In its recent review, the Australian Commonwealth Tertiary Education Commission made a series of recommendations regarding the rationalisation of the provision of external studies. Here, Mavis Kelly, of the School of External Studies and Continuing Education at the University of Queensland, argues that these recommendations will serve to maintain the distinctions between distance and face‐to‐face education, while greater convergence in practice and further development of integrated modes of provision are what is really needed.  相似文献

Changes in society and government have increased concerns of low participation and involvement by people, especially the young, in the political process and decision-making. As a result, citizenship has become a focus of recent curriculum developments in many countries. In Scotland, ‘Values and Citizenship’ has been made one of the Scottish Executive's national priorities for education and is linked to the major national initiative, ‘Education for Citizenship’. This is seen as encouraging pupils to make informed choices and decisions and to take action, individually and as part of the community. More recently, A curriculum for excellence 3–18 (SEED 2004 Shucksmith, J. and Spratt, J. 2001. Education for citizenship in Scotland: An analysis of responses to the consultation paper, Aberdeen: University of Aberdeen.  [Google Scholar]) placed promoting responsible citizenship at the heart of the curriculum. This article reports on the extent to which a sample of Scottish schools was making progress towards developing education for citizenship, the strategies they developed and the barriers encountered in this implementation. For more than a decade, LEAs have been under pressure to close schools. During this period the scale of contraction in school provision has been substantial but has nevertheless lagged behind DES expectations. This paper is concerned with the selection of schools for closure or amalgamation and examines in detail the procedures adopted and the proposals advanced in one LEA. While existing evidence suggests that the selection of schools for closure has generally been less than rational, the case selected is an example of what has been officially described as ‘strategic planning’ and ‘good practice’. Policy statements, criteria for selecting schools, and the characteristics of schools earmarked for closure are compared to assess the relationship between theory and practice. In practice, the criteria cited by the LEA were generally not capable of strict application. In addition, unstated criteria, notably school size, appear to have been significant. Thus, the LEA's proposals did not correspond directly to its own stated policy. Further, the extent to which the procedure adopted by the LEA conformed to notions of rational planning was limited. Current legislation is likely to reduce still further the ability of LEAs to produce rational schemes of contraction.  相似文献

This paper looks at how personal struggles associated with the overseas setting caused changes in the intercultural perspective of 30 Anglophone educators working in international schools. Situated within a social constructivist framework, interview methods were utilised to build a collective narrative shared by educators. Findings reveal that although prolonged exposure to new cultural norms elicited changes in intercultural perspective, these changes were not related to traditional notions of cultural immersion but – rather paradoxically – to educators' inability to integrate into the host cultures. Obstacles educators faced while abroad included a lack of language proficiency, living in countries that were sometimes antithetical to Western ideals and discriminatory practices based on national and/or race affiliation.  相似文献

The contextual precept of this paper is to re-theorise inclusive education beyond technical rational solutions to the ‘problem’ of disability. Drawing on Foucauldian and critical disability theories, I make the case for the analysis of inclusive schooling through the lens of students’ ‘included’ subjectivities – notwithstanding the presence of diagnosed special educational needs. I contend that there is a theoretical mismatch between humanist inclusive schooling and the posthumanist position of disability: an epistemic fissure that impedes inclusive development. Through analysis of the voices of students with disabilities from two different schooling contexts in Australia and Spain, I demonstrate how fragmented virtues of normalcy suffused their subjectivities. I conclude the paper with a discussion of the roles that DisHuman disability studies might play in recasting inclusive schooling by troubling normative discourse.  相似文献

Based on a study of 1689 high school teachers across 132 high schools in 12 countries, this paper discusses their views on spirituality for high school adolescents. In general, they favoured spirituality for adolescents and its inclusion in the curriculum. Specifically teachers from European countries, US, Canada and Australia attested the relational consciousness aspect of spirituality, which enabled adolescents to form and preserve meaningful social relationships and build their altruistic potential. Log regression analysis showed that spiritual assessment of adolescents was perceived as comprehending their spiritual starting point, specifically by those from European countries, US, Canada and Australia. Further, they perceived spirituality as an integral part of the moral science and value education curriculum, with the main curricular objective as cultivating adolescents’ spiritual sensibilities and mindfulness. The study provides the nuances of such as curriculum on spirituality in the high schools in terms of knowledge, skills and attitude components.  相似文献

