清代宗室世子为“爵”考

由于清代宗室世子的特殊性,学者对其是否为"爵"提出了不同看法。本文对清前期有世子封授时的称谓和待遇、乾隆年间《会典》纂修官员"不列入"爵等的说法、清后期《会典事例》相关记载的有效性等问题进行辨析,认为清代世子虽曾被视为不入"正爵"次序的"特爵",但并不能改变其作为"爵位"的性质。     

再论"近世子家"

通过对相关史料进行深入的分析,认为《中经新簿》之近世子家小类并没有收录佛经,且其收录的图书也不仅仅儒、道、阴阳三家,而是包括了除墨、纵横二家在外的诸子八家图书。

中琉关系,由来已久。明朝洪武五年(1372),朱元璋"命行人杨载以即位建元诏告其国,其中山王察度遣弟泰期等随载入朝,贡方物",是中琉两国政府正式建立外交关系的(口嵩)矢。洪武二十八年(1395),琉球中山王察度薨。永乐元年(1403),其世子武宁遣侄讣告中国。永乐二年(1404),明成祖遣行人时中赴琉球吊祭察度,"赙以布帛,遂诏武宁袭爵",册封为中山王。此后,一直到清朝同治五年(1866)的四百六十三年间,每当琉球国王薨,其世子必遣使报丧请封,中国政府派遣册封使赴琉球,册封琉球国王凡24

Abstract

Difficult decisions about the collection had to be madeby the library staff planning the moveto thenew Walter C. Koerner Library at the University of British Columbia. Thislibrary wasto bethe center for servicesto Humanities and Social Sciencesusers, but could accommodate only 60% of the Humanitiesand Social Sciences collectionshoused in the old Main Library. The staff had to decide what parts of the collection to move and what to leave in the old building, against the day when the second phase of the Koerner Library should be built. This article describes howthese difficult choices were made, including the consultation process, the development of criteria to split the collection, and their implementa-tion.     

Purchasing or Borrowing

The Interlibrary Loan Department is authorized to make immediate purchasing decisions for inexpensive items to speed delivery of requested materials to patrons and to enhance patron satisfaction. Criteria for purchasing, rather than borrowing materials for patrons through interlibrary loan are outlined. The practices and procedures of several other institutions about buying rather than borrowing in the interlibrary loan environment are reviewed. Copyright guidelines are another factor that affects decisions about borrowing or purchasing articles.

Abstract

This paper considers leadership and management issues affecting libraries in general. Specific attention is devoted to academic libraries and their reference departments. It focuses on the dynamics of leadership and management of academic library reference services and what is expected of the reference department head of the 21st century. It explores the changing roles of reference librarians and those of their leaders or department heads. It examines the leadership skills, traits, and competencies and attributes expected of the department head of reference in the new millennium. The paper also examines the paradox of leadership and management and draws distinction between the two terms. It finally looks into whether it is appropriate to have a manager from outside the library profession to be the head of an academic library reference department.

Abstract

This in-depth workshop explored office space design in a two-part presentation. The first portion, presented by John Blosser, Serials Librarian, Northwestern University, included the theory of office space design, planning use of physical space, ergonomic issues, physical qualities and personal space, and the costs and benefits of changing office space. In the second portion of the workshop, Philenese Slaughter, Serials Librarian, Austin Peay State University, and Allan Scherlen, Government Documents Processing Technician, Appalachian State University, described in detail two case studies of office reorganization in which significant improvements were accomplished with a great deal of planning and limited budgets.
