Public records and minorities: problems and possibilities for Sámi and Kven

The Kven and Sámi peoples of northern Norway have been represented as groups without a voice in public records. Through the project ‘National Minorities in Public Records in Norway,’ however, hundreds of documents written in the Sámi and Kven languages were found inside the public archives. These documents were neither labeled, nor cataloged in any way as non-Norwegian-language documents. This essay raises a number of questions related to how a lack of knowledge has influenced our understanding of ethnic minorities both in archives and in research related to minorities. Furthermore, recent experience leads us to a few more questions concerning the usage of sources. How do Norwegian ministries treat requests for access to official documents less than 60-years old related to the Kven and Sámi peoples? How were documents in minority languages arranged and archived by archival personnel? How can an oppressed collective memory serve as a counter-memory for minorities? How can archival documents change our understanding of minorities? What might archivists do to make minorities more visible in archives? This paper describes my personal experiences and reflections in connection with the project.     

Latino Airwaves: Radio Bilingüe and Spanish-Language Public Radio

This article focuses on Radio Bilingüe, a community driven Spanish-language public radio station that serves the information and entertainment needs of one of the most disenfranchised Latino communities across local, national, and transnational borders. The author discusses its establishment as a result of the formation of CPB’s Task Force on Minorities and explains the role Radio Bilingüe plays in helping elevate minority voices in public broadcasting. This case illustrates how a Latino owned and operated radio enterprise empowers traditionally underrepresented Latino communities by providing them a space where they can be heard and represented in culturally sensitive ways.

Uses and Gratifications,Journalists’ Twitter Use,and Relational Satisfaction with the Public

This study employed the uses and gratification approach to investigate how journalists perceive relational satisfaction with the public on Twitter, specifically the associations between journalists’ motivations to use Twitter, their Twitter use, and their relational satisfaction with the public. Through a survey of South Korean journalists, this study revealed that journalists’ motivations for Twitter use are positively related to their job-related activities on Twitter (e.g., posting/sharing their news and interacting with audience), which consequently influences perceived relational satisfaction with the public. The findings provide new insight into an increasingly important part of the public’s engagement and news/information flows in the digital media environment. This study expands upon the literature by analyzing how journalists’ motivations for using Twitter and their job-related activities on Twitter are associated with relational satisfaction with the public.

News coverage of abortion between Roe and Webster: Public opinion and real‐world events

Based on agenda‐setting research, this study focused on the links between media coverage, real‐world indicators, and public opinion about abortion. We conducted a content analysis of coverage of the abortion issue in two prestige newspapers, The New York Times and the Washington Post, between two key Supreme Court rulings. We hypothesized that amount of coverage would (a) increase during election years, (b) be related to number of abortions performed, and (c) be related to public opinion about abortion rights. We found mixed support for our hypotheses. Abortion coverage did peak during election years but was not related to the number of abortions performed, and was related negatively to public acceptance of abortion rights.     

Do Southeastern Public Universities Adhere to the ACRL Tenure and Promotion Standards?

Faculty status and tenure are goals for many academic librarians in the Southeast. However, the adoption of tenure differs between institutions. In an effort to discover how much adherence there is to the ACRL Standards for Faculty Status for Academic Librarians, librarians at the University of South Alabama sent a survey to 148 public universities in this region. The results illustrated the significant areas of consensus and where consensus was lacking. The outcome suggested the standards were not fully applied, showed the need for further study, and suggested a reassessment of the ACRL Standards.     

Are Information Seekers and Users Among the General Public at a Crossroads?

Abstract

Presently, eating disorders affect millions of people. Today, the media and the Internet are major publishing channels for consumer health information. Much research has found that the media may offer insufficient information on eating disorders. This research examines the quantity of adult consumer health publications on eating disorders in magazine articles and on the Internet in 1998 and investigates the effectiveness of Internet search engines. The results indicate that the resources found in popular magazines and on the Internet are not adequate, and that the Internet search engines are not effective in searching for information.     

