Conclusion As recently as 1970, total state and federal aid per capita for education was $65 for the CC and $83 for OCC areas (Colman, 1975, p. 169). Rather than helping to offset the significant cost disadvantages confronting cities, such aid actually contributed to the problem. As the plight of cities and their schools has surfaced, state and federal governments have responded with significant amounts of aid. While much has already been accomplished, a great deal still needs to be done. As long as cities continue to be the home of the poor and disadvantaged, equal educational opportunity requires that urban school systems spend considerably more per pupil than the surrounding suburban areas. While the question of just how much more should be spent on urban pupils is beyond the scope of this paper, in light of the special problems facing city schools, it is safe to assume that the difference noted in Table 6 will not be effective in securing equal educational opportunities for urban pupils. It is also true that although state aid has increased substantially since 1970, in many cases these increases have barely kept pace with diminishing local revenues. The differences found in Table 14 must increase if city school districts are to meet the challenge of providing quality education to their citizens.Joseph F. This study examines the relationship between social background factors and educational achievements. It draws on unique data from London LEAs. The paper illustrates detail analysis on levels of disadvantage in schools and the complexities of judging school performance including discussion on the potential of z-score indicators to measure the levels of deprivation in urban area schools. Overall, the findings from the empirical evidence suggests that there is a strong relationship between disadvantage and examination success, with LEAs located in non-deprived areas tending to obtain higher percentages 5 + A*-C good GCSE passes. Further analysis of the relationship between pupils background and school achievement also confirmed, by and large, that schools with a higher number of disadvantaged families do less well than schools where, a small proportion of their pupils come from disadvantaged families. The paper concluded that uncontextualised performance table is fundamentally flawed and argued for the need to compare like with like and move beyond league table approaches of comparing schools. Policy implications are highlighted as well as practical suggestions.  相似文献

Gaps between the educational attainment of pupils from higher and lower income families are widespread and persistent. Teacher quality is amongst the most important school-based determinants of pupil attainment, making the allocation of teachers to pupils a potentially important reason for this attainment gap. We use a range of well-evidenced indicators of teacher quality from the School Workforce Census and the Teaching and Learning International Survey to investigate the extent of social inequalities in access to teacher quality in England. Looking at the allocation of teachers between schools, we find that disadvantaged pupils are more likely to have unqualified, inexperienced or out-of-subject teachers. We present evidence that this reflects both demand from early-career teachers to work in such schools and a greater supply of vacant positions in these schools, due to poor staff retention. We find some evidence of an inequitable allocation of teacher quality to classes within schools, though this is limited to our teacher experience indicator. This is in part due to teachers with more experience at a specific school being better able to influence their allocation to less disadvantaged classes. Implications for policy are discussed.  相似文献

Disadvantaged pupils in England tend to have lower average attainment than their peers. They are also less likely to be involved in wider learning and opportunities for experience beyond the classroom walls. Approaches which support learning activities beyond the traditional classroom might assist in overcoming the persistent achievement gap of disadvantaged pupils, as well being valuable in their own right. This paper presents impact evidence of a school programme called Children’s University (CU) for pupils in primary schools which combines outdoor learning activities, after-school clubs and community social action. The evaluation funded involved 1840 year 5 pupils in 68 primary schools, randomised into treatment and waiting-list control (business-as-usual) groups. The programme was delivered for two consecutive years after which the academic and non-cognitive outcomes were re-assessed. The findings suggest that after two years of opportunity to participate in out-of-school hour activities and social action there is a link to slight progress in pupils’ reading and maths performance (‘effect’ sizes of 0.12 and 0.15). A smaller improvement in non-cognitive outcomes of ‘teamwork’ and ‘social responsibility’ was also found (‘effect’ sizes of 0.02 and 0.07). The gains in teamwork and social responsibility results for disadvantaged pupils eligible for free school meals (FSM) were better than the overall figures, suggesting that this intervention may have a role to play in reducing the poverty gradient in such social ‘skills’. It is only fair that wider opportunities at school are made easier for disadvantaged pupils, they may have others benefits. However, if changes in attainment alone are the primary goal, these relatively small effect sizes suggest that there will be more cost-effective routes than the one described in this paper.  相似文献

