Market reforms in education are part of the educational policy landscape in many countries. Central to arguments for market reforms is the idea that competition and choice will spur changes in schools to be more innovative, which in turn will lead to better student outcomes. We define innovation in terms of a practice's relative prevalence in a local district context. A charter school is innovative in its use of a practice if the traditional public schools in its local school district are not using that practice. We explore factors based on arguments for charter schools that may affect a charter schools’ propensity toward innovation to explain variation in levels of innovation across charter schools. We find that, on the whole, charter schools do not fulfill their promise of innovation. Teacher tenure is the most notable exception. Parental involvement is the only characteristic of charter schools that significantly predicts variation in levels of organizational innovativeness.  相似文献

In this paper we analyze teacher attrition from Appalachian school districts over nearly twenty years of data. We employ a unique panel of public K-12 teachers active in Kentucky between 1986 and 2005, and discern several patterns of interest to scholars and policymakers. Inter-district mobility is rare in Kentucky, and rarer still among Appalachian teachers. Few teachers transfer between regions, but teachers are considerably more likely to leave Appalachia than to transfer to it. Our results also indicate that Appalachian teachers are more likely to exit the profession. One implication of this evidence is that improvements to teacher quality in such isolated areas would require a focus on the home labor pool.  相似文献

Two quasi-experimental methods – fixed effects (FE) and virtual control records (VCR) – were used to measure charter schooling in 14 states and two districts. The new VCR method uses all available observable charter student characteristics and prior performance to create a composite comparison record. A head-to-head comparison of the FE and VCR methods used the same charter students to test the FE control (e.g., the charter student's own traditional public school experience) and the VCR for equivalence. The comparison produced highly similar estimates; charter coefficients were identical in sign and significance and of the same general magnitudes. In an analysis of the sampling fractions included in each method using all available tested charter students, the VCR method was found to produce more generalizable results. In the policy analysis, charter school quality was found to be demographically and geographically uneven with only 19 percent of charter schools outperforming their local markets.  相似文献

In this paper, the short-cut method is used to estimate expected rates of financial returns to higher education in the Czech Republic and a modified version of the method is used to suit the current English system of deferred tuition fees. First year university students were asked to estimate their expected earnings with and without a university degree at two points in time. The findings show that students perceive higher education to be a profitable investment and that rates of return vary by gender as well as by country and place of study. We conclude that the current level of tuition fees in England does not act as a disincentive for students to enter higher education.  相似文献

Selection into private schools is the principal cause of bias when estimating the effect of private schooling on academic achievement. By exploiting the generous public subsidizing of private high schools in the province of Québec, the second most populous province in Canada, we identify the causal impact of attendance in a private high school on achievement in mathematics. Because the supply of highly subsidized spaces is much higher at the high school level than at the grade school level, 94% of transitions from the public to the private sector occur at the end of primary school, we assume that these transitions are exogenous with respect to changes in transitory unobserved variables affecting math scores conditional on variables such as changes in income and child fixed effects. Using 7 cycles of data from Statistics Canada's National Longitudinal Survey on Children and Youth (NLSCY), we estimate the effect of attending a private high school on the percentile rank and a standardized math test score with different models (child fixed effects, random effects and a pooled OLS) and restricted samples to control for the degree of selection. The results, interpreted as a treatment on the treated effect show that the effect of changing schools, from a public grade school to a private high school, increases the percentile rank of the math score between 4 and 10 points and by between 0.12 and 0.36 of a standard deviation depending on the specification and samples.  相似文献

This paper uses student level data from New York City to study the relationship between a public school losing enrollment to charter school competitors and the academic achievement of students who remain enrolled in it. Geographic measures most often used to study the effect of school choice policies on public school student achievement are not well suited for densely populated urban environments. I adopt a direct approach and measure charter school exposure as the percentage of a public school's students who exited for a charter school at the end of the previous year. Depending on model specification, I find evidence that students in schools losing more students to charter schools either are unaffected by the competitive pressures of the choice option or benefit mildly in both math and English.  相似文献

We analyse the role of educational choice on the degree of occupational segregation in Trinidad and Tobago during a period in which educational policies intent on equating gender opportunities in education were implemented. To this end we utilize waves of the Trinidad and Tobago labour force survey over the period 1991–2004. Our results show that while educational segregation has fallen substantially over our sample period, this has not translated into less occupational segregation. This suggests that the educational policy has not been sufficient to combat occupational segregation. However, results at a more disaggregated level show that experiences have been heterogeneous across educational and occupational groups.  相似文献

As the No Child Left Behind (NCLB) law moves through the reauthorization process, it is important to understand the basic performance impacts of its central structure of accountability. In this paper, I examine the effects of failure to make Adequate Yearly Progress (AYP) under NCLB on subsequent student math and reading performance at the school level. Using panel data on Maryland elementary and middle schools from 2003 to 2009, I find that the scope of failure matters: Academic performance suffers in the short run in response to school-wide failure. However, schools that meet achievement targets for the aggregate student group, yet fail to meet at least one demographic subgroup's target see between 3 and 6 percent more students in the failing subgroup score proficiently the following year, compared to if no accountability pressure were in place. I discuss alternative interpretations and policy implications of the main findings.  相似文献

Using data for 108 colleges in the California Community College System, this paper poses two questions. First, do California community colleges differ in their missions? Second, if they do, can inter-college differences in missions be explained? We address the first question by developing college-specific measures of curriculum mix, which we use to characterize colleges as to their curriculum emphases and specializations. We find that colleges differ in the extent to which they offer a transfer specialization or a nontransferable voc-ed specialization. Turning to the second question, we attempt to explain inter-college differences in curriculum emphasis and specialization with institutional variables including student demographics, labor market characteristics, and community characteristics. While not strong, we view our results as suggesting that curriculum emphases and specializations are related to student demographics and community needs.  相似文献

