This paper examines the emergence of new accountabilities in teaching and teacher education in Ireland in the 15 years period 1997–2012. Framing accountability in terms of the three main approaches to it globally in education systems, that is, compliance with regulations, adherence to professional norms and attainment of results/outcomes, we identify significant changes, particularly, in compliance- and results-driven accountability. A ‘rising tide’ of accountability, due to the interrelated influences of the European higher education space, education legislation and professional self-regulation policies (i.e. Teaching Council), is evident since the late 1990s. This was punctuated by a ‘perfect storm’ in 2010 comprising ‘bad news’ from PISA 2009, the economic bailout and strategic leadership at a system level. The cumulative impact of the ‘rising tide’ and ‘perfect storm’ is evident in how they reframed both ‘to whom’ and ‘for what’ accountability in teacher education relates. Significantly, the new accountabilities in teaching and teacher education reflect a move towards the dominant global education reform movement (Sahlberg 2007) with its emphasis on standardisation, narrow focus on literacy and numeracy and higher stakes accountability.  相似文献

ABSTRACT

Test-based accountability or ‘TBA,’ as a core element of the pervasive Global Education Reform Movement (GERM), has become a central characteristic of education systems around the world. TBA often comes in conjunction with greater school autonomy, enabling governments to assess ‘school quality’ (i.e. test results) from a distance. Often, quality improvement is further encouraged through the publication of these results. Research has investigated this phenomenon and its effects, much of it focusing on Anglo-Saxon cases. This paper, drawing on expert interviews and key policy documents, couples a policy borrowing with a policy instruments approach to critically examine how and why TBA has developed in the highly autonomous Dutch system. It finds that TBA evolved incrementally, advancing towards higher stakes for schools and boards. Further, it argues that school autonomy has been central to the development of TBA in two ways. Firstly, following a period of decentralisation that increased school(board) autonomy, the Dutch government saw a need to strengthen accountability to ensure education quality. This was influenced by international discourse and accelerated by a (politically exploited) national ‘quality crisis’ in education. Secondly, the traditionally autonomous Dutch system, shaped by ‘Freedom of Education’, has at times conflicted with TBA, and has played a significant role in (re)shaping global policy and in mitigating the GERM.  相似文献

School education in Australia is a complex interplay between federal and state governments, and between government and non-government schools. This article explores the supervision of schools in Australia through school accountability systems. Utilising publicly available documents a systematic analysis of the state and territory systems for government schools is provided. It is a paper that attempts to document rather than critique school accountability, although a conceptual framework utilising contractual, moral and professional accountability is used to analyse the different accountability processes reported upon. Contractual and moral accountability is supported by most systems, whilst there is potential to foster professional accountability in only two systems. Fostering professional accountability is important because this is where the internal motivation of teachers helps to drive school improvement. When compared to leading-edge systems, Australian accountability systems are lacking in judgements on teaching practice in individual classrooms, and the use of sophisticated measures of learning and value-added analysis.  相似文献

We build upon and examine critically the framework for analysing accountability set forth in the World Bank’s World Development Report 2004 (WDR04) through a review of selected literature studying accountability‐focused reforms in three Latin American countries – Brazil, Colombia and Chile. We examine the successes and pitfalls of the three accountability‐related reforms (which also involve some type of decentralization) in fostering institutional environments in which the key actors involved in provision are held responsible for fulfilling their roles in providing education services. We apply the WDR04 framework in our analysis of the process of implementation and impact of different types of accountability‐focused reforms in the three countries. The framework was conceptualized by analysing case studies such as ours for a broad range of sectors, and now has widening influence in the policy‐making community, thus justifying a critical assessment. We discuss common challenges impeding implementation of the reforms, most notably political and technical challenges and discuss how well the framework and report capture and emphasize such challenges. In studying the impact of the reforms, we find that their effects are generally more positive in less poor communities and discuss the need for a strong central state to monitor and address such issues.  相似文献

This study tracks American states’ policy choices under the No Child Left Behind Act and explores their consequences for student achievement. Using the path analysis of relationships among state‐level policy input, context, and outcome variables, the study portrays a Halloween‐like ‘trick‐or‐treating’ game between the federal and state governments in the new ecology of the test‐driven education accountability system. States that chose the ‘trick’ path with a calculative policy negotiation and manipulation strategy made significant gains on their own state assessments but not on the national assessment. In contrast, states that followed the ‘treat’ path with a faithful policy implementation for funding strategy have not yet brought about significant gains on either the national or state assessments. The first‐generation accountability states with a prior history of high‐stakes testing tended to employ both strategies at the same time. However, neither effective illusion nor ineffective implementation serves the goal of long‐term, sustainable academic improvement. Implications for research and policy are discussed.  相似文献