Advocates argue that vouchers can make improved educational opportunity available to disadvantaged students. Critics contend that vouchers increase the risk of stratification. Researchers have found that Chile's voucher program has lead to increased socioeconomic school segregation. What has been overlooked, however, is segregation between schools within a sector and variation within private for-profit and non-profit school sectors. I find that public schools are more likely to serve disadvantaged students than private voucher schools. I also find that disadvantaged students are more segregated among private voucher schools than among public schools. While between and within sector segregation levels vary across private voucher school types, the differences are not always consistent with theory. The data also suggest that policies can either mitigate or exacerbate the stratifying effects of educational vouchers.  相似文献

In the UK, one consequence of neoliberalism has been the development of test cultures in schools and standardised assessment strategies used to judge all pupils against within and across curriculum subjects. Few studies to date have explored the influence of this on assessing the learning of pupils with special educational needs and disabilities (SEND), and none have centred physical education (PE). This study used the concept of ableism and semi-structured interviews to explore mainstream secondary school PE teachers’ views and experiences of assessing the learning of pupils with SEND. Based on the findings, we discuss the importance of schools disrupting hegemonic, ableist modes of thinking that cast pupils with SEND as being of inferior ability when compared with their peers and thus being disadvantaged by standardised, normative assessment practices. Specifically, we identify a need for senior leaders and teachers in schools to recognise the needs and capabilities of pupils with SEND, through more holistic assessment approaches that focus on social, affective, cognitive and physical learning and development. We end by discussing the significance of initial teacher education and teacher networks to support this endeavour and advocating for the amplification of the voices of pupils with SEND, given that they have expert knowledge about the perceived inclusivity of assessment in PE because they can draw upon their lived and embodied experiences.  相似文献

It reports the results of an empirical study of 1,567 pupils from the first and sixth grades, attending 20 primary schools in disadvantaged areas of Montréal, Canada. The aim of the study was to assess the effects of using "teachers as resource persons". The results indicate that intervention by "teachers as resource persons" has a positive effect on pupils' achievements. Furthermore, financial input is also positively linked with pupils' performance. The Israeli army has an educational system in which disadvantaged soldiers who have not completed elementary school, receive some weeks or months of additional schooling. The teaching is mainly done by women soldiers, some qualified teachers, but most of them volunteers who have finished secondary schools, but are without training in education. All teachers go through a special 3‐month course to prepare them for work with the disadvantaged soldiers. The article describes the special problems the teachers have to confront in bridging the various gaps between themselves and their pupils, in dealing with problems of discipline and motivation; and the manner in which these problems and ways of solving them are presented during the preparatory course.  相似文献

This paper considers the concerning issue of social disadvantage in N. Ireland schools and suggests that the majority of those entering the teaching profession are ill-equipped to empathise with pupils in disadvantaged areas and thus less enabled to offer effective pastoral care. It argues that this lack of preparedness stems from backgrounds very different to that of these pupils and also from an initial teacher education which does not provide a systematic practical experience in schools in ‘challenging’ areas. The paper briefly outlines a small-scale ITE social justice project undertaken at Stranmillis University College, Belfast designed to provide such experience and, citing specific evidence from data gathered in a recent evaluation, offers it as a model of preparing student-teachers to better understand the realities of their pupils’ lives through extended pre-service contact.  相似文献

An enduring educational dilemma is that young people from economically disadvantaged backgrounds do not have their needs met in conventional schooling. As a result, many have left school by Year 11. To counter this trend, some schools in disadvantaged areas introduce targeted in-school interventions before Year 11 to meet the needs of their students. Many of these interventions, which are highly successful in engaging students and supporting them to achieve, have insights to offer schools, but they remain on the margins as programmes for particular young people. However, a government secondary school in Victoria, Australia has been an exception. It was inspired to apply aspects of a successful intervention, Hands On Learning, to a whole-school initiative to enhance the engagement of all of its students. I used a case-study approach to investigate the initiative’s first year of implementation. Findings revealed that the majority of students did report engagement. However, economically disadvantaged students faced barriers to full participation that negatively impacted their learning experiences. The inequitable distribution of educational benefits demonstrated that whole-school adaptation of an intervention is not straightforward and unless the needs of disadvantaged students are targeted in the whole-school initiative, they are likely to experience educational disadvantage.  相似文献

