This paper deploys some concepts from the work of Michel Foucault to problematise the mundane and quotidian practices of policy translation as these occur in the everyday of schools. In doing that, we suggest that these practices are complicit in the formation of and constitution of teacher subjects, and their subjection to the morality of policy and of educational reform. These practices are some ways in which teachers work on themselves and others, and make themselves subjects of policy. We conceive of the processes of translation, its practices and techniques as a form of ethics, the constitution of a contemporary and contingent version of professionalism through the arts of self-conduct. In all of this, it is virtually impossible to separate out, as Foucault points out, capability from control. We argue that the development of new capacities, new skills of classroom management, of pedagogy, bring along with it the intensification of a power relation. We are primarily concerned with Foucault’s third face of power, pastoral power or government and how this interweaves and overlap with other forms of power within processes of policy and educational reform.  相似文献

A review of education policy and practice indicates a paradox in policy implementation. Policy outcomes most often differ significantly from intended purposes and provisions enacted. This paper re-conceptualises this policy phenomenon, drawing on the post-modernist conception of policy as both ‘text’ and ‘discourse’ as an approach for understanding and unmasking the messiness and contested nature of education policy processes. The choice of approach is based on three factors. First, the choice is grounded in its efficacy in explicating and legitimatising the issues of power within the policy arena. Second, the choice is based on the potential of the approach in integrating social and political theories of discourse with more linguistically oriented approaches to the study of policy. Third, the preference of approach follows from its potential to draw on language as a resource for reading into and/or analysing complex social issues.  相似文献

This paper uses the Free Compulsory Universal Basic Education (fCUBE) policy implementation in Ghana as an exemplar to explore the apparent disjuncture between policy intentions in theory and outcomes of implementation tasks in practice. Through the critical discourse analysis of a range of policy documents complemented by the analysis of interviews with Ghanaian education officials, the paper investigates the extent to which the ‘free’, ‘compulsory’, ‘universal’ and ‘basic education’ components claimed in the fCUBE policy title are reflected in the implementation process. Owing to its commitment to enhancing the educational opportunities and outcomes of the educationally disadvantaged, the fCUBE policy is viewed as a ‘rights-based policy’ deeply rooted in social democratic values. However, the advent of neo-liberal ideological rhetoric of ‘skills for the world of work’ has triggered the neutralisation of these progressive ideals. This, the paper argues, has led to a significant discursive shift in policy direction and language of implementing the policy.  相似文献

Drawing on research conducted at National University of Ireland, Galway, this paper explores how senior managers at an Irish university are seeking to measure and facilitate academic performance in the context of national and global competitiveness and a higher education landscape that appears firmly inflected by neoliberal ideas of rankings, benchmarking and productivity. I draw upon Michel Foucault’s writings on governmentality and biopolitics, in particular, and I utilise findings from a range of in-depth interviews with central university managers, with a view to critically interrogating the envisioning of what is undoubtedly a new academic subjectivity in the Irish higher education sector—a subjectivity that is being progressively planned for and regulated.  相似文献

Policy discourse officially operates to distinctly influence public perception in an irrevocable and normalising manner. In a Maltese educational scenario of gradual decentralisation and increased accountability, I explore the ‘effects’ of both the global and the local policy discourse of networks and networking on the practising leaders, in addition to their reaction to the policy document mandating these multi-site school collaboratives, with a particular interest on their imposed nature and how this reform impinged on individual school autonomy. This research adopts a case study methodology, with data collected through in-depth, semi-structured interviews; participant observation; and documentary analysis, interpreted via a Foucauldian theoretical framework through narrative analysis. The findings reveal an inherent tension among autonomy, centralisation, and decentralisation both within the policy discourse and the unfolding network leadership dynamics. This paper has particular philosophical implications for educational policy, practice, and theory in an educational scenario of school policy globalisation.  相似文献

In recent years, education and family policy in the UK has sought to incorporate the views of children and young people through an active participation agenda, in the fulfilment of children’s rights under the obligations of the UN Convention for the Rights of the Child. Drawing on empirical evidence, this paper suggests that this aspiration is flawed. The inclusion of young people’s voices in decision-making is context dependent, and influenced by individual relationships, both positive and negative. It is framed by policies that subjugate children within disciplinary technologies that determine a regime of ‘truth’ about effective and appropriate participation. Drawing on data gathered as part of a wider study on the relationships between services users and services providers in special educational needs, this paper demonstrates that active inclusion of the voice of the child can be illustrated to be at least variable, and at worst prejudiced. It is suggested that the notion of participation produces tacit forms of ‘government’ that further classify and divide young people, magnifying their marginalization.  相似文献

Background:?A newly elected centre-right coalition government in New Zealand was forced to deal with the cumulative fiscal consequences of two unforeseen challenges: a global financial crisis in September 2008 and two major seismic events in the country's second largest city in 2009 and 2010. This paper examines the way in which policies for initial and continuing teacher education were reshaped thereafter and the justifications provided by government for these changes.

