基于我国高校与企业间的专利许可数据,本文研究技术成熟度、校企之间的地理距离和校企合作经验如何影响高校采取排他性许可的倾向。当商业化高校的技术伴随着高风险时,企业承诺投入必要资源的意愿降低。本研究认为,合理的许可合同设计是高校解决该问题的方式之一。排他性许可作为高校创造共同承诺的机制,能够减轻技术不成熟、地理距离劣势和缺少合作经验给企业带来的风险,激励企业投入互补性资产,促进高校科技成果产业化。实证结果表明,技术成熟度越低,高校与企业的合作经验越少,高校采用排他性许可的倾向越高。同时,随着地理距离增加,技术成熟度减少高校进行排他性许可倾向的关系会被削弱。  相似文献

This study extends innovation speed theory by empirically linking the antecedents and outcomes of technology commercialization at universities. Assessing university technology transfer offices (UTTOs) in the U.S., we found that the faster UTTOs can commercialize patent-protected technologies, the greater their licensing revenues streams and the more new ventures they spin off. Furthermore, using commercialization time as a surrogate for innovation speed, we identify several determinants of speed. That is, UTTO resources and the competency in identifying licensees are related to commercialization time. Also, the participation of faculty-inventors in the licensing process is a critical determinant of commercialization time. Illustrating that innovation speed is an antecedent of performance as well as a desired outcome in and of itself, provides support for innovation speed theory.  相似文献

This paper examines the determinants of university exclusive versus non-exclusive licenses. We specifically focus on the effect of the characteristics of the licensed invention (i.e. stage of development, specificity and appropriability). We rely on a unique and original dataset of 91 inventions contained in 62 intellectual property licensing contracts executed in the period of 2005–2014 by two leading French research universities. We cannot find a significant relation between the characteristics of the invention and the degree of exclusivity. In particular, as opposed to theoretical predictions, embryonic inventions are not significantly linked to more exclusive licenses and generic inventions are not significantly linked to non-exclusive licenses. Furthermore, inventions that are both generic and embryonic are not significantly linked to exclusive licenses per field of use. These results, although still exploratory, contribute to feed the discussion about the performance of university-industry technology transfer since they suggest that performance might be improved by taking more into account the characteristics of the licensed invention.  相似文献

The primary aim of Technology Transfer Offices (TTOs) is to enhance technology transfers, resulting in the commercialization of science. Technology transfer has typically been analyzed at the individual level of the core research staff or with the focus on the TTO as a whole, overlooking the fact that the university technology transfer is administered by intellectual property (IP) coordinators. This paper focuses on exposing a potentially crucial factor in technology transfer; the effects of cohorts based on imprinting. The imprinting theory implies that imprints are persistent and manifest themselves in the core activities of the IP coordinators' cohorts in the long term. We bring to light the effects of IP coordinators' cohorts on patenting and licensing, and test a conceptual model of inter-cohort variability. We analyze the patenting and licensing data of 18,393 patent cases and 845 licensed cases, handled by 63 IP coordinators. In combination with human resource data, we show that in the technology transfer process, IP coordinators’' cohorts matter. Using discriminant analysis, we demonstrate that some aspects of technology transfer activities are more typical for one cohort than the others. Variations between cohorts suggest that they are influenced by the prevailing practices inside the TTO at the time of hiring. Cohort patterns are also distinct in the two key technology transfer activities (patenting and licensing). Regression analysis shows that cohort effects remain resistant to erosion even when faced with subsequent changes as captured by organizational and individual time-period effects.  相似文献

This paper investigates the performance of universities in the transfer of technology using a unique university-level dataset for Spain. The results suggest that universities with established policies and procedures for the management of technology transfer perform better. Universities with large and experienced technology transfer offices (TTOs) generate higher volumes of contract research, but the TTO characteristics appear to matter less for university performance in terms of licensing and creation of spin-offs. Furthermore, universities with a science park perform better than those without, which suggests that the agglomeration of knowledge close to universities has a positive effect on universities’ technology transfer performance.  相似文献

The licensing of university technologies to private firms has become an important part of the technology transfer mission of many universities. An inherent challenge for the technology licensing of universities is that potential licensees find it difficult to judge the early stage technologies and their ultimate commercial value. We reason that patent litigation against universities can have unintended signaling effects about the commercial value of its technologies and results in increased licensing income for the university. We ground this hypothesis in theory integrating signaling mechanisms from patent enforcement research into theoretical models explaining university technology licensing. Within our logic, the public and costly nature of patent litigation against universities creates strong, credible signals to potential licensees about the technologies of a university even if the signal was not created for that specific purpose. We isolate the signaling mechanism that is central to our theorizing by exploring two moderation factors that reveal additional information to potential licensees, i.e. the licensing track-record of the university and whether the lawsuit involves private firms as co-defendants. We test our theory with a unique dataset of 157 US universities and the 1408 patent infringement cases in which they were involved as defendants over the period 2005–2016. Results show that defending against claims of patent infringement enhances technology licensing revenues, particularly when universities are already adept at licensing technology and when they are co-defendants with private firms.  相似文献

