In this paper, we examine how ethnically diverse, inclusive schools manage their legitimacy in an educational quasi‐market. These schools are often threatened with a loss of legitimacy as ethnic majority parents perceive an ethnically diverse student population and radical pedagogical practices as signs of lower quality education. However, precisely legitimacy in the eyes of ethnic majority parents is crucial to acquire resources, motivate staff members and maintain their ability to offer quality education, necessary to minimize the majority–minority educational attainment gap in the long run. Drawing on a theoretical approach combining neo‐institutional and impression management theories, we empirically investigate how four ethnically diverse, inclusive secondary schools embedded in the highly exclusive Flemish educational quasi‐market manage their legitimacy. Comparing their legitimacy management strategies, we find that maintaining legitimacy is related to (1) formally conforming to dominant norms, decoupling their radical practices by relegating them to the informal sphere; and (2) proactively manipulating perceptions of the school's ethnic diversity and radical pedagogical practices. However, our findings suggest that an ambiguous version of these strategies might be sufficient to achieve this aim.  相似文献

Even though choice is not officially a feature in the German primary school system, some parents intervene in determining which school their child attends. Especially in urban contexts, the informal school market is growing. This demand is based on promises with respect to a certain quality of education as well as on issues that prevail in certain inner city schools. In looking at Berlin, as a global city, this article shows how contrary school choice practices gain traction in the face of ‘cultural differences’ that those practices produce discursively. Cultural semantics are activated with regard to the composition of the student body, when parents chose schools with a bilingual profile, but also when parents engage in the practice of ‘group enrolment’ into schools in inner city hotspots perceived as problematic. Our research shows how school choice practices may become acceptable despite being a public taboo, if parents argue by appeal to ‘cultural differences’.  相似文献

Market principles now dominate the education and social policies of many Anglophone countries, including Australia, but articulate differentially within specific contexts. Existing historical legacies, local economic and social conditions, and geographical settings interact with federal and state funding and transport policies to shape the nature of regional education markets and the choices families make in a rural school market in Australia. Through two school case studies, this article explores the effects of policy shifts on parental choice and student movement within a regional Victorian community. Informed by policy sociology, the article views the policy as a dynamic, often ad hoc process with contradictory effects. It indicates how an ensemble of federal and state funding and conveyancing policies enable some schools to develop marketing practices that reconstruct the local education market to their advantage through the introduction of transport and flexi-boarding policies. It demonstrates that education markets are not confined to urban settings and that while choice is not a new phenomenon in this rural area, federal and state funding and transport policies have reconfigured local markets and intensified the market work undertaken by schools and parents with, in this instance, unequal effects on the provision of schooling in a rural region.  相似文献

ABSTRACT

Drawing upon Aihwa Ong’s concept of ‘neoliberalism as exception’, this paper explores how the education authority in Shanghai capitalises on neoliberal knowledge, techniques and logics to address local challenges. Through the creation of ‘new high-quality schools’ that is accompanied by a new assessment system, the authority hopes to persuade parents to choose non-elite schools instead of prestigious schools that excel in academic performance. The neoliberal strategy of school choice is supported by the policy of school autonomy for educators to go beyond test scores to promote holistic development in students. The paper underlines the indigenisation of neoliberalism through policy dynamics where multiple educational stakeholders interact with and mutually influence one another. By highlighting ‘neoliberalism with Chinese characteristics’ in Shanghai, this study demonstrates how neoliberalism coexists with state forms, cultural norms and social practices in a particular locality.  相似文献

Current national reforms in Australian higher education have prioritised efforts to reduce educational disadvantage within a vernacular expression of neoliberal education policy. Student-equity policy in universities is enmeshed in a set of competitive student recruitment relations. This raises practice-based tensions as universities strive to meet specific institutional targets for low-socio-economic status (SES) and Indigenous student participation, whilst broadening participation more generally within the sector. This paper seeks empirically to trace the activation and appropriation of federal policy through two sites of higher education policy practices: a state government-sponsored equity practitioner body and two differently positioned universities, Dawson and McIllwraith, as they engage with low-SES schools. Working together Dorothy Smith’s insights into the textually mediated activation of local practices, Levinson and colleagues’ concept of the local appropriation of authorised policy, and Bourdieu’s notion of the contested field, we demonstrate that the generation of state level and institutionally specific policies for student-equity practices not only articulates to federal policy, but also appropriates the ruling relations of mandated policy. Further, the scope of these creative local appropriations is organised within a hierarchical academic field through which particular institutional imperatives, as well as the needs of low-SES students, are negotiated. The analysis demonstrates the vernacularisation of policy in the national rearticulation of global discourses, in appropriation at the level of the state body and in the practices of equity workers.  相似文献

