总结中国科技期刊目前面临的主要问题.通过对国家自然科学基金委员会"重点学术期刊专项基金"所资助期刊的追踪分析,认为单纯的经费资助不能有效地提高中国科技期刊的国际化程度及其在国际科学界的学术影响力,并认为期刊声誉、期刊的影响因子和被引频次、期刊的规模和期刊的国际化要素等是精品科技期刊评价中需要考虑的重要方面,将来对精品科技期刊的培育与支持应该充分结合我国科技期刊的客观实际,注重在期刊的运行机制、编辑人才培养、国际性期刊的编辑与管理理念等方面对我国的精品期刊给予帮助和宏观指导.     

精品科技期刊数据库的建设方略

通过分析我国科技期刊的网络化进程,指出了集中式上网与分散式上网2种方式的利弊.认为国家精品科技期刊数据库的建设应该在国家层面统筹规划和支持下,采取集中与分散相结合的方式,并提出了精品科技期刊数据库的设计框架和运行模式.     

医学期刊优先出版调查分析及提升策略——基于优秀科研成果优先出版平台分析

为了解国内医学期刊的优先数字出版情况,选择中华医学会161种系列杂志(其中中华系列96种)为调查对象,对这些杂志在中华医学会杂志社优秀科研成果优先出版平台上的优先出版情况进行调查分析。结果显示,自创建以来,虽然该平台优先出版的论文总数仅为40篇,出版的频率也较低,但是论文质量较高,发表意义较大。其中,新型冠状病毒肺炎专题论文优先出版后在万方数据库的总被引频次高达1 476次。中华系列31篇论文的篇均优先出版时滞为66 d,与国内外优先出版相比,优先出版时滞过长。建议从进一步缩短优先出版时滞,提升编辑业务能力,优化管理和评价体制等方面来提升医学期刊的优先出版水平。

Communication anxiety and signing effectiveness: Testing an interference model among deaf communicators

Couples coping with cancer are often told to talk about feelings, yet there is limited theoretical, empirical, or intervention research to justify this advice. We interviewed 19 patients and 16 partners about their communication. In a mixed methods analysis, we found talk about feelings was associated with distress and functioning, even after controlling for marital satisfaction, perceived constraint from discussing cancer, or physical functioning; however, patients and partners who focused on feelings and personal issues had worse outcomes than those who focused on facts and medical issues. Through qualitative analysis, we found multiple ways to cope that did not require talking about feelings as well as ways that higher levels of distress affected talk about feelings. Our findings suggest we should reconsider advice to couples, encouraging multiple ways of communicating, and considering contextual factors that influence the timing and desirability of talk about feelings.

The Hirsch spectrum: A novel tool for analyzing scientific journals

This paper introduces the Hirsch spectrum (h-spectrum) for analyzing the academic reputation of a scientific journal. h-Spectrum is a novel tool based on the Hirsch (h) index. It is easy to construct: considering a specific journal in a specific interval of time, h-spectrum is defined as the distribution representing the h-indexes associated to the authors of the journal articles. This tool allows defining a reference profile of the typical author of a journal, compare different journals within the same scientific field, and provide a rough indication of prestige/reputation of a journal in the scientific community. h-Spectrum can be associated to every journal. Ten specific journals in the Quality Engineering/Quality Management field are analyzed so as to preliminarily investigate the h-spectrum characteristics.     

出版集团化战略对科技期刊发展的启示 ——兼论SCI导向的科学价值观偏差

科学价值观引导着一个国家的科技发展战略,影响着科研成果的评价标准,从而也影响着科技期刊的发展。由于科学价值观出现偏差,使得以SCI为主导的学术评价标准得以盛行,对我国科技期刊的发展形成了制约,不利于国家创新体系的建设,也会威胁到国家科技数字资源的安全。从以往的实践经验看,科技期刊的发展要想取得实质性突破,还需要借鉴我国出版集团化发展的经验,制定科技期刊发展的国家战略,进行系统化的政策设计,多措并举,多方发力,才能收到实效。     

Challenges and strategies to attain leadership positions for female library professionals: A narrative review

This literature review analyzes the literature on female librarians, focusing on the workplace challenges and issues they face and the skills and strategies required to create a workplace conducive to learning and scholarship and seizing leadership opportunities. A narrative review of the relevant literature was undertaken. Publications from five major scholarly databases (Scopus, Web of Science, LSA, LISTA, and LISA) were chosen for this review. A comprehensive search query was performed and all pertinent records were downloaded and imported into Endnote Software. Finally, the relevant 23 studies were selected for this review. The included articles were published between the range of 1996–2021 and most of the articles were published in 2021 (n = 08). The findings revealed that the fundamental challenges for female library professionals were related to administrative, financial and skills issues, gender discrimination, societal and cultural norms, lack of research and scholarly contributions, and harassment in the workplace. The skills and strategies needed to create a better and congenial workplace for the female library professionals were a positive workplace culture, financial benefits, empowerment and gender equality, mentoring and skills development, work-life balance, and active involvement in research and scholarship. The practical, policy and social implications are presented.     

