准备好了么?中国在线研究生教育——从美国《在线研究生教育》报告说起

在线研究生教育是在线教育的一个分支,也是研究生教育发展的新方向。在美国,随着在线教育的迅猛发展,在线研究生教育也逐渐发展起来。《在线研究生教育》(以下简称《报告》)是美国研究生院理事会根据在线研究生教育发展状况撰写的,该报告对美国在线研究生教育发展遇到的问题进行了分析。本研究旨在通过对《报告》的解析和说明,判断中国是否具备大规模发展在线研究生教育的可能和条件。因此,文章首先介绍《报告》的逻辑框架和主要内容,对《报告》提出的在线研究生发展所遇到的5个问题:"如何处理在线研究生教育发展与坚守使命的关系""如何培养在线研究生教育师资""如何促进学习者的在线学习""如何为在线研究生教育提供财政与设施支持""如何认证和评估在线研究生教育"进行解读;随后,通过一份国内调查报告,分析中国在线教育的发展情况,并对中国发展在线研究生教育进行了预测。研究认为,在线研究生教育的全面开展,在近3年内还无法在国内实现,但必将在我国高水平大学中慢慢流行起来,进而促进我国世界一流大学的建设。     

美国研究生教育模式:进程与启示

以1826年哈佛大学首设研究生课程为起点,美国研究生教育近200年的历史可以大致分为萌芽、确立、发展与繁荣,以及调整与完善四个阶段.社会需求一直是决定研究生教育目标的最主要的因素,在此前提下,在社会需求、学科发展和个人需求之间,建立研究生院制度,实施专门化的研究生教育管理是美国大学的首创,是专业式研究生教育模式区别于学徒式教育模式的重要特征.对于美国研究生教育模式,我们需要批判地借鉴.     

美国研究生教育结构分析

学位制度起源于欧洲中世纪大学，本意是表明一种任教资格，后来逐渐发展成为今天的学位制度。本对目前世界上最为发达的美国学位制度进行了一些简要分析。在美国目前的博士学位授予中，主要有传统研究型、应用研究刑、一级职业学位和名誉博士学位四种类型。传统研究型博士(Ph．D)是主体，几乎适用于所有的学科领域。在授予人数上，理学学科大类、教育学学科群和化学学科授予的博士学位人数最多。在硕士学位的授予中，教育学和工商管理学两个大类授予的人数几乎占全部授予人数的一半。在具体的学位授予中，各学校的学位名称并不完全相同。与我国学位制度相比较，我们建议：1．严格区分研究型学位与其他各类学位；2．学位授予由按学科大类向按学科授予转变；3．规范学科设置，强化一级学科建设；4．学位征书与成绩单共同体现被授予的身份；5．由授予国家学位向授予学校学位转变；6．预留发展空间，鼓励新兴学科和交叉学科的发展。     

美国研究生教育对我国研究生创新能力培养的启示

借鉴美国研究生教育的经验,首先对我国研究生创新能力培养现状存在的问题进行分析,进而提出创新能力培养的对策。研究表明,研究生创新能力培养问题是一项相当艰巨而复杂的工作,我国研究生教育应从以下几方面进行改革和完善：深化教学改革,优化培养方式;增加科研实践;完善学术环境;提高论文质量,培养创新能力。     

美国研究生教育的现状与展望

依据美国研究生院理事会2005年发表的一份白皮书及其他相关材料,对美国研究生教育现状、存在问题、《国防教育法》与研究生教育的关系进行了介绍与分析。

美国理工大学的研究生教育程度和办学类型各有差异，其各院系专业设置与课程体系亦不尽相同。研究与探索新世纪美国理工大学研究生教育的专业设置与课程体系的特点与经验，从中得到一些启示，为我国高等院校的教学改革提供借鉴。

对美国研究生院委员会发布的报告《研究生教育:美国竞争力与创新力的支柱》出台的背景及其主要内容进行了解读.该报告明确了研究生教育对美国国家发展的重要性,强调研究生教育是美国国家竞争力和创新力的支柱,呼吁大学、企业、政府通力合作,支持研究生教育发展,以加强国家创新能力,提升国家竞争力,保障国家安全和持续繁荣;梳理了美国高校、企业和政府为支持和推动研究生教育发展所采取的措施及取得的成效,并对美国研究生教育的未来发展提出了建议.     

美国的艺术管理研究生教育

对美国艺术管理研究生教育的培养学校、学科归属、学位名称及获得条件等基本情况进行了介绍,指出美国的艺术管理研究生教育具有专业方向细化、课程设置务实、注重实践教学及注重培养学生的社会责任感和使命意识等特点.     

