This paper investigates the work of media discourses on education policy in public debates over the Queensland school curriculum. It draws on theories of discourse, theories that have recently influenced the field of policy sociology, to outline a conceptualization of policy and media texts as discourses in the public sphere. In so doing, it notes the significant contribution such public discourses on education make to the policy process. The paper employs critical discourse analysis to investigate the discursive constructions of curriculum during one particular policy initiative. The analysis focuses on newspaper debates over the inclusion of a subject called Health and Physical Education (HPE) in the Queensland secondary school curriculum. The paper shows how educational policy issues were discursively constituted and contested through the construction of public discourses on education policy. In particular, it demonstrates how such public discourses worked to construct authoritative voices on educational policy. The paper concludes with a call to teachers and policymakers to seek opportunities to construct an authoritative public voice on issues of education policy.  相似文献

In curriculum policy, discourses of ‘policy partnerships’ and ‘communities of practice’ have become increasingly prevalent and were reflected in Western Australian curriculum policy processes from the mid‐1990s to the late 2000s – a period of significant, highly contested change. This paper presents the findings of an empirical study into the impact of curriculum reform on the changing dynamics within and between the government and non‐government education sectors, drawing on critical theory and post‐structuralist approaches to policy analysis within a broader framework of policy network theory. This approach is used to highlight power issues at all levels of the policy trajectory. This research found that despite policy discourses of collaborative and consultative processes to create a ‘shared’ curriculum, the government and non‐government education sectors remain largely distinct due to significant power differentials, as well as structural and cultural differences. The analysis reveals three closely connected emergent themes – limited collaboration, regulated consultation and enhanced state control of curriculum policy agendas. It is argued here that although discourses of ‘policy partnerships’ and ‘community of practice’ are increasingly evidenced in contemporary curriculum policy, they do not take sufficient account of embedded hierarchical power relationships. Further, such discourses can be used as legitimisation strategies to promulgate policy changes which enhance the steerage capacity of the state. Deeply entrenched power differentials operate simultaneously to distort policy partnerships and communities of practice, by both including and excluding particular sets of policy actors.  相似文献

Abstract

In this paper, we present a collaboration project within one urban Puerto Rican classroom, focused on constructing a critical literacy inquiry curriculum grounded in the students’ out-of-school literacy practices in their communities, including their experiences with media and popular culture. We focused on a critical literacy and media inquiry unit centered on the students’ self-selected subject of the telenovela. Here, we examine one student’s work to highlight two overarching findings: (1) the visibility of the students’ complex understanding of the media landscapes in telenovelas, particularly the construction of dominant social discourses across telenovela worlds, and (2) the ways that bringing children’s mediatized cultural imaginaries in their creative work supports an approach to literacy in classrooms, where explorations of discourses of power emerge from the students’ knowledge. In order to articulate how children actively examine and construct discourses across multiple social worlds, we examine these findings using the Four Resource Model, and elements of discourse analysis, as theoretical and analytical frameworks, focusing on the construction of identities, worlds and meanings in relation to the social discourses of telenovelas.  相似文献

The areas of concern (‘goals’, ‘domains’ and ‘priority areas’—whatever policymakers wish to call them) relating to Indigenous education have not changed since the first National Indigenous education policy in 1989. Deficit discourses, discursive trickery and the inability to report progress continues to demoralise and ensure Aboriginal and Torres Strait Islander students remain at the lower rungs of educational outcome indicators maintaining societal and institutional constructs. In this paper, I argue that there is a need to dramatically reform the approach to Indigenous education transforming the hegemonic positioning assumed by the coloniser. Essentially, this would take a revolution: a revolutionary transformation of institutional and societal constructs; a cognitive awareness of how language and discourses are used to maintain power and a need to privilege Indigenous voices and knowledges to ensure that Aboriginal and Torres Strait Islander peoples’ rights in education are achieved.  相似文献

The present paper explores the conceptual limitations of the bully discourses that ground UK anti‐bullying policy frameworks and psychological research literatures on school bullying, suggesting they largely ignore gender, (hetero)sexuality and the social, cultural and subjective dynamics of conflict and aggression among teen‐aged girls. To explore the limitations of bully discourses in practice, the paper draws on a pilot, interview‐based study of girls’ experiences of aggression and bullying, illustrating how friendships and conflicts among the girls are thoroughly heterosexualized, en‐cultured and classed. Drawing on girls and parent interview narratives, I also trace some of the effects of bully discourses set in motion in schools to intervene into conflicts among girls. I suggest these practices miss the complexity of the dynamics at play among girls and also neglect the power relations of parenting, ethnicity, class and school choice, which can inform how, why and when bullying discourses are mobilized.  相似文献

