Have the changes introduced by the 2004 Higher Education Act made higher education admissions in England wider and fairer?

‘Widening participation’ and ‘fair access’ have been contested policy areas in English higher education since at least the early 1990s. They were key facets of the 2003 White Paper – The Future of Higher Education – and the subsequent 2004 Higher Education Act, with stated objectives that the reach of higher education should be wider and fairer. In particular, there has been considerable concern about admissions to ‘top universities’, which have remained socially as well as academically exclusive. The principal policy tools used by the Act were the introduction of variable tuition fees, expanded student grants, discretionary bursaries and the new Office for Fair Access (OFFA). This paper draws on publicly available statistics to assess whether the changes implemented by the 2004 Office for Fair Access (OFFA). 2004. Producing Access Agreements: OFFA guidance to institutions, Bristol: OFFA.  [Google Scholar] Act have indeed made access to English higher education wider and fairer in relation to young people progressing from state schools and colleges and from lower socio‐economic groups. It concludes that, while there is some evidence for modest improvements, these have been concentrated outside the ‘top universities’, which have seen slippage relative to the rest of the sector. The paper concludes with a discussion of the reasons why financial inducements appear to be a flawed and naive approach to influencing student demand.

基于.net和XML的数据移植的实现

TACACS（Terminal Access Controller Access Control System)是网络运营服务商（ISP）管理拨号用户授权认证的一种技术方法,该方法允许一个拨号用户使用用户名和密码向ISP的TACACS认证服务请求数据并接受回应。该文主要描述了TACACS协议的通信机制及其在FreeBSD Unix操作系统和CISCO路由环境下的实现。     

利用协调度评价模型评价城市土地利用状况——以广东梅州市为例

衡量城市土地利用是否协调,需要对城市土地利用系数进行定量的科学评价,而首要的就是要建立城市土地利用综合评价模型和一套评价指标体系。通过建立协调度评价模型和评价指标体系阐述该模型在城市土地利用方面的应用,并以广东梅州市为例进行分析,得到土地利用的协调度为0.586 9,说明全市土地利用系统处于基本协调。另外,本文还对广东梅州市城市土地利用合理协调发展提出了做好城市土地利用规划,建立有效的城市土地利用机制,优化土地利用结构的建议。     

Item validation of online postsecondary courses: rating the proximity between similarity and dissimilarity among item pairs (Validation study series I: multidimensional scaling)

The purpose of this study was to identify and validate items applicable to evaluating online courses at the postsecondary level. Items were derived from a review of the literature. Four judges rated the similarity of the items by making pair-wise comparisons utilizing multidimensional scaling (MDS). The study consisted of five stages. Stage I involved identifying items. Stage II involved validating items. Stage III involved sampling. Stage IV involved developing an online MDS instrument accommodating the 4,851 ([99 * 98]/2) pair-wise comparisons and rating them. Stage V involved data collection and analysis. The results of the MDS study indicated a three-dimensional solution (Accessibility, Adaptability, and Clarity of Communication) as the appropriate model for analysis. The three-dimensional solution indicated .24222 for the fit values of STRESS and .74 for R-squared. Four clusters were identified as Contextual Accommodation, Instructional Access, Guided Learning, and Organizational Clarity.

Access是微软office软件的成员之一,它提供了多个内置对象,可以利用这些对象进行中小型的项目开发,一方面可以开发出不亚于其它大型开发平台所开发的项目;另一方面,利用Access内置对象开发项目更快速,对于开发者和计算机的要求更低.本研究通过实际的应用来说明Access内置对象的使用方法,结果显示,对于一般的中小型项目,选择Access作为开发平台是完全可以胜任的,是一种高性价比的选择.     

Access and targeting: an exploration of a contradiction

To attempt to understand Access to Higher Education provision as an educational social movement is to become caught up in a dialectial dilemma. Is Access allied to the older radical traditions of adult education through a collective emancipatory role or is its role to serve the educational needs of the individual student and/or the economic needs of society? Research carried out at the University of Exeter has shown that while there is a strong rhetoric within the Access movement that supports the more emancipatory approach, practitioners contradict this when questioned about the prime purpose of Access. Gramsci's theory of cultural hegemony can be used to address this contradiction by examining how sub‐cultures, such as the group of Access practitioners, create a mosaic of meaning or a reality map which is drawn from the conflicting ideologies which surround them.
