Increasingly, information and communication technology (ICT) uses are transforming professional activities and interactions in ways that challenge traditional assumptions about professional identity. In this article, we consider the ways in which the professional identities of research scientists in oceanography and marine biology are shaped by the use of ICTs. We draw empirical data from an ongoing study of scientific research collaborations that examines uses of basic communication technologies, as well as scientific technologies with embedded ICT components. Our analysis suggests that development and use of ICT-enabled scientific technologies are identity enhancing for many scientists, facilitating their development of unique areas of scientific knowledge. ICT-related changes in data collection, collaborative coordination, and scientific interaction also challenge traditional definitions of expertise and professional identity. An examination of these challenges directs attention to the project identities that form around ICT-enabled scientific technologies and the ways that those project identities are enacted through ICTs.  相似文献

The focus of this work arises from two needs within information science literature: (1) to understand more, from an empirically driven perspective, about the increasingly visible yet understudied mobile work population, and (2) to address more clearly, from a theoretical standpoint, the ways in which information and communication technologies (ICTs) mediate the work practices of these mobile workers. Drawing on the affordance perspective, this research goes beyond simplistic conceptualizations of technological effects to explore the roles of multiple ICTs in enabling mobile knowledge work. In this paper, the use of ICTs in mobilizing information practices and the ways in which ICTs generate affordances along different mobility dimensions (spatial, temporal, contextual, and social) are examined. The empirical base of this research is a field of study of 33 mobile knowledge workers (MKWs); broadly, it focuses on the ways they employ ICTs to accomplish work in dynamic and unpredictable work conditions.  相似文献

The paper outlines a new interpretation of informational privacy and of its moral value. The main theses defended are: (a) informational privacy is a function of the ontological friction in the infosphere, that is, of the forces that oppose the information flow within the space of information; (b) digital ICTs (information and communication technologies) affect the ontological friction by changing the nature of the infosphere (re-ontologization); (c) digital ICTs can therefore both decrease and protect informational privacy but, most importantly, they can also alter its nature and hence our understanding and appreciation of it; (d) a change in our ontological perspective, brought about by digital ICTs, suggests considering each person as being constituted by his or her information and hence regarding a breach of one’s informational privacy as a form of aggression towards one’s personal identity.  相似文献

This special issue spotlights the growing diversity of critical making practices in a range of disciplinary contexts both inside and outside of the academy, and begins to develop perspectives that will foster the emergence of critical making as a coherent field. On one hand, we see great value in incorporating material practices into existing information systems (IS) and science and technology studies (STS) research programs. In particular, forms of material engagement can help overcome the ineffectual linguistic bias of traditional critiques of technoscience. On the other hand, we believe that current material practices can benefit from the conceptualization of knowledge and social organization that are foundational to IS and STS research. In this introduction to the special issue we call attention to the mechanisms by which such practices may combine representational and material work to foster and support the development of new knowledge-making communities and institutions. We believe such work can serve as a framework for others engaged in critical making practices to better contextualize and expand the relevance of their work. We intend this special issue to serve as a “stake in the ground” for research on new forms of material-conceptual critique and their incorporation in the repertoire of critical technoscience scholarship.  相似文献

The data reported and analyzed in this article include socioeconomic and household spending, agricultural marketing and price search, availability and use of information on agricultural problems, and communication media use. We use these data to define a framework of existing sources of information for various community agents, with a special emphasis on farmers. We analyze the methods and costs at which these agents obtain information, and identify information and communication gaps that information and communication technologies (ICTs) may help alleviate. This study allows us to demonstrate opportunities for socioeconomic development through ICT-enabled information access. The article concludes by stating the importance of basic communication technologies and contextually relevant information services, and suggesting recommendations for future research in this area.  相似文献

