Using the pooled 1998–2000 GSS data, this study examines what kinds of parents tend to select non‐public schools for their children, a question that is fundamental but lacks direct, adequate answers in the literature. The results of logistic regression analysis show that religion, socio‐economic status, age, nativity, number of children and region play significant roles in parental choice of religious schools, but race, gender, urban residence and family composition make no difference. Parental socio‐economic status is a key factor in determining their choice of non‐religious private schools. Currently, no significant differences in demographic, religious, socio‐economic and family‐structure characteristics can be detected with regard to which parents are more likely to home‐school their children. Implications of the findings are considered.  相似文献

Using data from a census of private schools in one of Lagos, Nigeria’s administrative jurisdictions, this paper explores the linkages between a heterogeneous sector of private schools and issues of school access, affordability, quality, and ultimately social mobility for households at the bottom of the income distribution. Although a large private education market has buoyed Lagos’s growth towards near-universal primary enrolment, this heterogeneous school sector appears to be providing socially stratifying paths towards educational attainment. We apply Lucas’s theory of effectively maintained inequality to assess the extent to which access to higher quality education services within the private sector is determined by cost. We find that higher-cost private schools provide students with greater opportunities to study in institutions with higher quality inputs and increased potential for progression within the educational system. As such, it is highly likely that these schools are primarily accessible to students at the upper ends of the income distribution.  相似文献

ABSTRACT

Urban schools in many OECD countries are contending with policy trends that squeeze budgets and incentivize parent fundraising. The trend may be most pronounced and longstanding in the US, where parent groups and local education foundations have turned increasing attention to raising funds to support additional services, staff, or programs for schools to which admittance is primarily based on residence. This article argues that private fundraising for public schools contributes to the creation of what public economics, public choice, and urban planning theorists have described as ‘clubs’ that may exacerbate inequality. It examines two school districts that have adopted policies aiming to curb this potential inequity: the Santa Monica Malibu Unified School District in California and Portland School District in Oregon. A case study approach was used to detail the policies adopted and explore their potential for de-clubbing as well as resistance encountered to reallocation of dollars at the district level.  相似文献

Abstract

This study examined the effect of two family factors (financial, social capital) and school factors on students’ achievement. One hundred eighty two, seventh-grade female students from nine schools in Muranga district, Kenya, were studied. The statistical procedures included logit regression, cross-tabulations, frequency counting and chi-square analyses. These procedures were used to look at the effects of variables on each other and their effects on students’ study habits and achievement. The researcher found that each of the two family factors (financial and social capital), and the school factors had an independent and significant effect on student achievement and study habits. The results indicated that a student's academic achievement is positively influenced by the education level of both parents. The researcher also found that the father's education had more positive influence to the study habits of the females.  相似文献

Instructional coaching has improved student outcomes in the United States, and may help to solve Kenya's literacy problems. Coaching is costly, however, and evidence is lacking regarding the most cost-efficient teacher-to-coach ratio. We used student literacy outcome data from more than 8000 students participating in the Kenya Primary Math and Reading Initiative—a randomized controlled trial of instructional interventions in public and nonformal schools—to fill this gap. Coaches in larger public zones made fewer visits per teacher, and teacher-coach ratio and student performance were negatively associated. Using causal methods, we concluded that lower ratios might improve nonformal school outcomes.  相似文献

A dearth of literature examines across-school disparities in education resources within local government agencies, particularly in Asia Pacific countries. Little is known about what leads to their inequitable distributions. In this article, we provide some answers by decomposing the inequalities of school resources. In Korea, individual schools make their own revenues from three different sources: local education government agencies (LEA), municipalities, and their parents. Following the economic literature on income inequality, we explored how much each revenue source is attributable to overall disparities. Our results reveal that the LEAs are the greatest contributor to horizontal inequality while parents are the main source of vertical inequality. These findings provide useful policy implications for better equitable distributions of public education resources.  相似文献

