With decentralisation becoming increasingly widespread across Europe, evaluation and accountability are becoming key issues in ensuring quality provision for all (Altrichter & Maag Merki, 2010; Eurydice, 2004). In Europe, the dominant arrangement for educational accountability is school inspections. The purpose of this research is to identify and analyse the ways in which school inspections in The Netherlands impact on the work of schools. The results of 2 years of survey data of principals and teachers in primary and secondary schools show that inspection primarily drives change indirectly, through encouraging certain developmental processes, rather than through more direct and coercive methods, such as schools reacting to inspection feedback. Specifically, results indicate that school inspections which set clear expectations on what constitutes “good education” for schools and their stakeholders are strong determinants of improvement actions; principals and schools feel pressure to respond to these prompts and improve their education.  相似文献

This study systematically reviews research evidence regarding two questions: (1) to what extent do schools gain insight into the quality of their own functioning as a result of an inspection? and (2) what are the emotional consequences of inspections experienced by school staff?

It provides a review of empirical research studies published as full-length articles in scientific journals and proceedings of international conferences, symposia and workshops, as well as in books or as book chapters, from 1995 until 2012. Both quantitative and qualitative data are considered. The review process identified 35 relevant publications that met the criteria for inclusion.

The review leads to the conclusion that inspections fail to contribute significantly to schools’ self-understanding, but that they lead to a severe negative emotional impact on school staff. Furthermore it is concluded that the current evidence base shows several gaps, mainly related to underlying explanatory features that contribute to the occurrence of these effects.  相似文献

There have been appeals within the educational change (EC) and school improvement (SI) literature for research to explore more non-westernized and developing country contexts (Dimmock, 2000; Harris, 2009; Harris & Chrispeels, 2006; McMahon, 2006). This article is a response to those appeals. The study maps the SI educational policy contexts of Trinidad and Tobago (T&T), a developing country in the Caribbean from 1850 to 2010. Literature on EC and SI within this country and region is sparse. This article illuminates on research which reviewed the development of SI particularly in the secondary school sector. It identifies distinct phases of SI in T&T and proposes that these phases are linked to significant educational policy development eras within the country. A documentary-based research approach was employed. This investigation is significant because it documents the SI movement in T&T and provides an understanding of how the country experienced educational change.  相似文献

ABSTRACT

This article reports on an investigation into the influence stemming from school leadership as an important consideration in relation to school improvement. School readiness, based on [Schiemann, W. A. 2014. “From Talent Management to Talent Optimization.” Journal of World Business 49 (2): 281–288. doi:10.1016/j.jwb.2013.11.012]. Accountability, Capability and Engagement (ACE) leadership model, was assessed through self-reported school leader behaviours, attitudes, perceptions, and school improvement attributes. To clarify, school readiness refers to how a school principal optimises staff and other school resources to best achieve school improvement agendas. School readiness survey results and student achievement outcomes for one entire school district were analysed, indicating that school readiness did indeed impact student achievement. Findings reveal a need for school leaders to focus more clearly on overall school alignment and optimisation behaviours, and these are discussed in relation to specific leadership recommendations and how leadership can better support and encourage school improvement in terms of educational accountability.  相似文献

At a time when much attention is being paid to teachers’ effectiveness, there is little regard for the effectiveness of their professional support. Although professional development facilitators are frequently involved in school improvement projects, little is known about the interventions they should carry out and the effectiveness of these interventions. In this study, five facilitators’ interventions are operationalised. Multilevel regression analyses show, that the intervention “guiding the process” explains a significant part of variance in teachers’ knowledge, attitude and concerns with respect to an innovation and the degree of implementation. The interventions “team training and coaching”, “creating conditions for innovation at school level” and “individual coaching” explain a significant part of variance in teachers’ knowledge with respect to an innovation. In general, it appears that professional development facilitators have considerable influence on teachers’ knowledge and concerns and reasonable influence on teachers’ attitude and the degree of implementation.  相似文献

