Learning from Museums with Indigenous Collections: Beyond Repatriation

As indigenous voices become stronger through legislation or other means, museums with indigenous collections must reexamine their approaches to collection, exhibition, and preservation. Traditional approaches to collection management are undergoing change as participation from indigenous and tribal groups increases. This article summarizes these trends and describes the post-modern charters of two museums: the National Museum of the American Indian in Washington, DC, and Te Papa Tongarewa/The Museum of New Zealand, in Wellington.     

“Let's talk about sex”: visitor comments in Contraception: Uncovering the collection of Dame Margaret Sparrow

Contraception: Uncovering the collection of Dame Margaret Sparrow was an exhibition at the Museum of New Zealand Te Papa Tongarewa which featured a participatory activity titled “Let's talk about sex” where visitors could answer the question: “If you could give your younger self one piece of advice about contraception, what would it be?” Over 2200 comments were written, inspiring an evaluation project. The resulting analysis provides insights into visitors’ attitudes, values, behaviours, experiences and concerns about contraception, sex, sexuality and sexual health in the early 21st century. The results also demonstrate the value and usefulness of visitor comments both as an exhibition experience and as data to complement formal evaluation methods. The paper also acknowledges the less successful aspects of the project.     

南京国民政府时期筹建“国家档案馆运动”的回顾与反思

本文旨在弄清南京国民政府时期国家档案馆运动的起源、过程及其意义。通过梳理原始档案及相关史料后发现,在中华图书馆协会、行政院档案整理处、国史馆筹备委员会等为代表性的学术与行政机构的推动下,《呈请政府组织中央档案局案》（1929年1月）、《重设国史馆案》（1934年1月）、《建立档案总库及筹设国史馆案》（1939年1月）等议案先后提出,傅振伦主笔的《全国档案馆组织条例草案》与毛坤撰写的《国家档案馆规程》则分别代表了官方与民间对国家档案馆制度设计的努力。尽管当时的档案界从实践与制度设计两个层面对国家档案馆建设作出了持久的努力,却未能实现创建国家档案馆的终极目标,但这一运动为新中国的国家档案馆建设工作留下了宝贵的实践经验与思想遗产。     

Let's Circulate: A Report on the 1st Annual New Jersey Access Services Meeting

In 2014, access services librarians and professional staff from various institutions all over New Jersey came together at The College of New Jersey, in Ewing Township, to discuss regional trends and issues in access services. Library staff at these institutions face many of the same issues from managing student assistants, to dealing with stacks management, and handling building security. The goal of the daylong meeting was to build bonds between access services staff at the different institutions, and to learn from one another's experiences during a series of roundtable discussions, and informal conversations over coffee and lunch. It was the first meeting of its kind in New Jersey and the organizers plan to make it an annual occurrence under the name Let's Circulate. This article is a summary of the first meeting.

Of sentimental value: collecting personal diaries from the First World War

ABSTRACT

Weeks after the Armistice was declared, Principal Librarian William Ifould of the Public Library of New South Wales recommended to Library Trustees that the institution begin to collect ‘private and official documents’ produced during the war. By early December 1918, advertisements began to appear in Australian and New Zealand newspapers, encouraging returning soldiers to sell their personal diaries to the Library. Known as the European War Collecting Project, this acquisition program was the first of its kind in Australia. This paper explores the Library’s acquisition of personal diaries written by those who served and analyses the appraisal methodologies carried out by State Library staff. This case study underscores the recent archival debate which has re-assessed the role of archivists in assessment, appraisal, preservation (and privileging) of some collections over others and argues that archivists mediate and consequently shape the collections in their institutions.

