This study seeks to understand whether and how decentralised school governance in Bosnia and Herzegovina (BiH) enhances the schools’ role of promoting social cohesion. This includes increasing “horizontal” trust among different ethnic groups and “vertical” trust between civilians and public institutes. The study examined secondary school leaders’ perceptions regarding school board influence on social cohesion policies and practices, their interactions with school board members, and their accountability to the school-based governing body. The results show that school leaders and school boards, supposedly representing the interests of local stakeholders, did not appear to be actively engaged in the deliberate process of promoting social cohesion. While school directors tended to view themselves as being independent from the school boards, ethnically diverse school boards provided important support to proactive school leaders for their inter-group activities. Given that the central level is not providing initiatives to promote social cohesion and that BiH citizens appear to generally support social cohesion, decentralised school governance has the potential to improve social trust from the bottom up. To promote participatory school governance, the study recommends that BiH school leaders should be provided with opportunities to re-examine and redefine their professional accountability and to assist local stakeholders to improve their involvement in school governance.  相似文献

When school boards are confronted with the challenge of unfamiliar, changing contexts, opportunities and governance responsibilities, they have to be able to respond appropriately. The research reported in this paper investigated the response of five Western Australian primary school boards to such situations. It analyses interview data from 49 board members on their roles and responsibilities using elements of Heifetz' framework of adaptive leadership, and explores the implications of these findings for the boards and their leaders. The findings reinforce the importance of the leader's role in choreographing the learning of the board members, and raise questions about the effect that the composition of boards may have on their capacities for strategic thinking. The paper concludes with a model of adaptive leadership appropriate for school boards, emphasising key elements that are necessary for sustained change.  相似文献

Student participation in higher education governance is commonplace in many countries around the globe. This participation can take many forms, but one prevalent form is through the inclusion of students as members of institutional governing boards, commonly called student trustees. This practice is not without critique with governance scholars often cautioning against student board membership. They cite the potential for student members to engage in representative behaviour, which may lead them to focus primarily on student issues or cast votes which may be in the best interest of themselves or their fellow students as the primary objection to student board members. This study of student trustees in the United States examines the extent to which these individuals engage in such behaviours, examining interactions between student board members and students at their institutions for signs of whether these oft states concerns have a basis in practice.  相似文献

Abstract

Building upon the assumption that cohesion between different levels of the school is essential to the schools’ effectiveness, the hypothesis is tested that a close kinship between school and parental community causes a positive effect on student outcomes in primary schools. Recent theories regarding the effects of ‘functional communities’ on academic achievement mainly focus on the characteristics of the parental community that surrounds a school. Recognizing, however, that schools differ regarding their responsiveness to the role of parents and other actors around the school, our expectation is that a definition of functional community which comprises interactions between characteristics of the parental network around the school and the governance structure of the school offers a better explanation of variation in student achievement. Based on a national sample of 90 schools for primary education in the Netherlands, our analysis shows that the differences in math achievement for public and private primary schools are mediated by characteristics at both the family and the institutional level. It also indicates that characteristics at the institutional level are conditional for the effects of parental networks around schools.

In countries with a governance structure in which responsibility for the quality of education is shared between government and school boards, the past decades school self-evaluation has been stimulated as a way to encourage continuous quality improvement. However, working on the goals of quality assurance and school improvement at the same time is a challenge in general. To make a valuable contribution to both goals, the self-evaluation effort has to be of sufficient quality itself. In this article, we present a research-based framework for school self-evaluation (SSE) composed of both content and process factors that allows to evaluate the quality of self-evaluation in schools. We then used this model to evaluate the experiences in a comprehensive self-evaluation project that has been designed and used to help Dutch secondary schools promote the quality of student care. Our sample encompassed 79 Dutch secondary schools involved in this project. The findings show that the quality of SSE depends on the quality of the instruments (content) and process factors. However, to make a valuable contribution to school improvement and thereby the quality of education in The Netherlands more attention is needed for a balance between internal and external supervision and the role of school managers in the process of SSE.For future research more insight is needed in the challenges of meeting the content and process conditions of school self-evaluations, the governance and supervision issue at the level of schoolboards, the competence of change management in schools and the effects of SSE on the quality of education.  相似文献

