流域科学发展与趋势

一、国际流域科学的发展过程 20世纪80年代以前以“管理”为主的流域科学仍然孕育在水科学及其相关科学之中,流域管理主要以水利工程、水电开发、水运等工程管理为主,生态管理处在起步阶段。20世纪80年代以后,为了应对全球变化,整合人与自然系统,在Charles（1985）出版的《生命之河》（The Living River）之后,许多由“生命之河”相关计划开始的河道恢复、河流生态治理、洪水预报、休闲规划等综合治理计划推动流域生态管理从理念走向实践。     

城市生态河道建设方法探究

针对目前城市河道治理中存在的问题,提出恢复和强化河道的生态功能,河道生态治理与景观措施相结合,对生态河道建设设计理念及方法进行了一些探讨.     

城市河道水环境景观设计初探——以山东邹平新月河水环境规划设计为例

以山东邹平新月河水环境规划设计为例,探讨城市河道水环境景观设计方法.规划以邹平地域文化为主脉,以新月河现状及自然条件为出发点,以满足河道防洪、供水功能为基础.通过规划河道景观引入水源,修复河道自然属性,实施独具特色的枯水期驳岸、乡土为主的植物种植设计和地域文化景观的塑造等措施,达到以合理开发水资源、保护与修复水域生态功能、传承与延续地域文化,实现城市水环境景观可持续性.     

基于生命周期理论的河南省防洪减灾应急管理体系研究

河南省地跨长江、黄河、海河和淮河四大流域,完善河南省的防洪减灾应急管理体系,可以为其他省份防洪减灾应急管理体系建设提供借鉴。笔者阐述了防洪减灾应急管理体系建设的必要性,具体分析了河南省防洪减灾应急管理体系建设的现状,并重点指出了存在的薄弱环节,最后以应急管理生命周期理论为指导,对河南省防洪减灾应急管理体系的优化提出了相关建议。     

《黄河流域防洪规划》通过水利部审查

11月14日，黄委编制提交的《黄河流域防洪规划》顺利通过水利部组织的专家审查，l由国务院有关部委、流域相关省(区)代表和专家组成的审查委员会基本同意该规划，认为内容切实，思路新颖，措施可行，经适当修改后，可上报审批。待国务院批准后，这项第一次系统编制的流域防洪规划将为黄河防洪的总体布局定下“大盘”。     

沁河下游河道治理工程水保方案获批

正近日,水利部印发了《关于沁河下游河道治理工程水土保持方案的批复》,沁河下游河道治理工程完成了一项重要的前置条件审批工作。沁河是黄河左岸的一级支流,发源于山西省沁源县太岳山南麓的二朗神沟,流经山西、河南两省,在河南省武陟县方陵村汇入黄河,河道全长485千米,流域面积13532平方千米。沁河干流河南省济源市五龙口至入黄口段称为沁河下游,河长90千米。目前存在的主要问题是:沁河下游部分堤段仍未达到规划确定的设防标准,堤身堤基存在安全隐患,险工险段较多、部分穿堤建筑物老化失修,不能满足流域防洪要     

哥伦比亚河的防洪运行预报

本文将介绍哥伦比亚河流域的洪水预报方法及水库未来的防洪控制情况。在回顾流域历史洪水的同时,也将简要介绍流域特性及开发情况。介绍水库调度方法及对预报的精度要求。水库系统的预报采用被称之为SSARR的水文计算模型。与波特兰国家气象局的河道预报中心联合运行后,该模型可用来制作短期(1～5天)和长期(5～90天)的河流洪水和水库运行预报。利用这些预报可制订单一水库或整个流域系统的防洪计划。

通过对宝鸡市茵香河河道目前的防洪现状、存在问题及防洪规划的必要性分析,提出了防洪规划的具体设计方向,希望有关部门对其进行统一规划,以达到防洪和水土保持一体化。

随着我国农村现代化和乡镇化建设步伐的加快,农村居民对自身的生存环境质量提出了更高的要求,乡镇水环境整治已经成为新农村建设的重点内容之一。针对当前河道治理方面存在的问题,以生态河道建设为核心理念,结合双溪河工程实际进行了分析,期望为农村相似地区的河道治理与规划提供参考及借鉴。
