During the twentieth century, the socio-legal status of the child changed dramatically. The adoption of three international treaties specific to the rights of the child – namely, the Geneva Declaration (1924), the United Nations Declaration of the Rights of the Child (1959) and the United Nations Convention on the Rights on the Child (1989) – increasing at each stage the number and different types of rights, is a remarkable illustration of this state of fact. National socio-legal developments have, of course, greatly inspired the authors of these treaties. However, the rights of the child assumed a new dimension in intergovernmental and non-governmental organisations, exchange platforms par excellence. This article seeks a better understanding of the circulation of children’s rights during the twentieth century, within the three above mentioned treaties. From an interdisciplinary and transnational perspective, the study aims to analyse the multiple facets of children’s rights and the origins of non-domestic influences in this international process. The article appraises the role of international and intergovernmental organisations. Based on archival data, it identifies the concepts, the institutions, the agents and the contexts that influenced the evolution of children’s rights. It shows how the genesis, the diffusion and the promotion of international treaties, as well as their subsequent regimes, structured the circulation of children’s rights.  相似文献

The attempt to establish children’s rights can be called one of the major twentieth‐century projects, with the 1989 United Nations Convention on Children’s Rights as one of its most important results. Yet while the issue of spiritual development has played a clear role in the struggle for children’s rights ever since the ground‐breaking Geneva Declaration of the 1920s, the 1989 declaration does not include a clear reference to children’s right to religion or spirituality. The aim of the present article is to investigate the possibilities for establishing such a right, not only in legal terms but also on pedagogical grounds and in terms of religious education. How can children’s needs be taken seriously, for example, vis‐à‐vis death and dying? How does a children’s rights perspective affect the understanding of religious education? What could a more formally established right to religion and spirituality really mean for the child, as well as for educational institutions? The article discusses such questions in conversation with educational authors such as Janusz Korczak, the pioneer of ‘children’s right to respect’, as well as with psychological theories of individual, social and religious or spiritual development.  相似文献

BackgroundWhile there are national studies on the overrepresentation of First Nations children in the Canadian child protection system, there is a dearth of provincial/territorial studies.ObjectiveThe objectives are to: 1) estimate the rate of overrepresentation of First Nations children and youth involved in child welfare investigations in the Ontario child welfare system and, 2) determine which factors drive the overrepresentation of First Nations children in child welfare at the investigation stage compared to White children.Participants and SettingChild welfare workers completed a three-page data collection form at the conclusion of a child protection investigation.MethodsA secondary analysis of the Ontario Incidence Study 2013 was conducted. Incidence rates were calculated and bivariate analyses were conducted, comparing investigations involving First Nations children to investigations involving White children.ResultsFirst Nations children represent 2.5% of the child population; however, they represent 7.4% of child maltreatment related investigations in Ontario. The rate of investigations for First Nations children was approximately three times higher than the rate for White children. Overrepresentation was most pronounced for investigations of neglect and exposure to intimate partner violence. Rates of substantiation, ongoing child welfare services, child welfare court, and placement in care were higher for the First Nations child population.ConclusionsThe findings provide a foundation for further research and analyses examining the compounding of disparities across the investigation process. Research is needed to disentangle factors that influence decision-making in the child welfare system and how these vary based on a child’s race.  相似文献

Abstract

Recent social policy discourses in Aotearoa New Zealand focus on vulnerable children’s well-being and the detrimental, long-term and costly impacts of child poverty. The discourse pervading much of the policy labels children and young people as ‘vulnerable’ or ‘at risk’ or ‘in crisis’, a view, which we argue, is both disempowering and marginalising. We propose a shift in focus which views children and young people as agentic, capable and competent. Drawing on several small-scale research projects and reports we demonstrate how, when asked, children and young people can participate effectively in discussions about policy matters that concern them (Article 12, United Nations Convention on the Rights of the Child, 1989 [UNCROC]). We have much to learn from the insights children share with us when asked, but very often existing structures, at both government and community level, do not include adequate processes to hear their voices, let alone act on what has been communicated.  相似文献

Previous research has noted that the transition to primary school is important for future school success. As a result, an inclusive transition process to school has become increasingly important. However, this process is particularly difficult for socio-economically disadvantaged children in Germany. The study considers parents’ views and actions in their children’s transition, especially with regard to parent–professional cooperation. Over a period of 36 months (18 months before and 18 months after school entry), 89 qualitative interviews with parents were conducted. Although five of the 16 children were affected by selective mechanisms, all parents emphasised the importance of their child’s regular school entry and assumed active roles in their child’s education. The findings suggest underlying selective structures that undermine the development of inclusive transition structures.  相似文献