The proposed National Depository Agency and transfer of the Public Documents Library to the National Archives

The period 1972–1974 saw the establishment of the Government Documents Round Table (GODORT) and the Depository Library Council to the Public Printer. This same period also saw the development of the concept of a National Depository Agency, and the transfer to the National Archives of the Public Documents Library which would form the nucleus of the comprehensive retrospective collection of U.S. documents of that proposed agency. This article discusses the origins of the Public Documents Library within the Government Printing Office, its transfer in 1972, and the three subsequent moves ofthat collection. It discusses the role of GODORT in the development of the proposed National Depository Agency, and related Title 44 revision proposals during the 96th Congress. It examines the concerns of GODORT and the Depository Library Council over maintenance and servicing of the Public Documents Library collection by the National Archives, and its relation to a National Depository Agency.

澳大利亚国家图书馆、新西兰国家图书馆、新加坡国家图书馆和丹麦皇家图书馆网站的隐私政策涉及用户信息收集的内容与目的、收集方法、个人信息的共享性、用户的权利、儿童隐私、信息安全与免责声明。经过比较分析,发现其有许多可取之处,也存在一些不足,但仍对我国图书馆界保护用户隐私具有借鉴意义。     

“You can't eat information:” Government information and the information policy role of the national library of New Zealand

The National Library of New Zealand is committed to promoting access to information. Government information is a significant component in the Library's operational and policy work. The Library collects published government information and provides policy advice on New Zealanders' ability to access and use information. Over the last decade, the National Library has initiated or contributed to a number of projects concerned with government information. Some, like the Depository Library Scheme, are solely focused on government information, whereas others discuss government information issues in the wider context of information policy at the national level. This article looks at the environment in which these projects arose, what they achieved, and the reasons why it has not been easy to gain agreement for a unified focus on government information.

[目的/意义]深入分析图书情报与档案管理学科的国家科学基金资助项目立项情况,从基金视角呈现学科发展态势,为研究人员提供系统性参考。[研究设计/方法]运用统计分析、词频分析及可视化方法,对图书情报与档案管理学科国家社会科学基金(1994-2018年)、国家自然科学基金(1997-2018年)资助项目进行了立项数量、立项地区、立项机构及立项主题分析。[结论/发现]图书情报与档案管理学科发展渐趋成熟,但地区、科研机构间的立项分布不均衡;研究主题变迁体现出学科发展的延续性与变革性特征。[创新/价值]较为全面地考察了图书情报与档案管理学科的国家科学基金资助项目立项情况,明确了基金立项在地区及机构间的扩散态势,直观呈现立项主题词的历时演化,兼顾热点主题与新兴主题,较好地区分了延续型与涌现型词汇。

Abstract

Archives can successfully use the Internet to enhance the level of access to information about their holdings, programs and services. The Internet can be used to improve the efficiency of traditional reference services and enable the institution to expand the level of use without an increased burden on existing resources. This essay reviews the experiences of the New York State Archives and Records Administration (SARA), which operates a variety of Internet services using Gopher and the World Wide Web. The essay focuses on how SARA selected and prepared information for Internet access, and how it has incorporated the Internet into its routine operations.     

Serials Management at the University of Illinois at Urbana-Champaign Library

Serials management at the University of Illinois at Urbana-Champaign Library today reflects many of the trends evident in academic librarianship over the last decade, as well as internal trends toward decentralization and a regrouping of professional and nonprofessional tasks. New challenges for serials control face the Library's staff and its administration in an era of financial retrenchment.     

LIS Training for Support Staff: An Initial Review of Associate's and Certificate Programs In The U.S.

ABSTRACT

The author presents the results of a review and analysis of thirty-five colleges and universities in the United States that currently offer an Associate's degree and/or vocational certificate(s) in Library and Information Science. These programs, which are geared primarily to existing library support staff who seek additional training, have been created independently of each other and without a national standard to guide the curriculum. Although the American Library Association-Allied Professional Association's Library Support Staff Certification offers guidelines for the educational content of Associate's level LIS programs, a comparison reveals significant gaps. Furthermore, the ALA-APA program currently approves courses at only three institutions in the nation, and certifies graduates from only fourteen. The author identifies areas of misalignment between the Library Support Staff Certification and existing LIS programs and suggests directions for future improvement.

