Abstract

In the past fifty years, hundreds of definitions of ‘literacy’ have been advanced by scholars, adult literacy workers, and programme planners. This paper analyses three major approaches to the problem of defining literacy: quantitative, qualitative and pluralist. The pluralist perspective, while not without its difficulties, appears to have the most to offer in understanding literacy in the contemporary world.  相似文献

In 1999, the primary curriculum was published in Ireland, with emphases on ‘breadth and balance’, recognition of the role of language and the arts and commitment to each child's potential and holistic development. In 2011, the Irish government published a strategy aimed to improve standards of literacy and numeracy among children and young people in Ireland, ‘Literacy and Numeracy for Learning and Life: The National Strategy to Improve Literacy and Numeracy among Children and Young People 2011–2020’. The approaches to address concerns over literacy and numeracy in Irish schools, taken by the Strategy, require deconstruction, and in this paper, we argue that the focus on literacy and numeracy to the exclusion of other educational objectives in Ireland at present threatens the holistic ethos of the curriculum. We challenge those involved in education in Ireland to ensure that pedagogical rather than political concerns motivate our strategies and policies.  相似文献

This paper makes the case for adult literacy (including numeracy) practitioners to play a greater role in health literacy initiatives in Australia. The paper draws on data from a national research project that investigated adult literacy partnerships and pedagogy viewed from a social capital perspective. The primary purpose of the project was to produce guidelines on how to deliver integrated adult literacy and numeracy programmes using a social capital approach. Prior experience of partnerships was explored through a review of the literature and an environmental scan of adult literacy providers using an email survey and follow-up interviews. An in-depth case study of a health literacy partnership was trialled using action research. Partnerships between adult literacy and health organisations in Australia were found to be largely ad hoc and rarely documented. To enable sustainable health literacy programmes, partnerships are needed across the three interlinked organisational levels – micro, meso and macro, and in particular the latter, which is currently almost completely absent. The conceptual frameworks outlined for health literacy partnerships and social capital pedagogy in this paper are new and potentially of value to policy makers, researchers and practitioners in the fields of health and literacy.  相似文献

We draw on theories of policy enactment to explore the ways in which the situated, material and external contexts and professional cultures in adult literacy in the UK have influenced practitioners. Our analysis of the transnational (OECD, EU) and UK external policy contexts found that skills-related education is prioritised, with a focus on economic growth through increased productivity and accountability. This can lead to a narrow conceptualisation of literacy as a set of information processing skills needed for employment that limits the curriculum so that the knowledge of the participants is ignored. However, our findings show that there is not a one-way flow from the transnational to the local. Instead, literacy practitioners translate and enact policy texts based on their situated contexts and professional cultures leading to approaches to teaching and learning that keep learners and their goals at the centre of the curriculum. We conclude that shared understandings of good practice and an underpinning value system, along with creative ways of delivering pre-set outcomes, allow practitioners to resist to some extent the neoliberal discourse whilst meeting the requirements of policy and funding. However, how feasible delivering this alternative curriculum is over the longer term remains to be seen.  相似文献

The primary purpose of the study reported here was to examine whether phonological processes are the same or different in low literacy adults and children with or without reading disabilities in a consistent orthography. A sample of 150 subjects was selected and organized into four different groups: 53 low literacy adults, 29 reading disabled children, 27 younger normal readers at the same reading level as those with reading disabilities and low literacy adults, and 41 normal readers matched in age with the reading disabled group. We administered phonological awareness tasks which included items with different complexity of syllable structure. The results showed that the complexity of syllable structure had not a particularly marked effect on low literacy adults. Rather, the deletion task revealed the phonological deficit in low literacy adults across all syllable structures.  相似文献

For more than six decades, UNESCO has dedicated itself to be the international agency leader in literacy, even though other aspects of educational development have received greater attention and resources by the broader international community. Resources for UNESCO's literacy work have not increased, and its programmatic activities have been increasingly debated when seen in relationship to the scope of literacy challenges across the globe. Moving forward in a time of restricted budgets will require UNESCO to strengthen itself as a professional innovator and thought leader.  相似文献

This paper reports on two studies which investigated the relationship between children's texting behaviour, their knowledge of text abbreviations and their school attainment in written language skills. In Study One, 11–12‐year‐old children provided information on their texting behaviour. They were also asked to translate a standard English sentence into a text message and vice versa. The children's standardised verbal and non‐verbal reasoning scores were also obtained. Children who used their mobiles to send three or more text messages a day had significantly lower scores than children who sent none. However, the children who, when asked to write a text message, showed greater use of text abbreviations (‘textisms’) tended to have better performance on a measure of verbal reasoning ability, which is highly associated with Key Stage 2 (KS2) and 3 English scores. In Study Two, children's performance on writing measures was examined more specifically. Ten to eleven‐year‐old children were asked to complete another English to text message translation exercise. Spelling proficiency was also assessed, and KS2 Writing scores were obtained. Positive correlations between spelling ability and performance on the translation exercise were found, and group‐based comparisons based on the children's writing scores also showed that good writing attainment was associated with greater use of textisms, although the direction of this association is nor clear. Overall, these findings suggest that children's knowledge of textisms is not associated with poor written language outcomes for children in this age range.  相似文献

