法国国家科技信息研究所发展现状和思考

文章以法国国家科技信息一研究所（INIST）为研究对象,重点介绍其在发展、服务、研究、合作等方面的情况,特别是在文献提供与传递及开展合作方面的成功经验,力求揭示其科技信息工作的全貌和特色,以期对我国科技信息机构的发展提供借鉴。该文为《数字图书馆论坛》2009年第12期本期话题“各国科技信息机构纵览”的文章之一。     

Some Aspects of the Development of the All-Russian Institute for Scientific and Technical Information

Although the USSR and the United States had a comparable number of employees in the field of scientific information, there was a substantial difference in funding, which resulted in a lack of information support for Soviet scientists. While 90% of the publications in the United States were available almost immediately after their release, in the USSR they were delayed by 1.5 to 2 years. Since the publication of the Abstracts Journal by VINITI (AJ), its content was consistently expanding and reached its peak in 1990 (1.5 million documents per year). The next quarter of a century was characterized by a decline in both the composition of the AJ and the time required for its document coverage. The steps for restructuring VINITI activities are discussed. The focus is made on improving the limited coverage of the Russian-language part of the global flow of scientific information by Western information systems.

电动汽车科技报告文献计量分析

以“国家科技报告服务系统”中的科技报告为数据来源,对电动汽车领域的科技报告进行文献计量分析,包 括项目资助类型、立项年份、执行期限、报告类型、经费状况等统计分析,并通过复杂网络对作者合作、作者单位合 作以及关键词热点状况进行分析。研究结果在一定程度上体现了我国在电动汽车领域的科技项目整体布局状况。     

A new conceptual basis for the development of the information activities of the All-Russian Institute for Scientific and Technical Information of the Russian Academy of Sciences

The directions of the development and implementation of the new scientific and information policy of the All-Russian Institute for Scientific and Technical Information of the Russian Academy of Sciences are considered. The purpose of this paper is to evaluate the potential of the Institute as a multifunctional information center that widely uses modern information and communications technologies and electronic information resources. Promising approaches are considered to deeper processing of information, multivariate analysis of collected data, and the possibility of establishing the actual types of information products and services that are focused on decision support in scientific, technical, and industrial applications, and, indirectly, in the economy as a whole.     

科技情报与科技智库的融合发展探析

与科技智库一样,面向科技创新决策提供支持服务一直都是科技情报的核心功能属性。本文从科技情报与科技智库机构发展的一体化、成果产出的趋同化和研究方法的定量化等三个角度,对当前科技情报与科技智库正呈出现融合发展的态势进行了分析研究。文章认为,随着我国大力推动中国特色新型智库的建设,科技情报与科技智库的融合发展,既给我国传统科技情报机构提供了新的发展机遇,也将加快推动我国科技智库体系的建设完善。     

基于技术路线图的科技情报研究

科技情报已成为当今全球化竞争的重要手段,但在科技情报研究实践中却缺乏有效的系统分析框架.作者将技术路线图和知识管理理论引入到科技情报研究的实践中,并提出科技情报研究路线图方法,从而探索在知识经济的背景下开展科技情报研究的有效手段.     

竞争情报在技术转移中的应用——基于湖南省科技信息研究所的实践分析

[目的/意义] 基于湖南省科技信息研究所的实践,对竞争情报在技术转移中的应用进行研究,以期为开展技术转移服务的公益类科技信息机构提供借鉴。[方法/过程] 从技术转移面临的问题入手,分析竞争情报在技术转移中所发挥的作用,然后据此建立竞争情报应用于技术转移的框架模型以及实现路径,最后以湖南省科技信息研究所开展的工作为例说明框架模型的有效性。[结果/结论] 在技术转移的过程中,竞争情报主要起到解决信息不对称、服务机构人才匮乏问题以及提高技术转移服务效率的作用。竞争情报在技术转移中的应用主要包括帮助单体企业开展企业竞争情报研究、组建供需和服务人际网络以及开展产业竞争情报研究3个方面。竞争情报应用于技术转移的实现路径为:帮助企业培养企业竞争情报研究团队,建立人际网络,开展产业竞争情报研究并组织产业对接活动。     

基于CNKI的我国军队院校图书馆科研状况计量分析

笔者以CNKI为数据源,对我国96所军队院校图书馆公开发表论文的数量、被引篇数、被引频次、篇均被引次数、H指数、高产作者、高被引论文这7项指标进行了文献计量分析,从而揭示了我国军队院校图书馆学术研究现状.研究发现:军队院校图书馆在科研活动中取得了一定的成果,但尚有很大潜力;解放军院校图书馆的科研实力强于武警院校图书馆;医学类院校图书馆的科研实力表现出强劲势头;但是就总体而言我国军队院校图书馆的科研状况还不尽如人意,各单位的科研实力有较大差距.

建设科技基础条件平台门户网站,开展平台门户网站质量评价,特别是信息内容的评价,对于有效管理与控制科技基础条件平台的信息质量,保障并推动国家创新体系建设具有重要而深远的意义.文章以科技信息资源共享平台门户网站建设为例,从信息内容与表现方式两个途径着手,引用信息质量认知方法,通过定性和定量两个方面构建科技信息资源共享平台门户网站质量的评价指标体系,提出评价的标准及等级.     

Transitioning from Print to Electronic Information Delivery: An Update from the National Research Council Canada Institute for Scientific and Technical Information

Canada's national science library, the National Research Council Canada Institute for Scientific and Technical Information, is in the process of transforming its traditional document delivery services to meet the emerging needs of users. As such, the Canada Institute for Scientific and Technical Information has developed a suite of Web-based services, partnerships, and collaborations to better serve its users. These components have been brought together to create new service offerings such as Discover, and the National Research Council Canada Institute for Scientific and Technical Information Standards Store. Quicker, more flexible and convenient access to the world's scientific, technical, and medical information from the Canada Institute for Scientific and Technical Information and from sites where users congregate across the Web is the goal of Canada Institute for Scientific and Technical Information's new breed of information delivery services.

服务于科技信息资源共享的数字对象唯一标识应用研究

研究在信息资源共享环境下DOI的主要应用，包括基于文献间引用关系的开放知识链接体系的建立,开放获取环境下分布式知识仓储的统一标识,以DOI为纽带的异质科技信息资源的引用和链接，以及基于行业价值链的数字版权管理等。在以上应用的基础上，提出在我国推广DOI应用的价值和远景。     

新形势下科技情报研究工作的几点思考

1956年中国科学技术信息研究所的成立,标志着我国科技情报事业的诞生。50多年来,各科技情报机构通过跟踪世界各国科技发展动态和趋势,开展面向决策的科技情报研究工作,为中央和地方各级政府提供了不可或缺的战略决策支持,为国家的科技事业做出了重要贡献。