The New York Public Library's Émigré Readership and Collections: Past,Present, and Future

SUMMARY

This paper provides abroad overview of the history of the New York Public Library's collections, and most particularly of the NYPL's changing relationship with the city's diverse émigré communities over the past 104 years. The focus of collections has changed over the years with the population served, as have the library's strategies for serving user needs. Also discussed are preservation projects, the effects of economic crises on the collections, and new technological initiatives.     

What Exactly Do You Do Here? Marketing-Related Jobs in Public and Academic Libraries

ABSTRACT

This study analyzes the presence of marketing-related job duties in public and academic library job listings and the experience required for these positions in order to better understand how libraries currently embrace marketing. A content analysis was performed on job listings from the American Library Association (ALA) JobLIST. The findings revealed 37% of job listings included marketing-related content, while only 11% of those listings also included stated experience or training in the marketing field. The findings will be of interest to library administrators looking to improve marketing strategies within their library without compromising the productivity of other library activities.     

The “Open House,” an Effective Library Public Relations and Instruction Tool

Summary

This article presents the Open House as a viable public relations and instruction technique to introduce incoming students to basic library facilities and services in a fun and relaxing atmosphere. An overriding goal of the Open House is to empower participating students with the self-sufficiency skills that will allow them to smoothly navigate the library on their own. Includes a comprehensive blueprint for detailing successes, innovations, and pitfalls. Outlines the specific steps to take regarding fundraising and donation solicitation. Ultimately, an Open House event can strengthen a library's outreach potential; an important-yet often neglected-facet of academic librarianship.     

Museums,Public Service,and Funding: Today's Conundrum,Tomorrow's Partnership?

Abstract Museums have become adept at working with giving allies in foundations, corporations and government agencies who prefer to make grants for specific projects. This works well for discreet activities such as planning an exhibition, cataloguing a collection, or setting up a new store designed to eventually strengthen earned income. It even worked well as museums began to experiment with creating new products such as curriculum kits that would “reach out” to specialized audiences. However, truly providing museum‐wide public service for a broad audience and creating social capital in our communities is not a discreet project, therefore the project‐funding model can thwart the mutual goals museums and institutional funders are trying to achieve. This article explores the problem and suggests that museums work with philanthropic allies to find better ways to create and sustain true public service.     

An Initial Exploration of Students’ Mindsets,Attitudes, and Beliefs About Public Speaking

This study investigated how students’ implicit theory that public speaking abilities can be developed and improved (i.e., growth mindset) was related to their apprehension, perceived competence, and beliefs regarding public speaking. Growth mindset was associated with lower apprehension and higher self-perceived competence. Growth mindset was also associated with the belief that public speaking involves reflection, revision, and adapting to one’s audience rather than merely transmitting information. Correlations were consistent with hypotheses.     

Public service operational efficiency and blockchain – A case study of Companies House,UK

Despite the increasing interest and exploration of the use of blockchain technology in public service organisations (PSOs), academic understanding of its transformative impact on the operational excellence of PSOs remains limited. This study adopts an action design science research methodology to develop a proof of concept (POC) blockchain based application for Companies House, a government agency that is registering companies across UK. The application addresses the operational challenges of Companies House as well as issues citizens face when accessing its services. We draw from the public value framework proposed by Twizeyimana and Andersson (2019) and demonstrate the significance of the emerging blockchain technology in relation to their democratic practices based on six dimensions. We further discuss the related challenges and barriers for its implementation and evaluate the POC with the stakeholders of Companies House. We also present an illustrative case study, where we explored the appropriateness of the POC in relation to the draft legislation, “Registration of Overseas Entities and Beneficial Owners” (ROEBO) bill which proposes the introduction of a register of the beneficial owners of overseas legal entities that own real estate in the UK. Our research is one of the few studies that will provide in-depth empirical insights about the relationship between blockchain and operational excellence of PSOs.