This study seeks to identify and assess factors that contribute to effective independent school governance at the board of trustees level. A review of extant literature reveals two major challenges: (a) definitions and standards of board effectiveness are inconsistent, and (b) there is very little empirical evidence to support existing definitions and notions of effective governance. Study authors have developed a “strategic effectiveness” metric to encompass factors associated with perceptions of board effectiveness and an “institutional performance” metric that includes factors that are critical to the sustainability of independent schools. Survey respondents include 806 heads of school and board chairs. School leaders at six independent schools in the Northeast, Midwest, and the South were interviewed to gather empirical data regarding strategic board governance and institutional performance. This study identifies two areas that impact school leaders’ ability to think and act strategically: (a) intentional acculturation of trustees over extended periods of time (“onboarding”) and (b) strategic identification and cultivation of potential trustees. Both of these factors impact strategic effectiveness and contribute positively to institutional performance.  相似文献

Track recommendations provided to students in the final grade of primary education lead the allocation to specific school tracks in secondary education in the Netherlands. Where the results of a standardised test indicate that students are able to go to a higher track level, primary schools are required to reconsider and potentially adjust the track recommendation to a higher level. The current research aimed to (1) investigate trends in the level of track recommendations, double track recommendations and reconsiderations over the years 2014–2015 to 2018–2019, (2) explore the variation in (trends of) track recommendations between Dutch primary schools and their school boards, and (3) assess the association between track recommendations and the school level variables degree of urbanisation and type of primary education. We used multilevel growth curve modelling for continuous and count data based on publicly available school-level population data regarding track recommendations and school leavers tests from 2014–2015 to 2018–2019. The number of double track recommendations has increased over the cohorts, with a slightly decreasing gap between schools in rural and urban areas. The number of reconsiderations first decreased and then increased. The differences in reconsiderations between rural and urban areas are increasing over time. An initial trend towards higher average recommendations stabilising in the later cohorts appeared with no clear pattern for degree of urbanisation. The current study adds to the existing knowledge by assessing longitudinal trends instead of cross-sectional analyses and including multiple stakeholders and factors simultaneously.  相似文献

This article examines emerging norms of good practice for Australian university governing boards and issues that university governing boards could address to develop effective governance cultures. It firstly considers the ways in which support for many Australian university governing boards has become professionalised over the past decade. At the same time, longstanding tensions or ‘paradoxes’ persist, (Cornforth, 2003) notably between ‘corporate’ and ‘participatory’ board models. To ‘tame’ these tensions requires formative processes of deliberation and debate. The article outlines understandings that may assist boards to engage in such processes and to develop their awareness of differing values in governance practices.  相似文献

In this conceptual contribution to the study of university governance the authors will approach potential patterns of behavior of key decision-makers at central university level, i.e. roles of governance actors, as well as the set of factors that shape and constrain the governance actor’s room of manoevre and provide avenues to explain varying role enactments through an actor analysis of members of the newly introduced university boards. In a first part the introduction and empowerment of university boards in European higher education institutions is described as a building block of the transformation of university governance. In the second part the main hypothesis derived is that, in governance practice, board members enact roles which are not only shaped and constrained by formal institutions, as given by the organizational context and regulatory structure, but also by conformable, appropriate and legitimate role expectations of central role senders. As a showcase analysis, the roles of university board members are conceptually explored. Especially in the context of recent reform processes, board members who tend to have a varied status set, very often find themselves in a troubling situation of conflicting role expectations, leading to high levels of role conflicts and role ambiguity. It is the aim of this paper to sketch and examine the factors that contribute to the different roles university board members may take.  相似文献

