This is the opening paper given at the Australasian Institute of Tertiary Education Administrators’ Annual Conference, Canberra, 20‐23 September 1990, to begin consideration of the Conference theme, which is the topic of the paper. It proposes notions of professional practice for tertiary education administrators. It draws on the work of organisation theorists and observers to point to the peculiar nature of higher education institutions, and the use of power and influence and the role of administrators within them; and to suggest some aspects of the practice of administration to which administrators ought give professional attention.  相似文献

Contemporary changes to the doctorate mean student researchers are likely to be expected to write differently, write more and more often, and yet, despite a growing interest in doctoral education, we still know relatively little about the teaching and learning practices of students and supervisors vis-a-vis doctoral writing. This paper draws from a research study into the writing experiences of higher degree students and their supervisors in one science, health and technology-based university Faculty. The study used surveys, interviews and focus groups to collect information from students and supervisors about their experiences of doctoral writing and their perceptions about its development. By attending to the writing-related pedagogical practices of supervisors, this article explores how doctoral writing can be the stage for the playing out of tensions over changing roles and identities aggravated by contemporary pressures on doctoral education.  相似文献

This article discusses the creation of space and time for feminist approaches in higher education in the context of shifting community and employment relations and the restructuring of higher education space‐time. It draws on the reflections of three feminist academics concerning aspects of their work biographies in two very different higher education settings. It explores the shift from working in an academic department concerned with community studies to one concerned with education and related employment. The article focuses on the attempt to sustain feminist practices through these changing times and settings and is informed by the work on time and space by Barbara Adam, Henri Lefebvre and Doreen Massey.  相似文献

Journal articles within the field of higher education that focus on college and university administrators, have for the most part, examined topics such as leadership, governance, and institutional effectiveness. Recently, internal and external critics have questioned the ability of college and universities to impact educational outcomes, more specifically student outcomes. In this regard, this study sought to examine how the work of administrators in higher education affects student outcomes. From a systematic review of 10 years of research studies on higher education that focus on administrators as a unit of analysis in higher education, the researchers found that the nexus between the work of administrators and student outcomes was nascent.  相似文献

This paper reports on the second phase of a multi‐country study examining cross cultural perspectives of gender and management in Higher Education Institutions (HEIs). It examines the broader labour market context and legislative frameworks for higher education in each country and then analyses the literature on women in university management. The paper presents the findings of research with male and female senior managers about their perceptions of women as HEI managers within changing organisational and management structures. It concludes that although HEI’s are now largely aware of barriers to women getting into and on in senior management, they have not addressed the organisational structures and cultures that perpetuate this inequity.  相似文献

In 1982, the National Association of Biology Teachers surveyed its membership in order to assess the role and status of women in biology education. Items describing roles, salaries, assignments, professional activities, and sexual bias were included in the survey. This paper compares the responses of male and female biology educators, draws conclusions from the data, and suggests implications for the science education profession. Inequality in several professional areas was revealed. More women than men were single and reported no dependent children. Women exceeded men in both the lower and upper ends of the distribution of years of experience. However, the percentage of men exceeded that of women in most salary brackets beyond $20,000 and more men reported paid consulting opportunities. Men tended to teach at larger institutions and, at all academic levels, more men taught “advanced” classes. More men than women were involved with research activities. However, neither sex felt that the other one received preferential treatment in regard to salary and promotion. The majority of education administrators as well as science and biology faculties were male. However, the recent influx of women into science education positions may produce important changes. It is recommended that a comparative study be conducted in five years.  相似文献

This article draws on case study research in two further education (FE) colleges to explore the ways in which women administrators, lecturers and managers negotiate and construct their (gendered, racialized and classed) identities in the workplace. The context is that of the restructuring of education, the ‘feminization’ of educational management, and debates about the de‐ or re‐professionalization of lecturers. The article illustrates how discourses of femininity are drawn upon in the construction of professional identities, and are used to both perform and resist new worker identities and gendered power relations. Despite optimistic discourses about a ‘female future’, the restructuring of further education does not, as yet, appear to have resulted in any notable challenge to the gendered, racialized and classed FE labour market.  相似文献

This paper reports on research into the operation of English further/higher education, with a focus on the role of partnerships in supporting the massification of higher education. The research draws on the bottom‐up policy implementation tradition to provide analysis of the effects on partnerships of a quasi‐marketised environment. The rationale and effects of market orientated policy are discussed with reference to empirical data from college staff and partnership managers. In employing the concept of the ‘street‐level bureaucrat’ as an agent of policy implementation, this research contributes to the interpretation of policy and partnership which has previously been unexplored within the further/higher education context. Conclusions are drawn with implications for the development of college higher education delivered in partnership.  相似文献

