Note-taking as communication design: promoting democratic processes

ABSTRACT

Whereas notes are ubiquitous to democratic meeting designs, note-taking practices within public participation processes remain taken-for-granted. We argue that note-taking is a communication practice that calls for cultivating expertise and critical reflexivity. Employing Communication as Design (CAD) we analyze communication design logics for note-taking active in public processes and the problems encountered enacting these design logics. CAD analysis illuminates four design logics underpinned by democratic values: notes as summary, data points, quotables, and critical voice. Building from this empirical analysis, democratic note-takers must be sensitive to the need for coordinating design logics to process goals; yet multiple design logics are often necessary to uphold multiple democratic values.     

基于改进蚁群聚类的热点主题发现算法研究*

针对热点主题发现是在聚类算法的基础上实现的特点,将改进后的蚁群聚类算法引入到该研究中,同时提出类别关注度（CAD）的概念,以此来判定类别的热门程度并区分出热门类别和冷门类别,在此基础上抽取热点主题集。实验结果表明改进后的蚁群聚类算法对热点主题的发现有一定的效果,对其他仿生优化聚类算法的引入有借鉴意义。

An improved algorithm for evaluation of the product of an exponential function with an error function complement

Some mathematical CAD packages are inadequate in computing the composite functions involving the product of an exponential function and an error function complement. These functions arise in physical applications, such as problems in diffusion. Their importance warrants a composite treatment. If their component factors are computed individually, discontinuities in the evaluations arises, as shown in some CAD packages. An improved algorithm is presented which overcomes this deficiency, and provides a fast evaluation. Such evaluation is successful even using floating point numbers with single precision. The potential for numerical overflow associated with large arguments has been overcome.     

A hospital microwave system for library telecommunication

The medical library of the Olin E. Teague Veterans' Center needed access to an online integrated library system at a site eighty miles away. The center already operated a tower-to-tower microwave for teleconferencing and the library was able to use this as a temporary means of communication with the distant online system. The microwave link performed satisfactorily, leading to consideration of its use for other library applications.     

Installation of an environmental monitoring system in the Chapel of Our Lady of Guia,Macau

Built in the early seventeenth century, the Chapel of Our Lady of Guia is one of the most important heritage sites in the historic centre of Macau. Its architectural features and wall paintings with Chinese and Western characteristics reflect the historical status of Macau as a hub for cultural exchange between China and the West. Since signs of deterioration have been observed on the wall paintings in recent years, it is very urgent and necessary to conserve them. In this paper, we will introduce the modern diagnostic techniques applied in the course of their conservation, including 3D laser scanning, high-definition digital photography, environmental monitoring, thermal infrared imaging, microwave scanning and penetration resistance tests. Comprehensive information on the current state of the wall paintings is collected, providing a solid foundation for their scientific preservation.     

Designing Communication for the Day-to-Day Safety Oversight of Nuclear Power Plants

Inspectors of nuclear power plants manage information to make plants safer and to monitor and evaluate adherence to regulatory requirements. Integrating grounded practical theory and communication as design (CAD), we investigated the collective design of and practice of status meetings—a pair of daily meetings meant to manage information about the day-to-day safety oversight of nuclear power plants. Our analysis focused on (1) the problems these status meetings were meant to address, (2) the techniques participants used or proposed to address them, and (3) the situated ideals reflected in the designs for and practice of these meetings. Clustering the techniques illuminated designable features of status meetings (e.g., what, how much, and how to communicate, turn-taking, timing, pacing, and audience). We extend work on CAD by conceptualizing and investigating collective design work, focusing on the fit, function, and fragmentation of approaches to status meetings. We also contribute to the theory and practice of organizing for safety and reliability by making recommendations for coping when communication processes informed by best practices nonetheless produce persistent, irresolvable tensions that complicate the enactment of safety.     

Knowing your users: the value of article database usage analysis

This study analyzes the usage data of a major engineering article database, IEEE Xplore, from 2005 to 2008, at Texas A&M University. Usage data collected from the IEEE Xplore statistics website demonstrated some interesting patterns of user behavior. Usage of the database increased steadily from 2005 to 2007, but dropped in 2008 due to the launch of the library's new website; off‐campus usage was high in the first two years, but plunged in 2007 and 2008. Users from the Department of Electrical and Computer Engineering, and, to a lesser degree, from the Computer Science Department, were identified as major users of the database by IP statistics. The most heavily used journals and articles indicated that solid‐state circuits, microwave, information theory, and power systems were probably among core research areas in electrical and computer engineering for the university. The impact of conference articles in this database increased continuously throughout these years.