In this paper, the focus is upon daily school practices in Junior Secondary Schools in Ghana and Botswana. The data from 12 ethnographic case studies have been used to explore how the institution of schooling is gendered. The analysis focuses predominantly on the informal practices of the hidden curriculum through a theoretical perspective that highlights these institutional processes as significant to the production of gender/sexual identities. Remarkable similarities in the pervasive and inequitable gender/sexual practices within schools across country contexts are discussed in three key areas: school management and duties, gender space and gender violence. These discussions of everyday school life illustrate the ways in which both normative institutional practices and human agency produce and regulate gender/sexual identities. This micro-level analysis provides important substantive and methodological insights into what goes on inside schools and into the contexts and experiences of schooling that are significant to policy discourses of gender, education and development.  相似文献

Refugee youth attend schools in every state in the United States. Yet, little is known about their schooling experiences or the ways in which schools engage their parents. In this paper, we resituate notions of parent involvement by focusing on the interactions between refugee parents and U.S. schools Drawing on data collected during a twenty-six month ethnography of refugees in a Northeastern city, we examine how the influx of refugee students into one school district, not only changes the district’s student demographics, but also leads to policy changes mediated by the repositioning of refugee parents’ involvement in decision-making at one public school, and a reconfiguring of the school leadership advisory team. We document the ways in which refugee parents, when joined with others, engage in what Das Gupta (2006) calls space-making, or the process by which transnational migrants make spaces for themselves within, between, and outside of existing policies, practices, assumptions, and expectations. We show refugee parents advocating for themselves and their children, and working with teachers and community members to navigate uncertain and unfamiliar educational spaces and to build new, more adequate spaces for the emergent needs of a school with changing demographics.  相似文献

This paper uses one national case to illustrate how diverse ideological agendas of central state agencies contest the discursive space within which major education policy reforms are developed. In Aotearoa New Zealand in 1988, ‘self‐managed’ schools were promoted ostensibly to allow parents more say in their children’s education and local school administration. The Tomorrow’s Schools reform policy texts included an existing social democratic partnership rhetoric, positioning principals as professional leaders working collaboratively with elected parent boards of trustees. However, the new ideology of ‘parental choice’ of school within a local schooling marketplace, underpinned by a chief executive or market managerial model of principalship, was later operationalised through mechanisms of ‘steerage’ from the centre. To explain this shift, we examine selected policy text pre‐cursors to the reforms and identify how contrasting forms of ‘principal’ and ‘teacher’ identity emerged within social democratic, neo‐liberal and market managerial ideologies. We further show that while radical (Treasury) market liberal arguments for labour market deregulation and consumer choice failed to gain widespread support, the State Services Commission preferred market managerialist strategies for promoting public accountability of schools (based on aggregate student achievement outcome data and centrally determined national educational priorities) were successfully embedded during the 1990s.  相似文献

Policy reflects and shapes society's beliefs about schools, teachers, children, learning, and society, as well as the power structures embedded in our communities and decision-making processes. Although teachers may be central to the implementation of education policy, they are marginal to the design of policy agendas and text, especially around issues of teaching and learning. Their absence in the policymaking process creates a disconnect between the goals and design of education policy and the actual lived challenges of implementation. In examining the dynamics in this critical disconnect, we address the following research questions: How do institutional norms and routines affect teachers' agency in the policymaking process? Following this research question is our action question: How do we support conditions that support teachers as policy agents? We draw on qualitative data from two sites (West Virginia and Wisconsin) where K–12 teachers partnered with university researchers in a range of capacity-building efforts. Analysis illustrates how teachers interact with certain institutional norms that make it hard to engage in policy design. Based on our findings, we discuss how a teacher–university partnership can better support the conditions that facilitate greater teacher agency in thinking, talking, and acting on policy.  相似文献

