Australian Approaches to Policy Development and Resulting Research Issues

This paper is in two parts. The first outlines the context in which the Archives Authority of New South Wales (State Archives) is implementing electronic recordkeeping as part of a recordkeeping regime across the New South Wales public sector. The second part is an attempt to identify what I feel are unresolved issues, which may be resolved by practical or pure research, and as they relate to electronic recordkeeping, that we are facing in implementing the regime.     

Electronic Records Research Issues

This paper is an overview of the issues and concerns in the last decade of electronic records research. It highlights some achievement and identifies areas in which there remains a need for work, but mostly it examines the changing perception of what constituted the important questions in a field which was evolving quickly.     

Defining Information Policy: Relating Issues to the Information Cycle

The emerging field of information policy is difficult to define, given that issues often overlap other policy areas. The most useful definitions of information policy refer to steps in the information cycle, from creation to use. Another approach to delimiting the scope of information policy has focused on classification of issues. This article combines these approaches by relating information policy issues to steps of the information cycle. These issues are underpinned by economics, and influenced by differing perspectives of interested parties. The importance of information policy to academic librarians is briefly discussed.     

澳大利亚高校图书馆个人信息保护政策的研究与启示

以9所澳大利亚高校图书馆发布的个人信息保护政策为研究对象,通过网络调查研究其个人信息保护政策制定的现状。从法律政策指导、个人信息相关概念界定、个人信息收集的目的和内容、个人信息安全的维护、个人信息披露的声明、个人信息的查询与修改、个人信息权利的维护7个方面对澳大利亚高校图书馆个人信息保护政策进行内容分析,对我国高校图书馆个人信息保护政策的制定有以下启示:设置个人信息保护办公室,增强高校图书馆个人信息保护的主动性;并举内容数量,制定高校图书馆个人信息保护政策;构建法律体系,国家加速出台《个人信息保护法》。     

电子信息资源建设策略分析

电子信息资源建设在图书馆整个工作体系中的地位日益重要。图书馆应该制定明确的电子信息资源发展目标及相应的电子信息资源建设策略。     

我国开放存取（OA）资源建设政策研究

OA资源的可持续发展需要信息政策的指导与支持,OA资源建设政策包括国家层次的宏观OA资源建设政策、OA期刊及OA仓储创建机构的资源建设政策、传统出版商及科研资助机构的相关OA资源建设政策和图书馆等信息服务机构的OA资源建设政策。我国OA资源建设政策的制定在借鉴国外政策制定机制及已有的政策成果的基础上,应注意OA资源发展的阶段性特点,重视政策的宣传和透明度。     

影响公共图书馆政策执行的心理因素分析

公共图书馆政策是公共权力机关特别是政府在一定历史时期内,根据需要而制定的发展公共图书馆事业的行为准则和行动方案,在政策执行过程中会受到执行人员需要、动机、情绪、意识、认知、态度等心理因素的影响。加强执行人员的心理教育,强化执行人员的心理动机,健全执行人员的心理素质,增进执行人员的责任意识,提高执行人员的政策认知,有利于公共图书馆政策的有效执行。     

国外馆藏发展政策研究综述

国外对馆藏发展政策的研究起源于20世纪50年代,经过近60年的发展取得了大量的研究成果。这些成果的研究内容主要集中于五个方面,分别是馆藏发展政策制定的必要性,馆藏发展政策的类型、内容,馆藏发展政策的制定以及需要注意的问题。     

国内外信息资源建设政策研究进展

国内外对信息资源建设政策还没有较为系统的研究,它的研究成果分布在多个领域当中。本文在大量文献调查的基础上,分别从文献信息资源建设政策、数字信息资源建设政策、信息资源共建共享政策以及信息技术与标准化政策四个领域探讨20世纪90年代以来国内外信息资源建设政策的研究进展。     

电子文件归档中电子签名的处理研究

本文叙述了电子签名的原理,分析了电子签名对电子文件归档和电子档案管理的影响,提出了电子文件归档时电子签名处理的原则和方案,在对各方案比较的基础上,提出了选择处理方案的建议,并对国家出台相关规范提出了建议。

