Approaches to Studying Public Library Networked Community Information Initiatives: A Review of the Literature and Overview of a Current Study

In a world characterized by the use of rapidly advancing technology, public libraries are championing the rights of the individual to equitable public access to information provided over the Internet. But beyond general connectivity, libraries are also facilitating citizens' access to networked community information (CI) by actively linking users with relevant sites, by hosting pages for other service providers, and by participating in community networking initiatives. For individuals, the availability of networked CI means that they can access it at anytime and from any place, including the home, office, and public library. This article reviews recent trends in the networked CI literature, including public library involvement, and then discusses a major study underway for which multiple methods are being used to collect data from users, librarians, and service providers in three states. Particular attention is given to explaining the use of theory specification to apply Dervin's sense-making framework in an online environment.     

Providing access to local government information: The nature of public library activity

This article focuses on the problems associated with providing access to local government information. The research on which it is based is from a 1986 survey conducted by the author of 265 public libraries in six library systems in northern Illinois, the largest comparative study of public library providers of local government information conducted to date. Fifty-five active providers of local government information (those that received requests for this information at least every two weeks) were identified: the findings are based on telephone and group interviews with key staff of those libraries. The article examines a variety of methods that might be used to increase access to local government information. It analyzes the nature of requests received and the types of responses given by these libraries. It examines the major problems associated with providing access to local government information and discusses the reasons given by librarians for providing access to local government information sources. The article concludes that a serious local government information gap exists and that librarians who seek to over-come it must articulate a role that addresses the serious barriers that must be overcome before a library can provide meaningful access to local government information.     

Public libraries and the Internet 2007: Issues,implications, and expectations

This article presents an overview of the methods, findings, and the general implications of the 2007 Public Libraries and the Internet study. This annual study has chronicled public libraries' provision of Internet access to patrons and a range of related issues since the early 1990s. The 2007 study focused on the provision and maintenance of Internet access and services, infrastructure issues, community impacts of the technology, training, library technology funding, and e-government roles of public libraries. This article details these findings, exploring how the 2007 data compare to previous studies. It also considers the implications of these comparisons in terms of the levels of service that libraries are able to provide, the challenges that libraries face in providing these services, and the ways in which communities and governments rely on public libraries to guarantee public Internet access.

Customer Satisfaction Management with “Counting Opinion” Surveys

This article tracks how Ajax Library Services, located in suburban Toronto, followed up on its designation as the only ISO‐certified library in North America by its adoption of the computer‐based, computer‐survey tools of Counting Opinions. Use of the online survey tool helped to inspire reforms in customer service, collection development and many other library policies. And, with before and after data reports, library administration could see how the library's users reacted to the changes. This intermixing of quantitative and qualitative data represents a level of customer‐opinion‐and‐data analysis seldom seen in public libraries. Collecting Opinions has expanded its public library analytical utilities to include access to data on additional public libraries so that customers can do statistical rankings to rank their own service levels to other libraries who serve communities with similar demographics.     

中美公共图书馆政府信息服务比较研究

美国图书馆开展政府信息服务历史悠久,健全的法律保障、与政府良好的合作关系、公民的主动参与、完善的利用机制是促进美国图书馆政府信息服务的重要因素。与美国相比,中国图书馆开展政府信息服务的时间短,地区发展不平衡;相关法律、政府信息、服务对象的缺失很大程度上阻碍了中国公共图书馆政府信息服务的开展。中国需要加强相关法律的制订与完善,为图书馆开展政府信息服务创造一个好的环境,此外图书馆自身也要积极参与到政府信息服务这项工作,同时通过努力强化公民的参与意识。     

The Role of Public Libraries in Community Building

King County in Washington State is home to two large urban library systems, King County Library (KCLS) and Seattle Public Library (SPL). KCLS and SPL are effectively building community through their library service. Professionals in the fields of library and information science, public libraries, and community development discuss these successes and the ways that public libraries can build a strong community. Five facets of community building are explored: (1) how libraries serve as a conduit to access information and to learn, (2) how libraries encourage social inclusion and equity, (3) how libraries foster civic engagement, (4) how libraries create a bridge to resources and community involvement, and (5) how libraries promote economic vitality within the community.

Developing an Interdepartmental Training Program for E-Resources Troubleshooting

The purpose of this article is to show how analysis of historical data from reported e-resources access problems at the Georgia State University Library was employed to improve the format and quality of future access problem identification and reportage and to create training for public services staff. The goal of the training was to provide front line staff at public service points with an appropriate level of knowledge, enabling them to either resolve basic issues with patrons in real time, or to report critical information effectively to others, thereby ensuring faster and more accurate problem resolution. The authors discuss the development, delivery, and impact of this ongoing training.