ABSTRACT

In this article, we analyse the implementation and change of a specific school reform in Germany using the example of external school evaluation in Lower Saxony: the school inspection. We investigate how and why a newly implemented reform is itself subject to reform shortly afterwards. We begin with a historical background of German school reforms over the last 40 years. Then, we consider school reforms through the lens of organisational theory. Finally, we combine the historical and theoretical perspectives on school reforms placing particular emphasis on more recent developments in external school evaluation. Based on these considerations, we elaborate some theses on reform and routine in schools.  相似文献

Contemporary phenomena, including modernization, globalization, and migration, have altered the sociopolitical and cultural conditions of schooling. Schools are called upon to respond to such change through improvement efforts fostering intercultural education. To this end, this research examines school actors’ perceptions of the successful components of school improvement in culturally diverse schools. For the purposes of this research, we used the Cypriot education system as our case study to carry out observations and interviews with head teachers, teachers, immigrant and native students, and their parents. In identifying the inputs for the improvement of culturally diverse schools, as perceived by school actors, various components emerged, including listening to student voice, socioemotional and culturally responsive teaching, and increased parental involvement. Arguably, these contributing factors bear implications for school-based leadership, building successful professional communities, and enhancing intercultural competence in schools.  相似文献

The objective of this study was to identify trajectories of school improvement experienced by Chilean elementary schools over the last decade. Using econometric analysis and controlling for potential confounding factors, we created an index of school performance combining outcome indicators focused on different school dimensions, and estimated the 2002/2010 evolution of school improvement for all Chilean schools with available data. Broadly, we estimated an average increase in the school performance of about 0.19 SD; nevertheless, while 41% of the schools increased their educational performance by at least 0.1 SD, 25% of the schools decreased it during the same period; we also found that improving school effectiveness was more probable among schools with lower student socioeconomic status (SES). Finally, we found that the observed school improvement trajectories tended to be non-linear; thus, we estimated that only 13.4% of the schools improved their performance in a systematic way during the entire decade.  相似文献

This paper refers to the dynamic approach to school improvement (DASI) which attempts to contribute to the merging of educational effectiveness research and school improvement. The main underlying assumptions and the implementation phases of DASI are discussed. Moreover, a study aiming to compare the impact of DASI in helping schools to reduce bullying is presented. The results reveal that DASI has a stronger impact on improving school factors and reducing bullying than other approaches to school improvement. Suggestions for further research investigating the sustainability of DASI on school effectiveness are provided and policy implications are drawn.  相似文献

While principal goal-setting has been shown to be an important leadership practice, there is little research examining principals’ goal-setting and goal-achievement. This research examined novice principals’ school improvement goals and factors affecting their achievement. Goals from 460 principals enrolled in a national induction programme were categorised revealing a strong emphasis on instructional and student-centred leadership. After 18 months, 258 of those principals, and their mentors, rated their achievement. Principals also rated five potential achievement predictors. Goal achievement tended to be high, with commitment, effort, learning and support serving as positive predictors of success. In contrast to what goal-setting theory suggests, goal challenge was a negative predictor of achievement. The analysis of two contrasting cases revealed possible explanations for this negative relationship. These included novice principals’ ability, self-efficacy and attributional processes. This study highlights the role of self-efficacy in the process of goal-setting and pursuit. It emphasises that consideration needs to be given to how novice principals’ self-efficacy can be developed and sustained. Implications for practice in the area of educational leadership and leadership development are discussed.  相似文献

ABSTRACT

This paper explores the emotional experiences of elementary school inspections, from the appointment of the first State school inspectors in 1839 to 1911 when Edward Holmes, the retiring chief inspector, signposted the prospects of a new era in elementary education. The paper is arranged in two parts: the first provides an outline of the origins and development of elementary school inspection, while the second discusses the potential contribution of emotions scholarship to inform our understanding of elementary schooling seen through the lens of inspection. Whereas previous studies have concentrated on the inspectorate’s administrative history in relation to school development, this paper’s contribution is to highlight what inspection sources reveal about elementary schools as sites of emotional expression and experience. While acknowledging the challenges a history of emotions framework presents, the paper concludes that such an approach offers a fresh perspective on inspection and school regimes in the past.  相似文献