当前我国高校科研人员的专利行为快速增长,如何有效平衡学术研究的公共属性和专利行为的私权属性是高校面临的重要问题。以2008-2017年112所“211”高校及省部级共建高校多专业科研人员的专利行为和学术影响力相关数据构建研究数据库,综合运用负二项回归和二元Logistics回归,实证分析高校科研人员专利行为在“申请-授权”和“授权-交易”两阶段特征对其学术影响力的影响效应。研究表明:高校科研人员的专利申请数量与学术影响力之间存在显著的倒U型关系,随着专利申请数的增加,学术影响力受到的正向影响会增加,当专利申请数达到年均35项左右时,出现负向影响;当高校科研人员采用独占许可进行专利交易时,学术影响力会受到显著的抑制效应。为我国高校专利的全过程管理和相关政策制定提供了参考依据。  相似文献

We present evidence on the relative performance of U.K. university technology transfer offices (TTOs) using data envelopment analysis (DEA) and stochastic frontier estimation (SFE). U.K. TTOs are found to exhibit low-levels of absolute efficiency. There also appear to be decreasing returns to scale, implying that TTOs may need to be reconfigured into smaller units. The development of regionally-based sector focused TTOs is also advised. Consistent with qualitative evidence from U.S. TTOs, we find that there is a need to upgrade the business skills and capabilities of U.K. TTO managers and licensing officers.  相似文献

We present quantitative and qualitative evidence on the relative productivity of university technology transfer offices (TTOs). Our empirical results suggest that TTO activity is characterized by constant returns to scale and that environmental and institutional factors explain some of the variation in performance. Productivity may also depend on organizational practices. Unfortunately, there are no quantitative measures available on such practices, so we rely on inductive, qualitative methods to identify them. Based on 55 interviews of 98 entrepreneurs, scientists, and administrators at five research universities, we conclude that the most critical organizational factors are faculty reward systems, TTO staffing/compensation practices, and cultural barriers between universities and firms.  相似文献

We extend debates about the sources of university capabilities at research commercialization. Drawing upon quantitative data for a panel of 89 research-intensive US universities and interview data from two academic licensing offices, we model the relationship between technology transfer experience, embeddedness in biotechnology industry networks, basic science quality and capacity, and citation impact measures of university life science patents. Technology licensing officers draw upon the expertise of corporate partners to evaluate the potential impact of invention disclosures. The information gleaned through network ties to industry enables well-connected institutions to develop higher impact patent portfolios. Reaping the benefits of such connections, however, requires experience in balancing academic and corporate priorities to avoid the danger of ‘capture’ by industrial interests as overly tight connections limit patent impact. This pattern of diminishing returns to connectivity is robust across multiple citation measures of patent quality.  相似文献

高校技术转让是联系学术研究与产业界生产实践的中间环节,是高校服务社会功能的重要体现。本文利用2000-2009年期间面板数据,以高校技术转让为产出变量,测度我国高校技术转让人员与资金单因素效率,并从高校分布地域、规格、隶属和类型四个角度对两种单因素效率进行探讨。结果表明:我国高校技术转让效率均值仅为46.48%,且人员效率与资金效率均值也保持在一个较低的水平,仅为46.90%和37.61%,除北京、浙江外,其他人员投入、资金投入绝对数均较高的区域,其人员效率与资金效率都处在相对较低的位置;从学校类型来看,重点院校与普通高校单因素效率差异不显著,相比其拥有的优质创新资源而言,还有较大的提升空间。本文的研究表明,国家继续加大对高校投入的同时,还应切实提高投入要素,尤其是资金要素的资源利用率,扭转高校科研工作供给导向倾向。  相似文献

Industrial firms increasingly attempt to license their technologies apart from applying them in their own products. Because of the imperfections in technology markets, an active approach towards technology licensing does not automatically result in licensing transactions. To balance prior research, which has focused on licensing transactions as the outcome of licensing intentions, we take a contingency view to analyze how characteristics of a firm's innovation ecosystem determine different strategic types of licensing. Specifically, we distinguish proactive licensing, which refers to identifying recipients for technology transactions, and reactive licensing, which relates to offering licenses to infringers of a firm's intellectual property. Survey data show that environmental antecedents concerning appropriability, i.e., patent protection and technological turbulence, and determinants regarding technology markets, i.e., transaction frequency and competitive intensity, have different effects on proactive and reactive licensing. On this basis, the article has major implications for research into technology licensing, markets for technology, and open innovation.  相似文献