Since 1992, the quality daily national press in England has published the examination results of secondary schools. In this paper, we discuss the policy context, the results that are published, how they are used by parents making preferences for secondary schools and the consequences of their publication. Overall, the publication of examination results has created a range of incentives for those in the education market place. These incentives serve to strengthen the position of certain categories of pupils on the one hand and certain types of schools on the other. The findings are discussed in the context of the Labour Government's focus on those at risk of social exclusion. Modified and additional indicators are proposed to mitigate the effects of the newly created quasi-market in education. 'League tables' are here to stay, for once information is in the public domain it cannot easily be suppressed.  相似文献

In this paper I explore how learning strategies based on competition and zero-sum thinking are inscribed into the dynamics of classroom interaction shaping relations between high-achieving pupils, and link elements of these practices to market trends in British education policy discourse. A detour through the politico-historical negotiations shaping relations between neo-liberal governance and education is initially sketched out, bringing into focus how the proliferation of policy discourses of consumerism and marketisation aim to facilitate and shape the conduct of persons in classroom settings. Drawing on ethnographic observation data taken from a study of two London comprehensive secondary schools, I then outline how pupils are incited to behave as competitive strategists in the classroom and reflect on the gender constructions underpinning these performances and their slippery dynamics.  相似文献

Recent inclusive policy directives and advice offered to schools strongly recommend special/support teachers to expand their role and extend their duties. In light of this, we investigated how Greek secondary special/support teachers perceive and experience their role, work profile and the challenges they encounter. Qualitative analysis revealed that participants perceived their role as multidimensional, but focused on its reactive rather than proactive aspect. Role ambiguity, confusing expectations, lack of collaboration and the devalued position within the teaching staff of the school were some of the complexities reported. The findings are discussed in terms of their implications for advancing teachers’ professional development and promoting inclusive practices within secondary education schools.  相似文献

This paper critically examines the array of policy approaches that have been adopted in the field of special needs education in Scotland over recent years. These are characterized in the following ways: (1) supporting or changing the child—an individualized approach; (2) making schools inclusive for all—a systems approach; (3) challenging the mainstream—an anti‐discrimination approach. Each approach creates different distributions of power, accountability and resource allocation. They formulate categories and eligibility requirements that can both include and exclude children (and their parents), and create rights and duties with varied potential and limitations. Thus, the policy approaches may aver their promotion of inclusion but, in fact, they create a new quilt of inclusive and exclusive policies and practice. This is further examined through the analysis of official statistics, which suggests that there has been little difference in the proportion of children who are excluded spatially from mainstream schools and classrooms. Recent legislation, the Education (Additional Support for Learning) (Scotland) Act 2004, claims to underpin a radical new approach to promoting inclusion. However, many features of the Act suggest that it will reinforce the power of professional groups, rather than investing more power in children and their parents. There is a real danger that, whilst policy frameworks shift, practices remain the same as a result of inertia and resistance to change.  相似文献

Relying on Bronfenbrenner’s ecological model, this paper attempts to identify school-level factors that contribute to effective implementation of inclusive education. We also explored how government policy, with emphasis on individual education plans, school teams, Roma assistants and inter-sectorial committees, is implemented at the school level. Qualitative data were collected from various informants (students, parents, teachers, school associates, Roma assistants and local community representatives) in five schools selected on the basis of regional distribution and success in supporting diverse student needs. Two core categories of school-level facilitators were generated: inclusive practices and inclusive culture. Within the first category, which refers to concrete actions and relationships in the school and local community, five themes emerged: individualisation and use of individual education plans; cooperation between teachers and school inclusive education expert team; cooperation with internal and external specialists; cooperation with parents, and cooperation with the local community. The second category, which reflects beliefs, values and implicit school norms, was further divided into five subcategories: willingness for life-long learning; proactive stance; sense of teamwork; sophisticated personal philosophies of development and learning; and acceptance of difference. We concluded that successful schools have developed into professional learning communities. Finally, recommendations for improving relevant practices were provided.  相似文献

This paper is a discussion of how the educational attitudes, perspectives and experiences of young South Asian women in schools and colleges in the city of Birmingham, UK, are affected by domestic religio-cultural norms and values. Taking into consideration social class and the different types of schools they attend, young South Asian women were interviewed and surveyed to ascertain the effects of religion and culture upon education. The empirical findings show that all young South Asian women had supportive parents who actively encouraged them in education, irrespective of religion. For young Muslim women a strong bond between religion and individual was found, but for Hindus and Sikhs it was more tentative. For young working-class South Asian women, Hindus and Sikhs also regarded religion as less significant in their lives, but for Muslims it was again seen as crucial--but certain practices were argued to be more cultural than religious, and thereby problematic. For some young South Asian Muslim women, it leads to further marginalisation in education, given that they also originate from lower social class positions.  相似文献

