Aggregating broadband demand: Surveying the benefits and challenges for public libraries

Public libraries in the United States play an important role in their communities by providing free internet access to all residents. Research exists that discusses public library connectivity by investigating funding, technical aspects, and library mission, and that also promotes membership in regional or state consortia as a means of making broadband internet connections more affordable. The research discussed here builds upon these works by asking the question: Do the benefits of aggregation, or pooling demand, justify the investment of state library resources in establishing and maintaining a library cooperative to support internet access? It reports on a survey of Indiana public library directors on questions related to connectivity, E-rate funding, and participation in the Public Library Internet Consortium, a statewide cooperative established by the Indiana State Library. The survey was conducted by Dr. Mary Alice Ball, who was affiliated with Indiana University School of Library and Information Science, Indianapolis while conducting the relevant research. Dr. Ball chairs the Telecommunications Subcommittee of the American Library Association's Office for Information Technology Policy.

Benchmarking local public libraries using non-parametric frontier methods: A case study of Flanders

Being faced with significant budget cuts and continual pressure to do more with less, issues of efficiency and effectiveness became a priority for local governments in most countries. In this context, benchmarking is widely acknowledged as a powerful tool for local performance management and for improving the efficiency and effectiveness of local service delivery. Performance benchmarking exercises are regularly carried out using ratio analysis, by comparing single indicators. Since this approach offers only limited assessments in absolute terms, it is difficult for decision-makers to track and improve overall performance. Therefore, the use of non-parametric frontier methods, namely free disposal hull (FDH) and data envelopment analysis (DEA) is presented as an alternative technique for benchmarking the performance of organizations in relative terms. The potential applications and strengths of these non-parametric frontier methods for benchmarking the efficiency of local public services are highlighted by applying FDH and DEA techniques to the local public libraries in Flanders. Incorporating all possible paths of expansion – both in space and in time – enables a focus on sustainability within efficiency benchmarking.     

Instructional practices in Canadian public libraries

This article reports on a national survey of information literacy (IL) instruction in urban and rural public libraries in Canada and public librarians' attitudes towards these services. The survey is the first phase of a study exploring the actual and potential role of Canadian public libraries in developing the public's IL skills. Despite an urgent need to develop such skills, and expectations that public libraries fulfill that role (specifically articulated by the federal government through its “Connecting Canadians” initiative), the real experiences of public librarians and of public library customers may not bear out this expectation. The survey analyzes the role of the public library, as a non-profit institution and primary stakeholder, in advancing federal government information policy. In addition, the study gives voice to a community of professionals expected to fulfill an important federal policy function, but provided with few resources with which to do so.     

Helping the public 'Discover Health' in their local library. Providing health information in public libraries: a partnership approach in Scotland

A partnership between the Specialist Health Promotion Service of NHS Tayside and Dundee City Council developed a project, 'Discover Health', to bring health information to the public. The two main formats used were traditional leaflets and Internet access via the People's Network, both available in public libraries. The steering group for the project was made up of staff from both organisations. The NHS side secured the funding; the Council side provided the accommodation and information and communication technologies. The partnership worked well, and the project is continuing, with expansion in the pipeline for other areas within Tayside. The various aspects of the functioning of the partnership are discussed. A literature review of similar initiatives is included.     

Perceived outcomes of public libraries

The outcomes of public libraries as perceived by individuals in the major areas of their lives are analyzed and the benefits as outcome types are systematized. The data are based on a representative sample of 1000 Finnish adults, ranging in age from 15 to 79. The results give a systematic account of the benefits in 22 areas of life that adults derive from using public libraries. These 22 benefits were reduced by factor analysis into three major outcome types: benefits in everyday activities, cultural interests, and career. The association of these outcome types with gender, educational levels, and age is also explored.

Reinventing the public value of libraries

ABSTRACT

Libraries worldwide have had to re-think their purpose and adapt to changing community needs and expectations. They are no longer simply repositories for old books. Rather, they are vital components of a community’s social and economic infrastructure that connects communities and fosters creativity and innovation. This paper explores the changing role of libraries—and public value organizations more broadly—in creating positive social, economic, and environmental outcomes for individuals and communities.     

Scenario planning in public libraries: a discussion

The authors explore the use of scenario planning in public libraries via a Q&A discussion. They discuss the impact of unexpected events and unwelcome trends on libraries’ future, explain the distinction between scenario work and forecasting, and outline a practical approach to devising and delivering scenario planning activities at a local library level. This discussion, which took place at Oxford University’s Said Business School on 23 August 2018, explores the use of scenario planning in public libraries.     

Information systems and collection development in public libraries

Collection development in public libraries is performed by one or more librarians who make use of a variety of selection tools. Computers and information systems are becoming increasingly important tools for selectors because they offer alternatives for assessing user needs, for gathering information about published materials, and for obtaining materials quickly. This paper describes a case study of twelve public library systems, the tasks they perform, and the sources they use in collection development. The selectors reported satisfaction with their jobs, increasing reliance upon information systems and electronic resources, and the need for system improvements to support selection for local collections in a publishing climate responsive to popular taste.     

Volunteers in public libraries: Issues and viewpoints

A review of the American Library Association's 1971 Guidelines For Using Volunteers in Libraries is given as background to a discussion of public library volunteers. Opposing and supporting viewpoints towards volunteer use as expressed in the library literature are presented. The nature of the literature is examined, with special emphasis afforded to the purpose, methodology, and conclusions of research studies. The author concludes that, while the literature on public library volunteers has increased in volume over the past decade, little useful research‐oriented reporting has been undertaken. The author suggests that the topic merits further investigation and research.
