教师继续教育的校本化取向,是教师继续教育由非校本为主转向由教师所在学校为主的一种重要发展取向。校本化教师继续教育以其鲜明的特征和独特的功能成为教师继续教育持续发展的主导取向和自然选择。国内外各具特点的培训模式为实现教师继续教育校本化提供了多种范式。要拓宽教师继续教育改革的思路,研究和解决教师继续教育校本化进程中出现的问题,逐渐形成校本化教师继续教育体系,为教师继续教育的持续发展开辟出更为广阔的空间。     

发达国家中小学教师继续教育的法规保障机制

发达国家运用法律手段确保中小学新任教师和在职教师的培训制度化；运用聘任制度、带薪休假制度以及把教师在职进修与晋级加薪联系起来等措施，激励中小学教师参加继续教育。此外，它们依法确保对中小学教师继续教育的经费投入，使中小学教师继续教育能够顺利展开并取得实效。

教师继续教育是落实教师持续发展的载体,构建基于学分银行的教师继续教育模式,是解决现有教师继续教育形式分散、内容零碎等问题的有效途径。解构基于学分银行的继续教育模式可以发现,其核心特征包括持续化、系统化、个性化、双向互动化和同伴协同化,运行要素是教师能力标准、继续教育资源、学分银行信息平台、学分银行参与机制及质量保证机制,并通过学分银行的标准与工作模式形成相互关系的整体,数据在运行过程中扮演调节作用。要实现基于学分银行的教师继续教育,可按照系统化、过程化等基本要求构建四级教师能力标准体系,完善教师继续教育资源供给机制,逐步实施教师学习成果认证、积累与转换制度,以局部试点渐进推进教师参与学分银行的工作机制。

高校成人继续教育工作必须为成人的职业和岗位不断更新和变换的社会现实服务,这是一个大趋势。这就要求我们的高校成人继续教育工作必须确立面向社会的新模式,按从业人员的职业和岗位群的需要来设置教学体系,突出现代性来建立动态的课程体系,从而使成人继续教育真正为推进学习化社会和建立终身教育体系服务。

当前的教师专业化是在现代性的社会背景中展开的。现代性对教师专业化的制约表现在三个方面:通过科学知识型对教育科学和教师职业缄默知识的贬抑,使教师专业化陷入知识困境;通过科层制对教师专业自主权的约束,使教师专业化陷入权力困境;通过工具理性、规范伦理对德性伦理的边缘化,使教师专业化陷入伦理困境。面对西方已经出现的现代性给教师专业化造成的困境,中国应当反思现代性的发展道路和技能化的教师专业化路径,而不宜盲目模仿西方。
