This essay chronicles the early history of New York radio station WEVDAM. Erected as a monument to socialist leader Eugene Victor Debs, WEVD was an electronic voice for the socialist ideas and causes that Debs championed. This essay examines how WEVD struggled to defend its license to become an early radio pioneer for socialist rhetoric and, through the process, guaranteed access to the airwaves for minority viewpoints. These struggles occurred during the formative years of broadcast regulation, and WEVD played a significant role in defining the public interest standard for American broadcasting.     

At the crossroads of terrestrial and ET whither Malaysian TV broadcasting?

This article focuses on the rapid technological changes in telecommunications, and how these advances are affecting the Malaysian broadcasting industry, a relatively mature industry that is compelled to innovate or become destabilized. It traces the growth and development of broadcasting and telecommunications, and discusses the implications of the privatization policy on the changing industry and for the country.

KVOS in the Local,Public Interest: Early Broadcasting and the Constitution of the Local

This article contributes to scholarly literature on local stations in early radio broadcasting history. Taking KVOS in Bellingham, WA as a case study, it attends to how regional geography in conjunction with station operators, broadcasting policy, and audiences helped to define localism in relation to broader national, regional, and international identities forming at the beginnings of early radio and between 1930–1953. KVOS’ history demonstrates how radio was always bound up with the production of locality and how local identity was constituted in and through its relation to broader collective sensibilities taking shape at the time.     

Development Broadcasting in India and Beyond: Redefining an Old Mandate in an Age of Media Globalization

This study examines the fate of the development model of public broadcasting in the face of rapid global media commercialization. Using the Indian broadcaster Doordarshan as an example, the authors illustrate how a public media outlet with a development mandate has responded to new pressures and examine the consequences for development broadcasting in general. This inquiry challenges not only the strategies of this broadcaster but also some of the assumptions by media scholars regarding development broadcasting. The study concludes by advocating a new type of development broadcasting that establishes a distinct brand and plays a vital role in creating an informed citizenry.     

How to Address “I've Already Written My Paper,Now I Just Need to Find Some Sources”: Teaching Personal Voice through Library Instruction

Teaching students how to employ their personal voice has always presented a unique challenge to composition instructors. Although teaching students how to engage in scholarly dialogue lies at the heart of every composition program, many students remain unsure, intimidated, and even skeptical of this mode of communication. As a result, research papers often take the form of unsupported monologues in which citations are merely ornamental, lengthy summaries, or numerous information resources are cited without one voice serving as an arbitrator. Library instructors face the same dilemma as composition instructors do when teaching students how to apply information to their research. Beyond teaching students how to identify an information need and to effectively and efficiently access and critically evaluate information, library instructors must teach students how information and personal voice are incorporated into research. In doing so, library instruction corrects the common misunderstanding that research equates to integrating resources into a prewritten paper, that any opinionated resource is acceptable to use, that the research process is similar to writing book reports, and that mediation between scholarly voices is unnecessary. By learning about personal voice in library instructional sessions, students begin to develop their own scholarly identity, understand the conversation of scholarship, and realize the function that their personal voice serves, as well as the strength and integrity that the research process lends to it.     

Repatriated Germans and ‘British Spirit’

Following the end of the Second World War, the ideals of public service broadcasting that had first been exemplified by the BBC came to lay the groundwork for a new type of broadcasting system in Northern Germany. This led to intensive discussions between British Military Officers and their German counterparts about the principles of public service broadcasting. Repatriated Germans came to play a crucial role. Having worked for the BBC German Service during their years of exile, some of them helped to nurture a new generation of democratic journalists. Focusing on these men, this article reveals the difficulties in transferring and adapting public service ideals. Making use of a wide range of sources, we highlight the multifaceted roles of the repatriated Germans, as both intermediaries and transmitters of public service broadcasting. We show how many of them came to play a pivotal role in resisting pressure from conservative forces in West German society.

“The Press Motivated Me”: Life Histories with the Media in Brazil

Brazil, with commercial broadcasting and a political press, moved from dictatorship to democracy during the transition after Franco in Spain, with its noncommercial system. This coincidence creates a natural experiment in how political and media systems relate to citizens' subjective experiences. Comparing limited life histories from Brazil to previous American and Spanish narratives suggests two relationships: between market-oriented broadcasting and a postmodern consumer stance, and between a politically committed press and an engaged citizen stance.     