The purpose of this paper is to examine the discourses on attention deficit hyperactivity disorder (ADHD) found in textbooks used in pre-service special education programmes in the USA. Five textbooks are examined with the intent of discovering how ADHD is portrayed to future teachers. A discourse analysis framework is utilised, revealing five categories that structure the discourses of textbooks: definition, causes, symptoms, characteristics, and treatment. Examples of each are provided, followed by a critical analysis of the underlying meanings and assumptions. The analysis reveals an overwhelmingly medicalised narrative in which children diagnosed with ADHD are presented as inherently dysfunctional and devoid of positive characteristics. Two implications of this analysis are suggested: (1) teachers are likely to limit their pedagogical responses to these children in favour of relying upon medical knowledge and (2) teachers are apt to construct policy that is inconsistent with the goal of inclusive education to embrace diversity in the classroom. Lastly, the importance of exposing pre-service teachers to an alternative discourse on ADHD is discussed.  相似文献

This paper examines the ideological construction of educational discourses embedded within the South Korean print media. Significantly, these discourses have recently promoted the resurrection of a sweeping national testing and test results release policy. Through careful examination of the “test plus release” policy, the authors show how the government has achieved hegemonic power by shaping public opinion through the national testing contexts. Drawing on a critical discourse analysis of educational policy texts from the government and top 10 print media sources, this paper analyses how discourses on “accountability”, “the right to know” and “the fairness of the tests” have been produced, reproduced and recontextualized to favour particular perspectives. The authors also examine how government and influential print media discourses interact with political and cultural factors such as “acclaiming the evaluative state”, “education fever” and “meritocratic beliefs” to achieve public consent for the new “test plus release” policy.  相似文献

Since the publication of the Salamanca statement (UNESCO 1994), inclusive schooling has formed a growing part of the deliberations of the special education community. Inclusive schooling research in Australia in the main continues to reproduce traditions of the special education field, emphasising the dominant psychological perspectives that have been superimposed on inclusive education discourses. At the fifth International Congress of Special Education (ISEC 2000) held in Manchester, ‘the death knell of the concept of special education’ (ISEC 2000) was announced. The concept proposed by Mike Oliver, Professor of Disability Studies at the University of Greenwich, asserts an end to understandings of diversity dependent on medical, psychological and charity-based discourses. From a recent study of inclusive schooling policy, and drawing from poststructuralist methodology, I suggest an approach to research, policy development and practice that questions traditionalist theorising in the special education field. Reflecting on the implementation of the Inclusion of Students with Disabilities Policy (DECCD 1995) in the Tasmanian government school system, I outline my alignment with Oliver’s view and highlight how questions of epistemology and reconstructions of research methodologies are central to rethinking understandings of difference. I also illustrate a methodological orientation that offers possibilities for a different science to take place, thereby understanding diversity as multiple and contradictory — and beyond the single ‘detective story’ (Gough 1998) of the medical, psychological and charity-based discourses that circulate in schools as the populist conceptions of ‘inclusion’.  相似文献

This paper reports the results of a qualitative study that examined the perspectives of one group of teacher educators and pre-service teachers about a teaching internship in Hong Kong. Reflecting recent interest in both a practice turn in pre-service teacher education as well as teacher identity construction, the study uses in-depth interviews to reveal how both teacher educators and pre-service teachers construct the meaning of a teaching internship. The results suggest that two discourses dominate such meanings: the discourse of integration and the discourse of separation. The study not only reveals the presence of these discourses but, moreover, considers how their interplay provides affordances for and constraints upon the capacity of pre-service teachers to construct their professional identities during the teaching internship. This exploration suggests that this interplay can lead to identity conflict for pre-service teachers. Implications for overcoming such conflict in ways that support the construction of pre-service teachers’ professional identities are considered and suggestions for future comparative research discussed.  相似文献

