During the last decade, the debate over higher education took up a significant space on the agendas of various international agencies, including multilateral development banks and other intergovernmental agencies. This fact points to the importance of the subject within a broader discussion that refers to national development projects and their articulation within the new international economic and political order. In this context, the purpose of this article is to discern the principal lines of argument at work and their implications for the transformation of higher education in Latin America. To this end, we have chosen four cases that we consider relevant for the region: The United Nations Education, Science and Cultural Organization (UNESCO), the World Bank, the Economic Commission for Latin America and the Caribbean (ECLA) and the Interamerican Development Bank (IADB). In the first part of the text we characterize the particularities of each of these organizations, highlighting their relation with the processes of educational change. In the second, we approach the subject of the recommendations made by the multilateral agencies on change in the higher education systems in the world and, particularly, in the Latin American region.  相似文献

Latin American higher education developed since the nineteenth century from the tensions between the Catholic tradition of Iberian colonization and the enlightenment, rationalistic and predominantly French views present in the independence movements, and embodied in the Napoleonic institutions established throughout the region. This article discusses how this system evolved, facing the problems of enlarged enrolment, diversification, and the current problems of reform, as alternatives among the poles of bureaucratic, oligarchic and market mechanisms of coordination.  相似文献

There is now an extensive literature about internationalisation in higher education. However, much of the research relates to North America and Europe. This paper is concerned with internationalisation in Latin America and seeks to consider perceptions and experiences in Colombia and Mexico, and to compare practice in the public and private sectors. Based on detailed analysis of interviews with senior managers in six universities, the paper shows a growing level of activity, with some increasing levels of planning and strategy. Important differences are identified in the response of public and private universities, reflecting funding differences and freedom to determine institutional priorities.  相似文献

Traditionally Japanese governments avoided as far as possible directinterference in higher education policy. In part this was due to concern notto infringe academic freedom and in part a reflection of the major effortbeing made to develop and expand education at the pre-higher educationstages. When demand for higher education did increase, it was readily met byexpanding the private sector.The debate on higher education generated by campus unrest in the late1960s led during the 1970s to discussion on the governance of highereducation and also to some new initiatives such as the creation of theUniversity of Tsukuba and the University of the Air. In the 1980s a newadvisory body, Daigakushin, was created and several new administrativemeasures introduced. Thus, by the 1990s, it could be said that highereducation had become an important policy issue in Japan.The article discusses the reform movement under the following headings:de-regulation and moves towards self-regulation; accountability; highereducation as an economic resource; and internationalization. Some furtherchallenges are reviewed, notably the impact of future demographic changewhen the relevant age cohorts decrease. This is all the more significantsince so much of the system relies on the private sector which is in turndependent on fee-income. The article also draws attention to evidence thatJapanese industry is changing its expectations of what higher educationshould be providing for its students.  相似文献

This article aims to discuss the relationship between higher education (HE), globalisation and regionalism projects focusing on HE in Latin America and Brazil. It is claimed that HE has predominantly taken the diverse, yet concerted and co-ordinated routes of globalisation and regionalisation and, by doing so, been profoundly transformed. The first section considers a set of theoretical categories in relation to the phenomena of globalisation and regionalisation. The second section analyses the global and regional dimensions of HE in Latin America, exploring: (1) the Common Market of the South (MERCOSUR), along with the processes and mechanisms put into place to settle MERCOSUR's Educative Sector. It is argued that despite the political relevance of this regional project, its major developments are still harbouring important but preliminary preparations for future regional positioning and empowerment; (2) it is argued that the commodification, privatisation and ‘marketisation’ of HE, having occupied the centre stage in determined nations of the world, have become the founding conditions of a global market in HE; and (3) the Brazilian HE policies are examined in order to develop an argument about the decisive role played by national government in promoting and adjusting the process of globalisation and the regionalism project for HE.  相似文献

This article describes the educational situation of indigenous peoples in Latin America, and in particular their scant participation in adult education activities. It analyses the historical, structural and institutional barriers to their greater involvement in adult education. The article proposes to look at indigenous demands on education as a potential way out of educational stagnation of indigenous adults, which is one of the challenges clearly formulated by UNESCO member states during CONFINTEA VI as a priority to be faced. The article concludes arguing the case for intercultural education, not only among indigenous peoples, but for the whole of the population, to be a guiding philosophy for education in general and adult education in particular in Latin American countries. It emphasises the fact that this cannot be achieved without the active participation of indigenous peoples themselves.  相似文献

This article analyzes the current challenges facing inclusive education in Latin America and explores some possible solutions. The author suggests that teachers play a key role in providing education that is inclusive for all. In Latin America, today, however, inclusive education often does not respond to the needs of children and young people, and teachers often finish their professional training without acquiring the skills they need to work with children and young people living in difficult circumstances. Teachers also need incentives to work in remote or difficult geographical areas, and they benefit from national efforts to improve their status, including awards for innovative work. Much remains to be done, but the training of teachers for a more inclusive education system is gradually being incorporated as part of the educational policy agenda in Latin America.  相似文献

The topic in this paper is how former special needs students with academic competence from upper secondary school succeed in education on a higher level. The study concentrates on students who at their start in upper secondary education were registered with problems of concentration, difficulties in reading, writing or mathematics. The main part of this paper will base on qualitative interviews with nine former special needs students. Seven out of the nine informants were registered with reading and writing difficulties. However, it is also possible to compare these informants with longitudinal data from a larger group of students who have been followed prospectively since spring 1996. Theoretically the study is based on life course research with special emphasis on social transitions. In transitional processes between different educational arenas gatekeepers'often play important roles. This study will examine how such gatekeepers, e.g. teachers, may facilitate or obstruct these transitions for a vulnerable group like former special needs students.  相似文献

This paper briefly reviews the development of technical-vocational education in Latin America in connection with the development of general secondary education prior to the recognition of the former as an integral part of secondary education leading to further education. It then concentrates on examining the major issues arising from the introduction of the latest education reforms in the degree of education, which reassesses the orientation of middle-level education with a view to establishing a stronger link between education and employment.  相似文献