Charters represent an expansion of public school choice, offering free, publicly funded educational alternatives to traditional public schools. One relatively unexplored research question concerning charter schools asks whether charter schools are more efficient suppliers of educational services than are traditional public schools. The potential relative efficiency advantage of charters vis-a-vis traditional publics is one of the mechanisms that supports the hypotheses that charters could improve performance for their students while using the same or fewer resources, and that the systemic effect of charters could lead to improved outcomes for traditional public students without requiring an increase in education sector resources.  相似文献

Numerous economic studies have shown a strong positive correlation between health and years of schooling. The question at the centre of this research is whether the correlation between health and education represents a causal relation. This paper uses changes in compulsory schooling laws in the United Kingdom to test this hypothesis. Multiple measures of overall health are used. The results provide evidence of a causal relation running from more schooling to better health which is much larger than standard regression estimates suggest.  相似文献

This paper examines the competitive effects of charter schools on the efficiency of traditional public schools. The analysis utilizes a statewide school-level longitudinal dataset of Michigan schools from 1994 to 2004. Fixed effect and two alternative estimation methods are employed. Overall, the results suggest that charter competition had a negative impact on student achievement and school efficiency in Michigan's traditional public schools. The effect is small or negligible in the short run, but becomes more substantial in the long run.  相似文献

The first charter school law was passed in Minnesota in 1991 and with it, a new school reform movement began. After two decades, 41 states and Washington D.C. have adopted charter legislation. This special issue provides an opportunity for scholars to reflect upon the promises and limitations of charter schools and to offer policy advice for those in a position to influence future reforms. Together, the papers within this special issue examine the achievement effects of charter schools, their cost effectiveness, the competitive pressure created by charter schools, the degree to which charter schools are innovative and how some of the operational and policy features of charter schools may affect outcomes.  相似文献

A relatively small state, Utah presents an interesting case to study charter schools given its friendly policy environment and its significant growth in charter school enrollment. Based on longitudinal student-level data from 2004 to 2009, this paper utilizes two approaches to evaluate the Utah charter school effectiveness: (a) hierarchical linear growth models with matched sample, and (b) general methods of moments with student-fixed effects regressions. Both methods yield consistent results that charter schools on average perform slightly worse as compared to traditional public schools, a result that is primarily affected by the low effectiveness and high student mobility of newly opened charter schools. Interestingly, when charter schools gain more experience they become as effective as traditional public schools, and in some cases more effective than traditional public schools. This research has implications for local and state charter school policies, particularly policies that avoid “start-up” costs associated with new charter schools.  相似文献

We use admission lotteries to study how enrollment in a single-track academic school instead of a comprehensive school affects achievement of students in Amsterdam. The two types of schools score differently on measures of school quality and enrollment in a single-track school instead of a comprehensive school implies exposure to better and richer peers. Yet, school resources and the school curriculum are very similar. Different groups of students are differentially affected by this treatment. Girls from lower-income neighborhoods benefit whereas boys from these neighborhoods are harmed. For students from higher-income neighborhoods, it does not matter which type of school they attend.  相似文献

Because classroom size reduction (CSR) and standards based testing were implemented at the same time in California during the mid-1990s, it is difficult to isolate the effects of classroom size on outcomes from the effects of curriculum changes. As a result, the main comparison in this paper is very specific – the effect of reduced sized kindergarten classrooms on test performance in second grade. The main result of the paper is that the effect of classroom size reduction is small, especially when compared to the other determinants of student achievement at the second grade level. There is a very small effect of classroom size reduction on student achievement in reading and math, and no effect in language and spelling. Of the two offsetting effects of CSR controlling for spending – the direct effect of smaller classes and the indirect effect on teacher quality, the class-size effect is larger. Over time, the negative effect on teacher quality is reduced as new teachers gain experience and credentials.  相似文献

In this paper, we examine the college major choice decision in a risk and return framework using university entrance exam data from Turkey. Specifically we focus on the choice between majors with low income risk such as education and health and others with riskier income streams. We use a unique dataset that allows us to control for the choice set of students and parental attitudes towards risk. Our results show that father's income, self-employment status and social security status are important factors influencing an individual in choosing a riskier career such as business over a less risky one such as education or health.  相似文献

We provide first evidence regarding the direct impact of educational mismatch on firm productivity. To do so, we rely on representative linked employer–employee panel data for Belgium covering the period 1999–2006. Controlling for simultaneity issues, time-invariant unobserved workplace characteristics, cohort effects and dynamics in the adjustment process of productivity, we find that: (i) a higher level of required education exerts a significantly positive influence on firm productivity, (ii) additional years of over-education (both among young and older workers) are beneficial for firm productivity, and (iii) additional years of under-education (among young workers) are detrimental for firm productivity.  相似文献

It has been argued that high school sports participation increases motivation and teaches teamwork and self-discipline. While several studies have shown that students who participate in athletic activities perform better in school than those who do not, it is not clear whether this association is a result of positive academic spillovers, or due to the influence of unobservables. Using data from the National Longitudinal Study of Adolescent Health and a variety of statistical techniques designed to distinguish between these hypotheses, we examine the effect of sports participation on several measures of academic performance. Our results provide only limited evidence that sports participation leads to enhanced academic performance.  相似文献