高校图书馆电子资源发展政策研究——以香港大学为个案分析

本文介绍了香港大学电子资源发展政策的缘起、框架,并对电子资源的采选制度、电子资源的管理服务等内容进行分析,总结出高校图书馆在制定电子资源发展政策时应注意的几点:保持电子资源发展政策的独立性,设立结构合理的专门机构,及时修订发展政策。     

澳大利亚的大学信息素养教育进展

采用文献调研法和网络调查法,梳理了澳大利亚信息素养教育发展历程。然后以联合国教科文组织《信息素养国际发展报告》为线索,调查分析了澳大利亚部分高校信息素养教育在线课程的现状和特点,归纳了三种评估模式。     

我国档案馆电子文件信息资源公共获取现状及策略研究

运用实地调研及案例分析法调查、分析我国公共档案馆电子文件信息资源公共获取的现状,指出目前我国公共档案馆可供公众获取的电子文件信息资源数量有限、内容单一、电子文件信息资源真实性、完整性、可读性缺乏保障,而公民在线可获取的电子文件信息资源尤其匮乏,在线获取电子文件信息资源的检索系统设计不完善,针对这些问题提出完善立法、加强在线电子文件信息资源全文数据库及检索系统的建设、培育公民的信息素养及加强档案馆工作人员公共服务意识等若干策略建议。

Research Issues in Systems Implementation, Risks and Tradeoffs

This article identifies open research issues in the management of electronic records in complex systems over time, with an emphasis on system development and implementation. The author proposes that it is necessary for archivists to address the issues at three levels: the organizational/professional level, the technological infrastructure level, and the system- and function-specific level. The paper discusses the technological factors which influence archivists' ability to manage electronic records currently being created, and goes on to recommend that archivists broaden their technological knowledge base, work toward influencing others in their organizations to gain buy-in, and develop models and success stories for positively influencing the development of electronic systems.     

Provisions for managing and preserving records created in networked environments in the archival legislative frameworks of selected member states of the Southern African Development Community

In most states in the Southern African Development Community (SADC), the national archives acts were enacted shortly after independence and modelled closely on British archival legislation. These acts were mostly written with paper records in mind, while being silent on records that appear in other media such as microfilm, audiovisual and electronic. This study provides a qualitative content analysis of archival legislation to assess the extent to which provision is made for the management and preservation of records created in networked environments in selected countries (Botswana, Lesotho, Malawi, Namibia, South Africa, Swaziland, Tanzania Zambia, and Zimbabwe) in the SADC region. The key finding suggests that while the archival legislation in South Africa makes provision for the management of electronic records, the pieces of legislation for the other countries are silent on this issue. Furthermore, all the pieces of legislation are silent on whether electronic records can be admissible as evidence in a court of law. The study recommends that the SADC should consider adding a legal instrument in the form of a protocol treaty on archival legislation and designing a model law or statute on electronic records management and preservation to be customised by member states.     

我国科研诚信政策变迁计量分析

[目的/意义]对我国中央发布的科研诚信政策和地方响应情况的现状及变迁作了分析,以求把握政策发展态势与阶段重点,为科研诚信建设提供支撑,为我国科研诚信政策发展研究提供帮助。[方法/过程]搜集整理108份与科研诚信相关的中央政策及80份参照落实中央政策的地方政策,使用政策文本计算与政策文献量化方法,对政策发布时间、发布机构、政策内容及政策响应情况的现状及其变迁进行分析梳理,得到了政策发布的时间特征、重要机构特征、内容侧重点变化以及政策响应的特征。[结果/结论]①科研诚信相关治理措施早在1980年就有涉及,近年来围绕国家创新建设的需求发文数量骤增,治理的态度更坚决,措施办法也更加具体。②科研诚信的治理由中央政府领导,教育部与科技部是各个阶段的主要管理部门,相关部门逐渐加入进行共同治理,目前已形成合力的格局。③各部门的科研诚信治理着力点、对象与方法略有差异,但总体而言,从方法与目标上来看,逐渐从自我约束、道德教育转变到制度建设与道德建设齐抓共管。④全国范围内绝大多数的地方省市都积极响应了中央政策,采取措施进行科研诚信治理,但相对而言有一定的时滞。