We use first-grade lottery-based admissions to estimate impacts and cost-effectiveness of a subsidized comprehensive private school for low-income children in Mexico City, part of a philanthropic organization supporting and operating similar schools worldwide. Relative to students who did not win the lottery, CHM lottery winners gain additional 0.18 SD in literacy and 0.09 SD in numeracy over the first three years of elementary school. Parents of lottery winners are more likely to report children’s school is academically demanding, rate the school higher and have greater expectations of children’s college completion. Achievement gains come at an increased cost relative to counterfactual public schools of $1000/pupil-year, which suggests low cost-effectiveness. Higher cost is explained by greater array of services and few economies of scale. Despite the high per student cost, this robust case study suggests philanthropic private schools have great potential to improve achievement amongst the region’s most vulnerable students and reduce longstanding learning and opportunity gaps.  相似文献

With reference to a village in a predominantly tribal part of Rajasthan, this paper illustrates the increasing heterogeneity of the rural educational landscape and examines different patterns of enrolment within this. While the findings confirm those of more macro-level studies using the four official social categories, intra-category differences are shown to be equally, if not more, important in helping to explain variations in the types and locations of schools chosen by parents. The social composition of government schools in the village has greatly narrowed and the majority of pupils in local private schools now come from tribal households. The expansion in size and number of commutable schools has moved the frontier of private schooling away from the village and provided new and increasingly exclusive contexts for both old and new forms of social division to be manifested.  相似文献

This paper examines the competitive effects of charter schools on the efficiency of traditional public schools. The analysis utilizes a statewide school-level longitudinal dataset of Michigan schools from 1994 to 2004. Fixed effect and two alternative estimation methods are employed. Overall, the results suggest that charter competition had a negative impact on student achievement and school efficiency in Michigan's traditional public schools. The effect is small or negligible in the short run, but becomes more substantial in the long run.  相似文献

This research study investigated the perspectives of teachers on student creativity. A group of 15 teachers from public schools and 24 teachers from private schools completed an Early Childhood Creativity Rating Scale (ECCRS) on four of their students. A total of 156 students were rated on this ECCRS. The major question asked in this study was: How do teacher perspectives of student creativity differ in public and private schools, between kindergarten and grade 3, and are these perspectives influenced by teacher characteristics. Results found that private school teachers rated their students higher on creativity, third grade students were rated lowest on creativity, and teachers who perceived themselves as most creative also rated their students as most creative.  相似文献

The bulk of public debate on education focuses on schools and school differences. Ideally, the characteristics of schools that add value to student performance can be identified and implemented for other schools. However, such scenarios assume that school effects are sizable, stable across cohorts, and consistent across subject areas. This study tests these assumptions by analysing school effects in both primary and secondary schools in 5 achievement domains with administrative data from almost all government school students in Victoria, Australia. Gross school effects are reasonably large but show only moderate stability. However, in net progress models which control for prior achievement, school effects are substantially smaller, display only low levels of stability across cohorts, and are not consistent across achievement domains. Therefore, it is difficult to identify schools that consistently increase (or decrease) student performance across subject areas beyond that expected by students’ intake characteristics, most notably prior student performance. Researchers have begun to explore the role that faith schools play in contemporary educational markets but the emphasis to date has been on urban rather than rural contexts. This article approaches the issue of marketisation through a qualitative case-study comparison of two Anglican primary schools in contrasting rural localities in England and Wales. Engaging with a range of stakeholders, including parents and pupils, the article explores reasons why the schools were valued, drawing on wider constructions of childhood, religion and rurality. The consequences of the schools’ popularity on factors such as traffic, parking, school ethos and local community ties are also considered. The findings of the study problematise some of the prevalent assumptions about marketisation, including the role of social class and geography in these processes. As such, the article makes an important contribution to the sociological literature on faith schools, rural schools and educational markets.  相似文献

Staffing rural and remote schools is an important policy issue for the public good. This paper examines the private issues it also poses for teachers with families working in these communities, as they seek to reconcile careers with educational choices for children. The paper first considers historical responses to staffing rural and remote schools in Australia, and the emergence of neoliberal policy encouraging marketisation of the education sector. We report on interviews about considerations motivating household mobility with 11 teachers across regional, rural and remote communities in Queensland. Like other middle-class parents, these teachers prioritised their children's educational opportunities over career opportunities. The analysis demonstrates how teachers in rural and remote communities constitute a special group of educational consumers with insider knowledge and unique dilemmas around school choice. Their heightened anxieties around school choice under neoliberal policy are shown to contribute to the public issue of staffing rural and remote schools.  相似文献

