Australian higher education has undergone a process of policy renovation during the post‐war period. Much has been written about the impact of this renovation, much of it written from a sociological point of view. There is also a body of more imaginative literature, campus fiction, which variously recounts, often in uproarious and light‐hearted terms, its impact. In this paper such fiction is analyzed and it is suggested that its various authors provide a far from sanguine picture of Australian higher education, and intimate that campus communities far from embracing policy renovation have rejected it holus bolus and yearn for the halcyon days of the university circa 1970.  相似文献

As marketisation, stratification and performance measurement besiege Higher Education, managing change becomes a critical leadership and administrative skill. Managing the student experience and organisational reputation take on renewed significance. Yet whilst much attention is paid to quality assurance and validation processes as Higher Education seeks to develop programmes that address stakeholder demands, little work has been done that looks at course closure. It is suggested that fresh perspectives drawn from change communications scholarship, can provide practical value to university leadership teams. In particular, by recognising course closure as a form of trauma, then universities might be better placed to communicate with and support students on closing courses.  相似文献

The study investigates the practices of academic staff talent management at international branch campuses, with the aim of identifying a range of practical strategies that may address the unique challenges of managing talent in campuses located far away from the home country. These strategies are intended to improve service quality and add value to institution profiles. Based on an online questionnaire, ad hoc email correspondence and publicly available information, five case studies are presented. Talent management emerges as a key strategic area, directly managed at dean/president level. Referrals and online portals are commonly utilised as channels to attract talent, and the need to sometimes uplift local packages to recruit and retain talent is recognised. It is concluded that the development of academic staff should be viewed as an investment, and the availability of research funding and teaching awards on campus may be used to attract, develop and retain talent.  相似文献

Based on the quantitative research and comparative study method, this paper attempts to make a systematic study and analysis of regional differences which have existed since 1949 in higher education among East, Middle and West China. The study is intended to explore the causes, regional differences, social changes, and their co-related interactions. The concept of community education is considered in relation to higher education in East Africa. The case of the University of Dar es Salaam is taken as an example to show how the concept has been adapted to meet the needs of a university in a developing society. Orientations towards the community in terms of teaching, research and other activities are described. Problems of access, admission, control and participation are considered in the context of the changed conditions within which the university must operate. The suggestion is made that experience shows that an institution can re-order itself in such a way as to contribute more effectively to the national community it serves.An earlier version of this article was prepared for a Seminar on Education and the Community in Africa held at the Centre of African Studies, University of Edinburgh 18–20 June 1976.  相似文献

The higher education sector has become increasingly internationalised over recent decades. This paper examines a range of challenges that can arise where teaching staff in one context support and implement learning and teaching initiatives in another international context – transnational teaching. We use examples and experiences from our own practice to highlight challenges that arise from implementing cross-cultural and transnational teaching and that warrant further exploration, including differing expectations; differing views of learners and learning; the illusory nature of transformed practice; and time constraints. We discuss these challenges in the light of Hofstede's model of cultural dimensions as well as critiquing this model. We then highlight some possible guiding principles for transnational higher education work that include modelling good practice; ensuring reciprocity and mutual benefit; ensuring individual integrity and institutional credibility; and developing and supporting transnational staff.  相似文献

Markets constitute the very centre of the post-communist reforms in the countries of Central and East Europe and the former Soviet Union. The two alternative approaches available for framing the market reform conceptually are, however, both inadequate. Those in favour of revolutionary theories fail to see the strong inertia of the academe and its desire for stability. Proponents of evolutionary theories of market reforms do not recognise qualitatively new relationships in many areas. Those eager to demonstrate the success of the market reforms as well as those presenting the success of the centralised higher education in a number of areas fail to realise the lack of legal framework for market reforms and missing political decisions on which the reforms could be based on. This article discusses the role of labour markets, markets of degrees and qualifications as well as the market of educational services as related to higher education reforms. It is proposed that downsizing the State has shifted many of its previous functions to random, often external agents. This creates a meta-level market - the market of market reforms in higher education. Through this quasi market formerly unified higher education systems and even institutions are broken into segments often ignoring each other's existence and seeking individual short term goals. As a result markets' pressure on higher education has taken extremely aggressive forms limiting access to quality higher education while the systemwide enrolment is rapidly growing through theactivities of new low calibre universities and diploma mills.  相似文献

Due to the high market demands for professional engineers in the Arab oil-producing countries, the appetite of Middle Eastern students for high-paying jobs and challenging careers in engineering has sharply increased. As a result, engineering programmes are providing opportunities for more students to enrol on engineering courses through lenient admission policies that do not compromise academic standards. This strategy has generated an influx of students who must be carefully educated to enhance their professional knowledge and social capital to assist in future earthquake-disaster risk-reduction efforts. However, the majority of Middle Eastern engineering students are unaware of the valuable acquired engineering skills and knowledge in building the resilience of their communities to earthquake disasters. As the majority of the countries in the Middle East are exposed to seismic hazards and are vulnerable to destructive earthquakes, engineers have become indispensable assets and the first line of defence against earthquake threats. This article highlights the contributions of some of the engineering innovations in advancing technologies and techniques for effective disaster mitigation and it calls for the incorporation of earthquake-disaster-mitigation education into academic engineering programmes in the Eastern Mediterranean region.  相似文献