In October 2010 the government confirmed it would introduce a “pupil premium” payable to schools with disadvantaged pupils. This shift towards resourcing by group rather than area may mark the closing of another chapter in efforts to produce a more meritocratic education system utilising what might be termed intermediate institutions. Their predecessors opened more than 3500 Children’s Centres to develop new strategies for working with the families of preschool children in order to alter long-term educational trajectories. This paper reflects on an earlier chapter in public efforts to secure greater educational equality, the first three years of the Red House Education Centre in Denaby Main, a mining village in Yorkshire’s West Riding, in the period 1969 to 1972. Red House was the most significant development arising from the West Riding Educational Priority Area (WREPA) Project and was an example of area-based positive discrimination. The paper explores two key questions. Can schools be re-positioned so that they offer the community an opportunity to develop as active participants in reshaped democratic processes, or are new institutional forms required? Did Red House offer parents and professionals the opportunity to improve educational outcomes in a neutral space where both felt a sense of ownership?  相似文献

There are still 10 English local educational authorities (LEAs) that are wholly selective and a further 10 with some grammar and secondary modern schools. This article examines the academic performance of pupils in secondary modern schools and the funding of these schools using national data sets matching pupils' performance at Key Stage 2 and General Certificate of Education (GCSE) as well as data on funding from Section 52 statements. Students in secondary modern schools gained one less grade on average than equivalent students in comprehensive schools while grammar school pupils obtained five grades more. After taking account of the cost factors and grant entitlements that influence funding per pupil, secondary modern schools in the years 2000/01–2002/03 were funded around £80 less per pupil while grammar school pupils received over £100 more per pupil compared to comprehensive schools. Secondary modern schools were more likely to be in financial deficit than comprehensive and particularly grammar schools. Thus, students are academically disadvantaged by attending secondary modern schools, which in most selective LEAs do not receive sufficient additional funding to offset the depressing effects on attainment of the increased social segregation arising from a selective system.  相似文献

This study investigates the links between race, school choice and educational stratification in South Africa. It focuses on racial differences in families’ efforts to take advantage of choice by transferring to opportunity (i.e., transferring to a school perceived to offer students better access to educational opportunity than their current school) and explores the implications of those transfers for emerging patterns of racial stratification in access to high quality schools. Findings reveal significant racial variation in transfers to opportunity and suggest a complex link between race and the ways in which historically disadvantaged groups have engaged with the post-apartheid educational opportunity structure.  相似文献

America's unyielding academic achievement gap has been a national priority for a long time; yet, some schools have succeeded with academically disadvantaged youth. Usually, these institutions embrace a culture of success and follow an academic curriculum that is grounded in core knowledge and scholastic vocabulary. Academically disadvantaged students need school-wide programs that meet their distinct needs. These programs emphasize basic knowledge, grounded in contextual references. Students are taught to decode and comprehend domain specific and academic vocabulary. They learn skills and content that will help them achieve as successful adults. These schools are the antithesis of “mean streets.” They welcome disadvantaged students and provide the intellectual and emotional tools they need to thrive, while instilling self-discipline and hope in their pupils.  相似文献