美国硕士研究生教育的类型分析

根据美国研究生院协会1989～1991年对美国硕士研究生教育的大规模调查和研究结果,介绍了美国四种不同类型的硕士研究生教育的目的、特点和各方面的综合评价情况,以期对我国研究生教育的发展有所启发。     

Hebrew Education in the United States: Historical Perspectives and Future Directions

This article sketches the trajectory of Hebrew education in the United States from the early 1900s to the present. Attending to the historiography of Hebrew education, it shows how current curricula and pedagogical approaches have been stamped by historical considerations and language ideologies, how goals and strategies have changed (or remained the same) over time, and how the evolution of the field has been driven both by internal dynamics within the Jewish community and by changes in the broader social and political context of the United States. It concludes with a framework for constructing a meaningful research agenda for the future.     

美国研究生教育发展中的若干关键问题

美国虽然不是世界上最先发展研究生教育的国家,但却是20世纪以来研究生教育最为发达的国家。从19世纪中期现代研究生教育在国内落地生根开始,美国就在业内讨论发展研究生教育的目的,并很快得到各大学的认同及长期落实;在确定目标的基础上,美国大学成为研究生教育发展的主体,它们从理想和现实层面落实研究生教育的目标;与研究生教育相关的其他利益群体,也从维护自身利益出发,积极参与大学关于研究生教育发展方向的讨论。有目标、有行动、有监督的美国研究生教育体系很快就得到了社会各界的认可,并成为世界研究生教育发展的典范。     

The Status of Career and Technical Education Undergraduate and Graduate Programs in the United States

The purpose of this study was to examine undergraduate and graduate student enrollments, course delivery modes, and curricular trends and issues of CTE programs. Based on findings from 139 program/department coordinators, results emphasized that although CTE programs within institutions of higher education have declined in number (Fletcher, Gordon, Asunda, &; Zirkle, 2015 Fletcher, E., &; Djajalaksana, Y. (2015). Instructional strategy preferences in the career and technical education classroom. Journal of Research in Business Education, 57(1), 32–56. [Google Scholar]), student enrollments within those programs have remained steady compared to prior studies (Bruening et al., 2001 Bruening, T., Scanlon, D., Hodes, C., Dhital, P., Shao, X., &; Liu, S. Even so, CTE program/department administrators have articulated that declining student enrollment is a major challenge within their programs. Additionally, the development of online courses and the impact of state/national educational reform initiatives were identified as major curricular trends for CTE programs. Recommendations include the need for CTE faculty to embrace online instruction, and for programs to use broader nomenclature of CTE/Workforce Education, instead of names of more traditional subdisciplines within the field to remain more accessible and sustainable in the future. The condition of undergraduate and graduate CTE programs will likely impact the viability and sustainability of CTE teacher preparation programs, recruitment of a talented and diverse CTE teaching force, continuity of the U.S. teaching workforce, and ability of K–12 teachers to maintain high-quality CTE programs.     

The Future of Graduate Education in the Sociocultural Foundations: History

Numerous and much needed scientific and scholarly improvements have occurred in physical education since the 1960s. The increased specialization, while absolutely necessary for advancing knowledge, has at times been accompanied by the attitude that only certain subdisciplinary areas are important. In general, history and social science areas have been neglected within departments of physical education. Many leading historians have looked to other social sciences, and occasionally to the biological sciences, for insights into the past; an increasing number have written on topics that fall within sport and even within physical education history. The tendency to assign history classes in departments of physical education to faculty who are not themselves productive researchers is criticized. Because so few departments of physical education offer graduate research degrees in history, this subdisciplinary area is in jeopardy. An inadequate understanding of the intellectual origins of professional physical education may also contribute to what seems to be an inability to resolve the specialization/fragmentation issue.

Higher Education: The Experience of the United States

The United States has been well served by its higher education system that, historically, was the product of two philosophies: commitment to the discovery and furtherance of knowledge and fulfillment of the needs of the people. The interaction of these twin philosophies has been tempered by four movements: (i) public control of higher education institutions through boards of trustees; (ii) open admissions for high school graduates; (iii) the university in service to the community; and (iv) the increasing importance of federally funded research. Only in its ability to influence foreign policy formation has American higher education proven itself to be less effective than in the other areas.

本文从研究生的课程设置、教学方式、科研创新能力的培养以及研究生教育的国际化等几个方面对中美研究生的培养模式进行了比较，在此基础上探讨了进一步提高我国研究生培养质量的途径和方法。