The purpose of this research project is to investigate if characteristics of school boards and their administrative control do explain variance among schools in pupil achievement in the cognitive domain. A combination of findings of research on school effectiveness and organizational effectiveness, gives the ground for the framework of school boards’ administrative control used in this study. A random sample of 133 school boards and one specific primary school, selected out of the total number of schools they oversee, was drawn. The findings show that characteristics of school boards do explain variance in cognitive achievement. Even after controlling for student background and school characteristics, school boards do make a difference. School boards that involve school team and parents (committee) in their decision‐making process manage schools with relatively better results in the cognitive domain.  相似文献

In the 1980s and 1990s in the Netherlands, as a reaction to the growing number of non‐Christian pupils at Christian schools, religious education and religious development became issues for debate. At some schools, it was the exclusiveness of the Christian tradition that dominated, and at others it was the inclusiveness. Another group specialised in inter‐religious dialogue. Our research studied the religious development of pupils from two primary schools. One is the first and only inter‐religious primary school in the Netherlands, the Juliana van Stolberg primary school. The other is a Christian school, the Prinses Margriet primary school that educates pupils exclusively in the Christian tradition. The research questions focussed on the development of the ‘God’ concept of children confronted with stories from different religious traditions. The ‘God’ concept is seen in our research as a concept that develops in an inductive way from the data. This way of conceptualising ‘development’ is coined as the prospective perspective on development. The results of this comparative research led to the tentative conclusion that pupils in our research population who were involved in inter‐religious learning, demonstrate explorative behaviour concerning their own religion and that of others. Their ‘God’ concept shows hybrid characteristics. These pupils are rooted in their own tradition, and at the same time they are ‘on the move’. This offers points of departure for the development of citizens articulating their commitments and turning imminent conflicts into inter‐religious encounters.  相似文献

Accordingly, a board of governors with far‐reaching competences was implemented by the latest reform of the Austrian higher education system in 2002. Drawing on an empirical research project, this paper contrasts the basic ideas of this reform with insights into the concrete practice of the new governance structure. The results show that board members’ personal factors such as personality, experience, and their attitude towards the multi‐faceted nature of university governance, strongly influence the boards’ identity formation and actual work. Abstract

Based on classroom observations and semi-structured interviews with teachers, parents and students, this comparative study looks at how social cohesion is promoted in Islamic Religious Education (IRE) lessons in Muslim schools in Ireland and non-faith schools in Finland. The study analyses teaching in the following areas: intra-religious cohesion; inter-religious cohesion and commitment to society. The findings reveal that despite differences in the governance of IRE as a subject taught in both types of schools, the IRE classroom emerges as a space, whereby teachers use power as agents for internal governance of religion. The authors conclude with some implications and offer some considerations for future research and practice.  相似文献

This paper seeks to ascertain the attitudes to, and work on, English school boards of clergymen from the three main Churches which had taken an active interest in education in England in the nineteenth century – the Church of England, the Roman Catholic Church and the Wesleyan Methodist Church. Were the clergy ‘the enemy within’, attempting to subvert the cause of non‐denominational education? Little has previously been written about this work. The research has used a variety of primary sources, among them annual HMI reports on the educational provision in their areas and the pronouncements made by the leaders of the three Churches about their own representations on the boards. A variety of qualitative data has been accessed on the clergy influence in certain areas in the North of England using extant school board managers’ minutes. The picture that emerges from the evidence studied is of a significant and growing influence for Anglican clergy in rural areas. They undoubtedly had self‐interests in their membership, to ensure religious teaching in schools, to protect their own institutions and in part to assert their own status within society. In large towns and cities, boards proved to be independent of clergy control, with much authority given over to the headteachers. Roman Catholic priests often became board members and in doing so were in a position to defend their own schools. Throughout, the one group that did not share the influence on boards was the Wesleyan ministers, who were constrained by their own itinerant ministry. It is hoped that this will encourage further studies of individual communities, where School Board Managers’ Minutes survive, to add further qualitative evidence and further analysis of the direct influence of the clergymen of the three Churches discussed.  相似文献
