Abstract

Education policy increasingly takes place across borders and sectors, involving a variety of both human and nonhuman actors. This comparative policy paper traces the ‘policy mobilities,’ ‘fast policy’ processes and distributed ‘policy assemblages’ that have led to the introduction of new computer programming practices into schools and curricula in England, Sweden and Australia. Across the three contexts, government advisors and ministers, venture capital firms, think tanks and philanthropic foundations, non-profit organizations and commercial companies alike have promoted computer programming in schools according to a variety of purposes, aspirations, and commitments. This paper maps and traces the evolution of the organizational networks in each country in order to provide a comparative analysis of computing in schools as an exemplar of accelerated, transnationalizing policy mobility. The analysis demonstrates how computing in schools policy has been assembled through considerable effort to create alignments between diverse actors, the production and circulation of material objects, significant cross-border movement of ideas, people and devices, and the creation of strategic partnerships between government centres and commercial vendors. Computing in schools exemplifies how modern education policy and governance is accomplished through sprawling assemblages of actors, events, materials, money and technologies that move across social, governmental and geographical boundaries.  相似文献

As the power of tests lies in their uses, language tests that are used to assess immigration eligibility exercise enormous power. Critical Language Testing calls for exposing the power of tests by examining the intentions of introducing tests and their effects on individuals and society, especially from the perspective of test-takers. This case study investigates the rationale for and impact of a particular language-in-migration policy in Australia, drawing on the experiences and perceptions of two skilled migration applicants. One of them was successful and the other unsuccessful, essentially on the ground of their language test results. Insights from the study challenge prevalent discourses about language tests and social integration, employability, economic efficiency, and national security. The article makes some policy recommendations for making the use of language tests more beneficial for immigrants and immigrant-receiving societies in a globalised world that has witnessed unprecedented flows of immigrants.  相似文献

This paper provides a case study of the Centre for Independent Studies (CIS) in Australia with a focus on its education policy work, specifically the report, School funding on a budget (SFoB). CIS is a conservative right wing advocacy think tank, established in 1976 in the aftermath of the Whitlam government’s policy activism, framed by classical liberalism or neoliberalism with a provenance in the political economy of Hayek and Friedman. As such, it is committed to smaller government, individual responsibility and more market driven solutions to social problems. CIS gives more emphasis to academic research than other think tanks of its kind. This paper theorises think tanks as hybrid, boundary spanning organisations that work across academic, media, political and economic fields. An argument is proffered that it is the restructured state, with its loss of research capacity and fast policy making, which has strengthened opportunities for think tank influence across the policy cycle in education. With SFoB, CIS used a political moment, the first Abbott federal government budget focused on ‘budget repair’, to argue a case for reducing government educational expenditure as a percentage of GDP in the long term. That policy moment was used for recommending the abolition of the federal department of education and further dismantling of public schooling. SFoB is shown to be exemplary of the conservative advocacy think tank report genre in its usage of ‘mediatized’ language, surface accoutrements of academic research, and user focus. SFoB is a manifestation of what can be seen as the ideas for policy work of CIS, dressed up as research.  相似文献

In the past, many Australian state schools avoided teaching about values explicitly. However, the Australian government released Australia’s first official values education policy in 2005: the National Framework for Values Education in Australian Schools (NFVEAS). This framework represents a local manifestation of the recent international values education movement. This study contributes to an exploration of what, and who, the government’s construction of Australian values privileges. It uncovered the dominant discourses inherent in the framework through a critical discourse analysis, framing it in relation to the 16 key values education approaches identified in the literature. The data revealed the document’s strong privileging of conservative values education discourses, particularly civics and citizenship education, values inculcation and character education. In practice, some Australian schools have been disrupting this move to conservatism by taking more critical and postmodern approaches. The paper argues for such alternative practices and policy that is more diversified and student-centred.  相似文献

Abstract

Background: Early childhood education and care has been an area of significant policy attention, public investment and private market activity in Australia over the past three decades. Australian educationists and policy-makers have looked to international examples for evidence, policy design and institutional models. However, this area is under-researched in Australia, with regard to how these knowledge flows are theorised, and how policy is implemented on the ground.

