Institutional Approaches to Entrepreneurialism: Reflections on the Case of “Babeş‐Bolyai” University in Cluj‐Napoca

For this article Institutional entrepreneurialism at Babe?‐Bolyai University (Romania) serves as a premise for more general reflections. These include discussion of the market sensitivity of entrepreneurialism; that is how a university can be very entrepreneurial in one market and less entrepreneurial in another. Consideration is also given to the idea that institutional entrepreneurialism can sometimes collide with the individual entrepreneurialism of academic staff, and universities are then forced to take defensive measures. We also touch on the academic reward system and how it could be changed in order to stimulate academics to exploit their knowledge and create market relevant products.

在西方大学理念的形成和发展史上,德国1810年建立的柏林大学及其代表的大学理念成为学界公认的一座里程碑。柏林大学的创立及其代表的“洪堡大学理念”之确立,是以德国别具特色的启蒙运动以及丰富的哲学思想为文化背景的。“洪堡大学理念”是当时的思想家和大学创办者们对新大学观探索和实践的结果,其确立经历了前古典时期大学改革的酝酿、理念的初步形成和实施中的调整等过程。     

毛泽东早期干部教育实践与教育思想研究--湖南自修大学的创办始末、经验及意义

湖南自修大学是中国共产党成立之后,全国第一所研究、传播马克思主义,培养革命干部的新型大学。她的问世,是毛泽东早期干部教育实践与教育思想的产物,是毛泽东教育思想形成和发展的重要组成部分,在中国新教育史上占有极为重要的地位。在新的世纪,学习与研究建党时期湖南自修大学的创办始末及其经验,不仅具有深远的历史意义,而且对于建设有中国特色的社会主义干部教育乃至于整个教育事业都具有重要的现实意义。     

A University Grants Commission in a South Asian setting: The Sri Lankan experience

University education in Sri Lanka in modern times has a short history of just over six decades. From 1921 to 1959 there was one University College (1921–1942) or University on the island. With the establishment of two other universities in 1959, the need for co-ordination of higher education activity through a University Grants Commission (UGC) or similar body arose.The establishment of the National Council of Higher Education (NCHE) in 1966 was part of a policy of bringing greater government influence to bear on universities and was therefore resented and resisted by the latter. However, the new body, while it lasted, served as a very effective buffer against undue government interference in university affairs. The six year period beginning in 1972 saw a process of centralization of university education under strong government control. The UGC established in 1979 has much the same powers as the NCHE, a wider range in fact than those enjoyed by the British UGC, and much greater influence in university education than the British prototype.Universities in Sri Lanka have always depended on the state for almost all their funds. While this has naturally given government much influence in shaping the structure and expansion of universities, the principle of university autonomy was strongly entrenched between 1942 and 1966. There was a departure from this in 1966, but more particularly between 1972 and 1978. The Universities Act. No. 16 of 1978 re-introduced the concept of autonomous universities. The one area in which state influence has been the predominant factor is university admissions and this influence began in the mid-1950s long before the concept of university autonomy came under systematic attack from the government's Ministry of Education.The author has been a member of the University Grants Commission since its establishment in 1979. 大学自治与政府干预:英国大学-政府关系的变迁历程

大学自治一直被认为是大学最基本的特征,但随着时代的发展,政府对大学的干预实际上一刻也没有停止过。本文剖析了英国政府干预逐步加深的过程,对英国大学与政府间的缓冲器——大学拨款委员会的兴衰给予说明,最后对英国大学一政府关系的变迁历程提出阐释。     

Multiple Employment Issues at the “Babeş‐Bolyai” University in Cluj‐Napoca,Romania: A Case Study

This paper approaches the multiple employment issues in Romanian Higher Education with a special focus on “Babe?‐Bolyai” University (BBU) in Cluj‐Napoca. There are 119 higher education institutions in Romania and it is becoming increasingly common for the academic staff to have at least two to three paid teaching loads, while undertaking almost no relevant, internationally recognized, research. The paper analyses the environment in which BBU is acting; the dangers of decreasing the quality of teaching and research/services; possible types of desirable multiple employment and the measures taken to diminish the consequences of undesirable multiple employment.     

Science,Technology, Engineering and Math Readiness: Ethno-linguistic and gender differences in high-school course selection patterns

The study examines science-related course choices of high-school students in the culturally diverse schools of the province of British Columbia, Canada. The analysis employs K-12 provincial data and includes over 44,000 students born in 1990 who graduated from high school by 2009. The research sample reflects the presence of about 27% of students for whom English is not a first language. We construct an empirical model that examines ethno-linguistic and gender differences in Grade 12 course choices while accounting for personal and situational differences among students. The study employs a course selection typology that emphasizes readiness for science, technology, engineering and math fields of study. Findings indicate that math- and science-related course selection patterns are strongly associated with ethnicity, qualified not only by gender and prior math and science achievement but also by the individual's grade level at entry to the system and enrollment in English as a Second Language program. Students who are more likely to engage in math and science courses belong to Asian ethno-linguistic groups and entered the provincial school system during the senior high-school years. We suggest that ethnic diversity and broader academic exposure may play a crucial role in changing the gender composition of science classrooms, university fields of study and science-related occupations.     

