In the future, knowledge will manage the world since knowledge gives a power to people/states to direct governmental and non-governmental organisations. Therefore, as starting in the last quarter of 20th century, leaders, bureaucrats, policy makers, education experts, scientists, local managers and people who are in the conscious of this reality have tried to draw the vision of their countries and reduce digital divide. Design of web pages and Internet access can be a bridge between rural and urban people in terms of marketing of agricultural inputs and outputs, supplying extension services for farmers, development of human resources, advertisement of natural, historical and cultural values, etc. 相似文献

The adoption of e-governing practices has revolutionised the administrative machinery of governments worldwide by improving efficiency, transparency, and accountability. Researchers and administrators often aim to identify emerging research fronts and the timeline of the evolution to forecast and implement technology. In this work, we systematically investigate the trajectory of the global evolution and emerging research fronts as well as the prospects for e-governance using citation network analysis. The growth curve fitted to the number of articles published per year shows that the research activities are still in the ascendant phase. We visualise the global main path of the citation network and investigate the patterns to trace the knowledge diffusion path, major milestones, and emerging research fronts. The cluster analysis identifies the major topics of research as administration and information system management, e-governance framework design, efficiency or quality evaluation, and the application of social networks and open data leading to e-democracy. The adoption of open data and social networking for user interactions with government that leads to participatory governance are the emerging research trends. We also identify research that can have a future impact based on network parameters. The results contribute to the literature by setting the focus of future research, and assisting administrators in selecting suitable models and methodologies, and manufacturers with the development of required technical devices suitable for the upcoming phase of symbiosis. 相似文献

The University of Guelph Learning Commons brings student affairs professionals and librarians together to offer students a coherent and integrated approach to learning, writing, research, and technology support. It is distinguished by three characteristics: (1) a partnership model between academic and student affairs; (2) a solid foundation of theoretical perspectives to guide program development; and (3) a conceptual model to frame services. These characteristics have placed the Learning Commons in a position to play a leadership role in facilitating and enhancing learning across the university. ABSTRACTThe information and knowledge society has resulted in the exponential growth of information and communication technologies (ICTs), thus creating a gap between those who use ICTs and those who do not; hence the emergence of the term “digital divide” in the 1990s. One of the milestones of South Africa’s National Development Plan, a policy that charts the country’s development up until 2030, is to ensure that high-speed broadband internet is universally available at competitive prices. Notwithstanding the importance of ICTs in public libraries, the provision of such is still taking place on a limited scale in South Africa. This article investigates the use of ICTs in public libraries in South Africa as a tool in bridging the digital divide. It also examines the inequalities in access and use and suggests ways in which ICTs may be used to reduce the digital divide. A qualitative research methodology was adopted. In order for public libraries to function as an important tool in bridging the digital divide, there is a need to standardize the provision of public library services with regard to the digital divide. 相似文献

In this article, we examine the American finding aid as a form of genre from both a cognitive and a sociological perspective and use this analysis to articulate some of the hidden or underlying regularities and assumptions of archives work. As finding aids increasingly are created and delivered digitally, we can anticipate tensions in the form and use of these genres giving rise to increased scrutiny of archival practices that in turn should cause us to explore the representation of the archives profession in a digital world. A particular focus of this article is to advance an argument that for too long, the actual consumption and use, that is, the reading of finding aids, has been ignored or overlooked. Yet, it is likely that only through understanding how people exploit and read these documents in real use can we improve their design. In so doing, we make a case for archival research to move further into the analysis of user behavior, information seeking, and contemporary information practices so as to improve and extend the appreciation of how archives contribute to the larger information field. 相似文献

According to industry estimates the mobile device (smartphone and tablet) will soon be the main platform for searching the Web and yet our knowledge of how mobile consumers use information – especially scholarly information, and how that differs from desktop or ‘tethered’ users – is imperfect to say the very least. This article aims to correct this through an analysis of the usage logs of a major cultural, multimedia website, Europeana.eu, which started tackling the mobile challenge in 2011. The challenges of identifying mobile use – no easy matter – are described. The information behaviour of 150,000 mobile users is examined and compared with that for desktop users. The main findings are that mobile users are the fastest‐growing user community and that their visits are very different in the aggregate from those arising from desktops. Mobile visits are information ‘lite‘: typically shorter, less interactive, and with less content viewed per visit. Use takes on a social rather than office rhythm, with use peaking at nights and weekends. 相似文献

This study seeks to analyze fear control responses to the 2012 Tips from Former Smokers campaign using the Extended Parallel Process Model (EPPM). The goal is to examine the occurrence of ancillary fear control responses, like humor. In order to explore individuals’ responses in an organic setting, we use Twitter data—tweets—collected via the Firehose. Content analysis of relevant fear control tweets (N = 14,281) validated the existence of boomerang responses within the EPPM: denial, defensive avoidance, and reactance. More importantly, results showed that humor tweets were not only a significant occurrence but constituted the majority of fear control responses. 相似文献

To understand a complex social practice such as workplace information literacy and capture the nonnormative and nuanced local knowledges that are specific to the performance in a setting, requires that additional tools be added to information literacy researchers' methodological toolbox. One such tool, interview to the double (ITTD), is introduced and explored through a study that focused on understanding how aged-care workers developed their understanding of safety in the workplace. The addition of the ITTD technique was to recover local knowledges that are present in the daily routines of workers or available only at the moment of practice. This paper explains why the archival project has been so effective in engaging Indigenous communities and what it is doing to ensure its longevity. The purpose of this study was to test the argument that perceptions and uses of mobile phones are socially constructed in close personal networks. The study hypothesized that, through collective sense making, perceptions and uses of mobile phones would be more similar within 45 personal communication networks than for the entire sample of 194 individuals. Findings from a self-report survey reveal that several factors were significantly more similar within the networks than for individuals throughout the sample, including perceptions of the handset as a means of display, use for safety and security, attitudes about use in public, microcoordination, hypercoordination, and comfort with technology. Interviews were conducted to explore how perceptions and uses were shaped through relationships and interactions situated in social context. The interview data illuminate how social interaction contributed to perceptions and uses in four key areas: mobile phone adoption, attitudes about products and services, perceptions of non-normative use, and collective use. Results of the study serve as evidence supporting the argument that perceptions and uses of communication technologies are, at least in part, constructed socially among close personal contacts. This study demonstrates why it is important for researchers to consider social contacts and social contexts when examining the implications of communication technologies. 相似文献

ABSTRACT At Oregon State University, writing instructors and librarians collaboratively teach research writing and information literacy in first year composition courses. A four-week unit focuses on the connections between critical thinking, writing and learning, and information literacy. This article describes the process of developing, implementing, and refining this collaborative curriculum. By using assignments and texts that model a recursive critical research and writing process for students, librarians and writing instructors help students think more deeply and critically about their topics. 相似文献