Purpose:?The paper examines the plausibility of the government's contemporary ‘crisis’ discourse and aims to show how ‘rational’ education policy changes also carry broader ideological and political agendas for teacher education. Thus, current changes to teacher education policy are located in the historical context of trends over the last two decades.

Sources of Evidence:?The paper uses official statements by government and officials to show how they justified the policy changes as the only possible responses to an external economic crisis. Secondary sources of statistical economic data and policy texts are used to demonstrate that equally plausible alternative responses were overlooked, rejected or ignored.

Main argument:?The paper construes teacher education policy as both text and discourse. It is argued that the media statements of politicians and officials are intended to secure popular approval for public education austerity measures, while at the same time masking an underlying political and ideological project and ignoring the informed policy rebuttals of some educationists.

Conclusions:?The steps taken in New Zealand to respond to a short- to medium-term national fiscal crisis have major long-term consequences for teacher education. Most apparent is the continued failure to acknowledge the major incremental reductions in public subsidies for initial teacher education that have occurred year on year since the early 1990s and, instead, to reiterate the new public management ideology of further public service efficiencies.  相似文献

A governmental research inquiry was conducted into the policy to raise the school leaving age in Western Australia. The study aimed to problematise the policy so as to identify and examine the rationale and intervening practices with young people who were deemed to be at-risk of not meeting the new school leaving age requirements. Drawing on interviews and policy documents, this paper elaborates the concept of ‘apparatus’ as defined by Foucault and Agamben to identify the contexts and consequences of the way the policy produced and reproduced an ‘at-risk’ youth subjectivity. The paper shows how a binary between school completers and non-completers emanated from a context about a crisis in falling retention and early school leaving, myopically focusing on NEET (Not in Employment, Education or Training) subjectivities as both the cause and solution to the policy objectives. Consequently, the policy apparatus is productive of the very circumstances it seeks to address, and therefore it recursively cycles around a problem it does not solve.  相似文献

The UK National Student Survey (NSS) has high status on the agenda of UK universities. Its rise in status is linked to its influence on national rankings and associated funding streams referenced to the Teaching Excellence Framework (TEF). Consequently, many universities have implemented further assessments of student satisfaction, thereby putting additional internal performative pressures on courses and individual lecturers. The research contribution of this article comprises an analysis of the NSS through Foucault's notion of ‘governmentality’, with a particular focus on his work on ‘discipline’ and ‘neo-liberal governmentality’. More specifically, by utilising qualitative data from interviews, research diaries and observations, it will be demonstrated how the NSS functions as a ‘disciplinary’ technology of government which subjects lecturers, departments and universities to intersecting panoptic gazes and perpetual ratings. In addition, the NSS can also be considered ‘neo-liberal’ in that it governs the academic population through narrow conceptions of ‘freedom’ and omnipresent competition. The article proposes that it is through the amalgamated forces of intersecting panoptic gazes, on the one hand, and neo-liberal free-market principles, on the other, that student feedback develops its power to govern.  相似文献

This paper discusses the metaphors and discourses employed in the current Skills for Life Strategy in terms of the identity of potential adult literacy learners. It argues that metaphors and discourses are necessarily value laden and reflect the beliefs of those with authority to influence others. This paper examines the ideological construction of educational discourses embedded within the South Korean print media. Significantly, these discourses have recently promoted the resurrection of a sweeping national testing and test results release policy. Through careful examination of the “test plus release” policy, the authors show how the government has achieved hegemonic power by shaping public opinion through the national testing contexts. Drawing on a critical discourse analysis of educational policy texts from the government and top 10 print media sources, this paper analyses how discourses on “accountability”, “the right to know” and “the fairness of the tests” have been produced, reproduced and recontextualized to favour particular perspectives. The authors also examine how government and influential print media discourses interact with political and cultural factors such as “acclaiming the evaluative state”, “education fever” and “meritocratic beliefs” to achieve public consent for the new “test plus release” policy.  相似文献

In an era of curricular accountability where everything from reading and math scores to body fat are events to be assembled, scrutinized, and standardized, the health‐conscious school plays an ever‐important role in community and the nation (or so we are told). This qualitative study analyzes interviews with school leaders in their role in creating educational policies that encourage students and their families to make health a priority. Theoretically, the work draws on the work of Foucault, specifically his writings on the governance of society and the self. The analysis reveals the ways in which notions of good health and how this should be achieved became, at this school, a basis for social evaluation and control. In performing this analysis I seek to problematize the enactment of school health policy as ideologically neutral, necessarily liberating, and inherently benevolent.  相似文献