In the context of public debates on teacher quality, both media and education policy texts construct deficit discourses about teachers, discourses that work together to inform public, commonsense understandings of teacher quality. This paper explores the interrelationships between discourses on teachers constructed on television and in policies in the Australian policy context. Critical discourse analysis was employed to trace the links between the discourses on teachers constructed in a television situation comedy and discourses in the policy documents that inform the Australian Government Quality Teacher Programme. The paper demonstrates the interdiscursivity of media and policy discourses on teacher quality by analysing the ways that the television sitcom constructed a particular version of teachers within the quality policy context. The analysis highlights the need for teachers to challenge these deficit discourses. The paper concludes by arguing for a rethinking of teacher professionalism in ways that include active engagement in public debates on education.  相似文献

Educational policy‐making in the Commonwealth of Independent States (CIS) is still building upon the ambivalences and uncertainties of post‐communist transformation. The international support, expertise and discourses – coupled with communist legacies, stalled democratic developments and national discourses – produce unique effects on education in each of these countries. This paper is an attempt to conceptualise educational policy‐making (with its disparities between ‘democratised’ discourses and ‘Sovietised’ practices) as a form of emerging governmentality or governmentality‐in‐the‐making on the level of the state, using Ukraine as a case study. Analysing policy‐making through the perspective of emerging governmentality brings into focus the genealogy of post‐independent reforms, which is (as a part of the technologies of government) threaded into a broader governmental project of restructuring the state and legitimising its rationality. The final empirical part of the paper presents a discourse analysis of selected curriculum choice and assessment policy documents (1999–2003) and embedded in them the complex interplay of internal and external discourses, which work together to construct and justify the emerging governmental rationality of post‐communist Ukraine.  相似文献

Discourse approaches in education policy analysis have gained prominence in the last decade. However, though the literature on policy discourses is growing, different conceptions of the ‘discursive’ dimension and its potential for empirical analysis related to the field of curriculum policy have not yet been fully researched. To address this gap in education policy research, this article explores the framework of discursive institutionalism. Using background and foreground ideas and coordinative and communicative discourses on three analytically distinct levels, this article proposes and discusses a framework for empirically analysing, explaining and understanding education reforms on the transnational and local levels. The introduced conceptual framework represents an integration of discursive institutionalism (DI) and curriculum theory (CT) to provide a more multifaceted set of concepts to explore the lending and borrowing of transnational education policies and their application at both national and local levels. These concepts have been applied as analytical tools in a research study on the most recent curriculum reform in Sweden, and they may serve as an example of how different ideas, discourses and levels can be distinguished in research studies to maintain the complexity of education reforms.  相似文献

School leadership as a key for school reforms has become a dominant theme in education, as demonstrated by a growing body of research during the last 15 years. Still, little attention has been paid to how changing international discourses on school leadership are translated into national public policy documents during the last decade. As such, this study provides additional insight into this field by analysing how Norwegian policy documents translate international discourses and re-contextualise national constructs of school leadership. Inspired by a critical approach, the authors address this issue by identifying discursive shifts in ideas about school leadership roles and practices. Based on an examination of four recent white papers on Norwegian education and school leadership, the authors argue that the policy documents constructed a tension between an international ‘explicit’ principal and a national ‘docile’ principal in 2003–2004, while recent documents construct a consensus-oriented, distributed leadership role for principals through the term ‘facilitating school leaders’. This may lead to contested interpretations as to how to perform school leadership in practice.  相似文献

For countries such as Australia exporting education is recognised as an important contributor to the nation’s economy. The embodiment of this export industry in Australia is the presence of international students in tertiary institutions across the country. Despite their considerable contribution to social, political, cultural and economic life, there have been recent examples of violence, exploitation and discrimination against international students in Australia. To understand how international students are both welcomed and excluded from Australian life, we use critical discourse analysis (CDA) to analyse news reports published in an Australian national newspaper from 2009 to 2011. Following van Dijk (Ideology: a multidisciplinary approach, Sage, Thousand Oaks, 1998) we view newspapers as ideological institutions that mobilise discursive power to polarise public opinion to support their ideological agenda(s). In the case of international students we use CDA to show how media discourses construct international students in ways that commodify their participation in higher education and marginalise them as the excluded ‘other’ in Australian society. Our conceptual and analytical approach has broader implications for national higher education policy and international student experience by exposing the social inequalities that accompany globalised international education.  相似文献