Colleges and universities exist within a political arena where external demands for accountability materialize within a market-driven environment. As a result, government agencies pressure colleges and universities to rely on assessment and transparent reporting to become more market-driven assuming that the competition within the market, led by public choice and institutional selection, will drive improvements in learning and will also self-govern the institutions. This article explores how Foucault informs our conception of neoliberal governmentality through political rationality and technologies of self-governance in order to inform our understanding of accountability in higher education and to challenge institutions to develop a counter dialogue which meets institutional obligations to the public and market.  相似文献

The article argues that there is no single globalisation of education systems, but rather multiple globalisations of each system taken in its individual context. We propose three explanatory factors to account for these vernacular globalisation processes, that is, for individual policy trajectories in each national context: path dependence on earlier policy choices and institutions, education policy-making through bricolage, and finally the translation by national actors of international-level ideas or tools as a function of the debate, institutions or national power dynamics in question. The research design is based on the study of a most-likely case: accountability policy in two school systems – France and Quebec – which show strong variations. Document analyses and semi-structured interviews were conducted in both cases. In the two countries, distinct vernacular globalisations are at work leading to different neo-statist accountability policies. In Quebec, the reinforcement of state power through a growing vertical accountability and the systematic development of regulation tools between policy actors and levels lead to a ‘centralisation by institutional linkage’. In France, we rather witness a ‘globalisation by discursive internalisation’ in which transnational imperatives are integrated in official discourses on the regulation of the education system, but without radically questioning the mainstays of this regulation.  相似文献

English education has recently experienced radical policy reform in the areas of school autonomy and accountability. The key focus of this paper is on how schools might best navigate through these policy moves. It highlights how these moves have constructed schools, teachers and students in problematic ways but also how they are offering possibilities for improving the quality of schools and schooling. The focus here is on the promise and scope of school collaboration. The difficulties of creating socially responsive and responsible collaboratives in the current ‘heterarchical’ and market-oriented policy environment are acknowledged. Guided by quality democratic governance, they are, nonetheless, presented as crucial in supporting schools to productively deal with the demands of this environment.  相似文献

Why and under which conditions do international student assessment programmes like PISA have success? How can the results of these assessments be useful for advocates of different, even contradictory, policies? What might explain different patterns of using assessment as a tool for school governance? Drawing on historical and comparative research, and using PISA as an example, this paper provides a frame for discussing these and other questions around the international rise of accountability as a key tool of social change. The basic argument is that even though accountability is a global phenomenon, the ways and means of enacting and encountering accountability are not. How accountability is experienced depends on deeply engrained ‘constitutional mind‐sets’, i.e. diverse cultures of conceptualizing the relation between the public and its institutions.  相似文献

Alongside debates concerning managerialism, marketisation and performativity, the question of accountability in higher education has come to the fore in recent commentary. Discussion of the subject has tended to be divided into two distinct camps. On the one hand, there are strong calls for more accountability to the public purse – a desire to witness more productive returns and efficiency on investment in higher education. On the other, there are academics who rail against the oppressive, panoptican‐like nature of the audit culture, emphasising the debilitating effects of quality assurance mechanisms on academic life. The paper suggests that one way out of this impasse is to place the current accountability agenda – what Travers refers to as the ‘new bureaucracy’ – in the context of Max Weber's account of bureaucracy and rationality. Habermas' reconstructed version of Weber's work is identified as a possible means of delineating the reaches and limits of modern bureaucratic accountability.  相似文献