Abstract

Prior research estimating the effect of Catholic schooling has focused on high school, where evidence suggests a positive effect of Catholic versus public schooling. In this article, we estimate the effect of attending a Catholic elementary school rather than a public school on the math and reading skills of children in kindergarten through fifth grade. We use nationally representative data and a set of matching estimators to estimate the average effect of Catholic schooling and the extent to which the effect varies across educational markets. When we use public school students nationwide or within the same county to provide a counterfactual estimate of how Catholic school students would have performed in public schools, we find strong evidence indicating that Catholic elementary schools are less successful at teaching math skills than public schools (Catholic school students are 3–4 months behind public school students by third and fifth grade), but no more or less successful at teaching reading skills. Moreover, unlike prior research, we find no consistent evidence that the effects of Catholic schooling vary substantially by race or urbanicity, though our power to detect such differences is weak.  相似文献

This paper examines the enactment of instructional leadership (IL) in high-performing secondary schools (HPSS), and the relationship between leadership and learning in raising student outcomes and encouraging teachers’ professional learning in the highly centralised context of Greece. It reports part of a comparative research study focused on whether, and to what extent, IL has been embraced by Greek school leaders. The study is exploratory, using a qualitative multiple case design to examine two HPSS in Athens. The research design involved a qualitative approach using several different methods, including semi-structured interviews with school principals, deputy heads, subject teachers and subject advisers, plus observation of leadership practice and meetings and scrutiny of relevant policy documents. The findings show that IL is conceptualised as an informal collaborative leadership practice, interwoven with the official multi-dimension role of Greek principals and their ‘semi-IL’ role. In the absence of official IL ‘actors’, teachers’ leadership has been expanding.  相似文献

Market theory positions the consumer as a rational choice actor, making informed schooling choices on the basis of ‘hard’ evidence of relative school effectiveness. Yet there are concerns that parents simply choose schools based on socio-demographic characteristics, thus leading to greater social segregation and undercutting the potential of choice to drive quality improvements. In this paper, we explore segregation by examining catchment areas for a range of public high schools in a specific middle-class urban area. We focus on socio-demographic characteristics, including levels of income, country of birth and religion affiliation, in order to explore residential segregation according to public high school catchment areas. Our data suggest distinct residential segregation between catchment areas for each public school within our data-set, particularly for the schools deemed to be popular and rejected, that may pose risks for broader equity concerns. We argue that, in contrast to market theory, even more affluent and active choosers are not equipped with information on the programmatic quality of their different school options, but instead may be relying on socio-demographic characteristics of schools – through surrogate information about the urban spaces that the schools occupy – in order to choose peer groups, if not programmes, for their children.  相似文献

Advocates argue that vouchers can make improved educational opportunity available to disadvantaged students. Critics contend that vouchers increase the risk of stratification. Researchers have found that Chile's voucher program has lead to increased socioeconomic school segregation. What has been overlooked, however, is segregation between schools within a sector and variation within private for-profit and non-profit school sectors. I find that public schools are more likely to serve disadvantaged students than private voucher schools. I also find that disadvantaged students are more segregated among private voucher schools than among public schools. While between and within sector segregation levels vary across private voucher school types, the differences are not always consistent with theory. The data also suggest that policies can either mitigate or exacerbate the stratifying effects of educational vouchers.  相似文献

The paper reports a questionnaire survey of headteachers of special schools and special units in Kenya, focusing in particular on their educational aims. The study is located in the broader context of special educational provision and developments in Africa. These include the colonial legacy, the influence of indigenous and traditional concepts of education and disability, and national policies engaging with issues of curriculum and inclusion. The aims the headteachers said were important were wide-ranging and included conventional academic achievement, personal and social development and citizenship, alongside skills of personal care and the control of difficult behaviour. However, the relative emphasis given to different aims suggests that the importance of traditional aims of special education in terms of control, containment and care still outweigh those of a broad and balanced educational provision. Surprisingly, there was relatively little emphasis on the importance of preparation for employment. The analysis suggests that although there have been rapid developments in the provision for special educational needs in Kenya, there remains a gap between the ambitions of national policy and actual provision at school level.  相似文献