This paper explores the organizational and management consequences of the changing policy environment facing public sector education in England and Wales over the past 10 years. In particular it considers how far arguments about the replacement of older ‘bureau-professional’ forms of organizational order by more ‘managerialist’ forms in the public sector in general can be applied to the specific case of education. The paper begins by reviewing the major policy changes that have affected schools and colleges since 1988. Drawing on published studies from these sectors, it then considers a number of themes: changing roles of senior and middle managers; changes in managerial and organizational culture; and changes in specific aspects of management. Emphasizing the tentative nature of the evidence, the paper identifies some common trends which imply a movement towards managerialism in many institutions. However, it also identifies areas where the position is less clear and suggests a number of factors which may explain differences of experience. It emphasizes the importance of not reifying a previous ‘golden age’ of collegiality and concludes that what is being experienced is a complex and dynamic process of adjustment between old and new organizational and managerial forms.  相似文献

The idea of a ‘third space’ located between academic and professional domains has proven useful in exploring changing academic and professional roles in higher education, including in online learning. However, the role of technology in accounts of third space activity remains under‐explored. Drawing on research into the introduction of Massive Open Online Courses (MOOCs) at three UK higher education institutions, it is argued that both social and technical factors must be considered to understand, plan for and manage the third space roles and structures which emerge in such initiatives. This study focuses on learning designers, confirming that they act as third space ‘blended professionals’ in the somewhat distinctive case of MOOC development. However, it also proposes the concept of a socio‐technical third space in which blended professionals act as hubs in a metaphorical network of activity, using social and technical means to shape their own roles and those of others.  相似文献

Changes in expectations of research education worldwide have seen the rise of new demands beyond supervision and have highlighted the need for academic leadership in research education at a local level. Based on an interview study of those who have taken up local leadership roles in four Australian universities, this paper maps and analyses different dimensions of the emerging leadership role of research education coordination. It argues that while there is increasing clarity of what is required, there are considerable tensions in the nature of the coordination role and how coordination is to be executed. In particular, what leadership roles are appropriate and how can they be positioned effectively within universities? The paper draws on the Integrated Competing Values Framework to focus on the activities of coordination and on ideas of distributed leadership to discuss the leadership that characterises coordination. It is argued that without acknowledgement of the influences that coordinators need to exert and the positioning and support needed to achieve this, the contemporary agenda for research education will not be realised.  相似文献

Just who are ‘administrators’ in UK higher education? The definition of administrators is explored and it is argued that it has changed to become looser. Administrative roles are now much more diverse. Technological changes have created new roles and opportunities with progression opportunities for some staff. The statistical evidence from the Higher Education Statistics Agency is considered. This shows that a large percentage of support staff work in academic cost centres and changes in the numbers and type of staff working in different areas are considered.  相似文献

Higher education administrators believe that revenues are linked to college rankings and act accordingly, particularly those at research universities. Although rankings are clearly influential for many schools and colleges, this fundamental assumption has yet to be tested empirically. Drawing on data from multiple resource providers in higher education, we find that the influence of rankings depends on constituencies?? placement in the higher education field. Resource providers who are vulnerable to the status hierarchy of higher education?C?Ccollege administrators, faculty, alumni, and out-of-state students?C?Care significantly influenced by rankings. Those on the periphery of the organizational field, such as foundations and industry, are largely unaffected. Although rankings are designed largely for stakeholders outside of higher education, their strongest influence is on those within the higher education field.  相似文献

The growing importance of knowledge, research and innovation are changing the social role of universities in the globalized world. One of the most popular concepts used to approach these changes in post-industrial and post-modern societies is the concept of ‘Knowledge Society’. In this paper, we will analyse the roles higher education is expected to play with regard to various knowledge society discourses. We will begin with analyzing the uses of knowledge society as an intellectual device and continue by reflecting on how changes in higher education are related to knowledge society discourses in national, regional and global levels. In the final section we will reflect on current challenges and expectations generated within these discourses for higher education and the implications these expectations have for higher education research.  相似文献

This paper analyzes a significant but virtually unexplored recent development within Canadian higher education, namely the growing importance of research grants to universities and academics. It addresses three main questions. First, the paper examines why and how research grants are becoming more important to Canadian universities and academics, focusing in particular on the role played by federal higher education policy. Next, it explores how the growing importance of research grants is transforming relations between and among the key players in Canadian higher education and academic research, including university administrators, academics, government, and the broader community. The paper’s final section takes up some of the actual and potential implications of these changes and raises concerns about detrimental effects on Canada’s universities and citizens. Recent changes in European higher education have accompanied a strong desire and need by national ministries to have comparable data across institutions and a growing recognition from campus leaders that effective planning and decision-making requires reliable institutional data and analyses. This has induced changes and restructuring of duties and roles of administration, administrative staff and academic staff. In North America, internal institutional data analysis is often referred to as institutional research. We examine the roles and functions of institutional research within North America and how the changes within European higher education have created a purpose for institutional research. Specifically, we explore the topical areas of institutional assessment, data management, institutional governance, as well asthe changing identity of academic professionals within European universities. Within our examination, we explore in-depth one European country’s higher education system to demonstrate how history, culture and legislative changes manifest into a need for institutional research.  相似文献