This paper draws on the ‘accidental’ results of a UK national survey of school libraries to explore how school librarians can contribute to student pastoral care. Although the survey did not ask specific questions about student social development, responding librarians identified three key aspects of their contribution: support for learning; maintaining a safe and secure environment; and providing individual support. The librarian’s role in these aspects of social development support are described and then elaborated into three approaches to the pastoral role: ‘play it down’; promote the social role of libraries within the school; or focus on the pastoral needs of individuals. Views are then offered on how school managers, teachers and school librarians themselves can build on the existing pastoral role in a context where there is no statutory requirement to provide school libraries and where library development is heavily dependent upon the vision of the school senior leadership team.  相似文献

ABSTRACT

This paper explores the challenging situation faced by teachers as professionals and members of the community in Aceh, Indonesia during the province's civil war. It reveals how teachers’ sense of agency during this period was deeply influenced by the economic/material, political and socio-cultural condition at that time – conditions and experiences which today have bearing on a place for teachers in the post-conflict peace-building process occurring in the province. During the conflict, teachers struggled to balance their strategic societal positioning – as civil servants and community members – and found themselves caught in the middle of a complex range of hegemonic and counter-hegemonic forces at play. This position of constraint, we argue, limited the ability of teachers to act as peace-builders during the conflict, and continues to influence teachers’ ability to function in such ways today.  相似文献

In this article I describe my interaction as an English for academic purposes (EAP) practitioner with a supervisor and her two postgraduate international students, both of whom were second language speakers of English (L2). Because of linguistic and relationship issues the supervisory experience for the parties was challenging and frustrating. I discuss the implications of this research and suggest that while linguistic difficulties impact negatively on the supervisory relationship this is exacerbated by the differing assumptions and expectations of the stakeholders. I argue, however, that what is regarded as ‘acceptable’ English at our institutions has not been sufficiently interrogated and the belief that English as a native language (ENL) is the only acceptable variety of English needs further investigation. Such an investigation needs to take place in a forum where the less powerful voices of the EAP practitioners and the students will not be marginalised.  相似文献

In Jordan, gender equality is often depicted as an important social concern in policy texts, national media, and reports by international development institutions. In these reports, ‘gender' is often synonymous with ‘women’, and efforts are directed to improving parity in social and economic outcomes. This article argues that males are often overlooked or invisible in such accounts, and are more readily visible as obstacles to gender equality or embodiments of masculine crisis. Drawing upon ethnographic work in two government high schools for boys, I analyse everyday practices and social experiences of male students and teachers in schools to argue that they constitute an overlooked site to analyse the construction of gendered subjectivities. Mainstream accounts fail to account for how schooling is constitutive of gender struggle for boys, and how this struggle is connected to the changing nature of social membership in Jordan spurred in part by social and economic pressures.  相似文献

The aim of this study is to explore teachers’ attitudes towards the shift to English as a medium of instruction in Qatari Independent schools. It focuses on the advantages and disadvantages of this approach for teachers and students, and the challenges they face in the process of its implementation. Data for the study were collected by means of a questionnaire and follow-up interviews. Findings point to teachers’ beliefs that while the approach has benefited them and their students, it is a challenging process. The challenges teachers face are organizational in nature relating to ineffective planning for the introduction of the change, lack of teacher preparedness for its implementation, and parents’ resistance to this change. These results have implications for teacher training in the Qatari context and for planning of the introduction of change in English as a Second Language or English as a Foreign Language contexts.  相似文献

In contemporary times, corporate philanthropy is positioned as an effective means to ‘solve’ a variety of social problems. Childhood obesity is one such ‘problem’ that has captured the interests of schools, corporations, industry groups and a number of ‘not-for-profit’ players. In this paper, I critically examine how the private sector uses the notion of philanthropy to shape school-based solutions to obesity and unhealthy lifestyles. By conducting a critical ethnography in two New Zealand primary schools and drawing on Foucauldian notions of government and ‘practices of assemblage’, I illuminate how a number of organisations officially planned to employ philanthropy as a means to govern others, as well as what actually happened when these plans met their intended targets: children, teachers and principals. Although corporations, charities and schools were assembled together through their combined ‘will to give’, the notion of philanthropy helped to re-assemble and re-invent private sector organisations so that they were seen to be socially responsible, healthy, and even educational. Philanthropy also worked to mask private sector players less altruistic interests: branding, public relations strategies, avoidance of stricter regulations and legislation, and the desire to profit.  相似文献