Métissage on the Airwaves: Toward a Cultural History of Broadcasting in French Colonial Algeria, 1930–1936

This article explores the methodological challenges and possibilities of writing a cultural history of broadcasting in French colonial Algeria during the tumultuous decades between the two world wars. In a diverse, multi-ethnic colonial society, how can historians and media scholars evaluate audience reception? What meanings did radio broadcasting acquire in the colonial context? To answer these questions, this article considers the controversies surrounding two culturally hybrid broadcasts produced by Radio-Algiers during the 1930s. A careful examination of the remaining historical record concerning these broadcasts, from newspaper accounts to archival sources, exposes the cultural fluidity that typified everyday colonial life and reveals how radio broadcasting politicized music and oral language in novel ways. Broadcasting—as a purely sonic medium—challenged the classificatory mechanisms of the French colonial state and the racial and ethnic boundaries that undergirded colonial society. In consequence, historical memories of Radio-Algiers and its role during the waning years of the French empire deny the sonic cultural hybridity that flourished over the interwar airwaves.     

Financing Public Media in Spain: New Strategies

This article attempts to explain the key points of the new financing reform of public service broadcasting in Spain. The following questions are analyzed: controversial points; the new law, private broadcasting, and the telecommunications sector; and the future of public service broadcasting in Spain. Deliberative discussion with 80 participants was conducted evaluating their views regarding public media. The central problem was the role that people feel the RTVE Corporation should play in the future. With that role in mind, participants were asked to evaluate the financial situation of public broadcasting in Spain. The new Financing Law of the RTVE Corporation, based on the immediate cessation of advertising, was passed in August 2009. According to the law, for every new service provided by RTVE, it should be assigned additional funding. It is not clear yet how this process will work in the future.     

Far from Fifty-Fifty: Legal Measures and the Relative Lack of Women in Powerful Decision-Making Positions in Germany’s Broadcasting Sector

A gender-equal organization of institutions requires adequately qualified women to be equally present on every hierarchical/functional level. In light of this, the authors evaluate how women participate in leading managerial and supervisory positions of administrative relevance, i.e., beyond editorial departments, in public and private broadcasting corporations and organizations in Germany. The study comprises an examination and comparison of existing legal requirements/regulations for gender equality on the supervisory councils of Germany’s broadcasting corporations/organizations and contributes to the analysis on the contemporary politics of gender in Germany’s broadcasting sector. It is the first study of its kind.

Impact of Moderate and Ruinous Competition on Diversity: The Dutch Television Market

This article analyzes how competition in television broadcasting influences diversity of program supply. We argue that competition in oligopolistic broadcasting markets can take different forms, depending on the strategies adopted by broadcasters. We distinguish between moderate and ruinous competition, and discuss under what conditions these types of competition will emerge. We hypothesize that moderate competition improves diversity, whereas ruinous competition produces excessive sameness. We test these hypotheses for the Dutch television market.     

Locally and Free: What Broadcast Radio Still Provides

As was the case with the FCC task force initiative on localism between 2004 and 2006, members of Congress are again taking an interest in the effects of localism in broadcasting. Broadcast radio, the last vestige of “free” broadcasting, has done well in maintaining local service even in the era of consolidation and the competition of satellite delivered radio. This article investigates the current status of broadcast radio and how localism is its saving grace across the nation.     

Historical Constitution of Public Radio Stations in Brazil

Educational, state, cultural, and university radio stations have already developed over more than 70 years of history in Brazilian radio broadcasting. Currently, there are hundreds of stations transmitting across the country, from the North to the South. Some of them—that in the 1990s included 100 broadcasting stations and among these, the oldest and nationally referenced—up to this decade operated and were referenced as a component of the educational radio system. Mainly from this period on, most of these stations began to call themselves public. And, especially due to their programming, they have been attempting to define themselves within the profile of public radio stations. The purpose of this article is to uncover the historical construction of this group of radio broadcasting stations, by means of a timeframe, from the advent of the non-commercial segment in the 1930s until today. It reconstructs referential models and presents main threads and features of the programming of these stations throughout these seven decades. In this way, it will also evince how Brazil is constructing its model of public radio.     

THE LAST YET ALSO THE FIRST CREATIVE ACT IN TELEVISION?

A television channel's identity is shaped by its output: not just the relative share of different programme genres but equally so the relative position programmes take up in the schedule. This paper refutes the notion that the development of scheduling strategies and tactics – to make the programme schedules as interesting as possible for viewers – are a product of a commercial and competitive television environment. It will be demonstrated that, from its inception, public service television paid considerable attention to the way in which the actual programme schedules could help establish its cultural–educational broadcasting goals. Taking Flemish public service television between 1953 and 1974 as a case in point, the paper analyses how, first, European public service broadcasting (PSB) created its own annual, seasonal, weekly and daily rhythm and, second, how contemporary scheduling strategies and tactics (compatibility, hammocking, etc.) can be identified in the monopolistic past, albeit interpreted along historically dominant PSB policy objectives.