The metaphysical ethics of Levinas appeals to many philosophers of education because it seems to promise ethics and social justice without recourse to moral norms, ‘totalising’ political systems or religious belief. However, the notion that the subject can be detached from its worldly being—that one can posit a primordial metaphysical pre‐conscious pre‐phenomenal self which stands in ethical relation to a primordial metaphysical pre‐conscious pre‐phenomenal Other—is highly questionable. From an empirical perspective, our experience of the world and of ourselves can only be conceived in social, cultural and linguistic terms; the self‐referential lexicon Levinas employs to depict the relation between the transcendental subject and the Other ‘in his alterity’ renders his metaphysical assertions impossible to evaluate or give determinate form. From a transcendental perspective, Levinas's metaphysical abstractions simply do not have the power to motivate people to behave ethically. Instead of contributing toward the transformation of education and society envisaged by many philosophers of education, the ‘ethics of the Other’ merely generates an esoteric discourse.  相似文献

An increasing number of studies are concerned with the international comparison of the results that different education systems achieve. For example, TIMSS, PIRLS and PISA publish the results from different countries in mathematics, science and literacy. The European Commission has also published indicators and benchmarks relating to the quality of school education. This type of external evaluation is often perceived by teachers as judgemental and controlling. In contrast, internal school‐based evaluation aims to be seen as a developmental process contributing to improved teacher and student learning, where ownership of the evaluation processes remains with the school stakeholders. This paper examines the possible tensions and conflicts that may arise between these two types of evaluation and asks the question ‘How can we overcome the negative attitudes that may have resulted from external evaluation in order to encourage schools to undertake internal school‐based evaluation?’ The paper explores, using Scottish case studies, ways in which schools through their internal self‐evaluation processes may use the data in different ways to meet some, if not all, of the external demands placed on them. This strategy, it is argued, ensures that evaluation is largely done for school purposes and as an aid to the learning process, rather than as an external assessment designed to hold schools accountable for the learning achieved to date.

Il y a un nombre grandissant d'études qui s'occupent de la comparaison internationale des résultats atteints par de différents systèmes éducatifs. Par exemple, TIMSS, PERLS et PISA publient les résultats de différents pays en maths, en sciences et en alphabétisation. La Communauté européenne publie aussi des indicateurs et des standards qui se rapportent à la qualité d'éducation dans les écoles. Ce genre d'évaluation externe est souvent perçu par les enseignants comme un moyen de jugement et de contrôle. Par contraste, les évaluations internes, basées et créés dans les écoles essaient d'établir un processus de développement qui contribue à améliorer l'apprentissage des enseignants et des étudiants et qui es la copropriété des preneurs de l'école. Cet article examine les tensions et les conflits qui peuvent se présenter entre les deux genres d'évaluation et pose la question: “Comment peut‐on combattre les attitudes negatives qui résulteraient après des évaluations externes et comment peut‐on par la suite encourager les écoles à entreprendre leur propre évaluation externe?”Plus particulièrement, en utilisant des études de cas de quelques écoles en Ecosse, l'article explore aussi les moyens par lesquels les écoles peuvent utiliser les données obtenues par les processus d'auto‐évaluations internes afin d'adresser au moins quelques‐unes des exigences externes qui s'imposent à l'école. Cette strategie, l'on soutient, garantit que l'évaluation bénéficit en grande partie aux méthodes d'enseignement à l'école au contraire des évaluations externes qui généralement poussent les écoles à rendre des comptes.

Eine zunehmende Anzahl von Untersuchungen befaßt sich mit dem internationalen Vergleich der Leistung, die in verschiedenen Ausbildungssystemen erzielt wird. Zum Beispiel veröffentlichen TIMSS, PIRLR und PISA die Ergebnisse von verschiedenen Ländern in den Bereichen Mathematik, Naturwissenschaften und Lesen/Schreiben. In Bezug auf die Qualität schulischer Ausbildung hat die Europäische Kommission auch Indikatoren und Anforderungsmaßstäbe veröffentlicht. Diese Art von externer Evaluation wird von Lehrern oft als bewertend und als ein Element von Steuerungsmaßnahmen angesehen. Im Gegensatz dazu sollte die interne schulbezogene Evaluation, deren Kontrolle bei den Betroffenen in der Schule verbleibt, als Teil eines Entwicklungsprozesses aufgefaßt werden, der auf die Verbesserung des Lernens von Lehrern und Schülern abzielt. Dieser Beitrag untersucht die möglichen Spannungen und Konflikte, die sich aus den beiden verschieden Evaluationsansätzen ergeben. Es wird die Frage aufgeworfen: “Wie können wir die negativen Einstellungen, die mit externer Evaluationen leicht verbunden sind, überwinden, um damit die Schulen bereit zu machen, interne schulbezogene Evaluationen durchzuführen?” Auf der Grundlage von schottischen Fallstudien zeigt der Beitrag Möglichkeiten auf, wie Schulen im Rahmen von internen Selbstevaluationsprozessen Daten verschiedenster Art nutzen können, um zumindest einigen Anforderungen, die an sie von außen gestellt werden, genügen zu können. Die Verfasser gehen davon aus, daß eine solche Strategie sicherstellt, daß die Evaluation im wesentlichen für schulische Zwecke durchgeführt wird: Daß sie vor allem den weiteren Lernprozeß unterstützt und weniger einer externen Beurteilung dient, die darauf ausgerichtet ist, Schulen für ihre bisherigen Lernleistungen zur Verantwortung zu ziehen.