In Sweden, calls for partnership between state institutions and local communities punctuate discussions of a number of areas of public policy. In this article, the discourse of partnership is analyzed in recent developments in Swedish educational policy, and particularly the involvement of ‘immigrant parents’ as partners collaborating with the school. In the article it is argued that, in partnerships between the school and ‘immigrant parents’, the ‘rules of the game’ are most often dictated by one of the partners (i.e. the Swedish school). Here, ‘immigrant parents’ are by various techniques being ‘measured’ and exhorted to adapt to an imagined ‘Swedish normality’, in order to become a ‘responsible’ parent and equal partner.  相似文献

In Australia and internationally, the well-being of children and young people is a core focus of social policy, with a growing imperative to locate well-being within the sphere of education. However, the term ‘well-being’ remains ambiguous and the implementation of educational approaches to promote and improve it appears fragmented and ad hoc. In Australia, little is known about how well-being is understood and supported in schools, particularly from the perspective of students themselves. This article reports on key findings from an ambitious mixed-methods study funded by the Australian Research Council that investigated conceptualisations and practices around well-being in schools. Underpinned by theoretical interests linked to Childhood Studies and recognition theory, the research investigated policy, student and staff perspectives on well-being. The findings point to the key role of relationships, providing considerable scope for analysing the salience of Honneth’s modes of recognition for well-being in schools.  相似文献

This paper presents an historical overview of issues around the language of instruction and the curriculum of mother‐tongue education for the Swedish‐speaking minority in Finland during the half‐century after the establishment of the public school in 1866. In a linguistic‐ and culturally‐diverse society like that of Finland it has not been self‐evident that the question of language as a medium of instruction and as a school subject would be understood and shared in the same way by Finns and Swedes. This paper focuses on two collective themes, homogenization and differentiation. Homogenization stands for forces aiming at securing equal opportunities for education, regardless of vernacular languages and cultures. Differentiation refers to the possibility of accommodating the education to specific needs of the Swedish‐speaking population.  相似文献

Large quantities of data are now being generated, collated and processed within schools through computerised systems and other digital technologies. In response to growing concerns over the efficiency and equity of how these data are used, the concept of ‘open data’ has emerged as a potential means of using digital technology to democratise data access and use within whole school communities. Drawing on participatory design research in two Australian secondary schools, this paper explores the possibilities of making existing school data openly available in digitised form for teachers, administrators and students to access, interpret and use. The results of these interventions – while only partially successful – provide valuable insights into the technical, informatic, organisational and social issues surrounding the use of data in schools. The paper concludes by considering the practical and theoretical limitations of attempting to democratise data engagement within school settings.  相似文献

This paper provides a case study of the Centre for Independent Studies (CIS) in Australia with a focus on its education policy work, specifically the report, School funding on a budget (SFoB). CIS is a conservative right wing advocacy think tank, established in 1976 in the aftermath of the Whitlam government’s policy activism, framed by classical liberalism or neoliberalism with a provenance in the political economy of Hayek and Friedman. As such, it is committed to smaller government, individual responsibility and more market driven solutions to social problems. CIS gives more emphasis to academic research than other think tanks of its kind. This paper theorises think tanks as hybrid, boundary spanning organisations that work across academic, media, political and economic fields. An argument is proffered that it is the restructured state, with its loss of research capacity and fast policy making, which has strengthened opportunities for think tank influence across the policy cycle in education. With SFoB, CIS used a political moment, the first Abbott federal government budget focused on ‘budget repair’, to argue a case for reducing government educational expenditure as a percentage of GDP in the long term. That policy moment was used for recommending the abolition of the federal department of education and further dismantling of public schooling. SFoB is shown to be exemplary of the conservative advocacy think tank report genre in its usage of ‘mediatized’ language, surface accoutrements of academic research, and user focus. SFoB is a manifestation of what can be seen as the ideas for policy work of CIS, dressed up as research.  相似文献

This article examines the significance of the concept of participation for teacher meaning-making processes in education for sustainable development and health education. In Scandinavian public schools, education for sustainable development and health education focus on a wide palette of societal problems rather than on narrow curricula. Drawing on selected reviews of research literature on education for sustainable development and health education, Lacanian psychoanalysis provides inspiration for our analysis of the concept of participation, and how it is positioned and enacted in these fields of practice. Essentially, we argue that the concept of participation has a dual nature: it serves both as an educational ideal and as a teaching strategy. We also explore how the failure to achieve the ideal of ‘true’ participation may serve a positive purpose for the teacher; the acknowledgement that participation is not always as genuine as desired establishes a pedagogical situation where ideals of engaging pupils through true participation can continue to exist side by side with clear signs of a less consequential participation.  相似文献