While numbers, data and statistics have been part of the bureaucracy since the emergence of the nation state, the paper argues that the governance turn has seen the enhancement of the significance of numbers in policy. The policy as numbers phenomenon is exemplified through two Australian cases in education policy, linked to the national schooling reform agenda. The first case deals with the category of students called Language Backgrounds Other than English (LBOTE) in Australian schooling policy – students with LBOTE. The second deals with the ‘closing the gap’ approach to Indigenous schooling. The LBOTE case demonstrates an attempt at recognition, but one that fails to create a category useful for policy-makers and teachers in relation to the language needs of Australian students. The Indigenous case of policy misrecognition confirms Gillborn’s analysis of gap talk and its effects; a focus on closing the gap, as with the new politics of recognition, elides structural inequalities and the historical effects of colonisation. With this case, there is a misrecognition that denies Indigenous knowledges, epistemologies and cultural rights. The contribution of the paper to policy sociology is twofold: first in showing how ostensive politics of recognition can work as misrecognition with the potential to deny redistribution and secondly that we need to be aware of the socially constructed nature of categories that underpin contemporary policy as numbers and evidence-based policy.  相似文献

Academic developers are important interpreters of policy, yet little research has focussed on the interplay of policy and academic development practice. Using methods from critical discourse analysis, this article analyses a national learning and teaching policy, charts its development, and explores its interpretation by the academic development community. The findings suggest that while developers played a strategic role in the policy’s development nationally, their influence on and use of policy institutionally was more limited. The article calls on developers to take a more overt leadership role in an area of higher education practice where they clearly have (often unharnessed) expertise.  相似文献

This article provides a historical overview of civic educational policy and political discourse in Singapore from 1959 to 2011, focusing on changes in the role attributed to students in the education process. A review of educational programmes and analysis of political speeches reveals that an earlier transmissionist approach that focused on value inculcation and factual knowledge has been supplemented recently by policy and discourse emphasizing student engagement. The authors link their analysis to larger political changes that have been taking place in Singapore. They argue that the push for more participatory forms of civics education parallels an ongoing shift in the ruling party's political ideology from economic pragmatism to a communitarian ideology that emphasizes citizens' responsibility. From the point of view of political rationality, promoting active student engagement in civics education can be seen as governmental efforts to build a strong civil society through early socialization into civic responsibility and voluntarism. Viewed as a technology of power, engagement is also seen as a new biopolitical intervention aimed at regulating political participation.  相似文献

This paper argues that if education practitioners, policy‐makers and researchers are to gain insights from new forms of online self‐representations, there is a need to take stock of research involving homepages in order to identify important methodological issues and lessons that need to be addressed in future research. Home page authorship research is characterized as being associated either with production or classification, very much as other areas of research in literacy such as new literacy studies and multimodality have identified process and product. In this paper, key aspects of research into homepage authorship are reviewed and tensions and contradictions identified. From this review four key implications for methodology are discussed: the varying degree to which content or context are defined in research; the interaction between researcher and researched, within learning disability contexts and more widely; a consideration of the sometimes blurred distinction between public and private online spaces and a wider discussion of the ethical issues facing researchers.  相似文献

In recent decades, educational policy researchers have considered critical policy sociology, mostly known as ‘policy sociology’, as a useful research methodology for analysing educational policies. However, despite its increasing popularity, policy sociology has been a confusing concept hence it is often used interchangeably with other terms such as policy analysis. In the main, there is a dearth of literature outlining its key underlying assumptions and how this methodology helps policy researchers to analyse social, political and economic issues related to educational policy. By reviewing current body of literature in the field, this paper identifies policy sociology as one of the four major traditions in the policy analysis field. The paper presents six key underlying assumptions of policy sociology – value based study, political study, historical study, multidisciplinary study, assemblage study, and discourse study – and discusses how researchers have used policy sociology as a research methodology for analysing educational policies.  相似文献

ABSTRACT

The needs of a globalized economy are rapidly changing what is legitimated as school knowledge and values, and calling up new understandings of teachers’ role in stimulating democratic spaces. We have termed this Teachers’ Democratic Assignment. We examine changing notions of teachers’ democratic assignment in Ireland and Sweden using a Critical Discourse Analysis. We tested our hypothesis that teachers’ democratic assignment has changed in unprecedented ways using an analysis of policy documents in teacher education. Our findings reported a substantive converging paradigm shift from a predominantly progressive (reconstructivist) curriculum discourse where democracy was seen as inextricably linked to everyday practice in the early years of this century, to a more essentialist (perennialist) discourse in recent times. The findings will have interest for a wider audience and have implications for the role of democracy in teacher education as well as the question of education as a social responsibility for a vibrant democracy.  相似文献