Abstract

In a recent keynote speech Paul Standish noted ‘there is agreement in judgments. But how the response to those judgments is realised is always cultural’ (paper presented to PESA Conference, Taiwan, 2012, p. 2). Making judgments about what constitutes ‘crisis’ for children is not necessarily agreed universally, though clearly there are some commonalities across many countries, as evident in United Nations on the Convention of the Rights of the Child (UNCROC) agreements. This article examines the local rhetoric and reality of ‘crisis’ for children in countries across the world. What constitutes a crisis for children, and how this plays out in the contexts of nine countries is explored by the authors based on the insights of each countries’ (OMEP) (www.omep.org.gu.se) Chapter representatives. Policies will be juxtaposed with provision based on the experiences of OMEP members reporting from their various contexts. Taken together they provide a contextualised perspective on ‘crisis’ and its relationship to a non-absolutist foundation to children’s rights. The article concludes that what constitutes crisis from a global perspective warrants consideration in the context of local reality—in this locale the concept of every child as having access to ‘rights’ is far from realisation.  相似文献

ABSTRACT

This study investigated the quality of teacher–child interaction and its effects on children’s classroom engagement and disaffection in Vietnamese kindergartens. The quality of teacher–child interaction was measured using the Classroom Assessment Scoring System. Children’s classroom engagement and disaffection were assessed by Engagement versus Disaffection in Learning. There were 1474 kindergarten children and 60 teachers from 12 kindergartens in three cities in Vietnam participating in the study. The results indicated that classrooms in Vietnam kindergartens had a moderate quality of teacher–child interaction. Compared to the results from other countries published previously, teacher sensitivity and regard for student perspectives of Vietnamese samples were lower than those of Finland, Germany, the United States, and China. Productivity and the instructional learning format in Vietnamese kindergarten classrooms were higher than those of all the other countries except Finland. The results of fixed-effects and random-effects modelling suggested that children in better organised classrooms were more engaged in learning. Emotional support had a negative effect on children’s classroom engagement. Children’s classroom disaffection was not significantly affected by the quality of the teacher–child interaction.  相似文献

The developing world has continually faced tremendous challenges in providing social security and safety nets for its vast populations culminating in wider educational inequalities and extreme poverty. It is not uncommon in Sub-Saharan Africa to find rapacious wealth in the hands of a few co-existing with mass poverty. As a consequence, the majority of children in education have continually experienced low attainment levels and poor prospects in life. This paper discusses interrelationships between child poverty and educational inequalities since these aspects are critical to child development and social mobility and are poignant for developing nations if they are to re-align their economies competitively at a global level. The paper used an analytic review of existing survey data and literature on contemporary contexts in Sub-Saharan Africa, focusing on establishing understanding on child poverty and its impacts on children’s education and well being. In using data from the World Bank and United Nations agencies, the paper has been able to ascertain poverty indices affecting children; inadequate education investment levels; educational inequalities and how these have negatively impacted childhood education and development. Indications are that child poverty and educational inequalities continue to exist despite rising education investments in some countries. The paper posits strategies that developing nations may apply to improve childhood experiences and harness human capital, despite challenging levels of poverty.  相似文献

The concept of children's rights evolved during the 1980s giving prominence to the role of children as active participants in the construction of their lives. The rhetoric of children's rights has emerged as an important consideration in all policy and practice relating to children. Implementation of children's rights in practice is necessary to maximise their potential to improve the lives of children. This paper presents an argument for the importance of giving meaning to the implementation of children's rights in the Individual Education Plan (IEP) process for pupils with autistic spectrum disorder (ASD) in Ireland. The study, on which this paper is based, was conducted in two stages using both qualitative and quantitative approaches. The first stage focused on the development of a set of indicators for the IEP process based on a children's rights framework and informed by the perspectives of children, parents and teachers, alongside the literature on best practice on IEPs. In the second stage, a survey questionnaire was designed, based on the children's rights indicators, to evaluate current IEP practice in Ireland for pupils with autistic spectrum disorder. This article outlines the development of a set of indicators for the IEP process. It also presents findings of the survey which evaluates current practice in relation to the IEP process for pupils with ASD in Ireland. The article focuses specifically on Article 3(1) of the United Nations Convention on the Rights of the Child (UNCRC) which stipulates that in all actions concerning children, ‘the best interests of the child shall be a primary consideration’.  相似文献

