我国研究型大学国际合作论文的现状与趋势分析——以上海交通大学为例

国际合作论文是高校国际科研合作的重要绩效指标。本研究以美国科学信息研究所(ISI)的科学引文索引网络版(SCIE)、社会科学引文索引(SSCI)与艺术和人文学科引文索引(A&HCI)三大数据库收录的2006-2010年上海交通大学的国际合作论文为研究对象,对论文的数量、被引次数、国际合作率、主导率、国际合作指数等指标进行了分析。结果表明:2006-2010年上海交通大学国际合作论文的数量和比重呈现持续增长的态势;国际合作广泛,主要合作国家是美国、日本、德国、英国和法国,与密西根大学、南洋理工大学、新加坡国立大学合作发表的论文最多;不同学科之间国际合作活跃度有明显差异,遗传学、电子通信、免疫学、神经科学和肿瘤学等学科的国际合作最活跃。     

追求大学科研卓越——德国“卓越计划”的实施效果与未来发展

尽管德国拥有一批历史悠久的中世纪大学,然而在今日鳞次栉比的世界著名大学之林中却难觅其身影.为了打破这一尴尬的局面,德国政府启动“卓越计划”,力图打造一支“日耳曼的常春藤”,重塑德国大学重要的科研地位与国际声誉.本研究结合“卓越计划”实施前后德国大学科研论文的发表情况、大学竞争文化和机制的转变、高校与校外科研机构间的合作、德国大学在三大世界大学排名中的表现等,探索“卓越计划”推出10年来的实施效果,展望“卓越计划”未来的发展趋势与面临的挑战.     

英国大学科研绩效评估与绩效拨款机制——基于科研卓越框架(REF)的分析

英国大学的科研竞争力在国际上一直遥遥领先,这与其不断创新的大学科研绩效评价与拨款制度密切相关。基于知识创新范式的转型与绩效评估自身面临的困境,英国在最新的一轮评估中引入科研卓越框架(REF)。相比于之前的科研水平评估(RAE),科研卓越框架在指标体系上增加科研影响力维度,突出大学科研对社会经济的贡献导向;在评估单元设置上大幅度地合并划分过细的学科,缩减学科单元总量,鼓励跨学科研究;在基于绩效评价结果的拨款上倾斜程度更加明显,拨款机制也更为透明。本轮英国大学科研绩效评估与绩效拨款改革与创新,对于中国"双一流"建设绩效评价和绩效拨款具有重要启示。     

英国REF评估框架研究

REF(Research Excellence Framework)全称卓越研究评估框架,它将取代现行的大学科研评估(Research Assessment Exercise,简称RAE)模式,成为英国用于评价大学学科科研质量及选择性地分配高等教育科研机构研究经费的主要办法.REF框架在其发展的过程中涌现了革新思想,反映英国高等教育管理的调整和变化,在各方的一些创新方案纷至沓来的同时,也伴随着某些万众期待的美好蓝图的黯然失色,这期间的进展与波折非常耐人寻味.     

英国高校科研评估制度改革与启示

1986年英国首次开展科研绩效导向的评估活动以来,经历了科研选择性评估(RSE)、科研水平评估（RAE）以及科研卓越框架(REF)三个阶段。现行的科研卓越框架基于前几轮评估结果与经验,强调延用第三方评估机构、合并学科评估单元、调整评估指标权重、改进科研评估方法等推进高校科技创新。通过深入剖析英国REF2021,指出我国高校科研评估应积极引入第三方评估机构,构建跨学科研究评估机制,探索科研影响力评估体系,完善量化评估方式。     

英国大学科研评估制度分析

影响英国大学科研评估制度诞生的宏观因素包括大学的自治传统、新公共管理思潮、撒切尔主义和高等教育大众化。科研评估在1986年诞生之后,出现了"路径依赖"现象,而该制度路径选择的实质是对当时英国经济领域市场化改革路径的依赖。2008年是英国大学科研评估的"关键节点",此制度被卓越科研框架取而代之。

在国际重要刊物上发表科研论文的情况是评估一所研究型大学学术水平的重要指标之一。本文运用科学计量学方法,以北京大学历年来被SCI数据库收录的科学论文为基础,统计分析了各学科发表论文、收录期刊的影响因子,特别着重分析了发表论文的被引频次,进而深入分析北京大学理科各院系和研究人员的学术成就,并且与一些世界知名大学的数据进行比较。本文的研究结果对于大学的学术评估和科研发展战略的制订提供了重要的参考依据。     

构建以跨学科和社会影响为导向的科研评估框架——基于英国“科研卓越框架”的分析北大核心CSSCI

“科研卓越框架”是英国于2014年起面向全英高校实施的科研评估体系。新一轮评估“科研卓越框架2021”在参照“科研卓越框架2014”元评估结果的基础上,对评估制度进行了改革探索:在评估组织与管理方面,进一步优化了学科分类,提高了委任专家的代表性,完善了参评学者管理制度;在科研产出维度,改变了规模导向的评估方式;在科研影响维度,进一步扩大了影响力涵盖范围;在科研环境维度,增设了院校级环境评估。英国“科研卓越框架”评估为适应知识生产模式转型所进行的制度改革,为我国科研评估体系改革提供了如下可资借鉴之处:建立跨学科研究的评估机制;关注科研成果的非学术影响;注重科研人员的可持续发展;促进高校营造良好科研环境。
