地方本科院校转型发展评价指标体系构建及应用——以吉林省为例北大核心

随着地方本科高校转移发展的逐步推进,各试点院校在培养目标、条件保障、师资队伍建设、教学管理等方面进行了全方位的探索和尝试,构建地方本科院校转型发展评价指标体系、促进应用型成果的转化运用、实现社会效益和提升服务地方经济的水平成为各项工作的重点。从吉林省地方本科院校转型发展面临的现状与问题出发,探讨反映地方本科院校转型发展的评价指标体系,有利于探寻进一步推进地方本科院校向应用型转型的对策。     

地方本科院校转型发展“是什么”及“为什么”

我国自从进入高等教育大众化阶段后,大学差异化发展,地方本科院校向应用型教育转型,就成为构建现代高等教育体系的重要议题。那么,什么是地方本科院校转型、为何要转型、转型发展的为何主要是地方本科院校等问题就成为教育理论界必须研究和回答的问题。文章从概念上厘清了地方本科院校转型发展是"型"的变化,而非"类"的变化。因为转型后的教育仍是本科层次的高等教育,仍具有高等教育专业性、高等性等特征,但同时还具有了职业教育实践性的特征。从世界高等教育功能演变的历史,推证了高等教育面向区域和地方、针对行业和企业,进行应用型人才培养和直接为社会服务的必然性。从高等教育分类理论出发,分析并认为地方本科院校转向应用型教育是大学差异化发展的需要。     

应用转型背景下新建地方本科院校走向研究——基于应用型本科与高职专科比较的视角

从新建地方本科院校向应用型本科转型发展的情况看,部分地方本科院校有向高职专科转型的趋势。对应用型本科与高职院校在办学定位、培养方案、课程建设、教学管理以及师资队伍等方面进行比较研究的基础上,提出新建地方本科院校在向应用型本科转型发展的过程中要在办学定位、课程设置、师资团队建设等方面找准路径。     

地方本科院校转型的问题与对策研究

近年来,随着中央一系列关于地方本科院校转型文件的出台,使转型发展成为地方本科院校急需解决的问题。虽然地方本科院校在高等教育综合体制改革、高等教育层次结构优化、高等教育学科质量提高等方面发挥着重要作用,但立足地方、服务社会理应成为地方本科院校转型的首要任务。在完成这项任务的过程中地方本科院校不可避免地会遇到来自学校自身、政府、社会等方面的问题。因此,地方本科院校成功转型也需要从学校、政府、社会三方面着手,并提出有效对策。     

论地方新建本科高校转型发展——兼谈创建新型应用型本科

新建本科院校是我国高等教育的重要组成部分,主要承担本科人才培养的任务,是我国高等教育大众化、普及化的生力军。针对当前地方高校,特别是地方新建本科院校的转型发展问题,从高等学校为什么要转型发展、地方新建本科院校转型发展的重要性和急迫性、高校转型发展的分类设想、地方高校怎样转型发展和地方新建本科院校转型发展的若干方面进行了较为系统的分析,提出了一些新的观点,以期对新建本科院校创建新型应用型本科有参考价值。

在河南,以黄淮学院为代表的一批新建本科院校,瞄准地方经济社会发展需求,主动转型发展,不仅赢得了地方政府的认可和支持,学校获得了快速发展,也得到了教育部的充分肯定。2014年1月,教育部在黄淮学院召开了全国部分省市地方本科院校转型发展经验交流会。自此,很多地方本科院校迅速行动,纷纷掀起了转型发展的学习和讨论热潮。为了更好地服务各相关高校探索和实践转型发展工作,本刊记者就地方本科院校转型发展的相关话题专访了应用技术大学（学院）联盟理事长、天津职业技术师范大学党委书记孟庆国教授。     

地方本科院校转型发展的思考与探索

地方本科院校转型发展适应了我国高等教育结构调整和地方产业转型升级的需要,是高校内涵发展的集中体现。地方本科院校转型发展既需要科学的顶层设计,也需要高校在学校管理体制、人事评聘制度、学科专业设置、教学管理等方面的改革与创新。     

地方本科院校转型发展问题、现状及路径

地方本科院校的转型是高等教育内部分化、国家战略贯彻落实以及市场经济发展之必然。转型的稳健发展需要明确地方本科院校转型的方向、定位以及当前社会经济形势下所需求的人才类别。基于此,探析地方本科院校转型发展存在基础薄弱、定位模糊、教育体系不完善的现状,提出基于国家视角、地方本科院校自身视角、企业视角以及个人视角四个方面地方本科院校转型的实现路径,以期对当前地方本科院校转型提供参考性建议。