The purpose of this study was to examine the perceptions of preschool administrators and parents about preschool movement education and movement practices in preschools. Participants were 8 preschool administrators and 21 parents from 8 randomly selected private preschools in one of the municipalities in Ankara, Turkey. Semi-structured interviews, field visits, and observations were conducted, and written documents were collected. The findings indicate that preschool administrators and parents have limited content knowledge in movement education. Movement education practices were not aligned with physical-education goals for these schools. Children’s participation in organized sport activities is valued more as an extracurricular activity by administrators and parents. Limited indoor/outdoor spaces for movement activities seem to be among the limiting factors for movement education practices. To conclude, there is an immediate need to improve preschool administrators’ and parents’ knowledge of movement education and to enhance preschool facilities to ensure quality movement education.  相似文献

This article investigates inclusive education practices in schools under the jurisdiction of Thai local government through a study of schools in Khon Kaen Municipality in Northeastern Thailand. Thailand’s 1997 Constitution and 1999 National Education Act both legislated that the educational system must become inclusive, and under these laws schools are required to admit all groups of children, including children with special educational needs (SEN). This study sheds light on the situation of inclusive education in schools with regard to administrators’ policy implementation, teachers’ practices, and parents’ perception of inclusive education management. The findings derive from a survey of 11 school administrators, 114 teachers, and 274 parents (of 137 regular and 137 students with SEN), together with six focus groups with administrators and teachers from six schools. The results demonstrate that most school leaders support inclusive classrooms, most teachers are willing to work with SEN students, and parents of regular students accept the concept of inclusion. Actual practices of inclusive education vary, however, depending upon the perception of administrators and the will of the teachers to implement inclusive education. Furthermore, the results demonstrate that the policy of the municipality may have resulted in the development of inclusive practices in schools under its jurisdiction.  相似文献

Abstract

Children’s sexuality education continues to be plagued with tensions and controversies. In consequence, children’s access to sexuality education is severely compromised, especially in terms of the time dedicated to this topic, the content addressed, how it is taught and by whom. Based on a study of 342 Australian parents of primary school aged children we explore: (i) parents’ perceptions of the relevance and importance of sexuality education to their primary school aged children and the discourses that inform their perspectives; (ii) parents’ views on who should be responsible for the sexuality education of young children; (iii) whether there are certain aspects of sexuality education considered more appropriate for the family to address with children; and (iv) what the implications of these findings are for sexuality education policy and practice in Australian primary schooling. Despite the controversial nature of the topic, the majority of parents in this study believed sexuality education was relevant and important to primary school children and that it should be a collaborative approach between families and schools. However, some parents/carers acknowledged that while that they believed that some topics should only be addressed at home they also indicated that this often does not happen.  相似文献

The 1990s saw considerable structural reform in school education in many Anglophone nation states, marked by trends towards school-based, site-based, self-managing and self-governing schools. This article illustrates through a case study of educational restructuring in Victoria, Australia, how leadership, as a discursive practice, is redefined in the context of spatial and cultural restructuring. Restructuring produced a spatial redistribution of educational provision and individual opportunities as a result of structural adjustment reforms. These same policy moves towards post-welfarism also produced cultural shifts in attitudes to education with the rise of the new instrumentalism and entrepeneurialism. For school principals at the forefront of self managing schools, this meant shifts in resource distribution through new policy mechanisms of managerial and market accountability, and also new priorities impacting on leadership practices with a move from dialogic to decisional modes of management. The question is how recent policy moves towards learning networks and reinventing systematic support with a focus on locational disadvantage are addressing what were increased educational disparities between schools and students. Does this provide scope for more equity-driven leadership practices?  相似文献

A breadth of research explores gendered professional identities, practices and spaces across a range of UK educational institutions. One focus has been on links between gender, care and education in early years settings and primary schools, although less attention has been given to caring within secondary schools. Drawing on qualitative research conducted in London within an in-school seclusion unit, this article brings together a Lefebvrian conceptualisation of space with feminist theorisations of care to explore how the unit (conceived as a space of control, discipline and punishment) also became an unlikely space of care. In doing so, the article explores complex intersections between gender and care and how everyday caring practices in schools are inextricably linked to and embedded within broader institutional and spatial agendas and processes.  相似文献