Higher education, especially that leading to a degree from a high-prestige university, is strongly related to social status and employment opportunities in East Asian countries. This is a consequence of both traditional Confucian attitudes to education and the social and economic changes accompanying industrialisation. Since the number of places available at high-prestige universities is limited, competition is intense. Successful entry to such a university is not only an important achievement for the future career of the student, but also a victory for the family. In contrast, failure to do so is often seen as shameful for the family, sometimes resulting in psychological problems or suicide. This background affects the international education of East Asian students, who often have a high level of family support, with correspondingly high expectations of their success. Motives for international study vary, from avoidance of the hyper-competitive domestic system, pursuit of an overseas degree as an ‘easy option’ of moderate prestige, to an expectation of more up-to-date teaching and content. Understanding this background can be a first step for Australian or other Western educators to better meet the needs of East Asian international students and to attract students from East Asia in the long term.  相似文献

Internationalisation of higher education in Malaysia is seen as a means for improving and empowering higher education so that the higher education institutions in the country can become comparable to the best in the world. While the government has spelt out the directions as well as some of the targets for internationalisation, higher education institutions in the country have been internationalising for different reasons and with different levels of priority and intensity. Public universities, especially the older ones, have been engaged in internationalisation as part of their academic growth and development. Concurrently, a variety of private institutions of higher learning has evolved since the opening up of private higher education from the 1980s. These include private universities that have been established by large corporations, smaller private colleges that have been elevated to the status of degree-conferring institutions as well as branch campuses of foreign universities. The objective of this paper is to examine the different concepts and challenges of internationalisation faced by the different types of higher education institutions in the country, using the case study approach. It was found that in each of these cases, the concept of internationalisation and the challenges faced are different, although funding is raised as a problem in three of the four cases. These different challenges imply that current policies may have to be fine-tuned in order to address the different needs of these institutions in their respective efforts to internationalise.  相似文献

While feedback in education is important, formative feedback that leads to improvement in students’ learning outcomes and emotional disposition is vital. This argument has been made repeatedly in the Western literature, both by researchers and by students participating in their research in higher education. This paper presents both affective and non-affective improvement as the most frequently occurring theme identified in a mixed-methods study conducted at a National Key University in mainland China, which investigated 232 Chinese students’ experiences and expectations of feedback from their Chinese tutors. This paper, thus, concludes that mainland Chinese university students and Western researchers and students likely agree on the primary function of tutor feedback. The desire for tutor feedback to also or chiefly play a formative role appears not to be a geographically or culturally specific phenomenon.  相似文献

高等教育机构应该按功能分化,而不是趋同。精英高等教育与大众高等教育作为两个体系,既是概念层面的划分,也是操作层面的划分。绝大部分的高等教育机构应该有清晰的定位,或者属于精英高等教育,或者属于大众高等教育。有质的差别的教育应该在不同质的教育机构内完成。精英高等教育与大众高等教育的关系既是冲突的,又是和谐的。我们既要防止精英高等教育压抑大众高等教育,又要防止大众高等教育消解精英高等教育。  相似文献

This article details a mixed methods study conducted during the 2007–2008 academic year at the National Chengchi University (NCCU) in Taipei Taiwan. It contributes to discourse examining the opportunities and challenges of international student enrollments in institutions of higher learning around the globe. In scope it details an empirical study exploring the dispositions of NCCU international students in terms of their academic and social spheres. Trends in Taiwan reflect traditional East Asian patterns; substantial numbers of university students from Taiwan studied in the United States and Britain while very few incoming international students chose the island nation as a host destination. In recent years the influx of international students to Taiwan has increased significantly, rising from 6,380 in 2001 to 21,005 in 2007 (Ko, , 2008). The use of both quantitative and qualitative methods provided clarity and extended critical interpretations of the issues and dilemmas surrounding the international student experience in Taiwan. Results indicate that the capability of the NCCU as a host institution to sustain and attract increasing numbers of incoming international students is linked to factors such as the unique opportunity to study traditional as opposed to simplified Chinese characters, the availability and accessibility of Taiwan government sponsored scholarships, and the high standard of the NCCU Mandarin Studies program. Implications suggest that universities committed to internationalization are called to address the realities—both positive and negative—of operating as globally competitive institutions. As such, attracting the right kind of international students at the NCCU and determining standards for their contribution to campus life are more important goals than the total number of international students.  相似文献

ABSTRACT

This article relates changes in higher education (HE) and research in East Asian societies to recent trends in political economy and, in particular, the reorientation of developmental states (DSs) in the region. The DS is oriented to catch-up competitiveness and, as the horizon of development shifts, so do its appropriate institutional forms and strategies. Catch-up competitiveness is guided by economic imaginaries, often linked to geoeconomic, geopolitical, and broader societal imaginaries, whose hegemony depends on particular discursive and disciplinary practices. The shift in the roles of HE and research is related to the reorientation of DSs from export-oriented, investment-led growth to knowledge-intensive, investment-led growth, supplemented in some cases by efforts to create international financial hubs to exploit a global trend towards financialisation. These themes are explored through comparison of selected East Asian economies/societies. The article ends with some general conclusions about the state's continuing role in HE and its internationalisation in the region.  相似文献