Information theorists often construe new Information and Communication Technologies (ICTs) as leveling mechanisms, regulating power relations at a distance by arming stakeholders with information and enhanced agency. Management theorists have claimed that transparency cultivates stakeholder trust, distinguishes a business from its competition, and attracts new clients, investors, and employees, making it key to future growth and prosperity. Synthesizing these claims, we encounter an increasingly common view: If corporations voluntarily adopted new ICTs in order to foster transparency, trust, and growth, while embracing the redistributions of power they bring about, both corporations and stakeholders would benefit. The common view is short-sighted, however. In order to realize mutual benefit, transparency can not be conceived merely as efficient or economical. The implementation and use of new ICTs will be morally unsatisfactory unless they stably protect stakeholders. Moreover, without such protections, transparency is unlikely to produce lasting trust and growth. More specifically, corporate disclosures ought to be guided by a theory of stakeholder rights to know about threats or risks to stakeholders’ basic interests. Such rights are necessary moral protections for stakeholders in any business environment. Respect for transparency rights is not simply value added to a corporation’s line of goods and services, but a condition of a corporation’s justifiable claim to create value rather than harm, wrong, or injustice in its dealings.  相似文献

This paper presents not only mycommunityinfo.ca (MCI) as an innovative World Wide Web (WWW)-based community information (CI) site, but also how its unique approach to facilitating online CI searching on the Web reveals through empirical data how people use such information and communication technologies (ICTs) to address their everyday information needs. The geographic focus for this study is on three communities in Southwestern Ontario. MCI collects unobtrusively query data that are logged daily from its own Web site, the Web sites of three municipal governments, and one municipal agency from this region. One year’s worth of these data was supplied to determine the types of CI that are sought through Web searching. A content analysis of a large purposive sample of all of MCI’s query data reveals more specific and diverse conceptual CI needs between and within communities than those reported in other studies employing different data collection methods. As a result, using a centralized approach to online CI access via the WWW by other CI providers such as the 211 network may be a disservice to its users. Additionally, the findings demonstrate how a thorough analysis of such data may improve the informational content and overall design of municipal government Web sites. The analysis of these data also has the potential of improving current CI taxonomies.  相似文献

As a mixture of new technologies, processes and services oriented to the citizen, e-government has become one of the most important keywords for the public sector reform with proponents claiming that it guarantees transparency, accountability and better communication between local and national administrations and their public. Few if any studies have investigated the factors that might contribute to the establishment of trusting relationship between city councils and citizens. This paper examines the relative importance and significance of three types of information communication technologies (ICTs) towards the use of e-government and the development of civic engagement. We conduct an empirical investigation of 179 Spanish official town websites (web sites in the municipalities). The research findings suggest that implementing ICT not only involves a step towards an increase in the use of e-government services by people, but also provides numerous opportunities for their civic engagement. The main conclusion of this study is that although ICT can leverage the adoption of e-government, it cannot create alone engagement with traditional activities of the local government. What is missing from this relationship is a mediating variable (adoption of e-government by government officers), which in turn can greatly help to better understand how ICT impacts relationships between governments and their citizens.  相似文献

While most of the research in Knowledge Management (KM) has focused on business communities, there is a breadth of potential applications of KM theory and practice to wider society. This paper explores the potential of KM for rural communities, specifically for those that want to preserve their social history and collective memories (what we call heritage) to enrich the lives of others. In KM terms, this is a task of accumulating and recording knowledge (using KM techniques such as story-telling and communities of practice) to enable its retention for future use (by interested people perhaps through KM systems). We report a case study of Cardrona, a valley of approximately 120 people in New Zealand's South Island. Realising that time would erode knowledge of their community a small, motivated group of residents initiated a KM programme to create a legacy for a wider community including younger generations, tourists and scholars. This paper applies KM principles to rural communities that want to harness their collective knowledge for wider societal gain, and develops a community-based framework to inform such initiatives. As a result, we call for a wider conceptualisation of KM to include motives for managing knowledge beyond business performance to accommodate community (cKM).  相似文献