Purpose: The paper’s purpose was to contribute new Australian-focussed conceptual and empirical insights on the trajectories, development and implementation of evidence-based policy in the field of early childhood education and care.

Sources of evidence: The paper is based on three main sources of evidence: ? the critical literature on policy transfer and policy mobility

? policy statements, reports and planning documents produced by national- and state-level governments

? data from fieldwork analysis of new capital works and programmes in the early childhood field.

Main argument: International research and evidence on the benefits of investment in early learning has had a significant impact on the framing of Australian policy. So too has a move in several countries to align early childhood institutions with schools. However, a dominant paradigm of policy transfer, reliant on pluralist and rationalist frameworks of policy-making, fails to account for the dynamics of policy development and implementation across and within jurisdictions and geographical space. Conceptualising a new alignment in Australia between children’s centres and schools as ‘educare’, this article employs the theoretical lens of policy mobility to account for the circulation and transformation of educare policy in Australian settings. Through an empirical analysis of a new educare centre in the growth corridor of western Melbourne, the article demonstrates the extent to which neoliberal policy settings outside the educational sphere, around public finance, partnership, place and infrastructure provision, influence the implementation of ‘educare’ policy.

Conclusions: The educare discourse in Australia addresses a complex and multiscalar set of policy problems that associate child development with concerns around human capital formation, economic efficiency and productivity, place making and community building, and the role of the public sector in neoliberal democracies. International circuits of knowledge, policy design and institutional models in the educare field have been significant in shaping recent Australian policy, despite well-publicised views expressed in Australia on the disconnection between academic research and policy. The strength of policy mobility as a theoretical lens to assist our understanding of these influences lies in its critique of formalism in policy-making and in its attention to fluidity and transformation. The mobility lens encourages new empirical research that focuses on spatial and institutional dynamics, assisting our reading of on-the-ground developments in Australia’s fastest growing city.  相似文献

This paper explores the ‘joined‐up thinking’ and attempts at ‘joined‐up working’ that policy architects recommend for the successful operationalization of the New Deal for 18–24 year olds. In particular, it examines the difficulties arising around the full‐time education and training option. The research project reports upon the ‘implementation gaps’, in particular the workings of Employment Service Personnel and College staff who strive to interpret and work within the relevant policy guidance for the New Deal for Young People (NDYP). The paper draws upon semi‐structured interviews and documentary analysis from a qualitative case study in South Wales to describe the interaction and articulation of the ‘main players’ who facilitate New Deal education and training options. Centralized and mandatory programmes like the New Deal for Young People which aims to be integrative and ameliorative, but which are framed within a strong sanctioning policy, have created tensions between those professionals trying to work in a ‘joined‐up’ manner. The guidance, educative, and social work elements which contribute to a positive learner/trainee identity are at odds with the surveillance and policing roles involved in monitoring claimant participation. FE staff who facilitate and manage the ‘New Deal’ full time education and training option emerge as a seriously challenged group, which has to forge workable and practical applications of a policy which somewhat undermines notions of a learning society and lifelong learning.  相似文献

In this article, we revisit the history of our interest in the term, ‘learning lives’ in order to explicate the meaning(s) of the phrase and to set up a series of challenges for research into young people’s learning. We suggest that a learning lives perspective depends on three areas for investigation. First of all is the challenge of how to capture, theorise and describe the travel and trajectories if researchers are truly to ‘follow’ learners through, around and in their learning across everyday life. Secondly, it means refusing what seems to be the most apparent levers of change, namely media and technology. And thirdly, learning lives approaches need to address the pedagogicization of everyday life and the schooled society. Learning lives approaches help us see the changing place of the meaning of education and institutional pedagogies across all the nooks and crannies of everyday life.  相似文献

