinions and assumptions advanced by group members; (2) The manner in which the groups evaluated alternative choices; (3) The nature of the premises which served as the basis for the groups’ decisions; and (4) The nature of influence exerted by the most influential members of the groups. These four differences are discussed in terms of specific empirically‐testable propositions regarding the relationship between group interaction and quality of group decision making.  相似文献

The effect that newspapers had on patients visiting physicians for influenza was examined for 2002 to 2008. The basis for this investigation rests on theories of media effects drawn from agenda setting, media hype, and the Social Amplification of Risk Framework. It was hypothesized that controlling for the rate of influenza, a positive relationship exists in which increases and decreases of newspaper attention to influenza precede increases and decreases in the percentage of patients visiting physicians for flu symptoms. The percentage of visits and the percentage of positive flu tests are taken from the Centers for Disease Control's flu report. Media attention was located through the Lexis/Nexis database as words per week in stories having flu in the headline in 32 newspapers. Time series analysis shows that controlling for autoregressive and seasonal effects, and the actual rate of disease present, news attention in the previous week accounts for a statistically significant portion of the increase and decrease in the number of individuals who go to their physician reporting influenza-like symptoms. Reverse causality was examined. It was shown that controlling for autoregressive and seasonal effects, patient visits did not predict news coverage, whereas the rate of the flu in the previous 3 weeks did.  相似文献

For hundreds of years, bibliographies have been invaluable tools for researchers, collectors, and institutions, to provide contextual understanding as well as adding depth to collections. In this piece, the author uses his updated bibliography of the first 200 years of Littleton's Tenures to examine many aspects of early English legal printing. These include the development and evolution of the content of early legal materials, as well economic and other factors driving the market for printed law books. This paper discusses the concept “literacy” from an African perspective, with particular reference to the Xhosa culture. The community of Nonzwakazi Township of De Aar in the Northern Cape Province of South Africa is taken as a case study. Thc conventional Western definitions of literacy are debated within the African constructs. Three themes are explored in the paper, namely: (i) The impact of past Apartheid laws on literacy levels in the area, with special reference to the Bantu Education Act of 1953, (ii) The definition of the concept of African traditional literacy, compared to the Western definitions and (iii) An inter-disciplinary definition of literacy using Strauss' 15 Aspects of Life as a guideline.  相似文献

In the present paper an attempt of data exchange between the institutional repository based on DSpace and the Academy Resource Planning System (ARP) of Chinese Academy of Sciences (CAS), which is the information environment for management of scientific research in CAS, was described. It includes the development of a tool based on browser which imports data from EXCEL into DSpace and a tool which exports data from DSpace into EXCEL. Consequently, data can be exchanged between ARP and DSpace through EXCEL. Negative news on social media is always disseminated promptly and widely which leads to negative economic and social outcomes that render a practical research agenda necessary to understand user sharing decisions. Moreover, news posted on social media usually includes images, but little is known about the role of such images in shaping user decisions to share negative news. To fill this gap, the humans' affective–cognitive model of information processing (HACIP) was developed to explore the effects of images on the sharing of negative news and to investigate the contingent role of images in the sharing decision. To test the model and hypotheses, a scenario-based online experiment was conducted, which yielded 285 valid responses. Analysis results indicate that images in negative news induce users' negative emotion and arousal, which influence their sharing decision. Further, the presence of images strengthens the effect of negative emotion and weakens the effect of information uniqueness. Thus, this study contributes to the literature by identifying the distinct role of images in information processing and by proposing a brand-new framework to explore user sharing of negative news.  相似文献

This study explores the associative influence of pretrial publicity on (a) an individual’s perceptions of a criminal offender as malicious and (b) an individual’s judgment of the criminal offender’s punishment for the crime. Expanding on the uses of agenda-setting and framing theories, this research indicates that attention to pretrial news media about a specific criminal is significantly associated with negative judgments of a criminal offender. The criminal offender in the Colorado theater shooting case, James Holmes, was the criminal offender used in this study. Results from a national survey (= 236) indicated that pretrial publicity significantly influenced participants’ perceptions of James Holmes as malicious and resulted in increased retributivist support (i.e., views of the offender deserving a harsher punishment). Mediation scenarios were also detected, whereas pretrial publicity exposure mediated the relationship between case interest and judgments of James Holmes as malicious and deserving retributivist punishment.  相似文献

OBJECTIVES: To investigate whether an information literacy programme for pre-registration nursing students at a UK higher education institution is effective in developing their skills and confidence: examines students' skill levels, factors affecting their confidence, and relationships between skills, confidence and demographic characteristics. METHODS: Quantitative and qualitative techniques were used: pre- and post-tests to measure changes in students' skills and self-assessed confidence levels after two key sessions in their first semester (n = 29); semi-structured interviews to explore factors affecting confidence (n = 5). RESULTS: Findings demonstrated positive impacts on skills and confidence. Key areas of skill development included: identifying journal articles, selecting search terms and evaluating website quality. Factors affecting confidence included: successful 'mastery' experiences in searching for information and the programme itself, especially small-group sessions, handouts and staff support. Evidence on links between skills, confidence and demographic factors was inconclusive. CONCLUSIONS: The study demonstrated the programme's effectiveness and identified areas for development, including the need to help students understand the relative merits of search engines and other sources. Evidence has contributed to a change in departmental policy, making attendance at sessions mandatory. Further studies have been recommended.  相似文献

The past three decades have witnessed the tremendous growth of the number of information schools (a.k.a., iSchools) and the size of their faculty bodies. However, there is little empirical evidence in faculty hiring patterns within the community. Analyzing hand-curated data of 81 junior and 485 senior faculty members from 27 iSchools in the United States and a total of 41?981 journal and conference proceeding publications, we investigate the effects of collaboration experience on placement quality, controlling for other well studied factors including gender, scholarly performance, and prestige of degree-granting programs. In particular, we find that strong ties in collaboration, as measured by PhD advisors’ academic achievements, have little correlation with placement quality fixing other factors. On the other hand, weak ties, manifested by coauthors excluding advisors, are found to be beneficial. Providing a better understanding of hiring practice in iSchools, the results highlight the importance of “standing on the shoulders of giants” for junior information science researchers wishing to find high-quality faculty job. Finally, our findings lay the foundation for future investigations, where stakeholders and administrators can assess the effectiveness of existing hiring strategies, which in turn provide managerial and policy implications for iSchools to adapt to the fast growing landscape of information science.  相似文献