James Scheurich argues that practices of policy – normalized over time through repetition – serve three purposes. They structure social problems for which policy is designed to address; construct certain people, implicitly or explicitly, as problem individuals; and shape policy solutions. Following Foucault, he offers what he calls Policy Archaeology Methodology as an approach to policy analysis that emphasizes how particular social problems (but not others) are socially constructed in certain ways within certain political and social contexts. The purpose of policy archaeology as a mode of analysis is ‘to investigate … the grid of conditions, assumptions, forces which make the emergence of a social problem … possible’. Drawing from his method of inquiry, I identify, through examination of policy documents, how the problem of bullying in schools has come to be understood in certain ways (the dominant narrative) and how policy solutions are constrained and limited accordingly, thereby confounding their purpose. I suggest that Scheurich’s perspective provides a way of addressing bullying that accounts for complexity in ways that current approaches mostly do not even consider.  相似文献

A number of writers have drawn attention to the increasing importance of language in social life in ‘new times’ and Fairclough has referred to ‘discourse driven’ social change. These conditions have led to an increase in the use of various forms of discourse analysis in policy analysis. This paper explores the possibilities of using Critical Discourse Analysis (CDA) in critical policy research in education, drawing on a larger research project which is investigating the equity implications of Education Queensland’s reform agenda. It is argued that, in the context of new times, CDA is of particular value in documenting multiple and competing discourses in policy texts, in highlighting marginalized and hybrid discourses, and in documenting discursive shifts in policy implementation processes. The last part of the paper discusses how such research might be used by policy activists inside and outside education department bureaucracies to further social democratic goals.  相似文献

In this article, I explore men’s educational experiences and aspirations in the context of UK policy discourses of widening participation and migration. Critiquing discourses that oversimplify gendered access to higher education, I develop an analysis of the impact of masculine subjectivities on processes of subjective construction in relation to be(com)ing a university student. Neoliberalism and self‐regulation emerge as significant themes by which the men make sense of their educational experiences and aspirations. Widening participation policy discursively constructs the subject as ‘disadvantaged’, ‘with potential’ and responsible for self‐improvement through participation in (alternative forms of) higher education (HE). The concept of diaspora illuminates the complex ways the men reconstruct their traumatic experiences in terms of hope and possibility, across different cultural spaces and expectations. A key question is how do the men construct and make sense of their masculine subjectivities in relation to diasporic experiences and aspirations to become HE students?  相似文献

21st century skills is a global network of corporate and governmental influences that promotes competences suited to fit the future knowledge economy. Through a discourse analysis of an influential Official Norwegian Report, ‘The School of the Future. Renewal of Subjects and Competences’ (NOU 2015:8), this paper explores how ideas of 21st century skills are translated into the Norwegian education policy context. Firstly, the paper analyses the context-specific reasons for receptiveness by investigating discursive warrants. Secondly, the paper identifies how the policy document constructs a set of preferred subject positions that constitute an image of an ideal student. Thirdly, the paper investigates the discursive framing of these subject positions. We find that the policy document constructs an image of an ideal student who is creative, responsible, cooperative, engaged, self-regulated and in complete control of herself, her learning and her future. This image draws on more pronounced neo-liberal discourses, but also well-established discourses in the Norwegian context, such as social democratic progressivism. This intertwining of discourses shows how traits of homogeneity related to global ideas, as well as heterogeneity related to the Norwegian policy context, are both visible in the Norwegian translation of 21st century skills.  相似文献

This study examines the ways in which different research perspectives have tended to problematize global university rankings (GURs). An analytical framework is applied to help articulate four distinct research discourses that have been applied to GURs. The framework distinguishes research problems which are locally defined and ‘emergent’ from those which are ‘a priori’ and seek to test data against established bodies of knowledge. The analysis in this paper considers the contribution made from studies framed by these contrasting perspectives. The paper considers the extent to which different research approaches align with or challenge the dominant discourses within higher education internationally. The analysis shows how the research perspective adopted relates to the nature of policy and practice responses proposed; both in terms of the audience(s) they are addressed to; and the extent to which policy and practice solutions are structural and systemic or social practice oriented. The paper highlights some of the implications of the prevailing research orientation for the trajectory of GUR development.  相似文献