United Nations Children's Fund (UNICEF) recently reported that the world's population is shifting to its cities. India is no exception. Throughout the country, an increasing number of migrants are leaving agricultural lifestyles in search of economic and educational opportunities, often relocating to non-notified slums. Despite the fact that many families move in search of better schools, in reality, children living in non-notified slums lack access to high-quality early childhood educational opportunities, a situation that can disadvantage them throughout their lives. This paper describes an intervention implemented in an Indian non-notified slum in which local residents were recruited to run preschools. The authors reflect upon initial data that both elucidate the challenges associated with serving transitory early childhood populations and suggest that the programme shows promise as a scalable model appropriate for addressing them.  相似文献

The United Nations Convention on the Rights of the Child provides a guidepost to the development of child protection policy. Both comprehensive and conceptually coherent, the Convention provides a statement of international consensus that children are indeed persons, legally and morally, and that the state should ensure that they are treated with dignity. The issue of where to teach children with special educational needs (SEN) and disabilities has been a great concern as countries respond to the United Nations Educational, Scientific and Cultural Organization (UNESCO) Salamanca Statement on inclusion of 1994. In this study, the responses of 500 trained and untrained mainstream primary school teachers selected from three of the ten regions of Ghana were analysed to investigate their attitudes to including children with SEN and disabilities in mainstream schools in Ghana. These attitudes were examined alongside teachers’ characteristics such as gender, age, length and level of teaching experience, and knowledge of SEN, and also the type, nature and degree of children’s SEN. The results showed that teachers in Ghana were positive towards the inclusion of children with SEN and disabilities with a few reservations which are elaborated. On the basis of the findings, conclusions were drawn that the inclusion agenda should be subject to national and local interpretation, aimed at ensuring that policies and regulations on SEN are fashioned to meet local situations and standards.  相似文献

After defining UNESCO's place in the United Nations system, the author outlines the new situation that has arisen in recent years for the world's children. Although infant mortality rates continue to give concern, the major problem that international organisations have now to face is not the question of children's survival but their development. Research shows that the vital age for developmental inputs is early childhood, without which the chances of later learning achievement are severely diminished. The proposed ECD Programming Model attempts to take into account present research on early child development as well as the socio‐economic context of developing countries, where governments are increasingly unable to provide basic services.  相似文献

Research Findings: In this study we analyze how parent and teacher ratings of young Latino children’s social competencies in rural California are associated with children’s oral language development. We find (a) that there is considerable incongruence between parent and teacher ratings of child social competence, (b) that both parent and teacher ratings account for meaningful variation in children’s oral language development, and (c) that incongruence between parent and teacher ratings is associated with oral language above and beyond the effects of parent and teacher ratings alone. Practice or Policy: Young Latino children’s social competencies contribute to their oral language development. These competencies represent an important, though to date underutilized, asset for building stronger academic/language functioning. Part of the paradoxical development of Latino children (i.e., strong social though weak academic/language competence) could be attributable to cultural differences that underlie teacher and parent perceptions of social competence. Teachers of young Latino children should (a) be aware of the cultural nature of social competence and (b) explore culturally responsive ways of interacting in classrooms to build stronger oral language functioning.  相似文献

Research Findings: The teacher–child relationships that develop in infant/toddler child care provide a critical caregiving context for young children’s socioemotional development. However, gaps remain in researchers’ understanding of the individual-level processes that facilitate socioemotional development, specifically in center-based child care programs. Guided by ecological theory, this article offers a review of the current literature on this topic, including influential factors and developmental outcomes associated with teacher–child interaction quality, the teacher–child relationship as a compensatory mechanism for children facing risk, and differential susceptibility to caregiving experiences. Practice or Policy: Within the context of infant/toddler child care, many opportunities exist for researchers to refine the measurement of individual teacher–child interactions, test young children’s self-regulation as an outcome variable, and develop understanding of compensatory and differential susceptibility mechanisms. Clarifying these processes will inform early childhood education teacher training in terms of how teachers can best facilitate healthy socioemotional outcomes, especially for the most vulnerable children.  相似文献

本文从增值税分成的视角,测算了中国282个地级市的税收分成比例及其经济发展质量,并采用固定效应模型对政府间税收分成与经济发展质量之间的关系进行了实证分析。研究结果表明:样本期内,地市政府增值税分成比例的下降,客观上促进了辖区经济发展质量的显著提升;同时,改变地市政府增值税的分成比例变化率,也显著提升了辖区经济发展质量。从异质性检验来看,东、中部地区地市政府税收分成比例的下降,显著提升了其经济发展质量,而西部地区税收分成的经济发展质量效应并不显著。从影响机制上分析,省与地市政府之间税收分成的变化,改变了地市政府对辖区产业发展的政策选择,进而影响各地区的产业结构,最终对各地经济发展质量产生了非对称性影响。因而,应进一步完善省与地方政府之间的税收分成制度,减少地级市财政压力,助力经济发展质量的有序提升。  相似文献

Objectives

The overrepresentation of Aboriginal children in child welfare systems in the U.S., Canada, and Australia is well documented, but limited attention has been paid to investigation-stage disproportionality. This paper examines the overrepresentation of First Nations (the largest of three federally recognized Aboriginal groups in Canada) children, focusing on three questions: (1) What is the level/nature of First Nations overrepresentation at the investigation stage? (2) What is known about the source of referrals in child welfare investigations involving First Nations children? (3) What risk factors and child functioning concerns are identified for investigated First Nations children and families?