Ultimamente ha habido un incremento importante de estudios sobre los resultados que han obtenido diversos sistemas educativos en comparaciones internacionales. Por ejemplo, TIMSS, PERLS y PISA publican los resultados de diversos países en matemáticas, ciencias y alfabetización. La Comisión Europea también ha publicado indicadores y bases de datos, referidos a la calidad de la educación de las escuelas. Este tipo de evaluación externa a menudo es percibido por los profesores como un control y una crítica a su labor. En contraste, la evaluación interna realizada desde la escuela, apunta a ser considerada como un proceso de desarrollo profesional que contribuye a la mejora del profesorado y al aprendizaje de los alumnos, y donde el propietario del proceso de evaluación es el mismo centro educativo. Este documento examina las posibles tensiones y los conflictos que pueden darse entre estos dos tipos de evaluación y se pregunta, “¿cómo podemos superar las actitudes negativas que pudieron originar la evaluación externa de manera que se pueda animar a las escuelas a emprender una evaluación interna desde la escuela? El documento explora, usando estudio de casos escoceses, las maneras en las cuales las escuelas a través de sus procesos de autoevaluación interna pueden utilizar los datos de diversas maneras y dar respuesta a algunas, sino a todas, las demandas que reciben del exterior. Esta estrategia, se dice, que asegura que la evaluación esté hecha en gran parte para el propósito de la escuela y como ayuda al proceso de aprendizaje más que un examen externo diseñado para que las escuelas rindan cuentas sobre los resultados que han obtenido.  相似文献

Self-assessment practices have been advocated in recent Irish educational documents due to their potential to enhance school children’s learning and self-regulatory skills. However, the literature has highlighted how some children struggle to make accurate self-assessments of their academic work, which diminishes such positive effects (Keane and Griffin 2015; Nicol 2009). Using Piaget’s Theory of Cognitive Development (1970) as a theoretical framework, the present study sought to investigate whether children’s academic self-assessments became more accurate in line with increased age and higher prior literacy attainment. Following training in the use of self-assessment writing rubrics, 85 school children from second class, fifth class and Transition Year wrote an English essay and later self-assessed their work using rubrics devised by Andrade, Du, and Wang (2008). Results indicated that overall, children’s self-assessment scores held a weak relationship with their actual performance scores (r?=?.24). However, findings illustrated that children’s self-assessments became significantly more accurate in line with increased developmental stages. Strong correlations also emerged between higher prior literacy attainment and children’s accuracy in self-assessments, amongst second class (r?=??.45) and fifth class (r?=??.73) children only. The findings suggest that Irish school children, in particular, primary school children with low literacy attainment, display difficulty making accurate self-assessments of their academic work in literacy. Stemming from the research, implications for practice and future research directions are outlined.  相似文献

This study investigated whether an identifiable link existed between gains in technology literacy and achievement in the areas of reading, mathematics, and language arts. Normal curve equivalent (NCE) content score changes from TerraNova assessments were calculated for approximately 5,000 students from fourth- to fifth-grade and 5,000 students from seventh- to eighth-grade. These changes were compared to relative gains from a pre- to post-assessment in technology literacy. The rationale that a correlation might be expected is grounded in two ideas: (1) technology literacy gains lead to heightened subject specific confidence, and (2) technology literacy gains reflect improved ability to use technology as a mediator of new learning. If correct, both of these conjectures would predict increased academic achievement among students experiencing gains in technology literacy. Results provided evidence of such connections between technology literacy gains and language arts skills.  相似文献

This study examines the effects of information about the death penalty on the attitudes of university students. Using an experimental design and a stratified cluster sampling procedure, this study addresses some of the limitations of previous research. Changes in death penalty attitudes at post-test were modest; however, it was also found that the degree of attitude change at post-test did not differ significantly between the experimental and control groups. The results of this study, in conjunction with the findings of previous studies of this nature, indicate that, while students tend to have limited knowledge of the death penalty, exposure to new information about it may not be sufficient to elicit change in their attitudes about the punishment.  相似文献