Biological databases: A new scientific literature

Biology is entering a new era in which data are being generated that cannot be published in the traditional literature. Databases are taking the role of scientific literature in distributing this information to the community. The success of some major biological undertakings, such as the Human Genome Project, will depend upon the development of a system for electronic data publishing. Many biological databases began as secondary literature—reviews in which certain kinds of data were collected from the primary literature. Now these databases are becoming a new kind of primary literature with findings being submitted directly to the database and never being published in print form. Some databases are offering publishing on demand services, where users can identify subsets of the data that are of interest, then subscribe to periodic distributions of the requested data. New systems, such as fordable while offering a powerful search tool to the scientific community. Although many questions remain regarding the ultimate interactions between electronic and traditional data publishing and about their respective roles in the scientific process, electronic data publishing is here now, changing the way biology is done. The technical problems associated with mounting cost-effective electronic data publishing are either solved, or solutions seem in reach. What is needed now, to take us all the way into electronic data publishing as a new, formal literature, is the development of more high-quality, professionally operated EDP sites. The key to transforming these into a new scientific literature is the establishment of appropriate editorial and review policies for electronic data publishing sites. Editors have the opportunity and the responsibility to work in the vanguard of a revolution in scientific publishing.     

A symmetry axiom for scientific impact indices

We provide a new axiomatic characterization of the Hirsch-index. This new characterization is based on a simple and appealing symmetry axiom which essentially imposes that the number of citations and the number of publications should be treated in the same way and should be measured in the same scale.     

Making the case for recordkeeping literacy: a narrative approach

The role of recordkeeping in our personal and professional lives is rarely perceived as a topic of mainstream interest outside the world of professional records managers and archivists. While corporate records management has been written about throughout the recordkeeping literature, there has traditionally been less focus on what McKemmish describes as the role of ‘personal recordkeeping cultures’. Yet personal recordkeeping can play a role in creating a sense of belonging, especially for children and families. For example, within the field of Australian early childhood education, one of the key policy documents replicates a similar theme with the aptly titled ‘Early Years Learning Framework – Belonging, Being & Becoming’. By reflecting on her own personal recordkeeping story and that of her family, the author aims to explore the purpose of recordkeeping awareness and the role this plays in the wider profession. This article will draw upon relevant recordkeeping theory as well as some key early childhood education literature to introduce how ‘recordkeeping awareness’ could be reconceptualised as ‘recordkeeping literacy’. She will also explore what impact a reconceptualised understanding of continuum-based ‘recordkeeping literacy’ may have upon evolving recordkeeping theory and practice.

Historical case study: A research strategy for diachronic analysis

History and case study are two diachronic research strategies commonly used to study political discourse as it relates to public libraries. Though suitable for some studies, these strategies are inexhaustive. A new, blended research strategy is therefore needed to accomplish what history and case study alone cannot. This hybrid strategy, historical case study, must analyze cases from the distant past to the present, using eclectic data sources, in order to produce both idiographic and nomothetic knowledge. To develop historical case study, the universal components of diachronic analysis are first identified. A general research design for historical case study is then introduced. Finally, historical case study is tested in an actual research project. Findings from this project reveal that historical case study is a successful diachronic research strategy. Historical case study is a new and valuable research design suitable for addressing questions related to change, continuity, development, and evolution.

面向科技成果转化的林业科技期刊微信公众号运营策略研究

为进一步促进林业科技成果的转移转化,进而助推生态文明建设,通过访问期刊官方网站、微信搜索结合实地走访调研的方法,总结林业科技核心期刊微信公众号的运营现状,并利用文献研究和对比研究的方法对其进行系统分析。发现林业科技核心期刊微信公众号定位过于局限,整体建设水平低,对科技成果宣传力度小。在此基础上,以加强林业科技成果的宣传推介为着力点,从人才培养、平台构建和内容推送3个层面,提出了林业科技期刊微信公众号的运营策略体系。