震旦大学与近代中法教育交流

上海震旦大学是与圣约翰大学齐名的西方教会大学。在发展演变过程中,震旦大学从天主教大学逐步转变为一所世俗性的高等教育机构,而且具有鲜明的法国教育特色,反映了法兰西民族对文化教育事业的一贯重视。震旦大学在学科设置上与法国传统学科的呼应、对本国语言的重视,政府和工商界对文化活动的参与和支持,是法国从古至今一以贯之的传统,充分体现了植根于法兰西民族的一种文化禀性。震旦大学是近代中法教育交流史上的一项重要合作案例。     

法国大学自治演进分析

大学自治是几百年来一直被西方奉为圭臬的大学基本理念。自中世纪以来,法国大学的自治历史可以分为三个阶段,即中世纪巴黎大学自治历史,中央集权制下的自治历史,＂五月风暴＂后的自治历史。从法国大学自治历史进程的分析中可以得出如下结论：控制与反控制是大学自治的主题;通过法律形式保障大学自治;教授会在大学自治中发挥重要作用,建立行政契约制度是大学取得自主权的有效途径。

中国大学章程建设的历程与形态

大学章程是大学治理的基础,从《奏拟京师大学堂章程》到《国立北京大学组织大纲》,从《高等学校暂行规程》到《北京大学章程》起草、从宋代的书院规程到20世纪前半叶的现代中国大学章程以及20世纪后半叶以来的大学立法和章程建设、台湾、香港、澳门等地区大学的章程及大学治理等,中国两岸四地的大学从其章程建设的历程来看,尽管才百余年的现代发展史,却浓缩了古今中外大学治理的思想和机制,呈现出不同的结构形态,不但为中国的大学治理提供了中国自己的道路和经验,还对大学治理的依据、长期发展的基础、世界水准大学的建设有了更加清楚的认识.     

美国大学现代化教学技法运用的启示——以西弗吉尼亚大学为例

西弗吉尼亚大学是美国西弗吉尼亚州的一所公办大学,它有150年的历史,它的教学设施和教学技术手段是与时俱进的。教学技术的多样化、现代化、系统化和集成化,是西弗吉尼亚大学教学技术手段的主要特点。西弗吉尼亚大学教学技术手段的运用对我国大学的教学有一定参考、借鉴作用。     

在理想与现实之间：大学理念的两难选择

大学是传授普遍知识的地方,以理智训练和发展理性作为其根本目的。这是中世纪牛津、剑桥等大学所秉持的办学理念,体现了理想的大学活动,并引领欧洲中世纪大学向前发展。然而,随着社会环境的巨大变迁,大学的办学模式和办学理念随之而变。当理想遭受严峻的现实挑战时,大学的培养目标从“哲学之才”变成了“利禄之徒”,这种办学理念的骤变致使大学深陷两难困境。因此,当我们在新世纪环境下解读或构建大学理念时,需要考虑使“经典”与“现代”之间保持适度的张力。     

竺可桢与浙江大学——从竺可桢的人格魅力看浙江大学的崛起

一个好校长就是一所好学校。这句话在教育界已基本达成共识。竺可桢在浙江大学担任校长历时13年(1936—1949),在这13年中,竺可桢通过艰苦卓绝地经营学校、不拘一格地网罗人才、以身示范地树立校训、廉洁自律地匡正校风、唯是以从地精研学术,终于把浙江大学从一所地方性的大学变成了当时国内四所著名的大学之一(北大、清华、南开、浙大),并获得“东方剑桥”的美誉。浙江大学之所以在当时能跻身于全国著名大学行列,是因为她拥有竺可桢这样一位好校长。     

大学文化的培育与创新

大学文化是指以大学历代积淀传承的精神为内核,延伸、拓展表现在大学软件与硬件等各个方面的综合,分为大学精神、大学制度、大学环境三个层次。我国大学由于建立时间晚,加上实用主义的影响,在文化上存在大学精神实用主义化、大学制度行政色彩浓厚、大学环境单调与贫乏等弊端。在高等教育快速发展的今天,尽快建立符合时代发展方向的大学文化是大学建设的重要使命。     

北方少数民族师生三语教育认同研究——以维吾尔、蒙古、朝鲜、哈萨克族师生为例

本文分析了我国北方地区的维吾尔族、蒙古族、朝鲜族、哈萨克族等少数民族师生对于三种语言教育认同的调查问卷。结果显示,较之西部其他少数民族,上述4个北方少数民族对三语教育的认同度较高,能够客观认识三语教育,认为三种语言间存在内在联系,并希望少数民族外语教师能够具备三语能力。
