印度高等教育优待弱势群体保留权政策研究

印度几代领导人都宣称把社会公平正义作为主要的奋斗目标之一,面向弱势群体保留权政策就是实现这个目标的重要手段.60多年来,通过保留权政策的施行,印度弱势群体的教育取得了很大的成绩.但是,保留权政策受到了印度上层阶级的强烈抵制,多次引发了剧烈的社会动荡,实施效果还不尽如人意,它的全面有效落实还需要社会各界付出更大的努力.     

印度弱势群体学生教育资助体系探析及启示

印度生活在贫困线下的人口约占全国总人口的1/3,而占全国人口1/4的表列种姓与表列部落是其中最贫困、最落后的群体。尽管印度GDP只有我国的1/5,但为提高弱势群体学生的受教育水平,印度联邦和地方政府制定了弱势群体学生奖助学金、弱势群体学生助学贷款、弱势群体学生公寓与寄宿学校等资助计划,使他们上得起学、上好学,有机会、有能力分享社会经济发展的成果。印度弱势群体学生资助计划对我国弱势群体的教育普及、优质教育资源的获得、社会地位的提升等方面都有一定的启示意义。     

印度教育政策新取向

印度名校尼赫鲁大学的最新资料显示,其2010年至2011年在校生6665人,其中弱势群体学生已经占到了40.3%。关注弱势群体学生接受高等教育的机会,促进社会公平正义一直是印度的教育政策取向。弱势群体生源与人口比例相适应根深蒂固的种姓制度以及社会经济发展的不平衡造成了印度多种弱势群体。     

民族地区女童教育中的政府作用研究——以广西融水县为例

民族地区女童在社会中属于弱势群体,这种弱势性来源于民族地区欠发达的经济、传统的文化观念与习俗,不同的宗教观念等,这决定了民族地区女童教育的特殊性.根据我国十一五规划中提出的构建和谐社会的要求,政府在社会政策上应为弱势群体提供制度性保障.在民族地区女童教育上,政府的政策支持与保障尤为重要.该文通过对广西融水县女童教育的发展情况进行分析,以期为今后以促进女童教育发展为目标的政策制定提供借鉴.     

从"OB"计划看印度中小学教育政策的实施

普及初等教育是印度政府自印度独立后，一直努力实现的目标。在20世纪80年代中期，印度国家教育管理部门制定了有助于推进普及初等义务教育的几项基本教育政策，其中最为重要的一项就是“OB”计划。从“OB”计划产生的背景、实际运作和对运作结果的评价，说明教育改革政策在制定和运行的过程中，国家与地方教育改革政策的制定部门以及教育改革政策的实际执行者教师之间，三者关系的协调是教育改革政策最终取得实际效果的关键。通过考察印度中小学基本教育政策的实施情况也为我们的基础教育改革政策的实施提供了借鉴与参考。