Inclusive rather than segregated schooling has been advocated in several significant international declarations during the past two decades. Even so children with significant intellectual disabilities are at greater risk of being excluded from mainstream education, unless particular efforts are made to support them in such settings. These children and young people are more likely to be educated in special schools or in special classes within mainstream schools. In the decade from 2003 to 2013, the Republic of Ireland enacted legislation and provided additional financial resources for pupils with special educational needs, although these were more constrained during the financial crisis that Ireland experienced from 2008 onwards. A national database, updated annually, is maintained of children receiving services from specialist intellectual disability services and this enabled comparisons to be made for the enrolments of over 8000 children aged 4–19 in mainstream and special schools following the introduction of legislation and availability of additional resources. The data showed a steady increase in children with significant intellectual disabilities attending mainstream classes and a decrease in the proportion attending special schools along with a much smaller but decreasing proportion in special classes. The profile of pupils with intellectual disabilities in mainstream and special schools also changed over the 10 years with higher proportions of males, of pupils with moderate disabilities and those of primary age attending mainstream schools, whereas special schools now tend to have higher proportions of females and those of secondary school age. However, there was marked regional variation in the proportions of pupils in mainstream schools which was attributed to the availability of special schools across the State. This study demonstrates how a national data-set can be used to track the impact that policy changes and legislation designed to enhance the development of inclusive learning environments had on the number of pupils availing of mainstream opportunities. It was also possible to identify prevailing trends in types of support provided within schools and the changing pattern of provision for pupils with different levels of intellectual disability. At the broader level of international trends in policy and provision aimed at establishing inclusive learning environments, this study demonstrates the need for a common frame of reference around which the national and international conversations on educational systems can take place.  相似文献

After several failed attempts to rein in the growth of special education, the Dutch government made a start in 1991 with a policy to accommodate pupils with problems in regular education and to put a stop to the growth of special education. This paper examines a large-scale study conducted by our research group at the University of Amsterdam which attempted to answer the question whether pupils with problems are better off in special education where there are more resources and they can get more attention than in mainstream schools. It was expected that the pupils in special education would do better due to the specialist care and individual attention. However, with a few exceptions, few differences were found when comparable at-risk pupils in regular schools were compared with their counterparts in both types of special schools. There was a conspicuously large measure of variability in both regular and special education. All school types had both at-risk pupils who were doing well from an academic and/or psychosocial perspective and pupils whose progress left much to be desired. There is little evidence to support the idea that at-risk pupils make less progress, in either their academic or psychosocial development, in regular schools compared with pupils in special schools. The general assumption that at-risk pupils will do better in special education does not seem to account for its attractiveness. Contrary to the policy theory, the dual system, as it exists in The Netherlands, does not appear to be an obstacle to the provision of adequate care for pupils with special educational needs. However, the policy to equip regular schools to accommodate this category of pupils appears not to be realized as simply as that. It has not proved possible to demonstrate the effects of the varying levels of specialist help provided by regular schools on the development of at-risk pupils.  相似文献

Concerns about youth violence and the radicalisation of pupils have contributed to the deployment of onsite police officers in schools in England. Little is known about the work these officers do. This article firstly outlines the policy background that led to police in schools, and then, with a focus on the schools in London that have onsite officers, data obtained from a Freedom of Information request are combined with school characteristics data to show that officers are more likely to be based in schools with high levels of pupils from disadvantaged backgrounds. Foucault’s work on surveillance is explored in theorising police presence on school sites. The relevance of Agamben’s State of Exception is examined in relation to the school-to-prison pipeline in the United States. The article highlights the need for more empirical work in schools to research the impact of onsite police.  相似文献

This study explored the perceptions of parents and teachers regarding the differential treatment or stigma experienced by pupils with challenging behaviour – more specifically, those with behavioural, emotional and social difficulties (BESD), as well as children with visible special educational needs (Down's syndrome and/or profound and multiple learning difficulties) who frequently displayed challenging behaviour as a characteristic of their SEN. Semi‐structured interviews were conducted with ten parents of children with challenging behaviour, together with 15 educational practitioners employed in mainstream and BESD schools. Findings revealed how several parents, and staff employed in BESD schools, viewed pupils with challenging behaviour as ‘unwanted’ in mainstream schools. The remaining parents, as well as mainstream practitioners, reported the opposite and indicated that these pupils received treatment deemed to be ‘preferential’ in the mainstream. This has direct implications for those concerned with supporting pupils with challenging behaviour in mainstream settings.  相似文献