As a result, the challenges and successes that take place in the community college world are largely invisible to others. This JLA column lifts the curtain to reveal the uniqueness of community college libraries as described by their most passionate advocates: the librarians who work there. Spicing Up Information Literacy Tutorials: Interactive Class Activities That Worked

The Future Voices in Public Services column is a forum for students in graduate library and information science programs to discuss key issues they see in academic library public services, to envision what they feel librarians in public service have to offer to academia, to tell us of their visions for the profession, or to tell us of research that is going on in library schools. We hope to provide fresh perspectives from those entering our field, both in the United States and other countries. Interested faculty of graduate library and information science programs, who would like their students' ideas represented in these pages, are invited to contact Nancy H. Dewald at nxd7@psu.edu.

Neda Zdravkovic is studying at The School of Information Management at Victoria University of Wellington, New Zealand. Here she describes the student-centered and activity-based teaching approach used in some information literacy courses, including analysis of the student feedback received.

The School of Information Management at Victoria University of Wellington teaches the only postgraduate library studies program in New Zealand. Students take courses on campus and by distance learning, using CD-ROM and Web-based materials, as well as Voice over Internet Protocol (VoIP) conferencing. The School is a member of the WISE (Web-based Information Science Education) consortium, sharing online courses with similar programs worldwide. From 2010, the current MLIS qualification will be replaced by postgraduate Certificate, Diploma and Master's degrees in Information Studies. The broad-based program allows students to specialize in Library Studies or in Archives and Records. Students come to the school from Asia, the United States, and New Zealand.     

Libraries in the shadow of history: the Dominican Republic

This paper focuses on problems of accelerated staff turnover by looking in retrospect at the staffing phases that the University of Zimbabwe Library went through. Between 1991 and 1993, staff turnover culminated in a loss of over 55% of the professional staff from an establishment of 25 (professional staff). The paper discusses three categories of problems and situations that led to the accelerated staff turnover, and the turnover's impact on the library service. Suggestions are made on ways in which the situation could be remedied and possibly prevented from recurring. Staff retention strategies discussed include among others, human resources planning and development, staff motivation, organizational redesign, and competitive remuneration packages. This paper concludes that human resources are perhaps the most vital resource required to run an institution, and as such, should be given a corresponding priority in the strategic planning process.     

Conversation as a model to build the relationship among libraries,digital humanities,and campus leadership

ABSTRACT

By committing to two conversation-based concepts, David Lankes's Mission for New Librarians and the “Scholarship as Conversation” Information Literacy Frame, Bethel University's Library has established a leadership role in advocating and implementing digital humanities at a midsized liberal arts institution. Aligning the services and strategy of the Bethel University Digital Library (BUDL), Bethel's institutional repository, with the lessons learned and relationships built through these conversations with administration, faculty, and staff has resulted in successful outcomes for the communication and implementation of innovative digital library and digital humanities initiatives.     

Interlibrary Loan Internet Accessible Database (ILLiad)

Abstract

One year after the implementation of the Interlibrary Loan Internet Accessible Database (ILLiad) software, a patron satisfaction Interlibrary Loan user service study was conducted at Ellender Memorial Library, Nicholls State University, by the Interlibrary Loan Librarian. A questionnaire with sixteen questions was distributed to faculty, staff, graduate and undergraduate students. The data received was entered into Microsoft Excel and converted into the SPSS system. Frequency tables were produced. The outcome of the user study was recorded in a PowerPoint presentation with slides of statistical data graphs. The ILLiad user study produced a high rating of the ILLiad system and confirms that sixty percent of the participants were faculty members who are committed to research and in need of accessing additional research resources for their writing, presenting and publishing of professional papers. Faculty and students have shown their gratitude to Interlibrary Loan Services, confirming the main purpose of interlibrary loans is for research and degree programs. Many institutions provide this privilege only for their faculty and graduate students. Ellender Memorial Library encourages undergraduate students who are striving for excellence in their studies to use Interlibrary Loan Services. It can be surmised that the ILLiad electronic and web-based services are more efficient, and that patrons are more computer literate than ever before and favor the new technology and advanced services in our institution.