The purpose of this article is to contribute to progressive school change by developing a more systematic critique of school effectiveness (SE) and school improvement (SI) as paradigms. Diverse examples of paradigms and paradigm change in non-educational fields are used to create a model of paradigms for application to SE and SI, and to explore the implications of their hegemony, their rootedness in a neoliberal policy environment, and their limitations as theories and methodologies of school evaluation and change. The article seeks to identify reasons for the inadequacy of orthodox SI in helping schools face contemporary challenges, including schools serving populations burdened by poverty, and finally identifies some alternative approaches to educational change. This article examines the issues which are particular to the KEYWORDS development and improvement of schools for children and young people with emotional and behavioural difficulties. Key issues such as team formation and teamwork, cooperation, problem solving capabilities and the school’s capacity to take ownership of the change process are analysed against the background of a case study of one EBD school. This article informs school improvement and educational change from a radically different perspective. Building upon work done recently in neural psychology, primatology and ethology, the article examines four common and general types of organisational form: the cell, the silo, the pyramidal, and the network types of organisational structures. Status and dominance hierarchies are discussed, as are the dynamics of collaboration/competition and collectivism/individualism. Final consideration is given to the concepts of culture and community, especially as they manifest in the school improvement literature.  相似文献

There are large differences between schools with regard to how they are affected by a school inspection. This study provides quantitative evidence about the extent to which perceived effects and side effects of an inspection are related to the inspection’s judgement on the school, to features of the inspection, and to school features. This study draws on quantitative data collected from 2,202 teachers in Flemish primary and secondary schools that had recently been inspected. Using path analysis, it investigates the existence and strength of relationships between the perceived effects and side effects of inspection, on the one hand, and the perceived inspection quality, the perceived school’s policy-making capacities, and the inspection judgement, on the other hand. The analysis reveals that most effects and several side effects are predominantly explained by the perceived inspection quality. Emotional side effects during inspection are best predicted by the school’s policy-making capacities.  相似文献

The study was grounded on theoretical propositions and empirical research concerning school effectiveness, classroom effectiveness, school improvement and school renewal. In particular, improving student learning outcomes through improving and renewing schools is dependent on changing classroom cultures of learning and teaching. A model of classroom culture consisting of student educational values (dependent variable), formal learning outcomes (dependent variable), and the attitudes and behaviours of students, teachers and parents (independent variables) was proposed. Hypothesised relationships between the dependent and independent variables were tested by multiple regression analysis of data from 988 students obtained from administration of a Rasch-model instrument assessing classroom culture. The classroom learning attitudes and behaviours of students were found to relate directly to educational outcomes, as were teacher expectations and parent attitudes and behaviours. The attitudes and behaviours of students and teachers towards classroom collaboration and caring were not confirmed to relate directly to learning outcomes. The findings of the investigation are discussed in the light of the theoretical assumptions upon which the study was based, including identification of the implications of the empirical results for understanding and facilitating renewal of secondary schools with the intention of improving educational outcomes in classrooms.  相似文献

Although school performance feedback is available in schools all over the world, there is a dearth of information about the use made of feedback and about the effects of its use. This paper presents case study research into the use of school performance feedback and its’ perceived effects. All schools used the feedback in writing school improvement plans, but the extent of genuine school improvement varied across schools as did the perceived effects of the use of performance feedback. The results highlight various factors which may promote or impede the use of school performance feedback and its effects.  相似文献

Abstract

The new system for the inspection of special schools was introduced in England in September 1994, using common criteria as those used for mainstream schools. One of the main purposes of inspection stated by the Office for Standards in Education (OFSTED) is school improvement. This paper presents the perceptions of headteachers of the inspection process arising from the first inspections carried out during September‐December 1994. The evidence base used on these inspections is also considered. These data are used to suggest that school improvement can be enhanced by the inspection process under certain conditions. A preliminary exploration of these conditions is provided in the paper. Implications for the school inspection process, school self‐review and future research questions are identified.  相似文献