传统的双元悖论认为高校中的科学研究与成果转化两者不可兼得。为了研究高校科学研究与成果转化之间的关系,本文基于双元性创新的动态视角,运用面板负二项随机效应模型,以2009—2016年间64所教育部直属高校为样本,进行了实证分析。研究结果表明:高校过去在科学研究成果上的表现,正向加强了当前时点的成果转化;当外部竞争程度越高时,这种边际作用将会增强,但是对于更知名的高校来说,这种边际作用将会被削弱。此外,成果转化的商业化渠道对两个不同时间点的科学研究成果产生了积极的中介作用,使高校科学研究与成果转化之间形成了良性的动态循环。 〖HT5”H〗关键词:  相似文献

This paper examines the relationship between university research and development (R&D) activities and the Bayh-Dole Act. This act made it much easier for universities to obtain patents from research funded by the federal government and may have provided universities with an incentive to alter their R&D activities. The Act may provide an incentive to reduce basic research (which does not generate licensing fees) and increase applied research (which does generate patents and licensing fees). In addition, industry might be more willing to fund university R&D projects since the results would now be easier to patent. This paper differs from the existing literature which uses patent data (a measure of research output) by using research and development data (a measure of inventive input) to examine the effect of the Act.  相似文献

技术转移作为高校社会服务职能的重要体现形式,对高校科研活动究竟产生了何种影响是学术界关注的热点问题。本文以2008-2014年中国106所“211”及省部共建高校为样本,研究了高校技术转移对其论文产出和专利产出的影响效应,并对不同来源的科研资助(政府资助和企业资助)在高校技术转移与科研产出关系中的中介作用和调节作用分别进行了实证检验。结果表明:(1)高校技术转移对论文产出的影响不显著,而对专利产出具有显著正向影响;(2)高校技术转移对其获取政府资助和企业资助均具有显著的正向影响,政府资助和企业资助在高校技术转移与专利产出关系中发挥积极的中介作用;(3)政府资助对高校技术转移与论文产出的关系具有显著的负向调节作用,而企业资助对高校技术转移与专利产出的关系具有显著的负向调节作用。  相似文献

The commercialization of university research has become an increasingly important issue, given concerns regarding licensing and the university's desire to maximize the returns to intellectual property (IP). In this paper, we assess the impact of university resources and routines/capabilities on the creation of spin-out companies. We find that both the number of spin-out companies created and the number of spin-out companies created with equity investment are significantly positively associated with expenditure on intellectual property protection, the business development capabilities of technology transfer offices and the royalty regime of the university. These results highlight the importance not just of resource stocks, but also of developing appropriate capabilities of technology transfer officers in spinning-out companies. The results suggest that universities and policy-makers need to devote attention to the training and recruitment of technology officers with the broad base of commercial skills.  相似文献

We study the role of the relationship among inventors and intermediaries in the licensing of university inventions. We suggest that a prior inventor-intermediaries relationship positively influences licensing rates through selective retention of higher quality relationships and mutual learning in the relationship, enabling intermediaries to reduce both information asymmetry and search costs between inventors and potential licensees. We argue that the influence of a prior inventor-intermediaries relationship on licensing is especially important before intellectual property protection is attained and can be substituted by the buyer-side contacts of inventors and intermediaries. We test these predictions using 919 inventions from the technology transfer office at Stanford University. This study has implications for the policies and design of university technology licensing organizations.  相似文献

Despite the economic significance of patented university research, it is difficult to measure the economic value of academic patented inventions and observe the extent to which universities are able to capture such value through patent licensing. Moving beyond assessing commercialization performance by simple statistics, we propose a new approach to benchmarking university patents and commercialization performance based on comparative corporate patent value. Our procedure involves matching university patents to patents with similar patent characteristics granted to public corporations, then estimating the “potential value” of these university patents by stock market reactions to grants of the matched corporate patents. These estimated values of university patents can significantly explain the technology-level income from licensing by a leading US research university and the annual licensing income of the member universities of the Association of University Technology Managers’ (AUTM). We find that AUTM universities realize an average of 16% of the estimated value of matched corporate patents. We also investigate correlates of university‐level potential patent value and suggest avenues for future research.  相似文献

The purpose of this paper is to provide an empirical test of the commercialization route chosen by university scientists funded by the National Cancer Institute (NCI) at the NIH and how their chosen commercialization path is influenced by whether or not the university technology transfer office is involved. In particular, the paper identifies two routes for scientific commercialization. Scientists who select the TTO route by commercializing their research through assigning all patents to their university TTO account for 70% of NCI patenting scientists. Scientists who choose the backdoor route to commercialize their research, in that they do not assign patents to their university TTO, comprise 30% of patenting NCI scientists. The findings show a clear link between the commercialization mode and the commercialization route. Scientists choosing the backdoor route for commercialization, by not assigning patents to their university to commercialize research, tend to rely on the commercialization mode of starting a new firm. By contrast, scientists who select the TTO route by assigning their patents to the university tend to rely on the commercialization mode of licensing.  相似文献