This article explores aspects of the experience of higher education students in a Scottish college within the context of widespread contemporary concern about youth unemployment. Analysis of published data reveals a marked shift in the demographic profile of higher education students in colleges in favour of young people. An unseen consequence of this change has been a decline in opportunities for older students, particularly women wishing to study part time at an advanced level. Survey data from one college follows up an earlier case study and explores new dimensions of the work/life/study balance. In this study the respective experiences of school leavers, young adults and adults are compared. Over half of the students were in paid work, an increase compared with the previous survey. The relationship between work or family life and study was significant in influencing the quality of the students’ experience. Young part-time students, many of whom were following modern apprenticeships, achieved a more successful work/life/study balance compared with full-time students who were in paid work. It is recommended that colleges should devote attention to enabling students to maximise the benefits of combining work with study, to prepare them for transition into a difficult labour market. It is also argued that the different priorities of older lifelong learners should continue to be recognised as their numbers decline.  相似文献

The article reports on a study investigating influences on Australian politicians’ decision making for early childhood education and care (ECEC) policy. The astronomical concept of dark matter is utilised as a metaphor for considering normalising, and therefore frequently difficult to detect and disrupt, influences implicated in politicians’ decision making for ECEC policy. The concept of dark matter connects with and extends Foucauldian conceptualisations of knowledge, power and discourse. The paper argues that maternalist discourses continue to shape the policy landscape for ECEC, though these are largely unacknowledged.  相似文献

Within the policy rationale of a ‘self-improving’ school system, there are now several thousand National College designated ‘system leaders’ working as consultants in English schools on aspects of school to school support. So far, there has been no systematic consideration of the long-term development of these consultants in ways that are consonant with values and concerns of education professionals. This article addresses this challenge by presenting an agenda for consultancy development in English schools which will also have wider relevance for the international community. Six areas of enquiry and propositions for action are identified and the principles and practicalities of implementing them in a school-led system examined. Conclusions are drawn about the importance of being proactive in setting a long-term agenda for ‘system leader’ consultancy development in schools that is historically grounded in democratic process and notions of public value.  相似文献

In contrast to theoretical and empirical insights from research into formative assessment in compulsory schooling, understanding the relationship between formative assessment, motivation and learning in vocational education has been a topic neglected by researchers. The Improving Formative Assessment project (IFA) addresses this gap, using a sociocultural approach to explore the relationship between formative assessment practices and ‘learning cultures’ in vocational education. This article explores the influence of learning cultures in vocational education on the practice of formative assessment and evaluates critically two closely related questions. Why do some learning cultures foster formative assessment that leads to instrumental learning while others develop deeper forms of learning? When is formative assessment a springboard for sustainable learning, and when does it remain an instrumental straitjacket?  相似文献

The study of how policy processes shape religious education as a curriculum subject, rather than within faith schooling, is relatively unexplored. This paper applies a policy analysis perspective to an important distinction in non-confessional English religious education, which has also been adopted internationally: ‘learning about religion’ and ‘learning from religion’. The changing nature of the distinction in English policy documents from 1994 is examined in the light of three main voices of influence on educational policy: neo-conservatives, neo-liberals and progressives. These changes are also analysed through three policy contexts: influence, text production and practice. Revisions to policy wording are interpreted in the light of this theory, showing the growing significance of neo-liberalism, and the nature of compromise, amendment and ambiguity. The implications for an understanding of the inter-relationship between policy, pedagogy and practice are then considered.  相似文献

School leadership as a key for school reforms has become a dominant theme in education, as demonstrated by a growing body of research during the last 15 years. Still, little attention has been paid to how changing international discourses on school leadership are translated into national public policy documents during the last decade. As such, this study provides additional insight into this field by analysing how Norwegian policy documents translate international discourses and re-contextualise national constructs of school leadership. Inspired by a critical approach, the authors address this issue by identifying discursive shifts in ideas about school leadership roles and practices. Based on an examination of four recent white papers on Norwegian education and school leadership, the authors argue that the policy documents constructed a tension between an international ‘explicit’ principal and a national ‘docile’ principal in 2003–2004, while recent documents construct a consensus-oriented, distributed leadership role for principals through the term ‘facilitating school leaders’. This may lead to contested interpretations as to how to perform school leadership in practice.  相似文献