Methods

The First Nations Component of the Canadian Incidence Study of Reported Child Abuse and Neglect (FNCIS-2008) was designed to address limitations in existing Aboriginal child welfare data: it sampled one quarter of the Aboriginally governed child welfare agencies that conduct investigations in Canada, gathered data on over 3,000 investigations involving First Nations children, and incorporated weights designed for analysis of First Nations data. Bivariate analyses are used to compare investigations involving First Nations and non-Aboriginal children.

Results

The rate of investigations for First Nations children living in the areas served by sampled agencies was 4.2 times that for non-Aboriginal children; investigation-stage overrepresentation was compounded by each short term case disposition examined. A higher proportion of First Nations than non-Aboriginal investigations involved non-professional referrals, a pattern consistent with disparities in access to alternative services. Workers expressed concerns about multiple caregiver risk factor concerns for more than ½ of investigated First Nations families and, with the exception of “health issues”, identified every caregiver/household risk factor examined in a greater percentage of First Nations than non-Aboriginal households.

Conclusions

It would be extremely difficult to reduce First Nations overrepresentation at later decision points without addressing overrepresentation at the investigation-stage. Despite the serious needs of investigated First Nations families, alternatives to traditional child protection responses may be appropriate in many cases. If First Nations overrepresentation is to be reduced, child welfare agencies must be equipped to provide supports needed to help families address factors such as poverty, substance abuse, domestic violence, and lack of social supports.  相似文献

BackgroundVery little is known about the experiences of children of political prisoners internationally, because of the challenges of researching within politically oppressive contexts.ObjectiveThe aim of this secondary analysis was to explore and understand Palestinian children’s experiences visiting their fathers in Israeli detention.Participants, setting and methodsQualitative data from sixteen in-depth interviews with thirty-one children were analyzed. Structural and longitudinal coding cycles were employed and focused upon the timeline of the visitation process.ResultsThree overarching themes emerged, which included: Children’s experiences ‘before the visit’, ‘during the visit’, and ‘after the visit’. Subthemes related to the distressing and at times traumatic experiences the children suffered throughout the process of preparation for, going through, and the aftermath of the visit. This included reports of experiencing punitive measures at checkpoints and waiting areas and humiliation and maltreatment by the Israeli authorities during the visitation process. These findings are discussed with reference to the United Nations Convention on the Rights of the Child. It was clear that the children’s best interests were denied and contact and interaction with their fathers was restrained under the Israeli visitation scheme. Despite the arduous visitation process that children often hated, they loved to see their fathers.ConclusionsEven though the children’s rights were infringed upon, they still endured hardships to maintain whatever contact was possible. International advocacy for the realization of the ‘rights of the child’ for Palestinian children, as well as other children of political detainees is warranted.  相似文献

Much attention has focused on technology acceptance in the classroom, with little investigation into how parents make decisions about their children’s use of portable technology to support reading development in the home. Applying the Unified Theory of Acceptance and Use of Technology, this study identifies predictors of parents portable technology adoption intentions to support children’s reading development in the home. Participants were parents from two elementary schools within 46 classrooms in the southeastern United States. Phase one of data collection included 120 parents who responded to a validated survey that identified predictors and behavioral intention to adopt technology. The regression model explained 64% of parents have intentions to use portable technology to develop their children’s reading skills, with social influence and attitude as the most important predictors. Surveys indicated 99% of children used portable technology to support reading in the home, therefore phase two included explanatory interviews to examine adoption predictors. Interview data specified social influence ensued from the child’s school and parent community; attitude resulted from children’s affinity to use technology. Though parents’ intentions indicated continued portable technology use, parents preferred their child read print books. Interview data also revealed parents perceived an increase in performance expectancy when their child used portable technology. This study highlights the need for teachers and school administrators to be cognizant of educational requests on home learning, influences of the broader parent community on parent intentions to adopt educational technology, and children’s enjoyment reading with portable technology.  相似文献