ABSTRACT

Research on recently adopted methods for teacher evaluation are largely focused on issues of validity and pay less attention to the consequences of implementation for the everyday practices of teaching and learning in schools. This paper draws on an ethnographic case-study to argue that the joint tasks demanded by neoliberal teacher evaluation policies structure interactions among teachers and between teachers and administrators in ways that erode professional culture. This paper aims to examine some of ways sole parents sought recognition as postgraduate students in Australian universities. Judith Butler's theory of recognition notes that recognition is always partial and any account we give of ourselves must be given to another. Participants articulated that supervisors were critical in the process of recognition; without recognition from an academic supervisor, postgraduates are unrecognisable and are unable to account for themselves. University timetabling often conflicted with sole parenting responsibilities, academic conference attendance and expectations of academic publications were understood as problematic factors in recognisability for sole parent postgraduates. Problematic supervisory relations, restricted access to academic classes or seminars and limited access to academic conferences exacerbated sole parent isolation and influenced their recognisability as sole parent postgraduates.  相似文献

This article concentrates on the policy reforms of schools in England, Germany, France and Italy, from 1988 to 2009, with a focus on the introduction of market accountability. Pressing demands for organisational change in schools, shaped by the objectives of ‘efficiency’ and competition, which were introduced in England in the 1980s, have been adopted in other European countries, albeit at a slower pace and within the continuing need for domestic institutional conformity. How does the increasing predominance of market accountability in state schools change traditional bureaucratic and professional accountability relationships between politicians, managers, professionals and users? The article argues that despite some evidence of convergence between different education systems, England remains the outlier and continental European countries have been much more reluctant to adopt choice and competition policies.  相似文献

The media suggest that accountability pressure increases teacher stress and drives teachers away from teaching, resulting in teachers leaving disadvantaged schools that serve larger proportions of poor and minority students. However, no prior work has systematically examined the changes in the national trends of teacher turnover in response to No Child Left Behind (NCLB) school accountability. Drawing on nationally representative samples of schools and teachers from the Schools and Staffing Surveys and Teacher Follow-Up Surveys from 1993–2009, this study applied difference-in-differences approaches to examine the effects of NCLB on teacher turnover. We found a weak increase in the average rate of teachers transferring involuntarily to other schools following school-initiated separations, particularly in disadvantaged schools that served larger proportions of poor and minority students. We also observed that NCLB reduced the involuntary attrition rates of teachers. Importantly, the policy effect is indistinguishable from zero on voluntary transfer between schools or voluntary leaving the teaching profession.  相似文献

Abstract

This article proposes a framework for thinking about the ghostly, thus arguing that policy can be understood as a landscape of intersecting and colliding temporalities from which arouse curious workings of barely-there forces, spooky energies and vibrating saturations of affective ambivalences. I present an empirical study of a policy agenda of introducing an assessment culture and improving the management of the Danish public school. I explore how all the routines and habits deemed outdated and sought annihilated by a new policy paradigm continue to haunt head teachers as seething presence of lurking resistance towards the policy aims as well as insidious doubts. Thinking about the ghostly contributes to studies of education policy by locating the reality of power in the mundane everyday doings and experiences of educational practitioners and insisting on the very tangled way people sense and intuit the complexities of contemporary forms of power.  相似文献

Standards-based accountability approaches in education are increasingly being adopted in many industrialised countries. This tends to involve the scrutiny of student performance in national academic tests and then holding schools accountable for subsequent progress. International assessments such as Programme for International Student Assessment (PISA) are not accountability measures in themselves, but are often utilised in a similar way and national policies are judged against performance in these tests. Drawing upon the examples of PISA and national assessments in the USA, this paper explores how students with special educational needs and disability (SEND) are included in, and served by, these assessment policies. The analysis suggests that while these approaches are inclusive in their intent (most obviously through efforts to include students with SEND in testing) they may poorly represent the progress of these students. It is argued that more equitable inclusion of students with SEND must find a balance between accountability measures which measure performance in traditional attainment-focused tests and other relevant assessments which are meaningful to the given student and/or SEND sub-group.  相似文献

Understanding teacher educators’ reasoning about critical moments in negotiating authority can inform efforts to foster democratic teacher education practices and prepare future teachers to teach democratically. We know very little, however, about critical moments in negotiating authority, particularly in teacher educators’ practices. The purpose of this study was to examine, using self-study methodology, a teacher educator’s assumptions and perspectives about purposefully and explicitly negotiating authority through grading and accountability processes in an undergraduate teacher education course. From a critical pedagogical lens – concerning the intersection of classroom power relations, democratic citizenship, and student growth – the findings suggest that seeking legitimacy through consensual acceptance, responding to students’ expressed interests, and constructing knowledge through continual questioning present potential frameworks for constructing purposeful pedagogical partnerships consistent with democratic aims in teacher education.  相似文献