Policy conceptualizations of the global knowledge economy have led to the channelling of much Higher Education and Research and Development funding into the priority areas of science and technology. Among other things, this diversion of funding calls into question the future of traditional humanities and creative arts faculties. How these faculties, and the disciplines within them, might reconfigure themselves for the knowledge economy is, therefore, a question of great importance, although one that as yet has not been adequately answered. This paper explores some of the reasons for this by looking at how innovation in the knowledge economy is typically theorized. It takes one policy trajectory informing Australia’s key innovation statement as an example. It argues that, insofar as the formation of this knowledge economy policy has been informed by a techno‐economic paradigm, it works to preclude many humanities and creative arts disciplines. This paper, therefore, looks at how an alternative theorization of the knowledge economy might offer a more robust framework from within which to develop humanities and creative arts Higher Education and Research policy in the knowledge economy, both in Australia and internationally.  相似文献

This paper employs an eclectic mix of paradigms in order to discuss constituting characteristics of young children's learning experiences. Drawing upon a phenomenological perspective it examines learning as a form of ‘Being’ and as the result of learners’ engagement with the world in their own, unique, intentional manners. The learners’ intentions towards their world are expressed in everyday activity and participation. A social constructivist perspective is thus employed to present learning as situated in meaningful socio‐cultural contexts of the everyday, lived world and as a form of participation in those settings. These characteristics of learning are brought together into a holistic, synthesised model, a Gestalt of learning. The proposed synthesis has relevance for and is applicable to educational contexts as a means of making sense of children's learning experiences and of promoting and facilitating them.  相似文献

Abstract

This article explores the relational expectations of distance learning students and tutors. The authors’ experiences teaching a degree course to mature students (mainly practitioners working for the National Health Service) highlight that the reality of the relationship is often incongruent with the expectations. This incongruence appears to have a negative effect on the learning process. In order to develop a more effective distance learning programme the authors explored the experiences and needs of the students, via a series of focus groups and conversations. What emerged as being significant was the need for students to experience ‘connectedness’ with the tutor. How the students defined this concept and what practical measures the tutors took to ‘connect’ the distance between participants in the learning process are discussed.  相似文献

An over-looked global educational development has been the exponential growth of ‘international schools’. The field in 2014 involved almost 350,000 educators in over 7000 English-medium schools in non-English-speaking countries. This is expected to rise to half a million educators, mainly American and British, in 10,000 schools by 2022. The field has never constituted a ‘system’, and it remains largely uninspected, unmonitored and unregulated. There was substantial evidence from both social media comment and real-life reports in the popular press during 2013 and 2014 that the field is becoming an increasingly precarious one for teachers.  相似文献

A recent qualitative research study gathered the career reflections of the generation of distance education practitioners who developed more flexible higher education (via distance modes) in the second half of the twentieth century. Part of that study’s results focus on the lessons the practitioners learned about what constitutes effective distance education and the concerns they expressed about the future. These are reported here. The key lessons are grouped around patience, tolerance and listening, respectfulness, responsiveness, the qualities needed for innovation and institutional management, and use of technologies. Appropriate use, technical reliability, and critical mindsets emerged as key lessons for technology applications. Ten questions then help readers engage their own reflective thinking and investigate knowledge transfer possibilities.  相似文献

Action learning has evolved over a period of time when managerialism and performativity, which are aspects of neoliberalism, have become stronger and this explains, in part, the emergence of Critical Action Learning (CAL). Performativity, in particular, has increasingly become internalised by people at work. CAL seems to be limited to power relations within and between organisations and thus tends to ignore the dominant ideology of the day – neoliberalism. The paper asserts that action learning is antithetical to a neoliberal worldview and there are therefore practical implications for action learning practitioners.  相似文献