In their important paper “Autonomous Agents”, Floridi and Sanders use “levels of abstraction” to argue that computers are or may soon be moral agents. In this paper we use the same levels of abstraction to illuminate differences between human moral agents and computers. In their paper, Floridi and Sanders contributed definitions of autonomy, moral accountability and responsibility, but they have not explored deeply some essential questions that need to be answered by computer scientists who design artificial agents. One such question is, “Can an artificial agent that changes its own programming become so autonomous that the original designer is no longer responsible for the behavior of the artificial agent?” To explore this question, we distinguish between LoA1 (the user view) and LoA2 (the designer view) by exploring the concepts of unmodifiable, modifiable and fully modifiable tables that control artificial agents. We demonstrate that an agent with an unmodifiable table, when viewed at LoA2, distinguishes an artificial agent from a human one. This distinction supports our first counter-claim to Floridi and Sanders, namely, that such an agent is not a moral agent, and the designer bears full responsibility for its behavior. We also demonstrate that even if there is an artificial agent with a fully modifiable table capable of learning* and intentionality* that meets the conditions set by Floridi and Sanders for ascribing moral agency to an artificial agent, the designer retains strong moral responsibility.  相似文献

Multi-user online environments involve millions of participants world-wide. In these online communities participants can use their online personas – avatars – to chat, fight, make friends, have sex, kill monsters and even get married. Unfortunately participants can also use their avatars to stalk, kill, sexually assault, steal from and torture each other. Despite attempts to minimise the likelihood of interpersonal virtual harm, programmers cannot remove all possibility of online deviant behaviour. Participants are often greatly distressed when their avatars are harmed by other participants’ malicious actions, yet there is a tendency in the literature on this topic to dismiss such distress as evidence of too great an involvement in and identification with the online character. In this paper I argue that this dismissal of virtual harm is based on a set of false assumptions about the nature of avatar attachment and its relation to genuine moral harm. I argue that we cannot dismiss avatar attachment as morally insignificant without being forced to also dismiss other, more acceptable, forms of attachment such as attachment to possessions, people and cultural objects and communities. Arguments against according moral significance to virtual harm fail because they do not reflect participants’ and programmers’ experiences and expectations of virtual communities and they have the unintended consequence of failing to grant significance to attachments that we take for granted, morally speaking. Avatar attachment is expressive of identity and self-conception and should therefore be accorded the moral significance we give to real-life attachments that play a similar role. Evidence demonstrates that the digital divide is deepening despite strategies mobilized worldwide to reduce it. In disadvantaged communities, beyond training and infrastructural issues, there often lies a range of cultural and historically formed relationships that affect people's adoption of ICTs. This article presents an analysis of local resident's engagement with their council's pilot project to develop a computer facility in their community center. We ask, to what extent can people in poor urban communities, once trained, be expected to volunteer to work on furthering community education and development in ICTs in their local area? Findings indicate four patterns of individual engagement with the computer project: reflexive, utilitarian, distributive, and nonparticipatory. It is argued that local people engaged with the intervention in historically patterned and locally distinctive ways that served immediate personal and pragmatic ends. They did not adopt the long-term strategic goals of the council or university.  相似文献

This study examines the organizational knowledge creation processes in two highly virtual teams involved in new product development projects in the automotive industry. Using Nonaka's model of knowledge creation, we explore how the virtualization of knowledge-based processes, i.e. the intensive exploitation of information and communication technologies (ICTs), has led to new forms of knowledge creation at both the individual and organizational levels. In contrast to previous studies that identify knowledge codification as the main contribution of ICTs, this study provides detailed micro-level evidence about the ability of virtual technologies to support the transfer and the creation of new knowledge – both explicit and tacit – and offers some implications for scholars and practitioners.  相似文献

In the Netherlands, many women have entered the labor market in the last two decades. This development - among other social changes - has resulted in substantial shifts in the time that Dutch people spend on paid labor and "caring tasks" on the one hand and leisure activities on the other hand. This task combination has caused serious time pressure and coordination problems among dual-income families with children. Therefore, it is not an exaggeration to label this stage of life as the "rush hour of life". In this article the findings of a small-scale qualitative case study among these "busy" households are presented. The objective of this study is to describe and analyze patterns of acceptance and use of information and communication technologies (ICTs), especially telecommunication technologies, in the context of the everyday life of these households. The question is raised whether ICTs can be a solution to time pressure and coordination problems. Theoretically, the research is rooted in a user-oriented perspective toward technological innovation, developed in the United Kingdom by Silverstone, Haddon, and others, which understands the incorporation of ICTs into the everyday life of households as a "domestication process". A paradoxical conclusion of this study is that ICTs are not explicitly perceived as solutions to the communication and coordination problems these households experience in everyday life, although they are being used for solving these problems. This ambiguity seems characteristic for the acceptance of ICTs in everyday life. The domestication concept is a useful concept to describe these ambivalent and paradoxical processes of (non)acceptance and use.  相似文献

With the emergence and rapid growth of Social Media, a number of government departments in several countries have embraced Social Media as a privilege channel to interact with their constituency. We are exploring, in collaboration with the Australian Department of Human Services, the possibility to exploit the potential of social networks to support specific groups of citizens. To this end, we have developed Next Step, an online community to help people currently receiving welfare payments find a job and become financially self-sufficient. In this paper, we explore some ethical issues that arise when governments engage directly with citizens, in particular with communities in difficult situations, and when researchers are involved. We describe some of the challenges we faced and how we addressed them. Our work highlights the complexity of the problem, when an online community involves a government department and a welfare recipient group with a dependency relationship with that department. It becomes a balancing act, with the need to ensure privacy of the community members whilst still fulfilling the government’s legal responsibilities. While difficult, these issues must be addressed if governments are to engage with their citizens using Social Media.  相似文献

In this essay, I describe and explain the standard accounts of agency, natural agency, artificial agency, and moral agency, as well as articulate what are widely taken to be the criteria for moral agency, supporting the contention that this is the standard account with citations from such widely used and respected professional resources as the Stanford Encyclopedia of Philosophy, Routledge Encyclopedia of Philosophy, and the Internet Encyclopedia of Philosophy. I then flesh out the implications of some of these well-settled theories with respect to the prerequisites that an ICT must satisfy in order to count as a moral agent accountable for its behavior. I argue that each of the various elements of the necessary conditions for moral agency presupposes consciousness, i.e., the capacity for inner subjective experience like that of pain or, as Nagel puts it, the possession of an internal something-of-which-it is-is-to-be-like. I ultimately conclude that the issue of whether artificial moral agency is possible depends on the issue of whether it is possible for ICTs to be conscious.  相似文献

Critics have argued that information and communication technologies (ICTs) disconnect people from their social networks and reduce public participation. Research in support of this perspective has been biased by two assumptions. The first is a tendency to privilege the Internet as a social system removed from the other ways people communicate. The second is a tendency to favor broadly supportive strong social ties. Survey and ethnographic observations from Netville, a 2-year community networking experiment, suggest that weak, not strong ties experience growth as a result of ICTs. By examining a unique and underexplored stage in the life cycle of a community networking project, the end of a networking trial, this article demonstrates how ICTs facilitate community participation and collective action (a) by creating large, dense networks of relatively weak social ties and (b) through the use of ICTs as an organizing tool.  相似文献

Information and communication technology (ICT) can be seen as a general-purpose technology with wide-ranging socio-economic and environmental implications across sectors. ICTs also constitute a system of technologies with stronger internal links since the emergence of the Internet and broadband as a new information infrastructure. The new infrastructure has co-evolved with widespread integration of ICTs in everyday life, and consumer demand has been decisive for ICT innovation. This article explores the environmental directionality of ICT innovation and the broadband transition, focusing mainly on energy impacts. It is argued that much innovation tends to develop in an unsustainable direction and that public regulation falls far short of the challenge. Transition theory is applied to analyze the background for the unsustainable development and the reasons why environmental concerns do not figure more prominently in the broadband transition. Finally, it is discussed how the direction of ICT innovation could be influenced in order to realize more of the positive sustainability potential.  相似文献
